mr. williamson i will try to keep my remarks brief and we are excited to be here today and you will hear more detail from the developer on the specific ideas that are put together as part of the proposal that is before you. i wanted to say a brief word about my office's involvement and the office of economic and workforce development has been assigned led by jennifer to work with the port on three key developments pier 332 and 337, we have come to the table a few years after the beginning of this effort as phil mentioned this is a long running, partnership between the developer and the port of san francisco, they have done a great deal of community out reach as well as a lot of really good thinking about the development itself with a lot of consultants and a lot of leaders and a lot of people that really want to look at this very strategickly important site at a neat and exciting cross roads on the water front and see what it can

be in emitting the different developments what our office has been able to do and it has been an exciting partnership from our perspective is to take the lessons learned from the large city developments that are taking similar master planned approaches to development. and looking at, for example, the development led by the former redevelopment agency, and also, mission bay, the neighbor to this development which is the development wants to speak to and enhance in addition you have treasure island that has a lot of the sustainability goals that you will see in the presentation before you today and so all of those lessons we are trying to take into this project at this outset and really create hopefully a nice recipe for success that not only can show that steps forward that we need for this location and also the water front and the city as a whole. and these range from the issues to do with infrastructure as i mentioned and also the transportation and sort of urban design, and bringing a

new neighborhood forward that helps the neighborhoods around it see a new opportunity on the water front. and so, i just want to share with those general i guess, excitement for this development and the partnership that brought it forward and with that, i will be around to answer the questions later but i will hand it over for jack and fran well for the meat of the presentation, thanks very much. >> thanks, mike. thanks, phil. my name is jack bear and for the last 20 years i worked for the san francisco giant's baseball team and my client wells is here today and we have colleagues that support us in the audience but in view of the hour we will keep it as brief as possible. the next one. this site, this slide shows the history of the site. so you can see it on the left side, this site was uppeder

under water in the 1800s and move to land and the graphic on the right shows mission rock, a rock formation in the bay and just off of the coast and that is what the project was named after and that is what the street is named after. mission rock. sorry, there is a delay in the technology here. okay, this slide shows you what is there today. a large surface parking lot that is used for commuter parking and for the ballpark. and pier 48 which is also used for the parking in the storage of election of equipment and the small sliver of the parking on the edge of the boulevard. >> as you know, as an enterprise agency within the city, the port has adopted a list of capitol needs which it

must fund in the portfolio and it has many historic piers and disrepair and environmental needs and so on. the port has valuable water front real estate and much of it under utilized and realized ten years ago that it could use these assets to fund the needs. as part of the port's straggy, to revitalize the water front and to generate much-needed financial resource to address these capitol needs, the port identified several key development sites within its portfolio, many of them sea, wall lots. 337 is one of these sites. and in the mid 2000s, around 2007 prior to commencing any sort of developer as phil outlined earlier, the port conducted a very extensive process and engaged the stake holders and the community to arrive at several land use objectives for the site.

this process with hundreds of meetings with the community members and neighbors and stake holders outlined the sight that called for the urban mixed community with the significant housing and receipt tail and open spaced uses, in particular a focus on open space and public area along the water front. and this vision that was established by the port and the community, in 2008 remains very much alive today. and created a roost for the land use plan that we are presenting to you today. >> this is the sight plan for the proposed mission rock project. and it totally transforms the site. and it finds a permanent use pier 48 and introduces two space and collapses the surface parking lot into one parking structure and created ten sites that can be used for the development of housing resources and commercial in san

francisco to grow and attract new businesses and new jobs for the city. it also if you look at the site plan, it has retail concentrated on the parks, the shore line water front park on the north and the mission rock square in the middle and then there is a street that parks up to the south where the retail is concentrated and in total it is about 3.6 million square feet of built space and a great opportunity for san francisco. and now let's go to the components. >> pier 48 itself, the aprons are not passable and it needs some work as we indicated it is used for parking resources in the storage of equipment, but fortunately, our friends, the largest manufacturer in the city and county of san francisco, want to occupy pier

48. and this rendering shows you how you could be in a restaurant in the front of the pier and look through the glass to see the house in the body of the pier and an elegant solution that we think is terrific. by the way the giants are the largest consumer of the product in the world. there is a connection between the organizations. >> the park we will go through this really quickly and there are a lot of components of the park and it is meant to attract a diverse array of people and you have places where you could enter the water with a kayak adjacent with pier 38 and we could accommodate in the park and in the middle and where you see the restaurant and the edge of the junior, giant's baseball field as more meant to appeal

to family and children and it is meant to be a very active park space so that it feels comfortable at times and also a meandering walkway that brings in the water and provides great views and some porch wetlands for wild life and we will talk about a couple of good precedents for this park and the first one comes from new york madison square park and those of you who have been to the shake shack know what i am talking about it is for all of those in manhattan and those to take an afternoon break. and the one in san francisco, is the highlight on one's run or the walk to the golden gate bridge. >> in is a picture where you

have the concerts and gathers and so with the park along the water front, we were able to create a great space and one that will have the great deal of visibility and the great view and serve as a great amenity for the three buildings that front it and not only will the buildings have great water front views but be on the park itself. now, in the middle of the site, is mission rock square. and in this square is the square is very important because the buildings in the interior site need to have an address as well. they are not on the water with dramatic views but we are on a park and that creates a great environment for the people who can live and work in this location, it feels like an urban campus environment and again, there say great precedence with washington square and jackson square and the best in new york with bryant park in the middle of manhattan, which is the home to a lot of activities and the people go there every day and it is almost a tourist

attraction in and of itself. >> and this slide is an interesting one it comes from copenhagen in denmark and shows how housing can interact with the park. so that the people that are in the housing feel like they are in the park and the people that are in the park see the people living there and creates a incredible diverse and interesting environment. >> so jack mentioned how the parks and open space are going to create a central hub for the bay and water front neighborhoods and we feel the same way about the retail and the importance of the place making in the retail and the streetscape. and at pier 48 it will be the first step in creating the experience for the pedestrians but importantly, and different from other developments that you hear about we are also proposing to maintain a long-term interest in the retail and so we will kurate with the local tours and child care and the bookstore here and there so that the retail

experience, as you are walking down the streets, and the parks, is one that is exciting for years to come and not vacant with the store, fully sized. >> and we spent some time talking about what is above grade but i do think that it is important to note, particularly at this early stage, the suggest amount of infrainstruct stewer that will be required to make this project reality. just a couple of examples that we will be driving over 3,000 piles on site at an average of 250 feet, that is very significant amount of infrastructure below grade and we will have it along the edge of the sea wall lot 337 and as the port is going, portfolio wide and you are managing throughout the city we will be looking at opportunities and ways to address the sea level rise in the years to come. >> one of the main teams that came out of the community

process starting in 2000. really in the ballpark was built and in the early 2000s, was a focus on the pedestrian access and the human scale and nature that this project could provide. our block sizes are about half of the size of the average mission bay, blocks. and we are focusing on the street grade and maintaining visual and pedestrian connection to the water front as was defined in the water front land use plan that the port undertook so many years ago and we are maintaining a commitment to the mixed use diversity. so what you will see here is a proposal of what we will have on what we are calling flexible zoning and in brown are the office sites and yellow is the residential par tal and the parking to the south end of the site and the hatched partials could be market or residential. now it is important to note here that those hash sites could not go one way or the

other, we are maintaining a significant level of residential, we think that it is important to have particularly on the parks to create a day in and day out, lively feel. so there will be a range of office and residential depending on how that plays out. importantly, also, is how do we phase the infrastructure and we have a commitment to phase this appropriately with the adjacent uses and the buildings as they build out to insure that the infrastructure is delivered as the project is built out over the phased time period. >> the water access will not only with the streets but also will be human scale and jack mentioned a launch earlier and we are exploring ways that people can come down to enjoy the water on the mission creek and the east bay, the east side of the site on the bay. and of course, we have the focus on transportation and enhancing the various connections that we have here that is a fabulous site that you can walk to bart and kal

train and there are significant needs that we have in the neighborhood and the neighborhood has identified as a key priority as we built out in this part of the city. >> as you know the city, planning department has been charged with meeting several key environmental goals to 0 waste to greenhouse gas emissions and i know that a few of have you been involved in the eco district conversations of late and central quarter, we are excited to announce a couple of months ago with the planning department that we are the first time one eco district in the city which is working with both the port and the planning department and identifying district-wide solutions for energy, water, waist, and these elements of sustain able plan thating we are address on a building by building basis but together as a neighborhood. >> >> so we are excited about creating this mixed use development project that fulfills the port when they planned this process but it is

an ongoing and evolving plan and there sure will have comments today that we can hear and learn from and over the next couple of hours as we process the development but this is also the development committee not just the land use committee. so we thought that we would end with the economics. we are proposing to have 650 to over 1,000 units of housing in 2,000 residents we are proposing 1.3 to 1.7 amount of commercial office space that the city can ex-expand and create new jobs in this new exciting part of town. summarizing the key points here is the development over the 75-year, ground lease is supposed to develop and supposed to contribute more than 4 billion dollars to the city. so it fulfills the ports's goals and goes a long way to fulfill the city's goals from an economic standpoint. we think in terms of mission bay and the community there,

there is something lacking now that this really solves, there is a spot between mission bay and the ballpark that right now is a surface parking lot and not generating much for the city but with this development it can be the hub of mission bay and other neighborhoods have castro street and chest nut street and there are so many in san francisco that are parts of the neighborhoods and the people walk from the houses and have dinner and go to the dry cleaner and hang out and mission bay does not have that and so this can be that for mission bay and it can be the hub and the heart beat that makes mission bay a truly a san francisco neighborhood. >> thank you and we are here for questions. >> great. >> san francisco kim. >> i just have a question. i think that we went over this, i know that you will do 15 percent affordable and this is going to be on site? >> yes, we are proposing both to exceed the city's requirement and do 15 percent and hoping that it with be inclusion on sites spread

throughout the buildings. >> great. one conversation that i actually forgot to bring up is in fact the unit mix as well. as we talk about the families i think that you heard in great deal in prior conversation, we do want to insure that we have a number of two, three bedroom mixes to insure that we are building housing stock supply for those that are families that want to stay here. >> yes, that comment has come across in several meetings and it is something that we are working with and looking at. and hear there is a need for the larger unit mixes in this neighborhood. >> great, thank you. >> thank you. >> if there are no additional comments. is this the last presentation? >> we are done. >> okay. then we will open it up for public comment. >> thank you very much. >> thank you. >> go giants. >> i think that the game is about to start. >> i have a few cards, michael mcken a, tim donovan, tim las

res, corey woods, keith greger and tim again, and maybe there are two of them. and manny flores. >> good afternoon, or early evening. >> president chiu and supervisors wean weiner and kim. i am here in support of the project. as the business manage and her for the san francisco business trades, mike was out of town but as a vice president i am here to support that. and it is exciting to see the development on the water front embarcadaro. >> i broke into the trades early on in my career, just down the street at the old shipyard and my father was a bottler in the brewery and you hear that it will be part of this project is a win/win, unfortunately my father is no longer here. but he has told me the stories

of the days, back in the 60s and in the 50s. and again, i am in full support of this, not only for the residents, of san francisco, but for the new opportunities that are going to arise for the local higher, and also the apprentices that have been shut out of the projects for the last few years due to the down turn in the economy. i think that this project with the amount of square footage and the development of the whole water front is key to the survival of the programs that are here in san francisco. and also, to have a project like this, just steps away from the dog patch and also from south of market, and to be able to stroll from the ballpark right across the street and be able to enjoy the parks that are in this development. i would encourage you to support this project and the building trades are in full support of this, thank you very much.

>> next speaker. >> good evening, supervisors, thank you, for your diligence today. this is an exciting project and going to be a great economic boost to the local economy, at presizely the time that we need it. i think that right now we are witnessing a backlog of projects that did not go forward in the worst years of the recession and hidden in the streets and we will need this to sustain our emergence from that recession. what could be more appropriate than our local teams whose players are our kids heroes creating job opportunities for parents and career opportunities for san francisco's youth. this has talked about conversations with the community, there has been conversations with the trades and this is really going to be a win, win, this project will help create a new generation of stake holders in our city.

and generation of stake holders that will have living wage jobs with benefits. and the opportunity to stay in san francisco. and perhaps watch the giants win many more world series thank you. >> next speaker. >> good afternoon, supervisors, my name is corin woods, i am co-chair of the port central water front advisory group as well as chair of the mission bay cac and so this project and mission bay has taken a lot of my energy over the last god knows how many years. >> and the sea wall supports the 337 project. some of the things that we like about it are the parks and open space. and the block sizes, which are, thank god, that are the mission

bay. and the connections of the bay, and the variety of heights which we would like to see will get, i am sure that we will get into a lot more detail. i am not sure that there is universal support for the kind of heights and the kind of development total square footage that the giants would like to see. but, it is an ongoing negotiation. we talked about families. one of of the things that we asked the giant its look at since they have got this park in the middle with no streets in the way, look at child care as an opportunity. because they are very few places where you don't have to cross the street. to get to a child care. >> we like the mix of uses we want to be sure that the mari time industries are protected

and we look forward to moving forward. the most important thing to me is early construction of the park because i think that is a critical piece to activating the neighborhood. thank you. >> next speaker? >> good evening, supervisors, representative of carter's local 22. if anyone knows smart development it is the san francisco giants what they have given in the past with the ballpark, very beautiful and so would i say that they know a little bit about smart development. this project, it is something, it is something, that they will want to plan to save for the future. planting a seed for the future for the city and county of san francisco. and it is amazing. and it looks beautiful. and we support it on the term sheet. thank you very much >> thank you. >> next speaker. >> good afternoon, our good evening. jim lazarus, san francisco

chamber and the alliance for growth and our partners for labor and civic organizations we urge you to move this forward as it goes through the appropriate committee and what an opportunity to continue the development and the redevelopment of the mission bay started really 30 years ago in planning 15 years ago and hard construction and now the next piece of that property down there, at lot a and pier 48. and this mixed use proposal, fits the needs of the community, and fits what is happening down in mission day, and it really probably a more human scale than has even happened in the other blocks south of market. so, we strongly supported our partners and we urge you to move this forward at the appropriate time. thank you. >> >> good afternoon. supervisors. and i am, alice rogers i am involved in a number of neighborhood groups i am here

speaking to myself. i want to commend the out reach that the giant haves done and i am entranced with though they are looking at dealing with the retail environment. i think that it is sorely lacking around mission bay and south beach. and so the quality that they bring to this is excellent. and i joined corin, and in hoping that the park or as much as the park as could be feasible will be developed earlier in the project than later. and i would also like to suggest, as you are looking at the project, that the future residents somehow are sort of indemnified against the impacts of giants fans. and mission, i don't know, how the arrangements will be if it will be a cbd like arrangement

for the residents, but, mission bay ends up paying double and so i think with the experience that we have now, we could plan ahead a little bit on that. thank you. >> next speaker? >> good evening, supervisors, my name is keith gre.. gor i'm ceo is co-owner of (inaudible) and company. i think that this is a wonderful opportunity for the city and in particular for the company that has been in the bay area since the gold rush. we compete on a very wide scale within our industry and it has changed dramatically, for us to be successful today we have to be much more competitive and so we have to expand our brewing ability in the city and that is where we believe that anchors belong, this project offers us a wonderful opportunity to get

sufficient space large enough for the kind of scale of manufacturing that we would like to do on that pier there and if that scale of manufacturing you think that those kinds of jobs are important to the city, and that we will be adding lots of kind of jobs to the city, you don't normally see in the cities and not all for lawyers and account ants. we could not have done this or got this far without the support of the giants. a part from it being the largest customer, they have shown a tremendous degree of leadership to us in terms of how to go through this very, very complicated process. and for us, as a small manufacturer, to do something like this on our own will be extremely difficult, and perhaps, just too much of a challenge. but everybody in here, today and everybody support, we really believe that this could be a phenomenal new attraction in the city. so i urge your support, thank you. >> thank you. >> next speaker?

>> good evening, supervisors, kate (inaudible) the executive director of ss, made and i am here to lend my support to this project and i think that all of you know that manufacturing is again on the rise in san francisco. the sector grew by more than 12 percent last year alone and so, proud to say that (inaudible) brewers and distillers is the largest manufacturer by far and they were actually single handedly responsible for more of the job creation last year than any other company. so i cannot think of a more promising important company to support and as keith gregor said the availability of larger expansion spaces for manufacturers is limited right now in san francisco. this is really a golden opportunity and i urge all of us to move this forward as quickly and seamlessly as we can. thank you. >> thank you very much. >> is there any additional public comment? >> seeing none, public comment

is closed. >> colleagues, kim? >> i know that this item is not before us and i wonder why it was not in the budget committee. i just want to make a couple of comments. i am generally supportive of this pro-yekt and the giants have done an amazing job in doing out reach in the communities which are a important process of building good development as i mentioned in an earlier part of our land use committee. a kaoum of things that i have heard and i know that miss rogers and woods have mentioned this in public comment but i heard from others members of our community is that they would like to see the park and open space prioritized in the development as that is one key pieces and a benefit to the neighborhood. district six and 3 have the least amount of open space per capita and i think that would be a great gesture to prioritize that in the development of sea wall lot, 337 and second i am glad to
