is what the fund was set up for. noah valley is open space deficient. there's a tiny little space and there's always, you know, little kids sitting there what a great opportunity to give folks a place to congregate. it sounds like it has support. the location there is so key and really the businesses benefit every saturday when the farmer's market is going on. i keep up to date with the plans on the we get. they seem like they're checking all the boxes and it's lovely to
4:01 pm
go on a saturday and see your neighbors and buy fresh vegetables. it's a wonderful edition i support this project >> thank you. next speaker, please >> i remember my mother lived up to treat street. my father in the 30s grew up on douglas street. so give my regards to noah valley. remember the old town square. tell all the farmers gang up on 24th street. that you will soon be there. keep all the budget lights yes and no remember to keep the

dream green. give the rarldz to the old town square and it's good to know that city know that your budget city that your help and budget money be there. thanks bye bye >> >> thank you. next speaker, please >> hi i'm molly fox i'm a junior member of the noah valley board. and i think this will be a great space amen (clapping) >> next speaker >> i'm one of the vendor at the market. since the inception of the

market i've watched families to come together. i paternity in markets around the city and i strongly support the town square and we look forward to seeing the new development thank you very much >> i'm a former member of the noah valley farmer's market. i want to add that most of the people in this room love this town and this is why we love it. the perfect san francisco story that's been written over the last 10 years. the government today what we do here is how an example of how
4:04 pm
government can be a wonderful influence and build the contacts for the community to grow >> >> thank you. next speaker, please >> hi i'm a co- founder of the market. i'm not going to speak for i move today, i'm speaking for bill kennedy who owners the farm. it's one of the few based farms we were actually trying to court swanton to come to our market for a a long time. we're trying to do something more commented to sober justice. in the from bill kennedy.
4:05 pm
the creation of the noah valley market essentially on the ruins of the other businesses. the exception of the real foods and an apparent response points to the heart of swanton's motorbike of sober justice. as a first organic farm in the country to sign with the farmers unions. we're dlild to be invited in. this is a market whose function is to celebration of quality and fairness. other markets have political - offer i'll try to skip through this. they'll all come together a to serve in this neighborhood. we have a you purpose learn
4:06 pm
ourself this is the establishment of a new farmer's market no guarantee for success i'm sorry can't finish this statement >> any additional public comments? >> mr. chairman can we close the public comments. >> public comments are closed. i want to thank all the public speakers and folks to thank you for the years and years of work that have gone into first building the farmers markets as one of the core institutions of noah valley and building on that by recognizing the risk and opportunity of the sale of the
4:07 pm
parking lot onto the actually take the farmer's market to the next level and create a permanent space for the farmers market. this has been one of the best opportunity and this is a project that truly is deep in the grassroots my worked its way up and the city came along and followed. that's how the community and neighborhoods have helped to change this. i'm proud to be a supporter of this project and colleagues i ask for support with a positive recommendation and i make this motion as to items 6 and 7 >> second. >> okay do we have any
4:08 pm
discussion? >> just want to congratulate the noah valley folks and i appreciate the public comments on the neighborhoods and want to share a wealth of ideas and wealth of fund to help us you assure there's an equity on how we make the accusations. i'm familiar with the 24th street but i look forward to being part of the experience of farmers market but i think this is a great thing to support. and i appreciate the park and rec as well moving forward >> supervisor. >> thank you. i just want to thank everyone who came out to testify today. it gives me more insight how
4:09 pm
actively engaged the folks are. and to see the faces of the folks who are not in the area it clearly demonstrates that folks throughout the city sees the need for more pop o open space. i don't based on some of the comments have some - a few additional comments for clarities. i heard the revenue from the sites it supports the maintenance. i don't think that's an accurate statement based on the possibility of the funds generated i don't see the cost
4:10 pm
for maintenance - >> he can't there's been a ongoing discussion about the maintenance issue. it's complicated. or more when itself community came to us there was discussion that the revenue from the farmer's market would fund the maintenance to the community benefit along 24th street, however, given it will be a publicly owned park the public will maintain the maintenance that were so 0 the primary maintenance will be the responsibility. but the revenue from the farmer's market could provide some supplemental maintenance.
4:11 pm
but that's - i left that out of the presentation but that's one component >> so there seems like a real opportunity for them to take responsibility from maintaining the park long-term. >> to have some role. >> to have a significant role. >> potential significant yeah. >> i'm sorry may i respond to that one issue? the cv ds have to pay into it i know the cv b is interested in this but ultimately this is the responsibility of park and rec.
4:12 pm
>> thank you for that clarification. i also i'm really exist about todd mentioning of the fact that they plan to look at other optioned to raise the fund and i'm actually very excited about that. it's calory from the crowd that was here today that people are really committed to this project and have been working on that a long time. i am confident of moving it forward. i have a question about the 5 percent for the - a comment was made that for the open space accusation fund that only 5 percent of the fund went to acquiring the property and some
4:13 pm
went to the maintenance >> the park recreation and open fund is the $0.02 for every $100 of open space that money is for acquisition. we're only talking about - we're not talking about the open park rec fund there are two funds >> supervisors there's the one fund there's the one fund that was authorized for 5 percent of the open space fund was set aside that for the acquisition. but there's a sub fund for
4:14 pm
acquisition >> and last two questions i had well, actually iowa one is a comment. i'm assuming it wasn't clear with the development there are bathrooms >> well, there's a restroom. we're necessarily the process though i i know there are a lot of members of the community want to restroom and the maintenance cost is significant so i'd like to say pittsburgh that that is
4:15 pm
undecided. i'd like to encourage making sure there are restrooms available. i know there's a lot of kids and kids loopholes have to go to the bathroom. the things i want to talk about we're looking changing the code to allow for rec and park to have farmers markets at any of their locations. i guess there's currently one day a week? >> i believe the proposal to the legislation says to more than one day a week. the noah valley farmer's market has expressed interest if the two day a week plan
4:16 pm
>> but as we're going forward to the acquisition there's a option for a future farmer's market. >> i have a bit of a certain with that models because i've had a challenge with rec and park consistently as to agreements they enter into for property and the ability to make sure that there is a real community process in terms of making those types of decisions are important to me. and i don't want to hear from rec and park before they make a comment to one day a week to farmer's market to 7 days a week. it opens it up for other
4:17 pm
neighborhoods to have it for the agreement for farmer's market. i'm not certain it's the way to go. certainly the community wants to do something longer but we've not had that captioners in district 5. i'm trying to understand where we would want to make this kind of significant change for the rec and park >> i think it's a good certain but for additional contacts there's with only two farmer's market actually, one farmer's market in district 5 the the wallers market.
4:18 pm
it's new territory and it's something we're exploring to strike a balance for a successful space. but this is serum a farmer's market permit so it's going to feel like the process for other events like a picnic party and - >> so all the notices requirements are the same to the public can give feedback so if they don't want the market for more than 1 day a week. >> yes in the first week of
4:19 pm
june the public can comment on this farmer's market permit. and that permit presumes one day a week operation. with the under oath valley towns square permit. if we amended that permit that process would have to go it would start again in terms of noti noti noticeing and the full commission would have to take it up. >> okay. >> thank you. >> okay supervisor mar. i definitely want to see a good transparent community process if we're considering more than 1 day a week but as the
4:20 pm
agricultural said i agree i'd like to see farmer's market in every district because of the great example. i'm previous active that supervisor wiener brought up that it's built into the shoiths and let me just try to see how that amount is not in addition to but that the buyer or seller would add it back so that it's not a cost to the city. i also wanted to add that i appreciate todd david and merry dignities explanation of the open space fund and i hope the other neighborhoods use this process of equity.
4:21 pm
as it's built into the criteria for the selection. but this is such a great case study of democracy of development and i'm glad that - i'm coming out on saturday and i want to see if you like your farmer's market that's community driven. we had some bumpy instances with the pacific beach farmer's market. but as we build up the other farmers market but i want to commend you and is thank you for
4:22 pm
being a cat lift for the other neighborhoods. >> thank you to the rec and park department (clapping) >> yeah. a round of applaud u applause for them. i know we've been working hard on the francis site >> thank you to all the community members. i know this is community driven we're blessed in our district to have people to come out to meetings like this. so thank you four for all your help. and supervisor wiener. with have to amendments
4:23 pm
>> i move to accept items 3 and 4 and forward items 6 and 7 with positive recommendations. >> second of all to make the items 1 and 2 and the underlying items 6 and 7 we can do that without opposition as well congratulation. (clappin (clapping). >> we now have a 430 special order so why don't we recess to our 430 until that time. the meeting is in
