7:00 am
to be far null away from the area looking back toward the retail the retail is only 50 feet high here and from this area from the distance away it feels almost as the same height. to prove this point the next slide is a picture of the at&t park at the same location, same distance, same angle on the street. that is actually lower but from the sidewalk it feels higher. if you look through you'll see the arena same distance and the at&t believe you'll see the
7:01 am
heightened is an important factor to consider we're trying to reduce the impact to the residents. so we're going to finish with seawall. we've created an opening statement through the retailer section. to the left is the roibl component with the areas along the area. i wanted to point out that 1 hundred and 5 feet which is the limit that was traditionally seen has been met with the hotel component. we've dropped the original design down to 1 hundred feet that's a 50 foot drop. says consequence we've raised the 1 hundred 50 feet to 1
7:02 am
hundred and 75 we've raised one up and the rest down. we feel this is the sustainable financial model but we feel it will introduce the equality the podium itself no more than 1 hundred and 50 feet we feel that the people who live in the adjacent building can have significant views from their units and that's the last image. there's the watermark and some of the new towers and the for ground a little bit more compact and i'd like to stop there with
7:03 am
this incidentally and happy to take any questions >> i have two questions. let me go to the seawall lot thirty lot. i have a quick question about this. there's open space and a pool. is this assessable to the residents? no, it's assessable to the residents of the hotel component to the right but it's libel the hotel and residential components will be designed to share certain amenitys. >> it's my understanding that while the warriors have leaving this translate parent to the
7:04 am
design that important contrast and shows are you considering a way to make the glass at least transparent from the outside i know that kind of ben access to the water front is important to the pier. >> yes, we have to take care of the sunlight they are will have to be some technology that mitigates the exterior and the interior but we haven't addressed that yet. >> i have a number of questions having to do with ac/dc. could i talk about
7:05 am
sustainability and conciliatory you might be able to make and address the say level rise projection we know that impact the by the way, >> yes, this is for a fact we're targeting it will be the highest arena no where in the country. this is a very serious message i believe the ownership is trying to present. there are a number of other issues we're looking at in terms of managing storm water and creating passage and minimizing the impact of the building on its environment in terms of the pier which is currently deteriorating and sustaining that site.
7:06 am
further in terms of the climate change it is a serious consideration we're working on the details and raising up until the majority of the pier its actually 3 feet higher than the street but we ramp up because of the distances you're not able to assess that but we're raising the pier above the water. in terms of how a curb could be used to help mitigate water splashing onto the pier itself those are part of the ongoing work >> and then obviously a big question that has been raised car trips could do you have a
7:07 am
sense of what the volume of car trips might be once this be done. >> currently the number of parking spaces have been reduced to 5 hundred so we're actually trying to reduce the impact of the parking on the site. we are still working on the dea deals - details. >> planning staff. as we've just gotten all the plans we don't have the numbers yet. peter maybe here later to answer any transit questions.
7:08 am
he's working on the water front project >> peter is coming to this meeting later on? >> and then a final question i think some of the warriors folks know that i am san francisco's represent to ac/dc. i understand there were some larger design moves that were used to address the concerns and you briefly alluded th to them to address issues discussed by the staff. i think there are 3. >> one had to do with the amount of open space at pier level and any other time missing the open spice. so the walkways were widened and
7:09 am
the southern edge of the pier in the original design there was a large chunk of the pier was removed that was a architectural issue but it was from the most desirable sunlight plays last and it was not removed that whole southern edge - the second issue we got was from the kayaking people that the tiled action in this area would not be suitable so keeping the edge suitable for public gathering
7:10 am
was something at the pucs urging. and talking about the fire boat and fire station it was an issue one of the proposals in our meetings was to locate the - that was rthdz and accommodations were made >> is there any information? >> no, the project is within the four corners of existing pier. >> that's a good thing thank you. >> i have a question and i don't know if this is the ultimately for whoever.
7:11 am
and that is, you know, one question i've raised several times relating to this project which i've never received a satisfactory answer there may not be a satisfactory answer. it's muni the way the system has to meet and we want this project absolutely has to have good service it's a an important aspect of the project. i know the project sponsor want that and the neighbors want that. but right now our light rail way system is not even meeting our
7:12 am
counter needs. and i try to take it, you know, during rush hour it can be a complete nightmare as i know. and there are days when there's not enough vehicle capacity. it's to the point of the giants game if there's a giants game i don't use the subway because we don't have enough vehicle passage. and then to put on top of that we're air-conditioned thousands and thousands of new residents near market street and in the southeast we're going to rely on those vehicles as well as and on top of that extra development. it gets to the point we're close to a braking point and sometimes past the breaking point and i see a bad future if we don't get
7:13 am
very, very serious and tangible but not just how we're going to be able to have the sustainability but actually expand on service speaker it's good we're getting a new train system because the old one is inadequate. but the capital plan puts to the side the capital needs of $2.2 billion. so my question is easy. what are we going to do about that? i'm not of the school that we shouldn't be doing any development because it's going to present transit challenges we need to meet those challenges
7:14 am
and where is the political will going to come from? >> to address some of the other questions in large part because in my role in working on the major projects i recognize this project and this is not going to be best served by abandoning those projects. there needs to be a stem terrific look at the transit system because of all the development going on. what peter albert is leading is somewhat precedent to be doing an assessment to look at the current prevail needs what do we
7:15 am
know is paid for and not paid for? what are the impacts of the subway going to have on commuter issues. we believe that in 2018 people who are currently coming all the way out from some distance and cycling around if with you anticipate needing and overlay what those projects can contribute you have a more meaningful transportation. none of us are serving anyone it's working with the other
7:16 am
transportation agencies to find out what ways they can contribute to transportation and here he is. >> i thank you for p in the not just about having a enable this is a system systematic - of course, we need to continue studying we know so much of the answer. the new train control system t is part of that but having r vs breaking down and shutting down the subway system or in the constituent there's 6 vehicles in every so many minutes we know we need to have - the challenge
7:17 am
is we've not seen the political will to actually do the investments because it's not cheap and we see over and over again and my colleagues are getting upset because muni loses every battle. we've seen from the 10 year plan we've not putting our money where our mouth is and i hope our transportation service is coming up with something good. and so that's the challenge we have actually doing the things we need we need to do so the warriors and the giant coming into the supervisors district can actually use muni. >> peter albert from mta. supervisors thanks for calling
7:18 am
me down here. actually, i ago with the certain. the twaef we're asked to react to a review and you've got 2 to three weeks to figure out this. but this site being so close to so many hubs is important. what the capacity needs from the station and caltrans we're not just working on this certain but with the giants as well. those 3 projects are 3 of many they're all looking at the same strategic responses to get out ahead of the maintenance facilities so keep those vehicles running and then
7:19 am
working back into the development. that's part of the conversation the developers are working on. so i can tell you this that working with john haley for instance, those folks can tell me what the next determination is going to be and what we need to purchase that's factoring into the assessment so we know that by 2017 what we need to do tomorrow >> where's the money going to come from. that's the core. i don't want to hijack this by it's a key part of the picture and what i'm trying to do is be more than a good switchboard operator. what those costs are that's a
7:20 am
convenient we typically never get to have >> president chiu. i want make a comment and a supervisor wiener alluded to this we have to figure out how to vest the money. hopefully in the next 6 months a number of us will be asking the public and our colleagues to consider bond measures and other measures on the 2016 bond measures. we have to figure this out for the whole city for the wooerz fans and so forth >> i had a couple of questions around the parking situation can you you gives an idea of how c by
7:21 am
the way, what do i expect that to look like and on california train and when they come on line and the terminal do you know any numbers at this point? >> i don't have to figure but i think that the transit mode is somewhere other than 25 percent. >> can i break that down? the number of people coming to the arena on transit. if it's about a quarter to less than a third of the people that are attending the arena san francisco also presents like 60 percent of the trips arriving on transit that's 40 thousand seats
7:22 am
at the stadium. you can make a trip from all 9 counties. that's a pretty different situation oakland doesn't have that recreational hub of air. what happened after they moved from candlestick park >> well, they quad drooled. but what we saw was a small amount of ridership bus it was sitting empty so people went out from trains to empty parking lot but gnawing now their holding their own. >> can you give us a sense has
7:23 am
b there been a discussion about bike programs how that might compare to at&t park and a. >> so what i know is the giants the valet system is over prescribed. >> one of the challenges we have is the bike fair is opening up across the street. one is people bringing i their own bikes and truce it to the valet service. and the bike of the last mile we're not tested here by looking at washington, d.c. and montana >> the bike valet
7:24 am
parkably facility >> anything you want to add and to put a finer point on that. we have proposed in our later release design 3 hundred bicycle valet spots on site as you mentioned supervisor i think the at&t bike valet is over prescribed and we've been working with the city staff to make sure we have a robust bike valet operation and about 40 percent of the capacity of at&t parks so hopefully, we'll address some of the demand issues on our project. one question you asked about the car utilization at oracle we've
7:25 am
done some studies and pretty much every car that comes to oracle and i think the tape night that we savored was a lacquers game we counted 5 thousand cars and n that was the very, very worse example when i see that oracles only have 5 - we have here muni and all the other optioned. >> great thank you. >> supervisor kim. >> i thought we were going to stick to the design but since we're here on transit.
7:26 am
i know that part of the committee on the traffic planning commission what type of transportation we expect. so if there are 17 thousand people it a game what are the models to be like >> we're actually working with our staff the transportation modeling expert and much like we do with the transportation study. first of all, we're going to figure out trip formulation p whether their basketball games or whatever we're going to be cafe to use the studies. as we get those we meet weekly just to make sure we're you using the right matrix.
7:27 am
we're conservative in assuming this is the that he is by walk and driving and then where the people are coming from. if people come by the east side they're coming probably by ferry. and with the gotten gate bus this which is typically you done but that screen line effect of understanding what the trips are what transportation mode folks are using and this is the seat belt. where we are at right now we're lining up the agencies to say we're making those assumptions and all the muni stuff would those be incredible projects to
7:28 am
propose for virile review and if they say yes, this is the best way then we kick into the second phase and before the environmental you review we're already starting to do some sketch modeling this. people by transit and car and then the modes. >> so when today expect to have that? >> we starting scoping that two weeks ago we have to live with the outcome and that will happen in the next month. so in the a - so in a month folks can expect to see the
7:29 am
trafficking model >> we've got to switch the switch and we'll let the public see how useful this can be. >> so in a month? >> and now through the fall that will be when we're doing our modeling like also the eir. >> it would be good to get a firm date. i think the neighborhoods really want to start to see the data so if we could commit to a date it would be good. and currently you have plus peak traffic. we're looking at a basis line -
7:30 am
the way we're proposing a scope i'll be happy to talk about that. what happens if there were no projects what if growth were going to happen with the projects like central subways and we layer on toup top of that the recommended projects that we're hearing and we get to see whether their is value added or not. even before the eir kicks in. just imagine how much smarter that is. and see then seth a date for which these
