this item to the call of the chair? >> motion madam chair that you i want to make a quick point. first, i want to thank you supervisor cowen for having this on the agenda it's was of the most important discussions we've had in city hall in a willow i want to say that even though there's a lot of work to do in san francisco and to see the coordination with the departments. and, of course, to our budget and legislative analysts their analysts always adds an analysis

policy. and i'm going to turnover the rest of the meeting inform president chiu who will manage the hearing >> thank you, madam chair. so today's hearing is on the washington project on the sewer compacts. we get recommendation for good news i've invited the port on commission to come today but since we don't have an overall presentation and today's hearing does resolve some complicated issues i've put together a brief

around the construction just to refresh your memories is we need to know what it will emancipation proclamation tail above and below the ground we have luxury condos on the east waterfront in almost 60 years that go up to 1 hundred and 38 floors above the ground. we were talking about the entitlements of the developer that received were typically - this will entail the taking down of the building. and this is requires about 20 thousand 1 thousand dump truck

trips over the seven months. now, what do sewer and eight washington have to do with each other. they have in common is the north effort main. the site is proposed to set over the cities largest sewer pipe. this is a pipe that my understanding is the 10 by 10 foot pipe and those pictures you saw earlier colleagues at westportal we're talking about a pipe this big (indicating). and we're talking about a pipe that was 19 inches big now imagine between me and i guess that supervisor is 10 feet away from me imagine that pipe full
12:14 pm
of human wastes full of you know what. and this is a pipe that serves major parts of our city north beach our hills knob and services chinatown and in the maureen and i was told it also serves portions of supervisor kim's district in district 6. frankly everyone comes to work where everyone goes to show them o shop and tours in the neighborhood where 16 thousand folks a year flow through this area. next slide. so this is a picture of i'm sorry it's a little bit hard to see. in the a map the eight washington site is to sit on top of the north forest main.
12:15 pm
there used to be a iron clad requirement the fact it's a called an easement of about 32 feet and as you learn today, our puc decided to give up this space and reduce the space so rather than 32 feet a little bit less than 6 feet. now you may wonder if there's construction next to this massive pipe of two basketball stadiums it might seem to folks there's a little bit of risk during the construction. i may wonder since we're in earthquake county maybe a huge
12:16 pm
building hit that pipe. so those are some key dates of some of the documents we're going to be talking about about it today's hearing. the first two documents i think you're familiar with colleagues last year the committee approved the budget. and then early this year february 20, 2013, nothing has changed. now interesting enough there was a report that laid out the risk of construction and the future possibility of an earth quack when was dated february 2nd, 2013, but the study but puc
12:17 pm
ambulance in july of the previous year and we have e-mails and letters i have documents at least between november 20th of last year and february 22nd there were conversations between the city staff about the concerns in this report. so this is a cover of the report and anyone that wants it can have it. but, of course, the devil is in the details and frankly the devil is in this report. next slide. so what i want to do is to ask two questions to city staff what are the real risks to the projects and the immediately proximity to our projects and how could this not be included
12:18 pm
in the report >> i have a number of questions to go through. >> first of all, thank you for being here. i want to state at the outset truly i have respect for our cities work and we'll probable have some tough questions. so the first set of questions i have are really around what city sewer parts of the sewer system i understand you're the deputy for the puc what assets are around this area >> i'm the deputy general manager i offer see the operations for the power operations i do have is short

presentation and a i'd like this to be a interactive communication. this shows the court property and the yellow is actually some of the easements we currently have and the red lines depict our sewer system. we do have quite a bit of infrastructure in this area that includes the jackson street sewer and as well as we have the north shore main that comes through this to our channel 3 division. and it's called a - it's being
12:20 pm
pumped it's under force this is one of our most important force >> how much force how many gallons of sewage per second. >> it pumps everything from across town. >> it's a 10 foot by 10 foot pipe? that's what i was told i remember when we had our conversation >> it's the jackson street box and that's the critical thing we're trying to protect. we have both of those in play with the site >> brian anderson for the puc
12:21 pm
the pipe is in 36 diameter and it carries 20 million gallons a day. >> that's a lot of waste. >> okay. >> yes, it is. just checking >> go back to the presentation so just to let you know we have the jackson street box which is yellow running through the property that's where the 10 by 10 box. >> i'm sorry where on the map? >> it is running and it's no yellow that's the portion of the 10 by 10 box that needs protection. >> so in other words that's
12:22 pm
underneath the projector we're talking about. >> there will be a 6 foot operation from the building and there will be a 3 and a half foot separation from a retaining wall to construct the underground parking. >> your puc engineers referred to the portions where there was a 4 foot distance between the the project. >> we're taking the conservative approach of 3 and a half feet. >> we're talking about the distance between i move and supervisor campos between the building - >> between the retaining wall
12:23 pm
there's in another 3 and a half feet my but it's possible if something happened during the construction that could be at risk where the building could be shoved into the pipe. >> there are not redundant but we have work around these and under emergency situations we can move sewage around the city. you brought the second to lake issue that was an issue to us we were able to have it back into serve service in about a week and a half
12:24 pm
>> i'm sorry you're talking about the issue of having it up and running. >> yes, we go upstream we block the sewer and take it down stream where it's effected. >> would you do it here? >> yes, we have the resources in place we're concerned about that and we want to insure not only for our existing consumers but for public safety that nothing happens to that sewer. >> and can you talk about what parts of the city does this serve how many households and people are using this on a daily basis? >> 20 million gallons a day that's about a third.
12:25 pm
>> do you know betsy? >> project manager so this force main serves been 25 percent of the people and 75 percent of the. >> i'm sorry that leads to the 20 million glances of sewage? okay. than okay. thanks. do you want to continue? >> sure. so i wanted to talk about what we have there and we've been talking about that hopefully for the public those make sense and talking about what we're proposing to have happen there and then we'll talk about the protections we'll pit into place. to we have the easement to
12:26 pm
contain the north shore main and along what the things underground. and this is bringing the jackson street sewer down >> actually before you move off the sites can you hit the next slide i want to talk about easements. there's been an easements a 32 foot easements between the sewer system and anything else that's supposed to be built and we did a little research on this easement specific in the documents it's for emergency vehicles. now the documents also state
12:27 pm
there's a restriction that property owners can't abilities above those easement nor use that that easement to damage the city structures >> now do you know when is permanent easements was granted to the city? is this a dive easement you're looking at >> i believe it's the drum street easement. indians that was an easement put in in 1964 >> so that easement wouldn't cover the force main where it comes through. >> telling me about the easement. and by the way, i have had a
12:28 pm
problem getting this information >> the 32 foot easement runs through the privately owned project that the former jackson street alignment. it's 32 feet wide and it is for public utilities and sewer. the infrastructure is slightly to the middle so there's 10 feet of the dissents to the edge of the easement currently >> okay. >> and is proposal so to shift it slightly to the north but to the pucs approval. >> okay. and are there any restrictions on that easement?
12:29 pm
that you i'm sorry i don't recall. i don't think there are but normally under common law easement common law you wouldn't be permitted to build structure above that >> if those easements are approved then we actually would have the restrictions that you couldn't built on it the vegetation you could have on it. this is typical for our overwhelms and a lot of our easements are used for recreational purposes >> and i understand you can't build anything but the distance we're talking about building and the sewer system is 3 and a half feet we're talking about. >> and that's the issue we're
12:30 pm
dealing with the developer on all right. go back to - we do have some facilities all right. there and lot 351 we don't have an easement for that but part of the development we would secure an easement. we also own a tell you block under the portion of the seawall block 351 and have a brainstorm pipe and this is the drum tree alignment that we own an easement along drum street. and this is the proposed deposition of the existing facilities. we would actually
