three weeks. i was in fresno with the mayor. i worked with him i am and it's a challenge by the end of the year we will go into a city based on a request me mayor and the issue was economical development. cñ 6 colleagues 3 f asia one from china and one from vietnam were living in downtown in the mural districts their building a new lost and this is immediately adjacent to the downtown. it was an amazing experience because fresno has the opposite of the problems we have. their moving farther and farther

out. they don't know that fresno feeds 1/3rd of the world. with the pressure from the development and they're trying to quash new taxes from the residents they've seen a hallow enter city where there's zero residents and only county and city and state office. their not a large basis of corporate division. but they've lost all their retail expect for dollar store environments. to it was wonderful to see the

agencies from federal on and community you groups open themselves up to have us come in and we made recommendations around the economical development and we spent time in the cultural district. it's a reminder that the chambers are all the same. they've now redone their general plan to refocus on downtown and the mayor have sued other urban development because it's not in compliant to the agreement around their general plan.

it gave me hope there's other regions around the country that the growth outward is not the way we need to be moving but it was an interesting tail of a place where you have very few developers and they drive the community in a negative way. downtown they have one developer and he's pushed others out of the market. in the development community we look at fresno and it's exciting things going on at a local level. but, you know, there'sg could all learn from the organic things that are happening there but also the vision go they're

think about i didn't speak at that hearing but the general consensus is we need to make the new businesses and receipts there for interactive with the street and not,8éog be isolated the ground level activities. we have to make the street improvements and addressing the quality of life better for a variety of reasons that make streets not the best places to be. and we have to be could go dissent and understand where the sun is and the wind is to cite the open spaces.

we tend to be sometimes windy and sometimes cold in certainty areas so we have to take advantage of areas that have shelter but sun. thirdly i've been calling the board of supervisors and trying to address graffiti problems i spoke on a couple of weeks ago. but this will be put together and brought it the commission. but it would address not only those guilty of graffiti vandalism but businesses that maybe selling products exclusively for vandalism. i've spoken to the police

neighborhood support. that concludes my presentation >> and that takes us to the board of appeals. >> good afternoon there's a good number of item the first of which the historic district. this is a recommendation from the historic commission to create this district it was recommended for approval. and next supervisors wiener's and kim's recommendation for sequa of the chapter 31. only supervisors wiener's proposal could be considered and supervisors kim's meeting will be scheduled for later.

you'll remember both you and the ap c generally approved this recommendation and this week at committee it got more complicated. supervisor chu board president chiu shared another proposal that he wanted to vets with the folks. this was an attempt to further merge the two proposals. but instead wanted discussion that happened at the committee and for at least 3 hours i think. but there's been a lot of sequa activity. we discussed it and in the end he wanted to hear comments from

the public about this new proposal. and at this meeting supervisor kim is coordinating with our staff and one would revise her sequa proposal and the other would be a modified project does not need a new sequa plan >> supervisor chu stated that even though supervisor kim is not accountable he believes that a one week continuance from moped would be sufficient to work out any remanding issues and return on this coming monday. that happened and the committee

continued the items for one week. at the ap c meeting supervisor kim's ordinance was heard and that commission passed a resolution that was similar to your recommendation and it was disproving of some and approving of some parts of that. they want a clarification between the supervisors proposal specifically on the first vs. final approval so they want a us describ different and they want the administration to require landmark dwifthsz awhile an

appeal is underway. apparently neither of the two proposals allow that. and so that that was the main action from planning staff. at the full board p there was one ruling that was to amend the planning for the small businesses for the most of may that passed. and lastly there are new ordinances. the first was brought by the two supervisors and want the allowing of transfer of liquor licenses under certain conditions and exemption groceries and certain arts and other uses from those controls.

it would establish the operating liquor uses and restrict the ground floor retail uses. and we'll be back with that in '90 days. the mayor paroled a ordinance. this about all the time the plan for certain properties to add residential as a use in the plan area but it doesn't increase the allocation of tax increments. and then lastly one of the ordinances that i introduced to you was from supervisor kim and that's her large amended

ordinance we're looking at that now >> that concludes my report. >> ms. rogers thank you for your report. i don't need an answer today but supervisors kim proposed ordinance that allows an appeal of whether or not the project still comply with the approval. i guess when finally have a chance to digest that is there a level ever seen or of an appeal i realize the appeal has to go before the board of supervisors but it is time consuming. legislation has some validity

that's been taking place on supervisor wiener's and supervisor kim's i want the - was there any discussion about clarifying the h pcs role in terms of sequa generalized language that's contained in thar prop js language and they've over all jurisdiction that's the wrong word but - you know what i'm trying to say the language says the h pc you can be involved in being involved in sequa matters. has that been clarified in. i only bring it up because last

week on the hoping street development project it is adjacent right immediately to 3 historic districts that are overlapped top of each other. it's a national registered;9"ó district and yet that project never went before the h p; are c and i think there was an issue perhaps it should have gone to them. that's the kind of thing i'm wondering about the discussion of the h pc with respect to sequa. you don't have to answer that here but unless i want to >> supervisors kim's ordinance does stick to the h pc but it's the role of h pc and sequa and
