and i see two latino males who are discussing one having a flat tire and need to get a ride to have the flat tire repaired. one of them had a blue placard and his friend said, where did you get that from? he said never mine, i want to use it. he said you can't use that. he threw it in the gutter. i ran across the street with my walker and reclaimed it and had it since this day. i'm the mac member who spoke about the street fares. the problem being that blue zones are displaced and disabled people who happen to live in the neighborhood have been invaded have no place to park. there needs to be a different formula for coming up with how many disabled places

to put around the neighborhood so that disabled people can park there and so the merchants don't park there and the bicycle people don't latch their bicycles to the meters. i have a complaint with the mayers office with disability, sharon is due to get a response to me. i don't think she's going to make her deadline. >> thank you very much. >> christina? >> i just want to address a few of the things. i thought all the public comments were helpful. that's what we are here for especially with

respect to payment and time limits tlchlts a couple things i want to reiterate. i think the person with the presentation covered. one thing that i'm not sure was covered is the idea that people with disabilities need more time getting in and out of their vehicles with the exception about time. the time it takes to get out of your vehicle does not count against the meter time. we want to educate the public on that. with that it shouldn't take extra time to get out of your vehicle. it's definitely a topic of conversation. on the payment issue it's something that was really heavily discussed in the committee meeting. it was very difficult. we looked at so much statistics and data that

indicated that payment at meters did not have a negative on folks with others in the community and other demographics in our city. we are going to roll this out with a huge package of things that is really intended to provide access for people with disabilities. not to cutoff access. i hope that people can see this is a package of solutions and that we are being really thoughtful as we role these out and we want to continue to hear your very important feedback. thank you. >> thank you very much. >> it's a surprise. i have a big question about this. what

>> thank you mad chair. the disabilities committee member, representative from various community agencies and organizations attended. the meeting discussed about who would obtain the volunteers for the goals, it was decided that mayor's office and disability and san francisco independent living resource center would split that responsibility. councilmember denise would also participate. only two observers would be allowed. from the san francisco ilrc. it was

discussed there would be a brief discussion about those who participated and observers in order to get a sense of how the exercise went for them. this review will be gone over at the next ddpc meeting. the functional assessment service team or fast work group of the d d pc met on friday april 5th, 2013. fast teams are trained to be deployed at shelters during a major disaster. team members are specifically to address the needs at the disabled shelter residence and to maintain and live independently in a shelter. team members attend a two day training and certified by the state. a report was given by councilmember chip and

a lengthy discussion was heard and highlights were guarded. no municipal and county support structure. it was estimated that fast trainers in the county of san francisco, fast teams need to be formed locally with certain specific specialties present in each team. the team will be independent of the red cross or the government so that they can make evaluations and decisions quickly without interference. it was the consensus that fast teams needed locally. the next fast work group meets on friday june 7, 2013, and 130 at city

give us access to the property for the purpose of taking photos to show you the populate. unfortunately, the owner was not willing to facilitate that action. also you had certain requests of the property owner i believe a etch of the adjacent property own has asked you guess for a copy of the krarths certification that was given to me that i made some comments about and it was for the purposes of answering questions by the this body that item was discussed and those questions were swrnd. i gave that document back to the property owners representative. we now have after asking for

that information they gave us copies to the certification. we just got that and have given the copy to the adjacent property owner. we could not produce it earlier because it has not been entered into our record. but we didn't have it in our record. i didn't have the opportunity to make a copy but those are the new items and the other item is the property owner has repeatedly asked us about the process of remediation. any contractor doing the work with the notice of violation

must comply with state and epa regulations. elbows if they're dealing are over 6 thousand feet they may need remediation contract. but we've been tempted to clarify that and i'm clarifying it again through this process. i don't have anything else to add i think you need to hear in the appellant and the adjacent property owner. >> i just want to remind everybody that the department has 7 minutes and the appellant has 7 minutes and then

rebuttals. >> good morning, ladies and gentlemen. david may appearing on behalf of the property owner who's subject to the notice of violation. the department is a little bit behind the curb here. what happened after the last hearing the contractor that the doctor wanted to use went out and spent 20 minutes to a half hour speaking with the lady to mitigate her concerns. he was unsuccessful so we decided to use the contractor that the neighborhood wanted to use.

he contacted them and received something that was called an estimate but it wasn't simply a statement which was not sufficient. i called the agency there mr. bush who would send out on estimate for the job. and specifically i don't want to get catch up her in words but the notice of violations. without using that language in a technical sense with respect to lead inc. so we're still waiting for an estimate from the reconstruction. i can show you if you want

documentation backing up what i'm telling you. i have - we talked about the lead base paint that's undertaking from her property. he did not stated they tried to get on the property but weren't allowed to and we have photographs. i can show you those now but i don't know if that's productive. if we can put t this over to the next hearing we can get the contractor who wants to do the work i don't think there's any problem with that. she feels that contractor has all the appropriate certifications and we're simply going to accommodate her and use
