improved our approach to planning and execution for specialized and special events in san francisco in the mta. our planning process in most cases begins many, many months and in the case of the americans cup any years in the planning. the planning process starts across the division of the mta whether it's the streets division or our division to deal with traffic. we meet with other departments of our department of emergency management our police department and our members of our port. another unique thing to the mta we reach anti very early onto the transportation departments which includes caltrans and as

well as the transit community and to the event managers themselves and to the community groups to make sure we have a comprehensive transportation plan on both the execution of our transportation and in the event of any emergency 3 should occur during our event. we also open our department operations interest for special events we send folks to the department of the emergency management and also to the police department operation center as well that allows us to make changes very quickly in the event of a public emergency the police takes the lead and we follow their lead with regard to travel control and transportation needs in our city. some of our other security and

since this is on the table. my heart goes out inform the folks in boston. i think we need to show constraint here. we know in america sometimes fear drives government to bring laws quickly and it really it steels the liabilities away from the people based on the treat. so i want to share with you let's not, you know, move so quickly with any ideas that's a slippery you slope that may infringe on people's rights. of course, we need plans and i'm not no strategy type of person who deals with security but i deal with common sense. after 1945 the japanese were put in concentration exams and the

it's not only in san francisco that regional threats happen but i appreciate the years of planning for the america's cup and other events each year. i have a better understanding of the command structure it's very, very helpful and how we put so much thought in keeping our public save during so many of those large event. i want to thank my colleagues at the e and the public for privacy rights for individuals and to balance the need to keep the public save. i want to say that the boston marathon bombings were a shock to us and i know that our safety plans looked at we redefined our

process but so appreciative that our city is uncomfortable our system to keep the public save. i hope we he can continue this conversation between annoy and the data break. i want to know that our departments are keeping us as safe as possible >> thank you supervisor. >> i think the thing that's key is we continue to have this conversation. i personally think this is a convenient that goes beyond san francisco and we as a country need to have that communication it impacts every single city in this country. as we move forward with the statement that the chief of police was talking about nirmz were there might be gaps in

video surveyance it's important for us to talk about how that's going to be regulated and seated at least having some rules in place so there's some criteria that are followed. i think as a maturate of common sense we want to see that information available. the cameras in boston were very effective in preventing another bombings from happening. we want to avail ourselves of that information god forbid if this should happen in san francisco. we have a long history of supporting the first amendment rights and i believe we can appreciate that >> i want to thank the chief for coming here and look at the exciting cameras and how to map

revenues anticipated policy rationale and update on future parking meters that include expansion in our neighborhoods. >> it's been introduced by supervisor farrell and many are interested. and we thank the supervisor so with that. >> thank you chair campos and supervisor. i call for a hearing regarding sfshgs mta for introducing parker meters into our neighborhoods. certainly the first of those plans is underway in the south eastern neighborhood. i've asked mta to focus their

presentation on the statistics and policy the revenues and the rules and updates and that include potential expansion in the neighborhoods. i believe that the mta will be providing a rationale how we manage parking overall. this originated from a lot of folks in san francisco about their fear of a creep of parking meters in our city. 10 east it is my belief that in san francisco that residents and merchants like to have an adequate input about products that would effect their quality of life. i think it is important to have the discussion.

i want to be sure that we have a comprehensive parker plan but works for our neighborhoods and merchants that work there on a daily basis. i want to say i'm very much cabins expanding parking meters into our neighborhoods. and look forward so talking publicly about the plans and the lack of plans in their neighborhoods in san francisco. i've made it clear about the parking meters here in san francisco and i know points supervisor is going to be talking more about. this is not about expanding

parking meters hours but expanding the locations of meters. people don't want to be surprised and i want to make sure we have a public discussion and how the mta manages that. i want to thank director ruskin for meeting before this hearing and for coming here today and listening to our questions and concerns. before you i call the director up >> good afternoon colleagues and good afternoon. members of the public and director reiskin. this is an important hearing. both myself and supervisor have had the luxury of dealing with this issue last year. so it's a very interesting discussion we've had.

- there's no secret i've talked about the mta current approach to parking meters. fundamentally i believe that as it relates to the neighborhoods i represent the mta is frankly on the wrong track. my biggest frustration is there's no comprehensive approach to the neighborhood. instead of looking holisticly all those you different dwifksdz are moving in conflicting driksdz. each neighborhood has different challenges. i see the conversion of a number of things that makes the mta current plan unobjectionable.

and in the southeast neighborhoods we're shouldering the city's now growth and development and now infrastructure are slow and not nearly keeping up to place with the growth and in some areas the mta is considering service cuts. we're told time and time again instead of having folks who own bikes that car sharing are not okay in the neighborhood because there's a lack of demand. so in areas of my district we have inconsistent enforcement. so the frustration comes from the residents in the business community it's reasonable. additionally i know articulated here today, many of the business

he owners are p dr businesses. through a nearly decade long planning practice those process the city rezoned large areas to main the p dr industry and they don't require the same level of parking or the same level of parking areas. so in the same way that mta doesn't also have a significant approach they don't acknowledge the businesses either. i'm looking forward to hearing i quit you won we're not going to be doing parking meters. i don't know. but we'll see. we'll let the hearing continue.

thank you. thank you, mr. chair >> i know we're going to have a presentation from a couple of folks here but before we do i want to make a quick comment as the representative for district 9 we've been dealing with this issue for some time, in fact, in the northeast mission became part of sdwrikt 9. first i want to thank all the members of that community and the whole city it's taken a lot of time and energy and it has been quite something to the organizations that has taken place. i want to thank my residents for that level of activity.

i want to direct the representative reiskin that has been active around the process and what was even vilgd a year ago was something that would have lead to a quick action by the senate mount and board of directors but because all the officers of the supervisors the mta has taken the time to really hear what the community has to say. and let me be clear i believe that we should continue to push for our transit first policy and i do believe it's possible to do that while at the same time addressing the needs and concerns of those neighborhoods. one of the questions i have as the supervisor who represents the first part of the city where this is being tested where this

is being implemented is what are the criteria followed in deciding where to begin this process. i know there's been a lot of reference to the eastern neighborhood plan but if this is the i am tuesday let's make sure we're following the very important policy consideration of protecting p dr businesses that many believe is not being done with the current mta plan. otherwise there was an emphasis on giving resident parking to visa vest parking. so i look forward to this

they're going. it's important part of the transportation we understand and appreciate. so therefore i'm grateful to walk through the parking management more generally in san francisco. so in brief inning - i'm going to speak a little bit about the current projects. so i just want to start with the context to remind folks that the sfmta was put together by the voters to manage the transportation system and to intrathd and coordinated way to achieve the girls laid out for us in the charter. managing parking is part of that we have a charter mandate that

mansions things clear it includes managing parking. i represent fully decline we don't manage parking we have a charter mandate that requires us to do otherwise. we can discuss whether or not we're doing that well or not and i look forward to the public comment by it's a responsibility in order to make good transportation choices available to invokes san francisco and recognizing that parking matter in those discussions. almost any project we're going to increase take will have some impact on parking in the saw way we manage parking impacts the other modes of transportation. so first, i want to speak directly to answer the question of why i think at any time necessary and appropriate to

manage parking in san francisco. so parking management matters and, you know, here's one picture but maybe a common kind of common site in san francisco in terms of what can happen if we don't manage parking where we have double parking and people circling to get parking estimates about 20 to thirty percent of traffic in san francisco just people looking for parking. we're not going to be able to get the right transportation. we need to manage parking because it really impacts how we all move through the city and the muni through the city. it can impact the liability of commercial district and other

commercial areas. so when - if we don't manage parking there maybe less available and people can't assess businesses they want to assess, which can have adverse effects on those businesses. so san francisco is already the densest city in the country we're not manhattan but we have a density equal to new york. we have a valuable resource and what we have coming according to the regional is in another one hundred thousand people and in the last thirty years we're going
