3:30 pm
there's a great deal of emphasis on the landscaping and comfortable for people to move around the building. this is one of the early sketches showing you how the retail facilities frame this we have landmark that already exists here at the pier. this is an older sketch and this is the most recent sketch. we've held to the concept of framing that area. there continues to be a wonderful grand plaza that leads up to the raised platform and it's the entrance to the area. so it's a very lively space we
3:31 pm
know talk about this more in a moment. this continues to be the development of an outdoor ramp so you can walk on the outside of the building and get a tremendous panoramic view. this ramp not only leads you from the lower levels of the pier but to the entrance plaza level that continues up near the roof of the building. here at night we've gone to develop transparent facade. so you're able to see not only out to the pier by you can look back both the building and see
3:32 pm
the lobbies and many of the facilities where the public will gather as they enter the building. one of the aspects about the building is really does step down from the high-rises and towers. we have managed to lower the height of the arena because of the interests and the engineering team and common others have been refining the jerry so we drop the feet down to 1 hundred and 25 feet lower than it was last time when you say it. we'll be looking at as we mentioned early the incorporation of the fire department.
3:33 pm
we were removing some things and keeping the pier intact and the fire department facilities can be incorporated on the existing framework within this particular area. you're looking at at the north side of the public promenade and alongside that is the wonderful fire boats that come out and the ferries. if you're looking at at the distance is a storm water feature it's designed to have the - this is once you've assessed the top of the plaza the the entrance of the plaza there's an entrance under h that
3:34 pm
allows you to get the view of the by the way. you can say a great view of the sidewalk area. so we're going to be planting some landscape features there h that will create a more comfortable area. on the next slide here i can see the small park at the viewing platform and at the left of this slide there's a small feature that's the arena itself if you're up 50 feet above the level the arena it seems smaller. and once you're at that level overlooking the by the way, the impact of the arena is significantly less. this is a wonderful visit in
3:35 pm
addition to the visits out to the pier and the water front. one of the things it is important if you turn left in this i mention i'll see a window a that's been monopolized in the exterior part of the building i can step up to the glass window and look at it into the arena itself. we're working on how much you can see we're trying to get more of the court in it by your able to see the scoreboard. so there's a we have moment there you can take a look at what's going on the inside. now if that's not dramatic enough this is sitting inside the arena looking back towards that window you've been standing
3:36 pm
on the previous imagine. from the interior there's a part that faces the bridge pier purpose looking at. so inside the arena you can see the orange shape innovates glowing in the distance. we hope this will connect us to the sport arena itself. in the same imagine you can see on the left a light horizontal bar that's the entrance of the arena you can see inside the bowl itself. you can actually see right in. just to the right of the keystone it an area where the
3:37 pm
ramp that outdoor ramp comes to an end you'll be able to see the city and back to the ramp. it's a wonderful view. and as we move further, i, see in this image one of the bay windows. there are a number of those features as you pass around the glass and facade. there are courts to the right. this is an i mention of the open space ramp that led up to the building it's ada be assessable. and both on the saw wall site and ramp site. there's a little bit of wood on the ceiling so everything will not be glass and steel.
3:38 pm
so this is a spot on the ram where you can look back into the lobby areas so some places along the way you can see inside the loibdz. this is is entrance area and the evening view where your above the level of the pier itself you can once again see the bridge pier in the distance. there are a number of landscape features that help with the land areas. there is a wonderful view looking from the edge where reds is being moved to. we've worked together with the owners of red see to move their facility as tilt from the north side of the pier to the south
3:39 pm
side. we've introduced a park with wood surfaces there. here you can see the open assess ramp leading up to the viewing areas on the side of the building and with the retailer areas of payment trees with the plazas a. this is a view looking from the stairs the off to the southern portion of the pier and on the left side you you can see the promise thank you musical group and adopt on the bottom in the lower right. i, see a few umbrellas that's indicative of a farmer's market that can take place on the bay. so a number of activities can occur in this particular portion of the project.
3:40 pm
this is also when it's quiet in the morning this is a nice enough on the south side of the pierre with the promenade leading you for bicycles and pedestrians. this is the retailed portions of the project looking from the north to the south by before we close, see the pier 28 with the big arc opening and that's the retailer with the same weight and height of the building about 50 feet high and 1 hundred and 50 feet wide. this has retail facilities available. this is a view back towards the north and with the reds house on
3:41 pm
the right side it has it's notice position on the plazas a. most of the retail is pulled back in various places so you can have balconies and other falls on the outside. it's not totally comblesz. the retail is xhoepdz of various retailers to come over shops etc., but it's a range of modules that are being designed. many people have discussed the height of the building. the reason we pulled the arena to the east side of the pier is to be far null away from the
3:42 pm
area looking back toward the retail the retail is only 50 feet high here and from this area from the distance away it feels almost as the same height. to prove this point the next slide is a picture of the at&t park at the same location, same distance, same angle on the street. that is actually lower but from the sidewalk it feels higher. if you look through you'll see the arena same distance and the at&t believe you'll see the heightened is an important factor to consider we're trying to reduce the impact to the
3:43 pm
residents. so we're going to finish with seawall. we've created an opening statement through the retailer section. to the left is the roibl component with the areas along the area. i wanted to point out that 1 hundred and 5 feet which is the limit that was traditionally seen has been met with the hotel component. we've dropped the original design down to 1 hundred feet that's a 50 foot drop. says consequence we've raised the 1 hundred 50 feet to 1 hundred and 75 we've raised one up and the rest down.
3:44 pm
we feel this is the sustainable financial model but we feel it will introduce the equality the podium itself no more than 1 hundred and 50 feet we feel that the people who live in the adjacent building can have significant views from their units and that's the last image. there's the watermark and some of the new towers and the for ground a little bit more compact and i'd like to stop there with this incidentally and happy to take any questions
3:45 pm
>> i have two questions. let me go to the seawall lot thirty lot. i have a quick question about this. there's open space and a pool. is this assessable to the residents? no, it's assessable to the residents of the hotel component to the right but it's libel the hotel and residential components will be designed to share certain amenitys. >> it's my understanding that while the warriors have leaving this translate parent to the design that important contrast and shows are you considering a
3:46 pm
way to make the glass at least transparent from the outside i know that kind of ben access to the water front is important to the pier. >> yes, we have to take care of the sunlight they are will have to be some technology that mitigates the exterior and the interior but we haven't addressed that yet. >> i have a number of questions having to do with ac/dc. could i talk about sustainability and conciliatory you might be able to make and address the say level rise
3:47 pm
projection we know that impact the by the way, >> yes, this is for a fact we're targeting it will be the highest arena no where in the country. this is a very serious message i believe the ownership is trying to present. there are a number of other issues we're looking at in terms of managing storm water and creating passage and minimizing the impact of the building on its environment in terms of the pier which is currently deteriorating and sustaining that site. further in terms of the climate change it is a serious consideration we're working on
3:48 pm
the details and raising up until the majority of the pier its actually 3 feet higher than the street but we ramp up because of the distances you're not able to assess that but we're raising the pier above the water. in terms of how a curb could be used to help mitigate water splashing onto the pier itself those are part of the ongoing work >> and then obviously a big question that has been raised car trips could do you have a sense of what the volume of car trips might be once this be done. >> currently the number of
3:49 pm
parking spaces have been reduced to 5 hundred so we're actually trying to reduce the impact of the parking on the site. we are still working on the dea deals - details. >> planning staff. as we've just gotten all the plans we don't have the numbers yet. peter maybe here later to answer any transit questions. he's working on the water front project >> peter is coming to this
3:50 pm
meeting later on? >> and then a final question i think some of the warriors folks know that i am san francisco's represent to ac/dc. i understand there were some larger design moves that were used to address the concerns and you briefly alluded th to them to address issues discussed by the staff. i think there are 3. >> one had to do with the amount of open space at pier level and any other time missing the open spice. so the walkways were widened and the southern edge of the pier in the original design there was a large chunk of the pier was
3:51 pm
removed that was a architectural issue but it was from the most desirable sunlight plays last and it was not removed that whole southern edge - the second issue we got was from the kayaking people that the tiled action in this area would not be suitable so keeping the edge suitable for public gathering was something at the pucs urging. and talking about the fire boat
3:52 pm
and fire station it was an issue one of the proposals in our meetings was to locate the - that was rthdz and accommodations were made >> is there any information? >> no, the project is within the four corners of existing pier. >> that's a good thing thank you. >> i have a question and i don't know if this is the ultimately for whoever. and that is, you know, one question i've raised several
3:53 pm
times relating to this project which i've never received a satisfactory answer there may not be a satisfactory answer. it's muni the way the system has to meet and we want this project absolutely has to have good service it's a an important aspect of the project. i know the project sponsor want that and the neighbors want that. but right now our light rail way system is not even meeting our counter needs. and i try to take it, you know, during rush hour it can be a complete nightmare as i know.
3:54 pm
and there are days when there's not enough vehicle capacity. it's to the point of the giants game if there's a giants game i don't use the subway because we don't have enough vehicle passage. and then to put on top of that we're air-conditioned thousands and thousands of new residents near market street and in the southeast we're going to rely on those vehicles as well as and on top of that extra development. it gets to the point we're close to a braking point and sometimes past the breaking point and i see a bad future if we don't get very, very serious and tangible but not just how we're going to
3:55 pm
be able to have the sustainability but actually expand on service speaker it's good we're getting a new train system because the old one is inadequate. but the capital plan puts to the side the capital needs of $2.2 billion. so my question is easy. what are we going to do about that? i'm not of the school that we shouldn't be doing any development because it's going to present transit challenges we need to meet those challenges and where is the political will going to come from?
3:56 pm
>> to address some of the other questions in large part because in my role in working on the major projects i recognize this project and this is not going to be best served by abandoning those projects. there needs to be a stem terrific look at the transit system because of all the development going on. what peter albert is leading is somewhat precedent to be doing an assessment to look at the current prevail needs what do we know is paid for and not paid for? what are the impacts of the subway going to have on commuter
3:57 pm
issues. we believe that in 2018 people who are currently coming all the way out from some distance and cycling around if with you anticipate needing and overlay what those projects can contribute you have a more meaningful transportation. none of us are serving anyone it's working with the other transportation agencies to find out what ways they can contribute to transportation and here he is.
3:58 pm
>> i thank you for that. p in the not just about having a enable this is a system systematic - of course, we need to continue studying we know so much of the answer. the new train control system t is part of that but having r vs breaking down and shutting down the subway system or in the constituent there's 6 vehicles in every so many minutes we know we need to have - the challenge is we've not seen the political will to actually do the investments because it's not cheap and we see over and over
3:59 pm
again and my colleagues are getting upset because muni loses every battle. we've seen from the 10 year plan we've not putting our money where our mouth is and i hope our transportation service is coming up with something good. and so that's the challenge we have actually doing the things we need we need to do so the warriors and the giant coming into the supervisors district can actually use muni. >> peter albert from mta. supervisors thanks for calling me down here. actually, i ago with the certain. the twaef we're asked to react
4:00 pm
to a review and you've got 2 to three weeks to figure out this. but this site being so close to so many hubs is important. what the capacity needs from the station and caltrans we're not just working on this certain but with the giants as well. those 3 projects are 3 of many they're all looking at the same strategic responses to get out ahead of the maintenance facilities so keep those vehicles running and then working back into the development. that's part of the conrs
