they some how their plans long-term to maintain this park. without the existence of leaving the other parks behind. >> supervisor recreation and parks department. those are excellent points we've struggled with as we evaluated wore one of the things we're seeing this year is a real policy issue. we have not just one accusation but 3 and 4 accusations. the valley town square i want to make sure that as we look at the

timing of the grant and the space is developed into something that looks like a park is a year away. so we basically have a parking lot and a farmer's market to maintain. it is fairly minimal and we should be able to work with the community maintain that space. as we develop and begin to get fund to develop that space and hope potentially have other parks for the board of supervisors to consider our only sources is the general fund and i'm hoping the board of supervisors as a policy decision about allocate more funds. as you said we have an extensive popularity we don't want to make

trade 0 office but we're in an important time in the city we're projecting extraordinary growth. the city has adopted a number of plans. so if we wait 15, 20 years to acquire those properties we will have lost the moment. right now is the light to buy before everyone comes and moves into the neighborhood. i think it's a responsible choose when you look at the 15 horizons to the city. we have to look at how to maintain those spaces >> can you explain to me the
12:03 am
contradiction in harris report the budget analysts report this is not a high needs area but in your presentation you expressed that you provided us with information about the location of other open space areas. so could you please explain? >> there's two dimensions we look at the availability. is there a deficiency. and then for example, >> it there a deficiency? >> yes, it's not the same as a deficiency? >> okay.
12:04 am
still not necessarily i guess a satisfactory answer because it doesn't solve of long-term dilemma. i know there is a grant opportunity as outlined in the resolution. i guess if the grant doesn't come through i'm assuming that funds will be raised to develop the property? >> yes. i think if this particular grant doesn't come through we'll be seeking the same kind of grants from the community prpdz. the community has obtained about $500,000 in mreblgz. and whether it's a community opportunity fund a number of
12:05 am
other sources we regularly direct our partners to >> there a way to oil that in the resolution so there's not a obliteration to pay for the resident property? >> i'll respond to that or i think supervisor brings up some important points. we had a great discussion when rec and park was here with their budget update. the fact as our park system as a whole the rec park doesn't raise funds they try their best but ultimately it's a decision for the board and the mayor how we fund our parks department. over the last decade we have
12:06 am
moved in the direction of less support where the hospital receives more sports. that speaks vacuumed about the lack of support in this building for operating our parks. we've had a significant number of influxes our personnel for the parks. i asked to add back several park patrol positions. i hope to be able to do that again, this year. i will say with respect to this particular property i don't see the lack of park patrol being an issue because this is a small area integrated into the valley

commercial coordinated so i think in terms of maintenance the one real benefit we have two extremely strong and engaged folk and the community benefit district there's a ton of work that have a huge incentive to make sure this is maintained properly. i think we will be able to maintain it but we need to focus that in the budget definitely. if the grant does not come through keep in mind the $5,700,000 in commitments were received without any assurance the property would be carotid so
12:08 am
once the property is acquired i believe the fund will be more robust. i know the people who have been working hard on p in he i think we'll be able to pit together the motorbike to pit it together. i believe we'll get the property through grants. i also want to stress two things. first that you only lose open space you never really create it so ones we strict while the responders hot. i've worked very hard to try 80 to support the open spaces. i'm thrilled about what's happening in various parts of
12:09 am
city. i think with the right focus we can shore up the parks system everywhere >> so the one assurance i'm trying to get to you realize that the possibly of the city absorbing the potentially long impact of the cost around maintenance is something that we're probably going to take responsibility for and so i'm looking for assurances that we could some how -- and i guess it's outlined in the resolution that the property will come from grants not necessarily the city sources. >> i first do think that in the

long run p - what i'm going to wait for public comment because those are the people who race the money and i think it will be helpful. >> i noticed there's another section that dp w it's not clear how it is going to be paid for or - >> through the chair there's a credit of 3 hundred and 3 something odd thousand dollars where we're still allocating and use it for the project. >> so that can come out of the open accusation you fund.
12:11 am
>> it's a 14.2 something and a credit back to compensate us. then their crediting back the amount for the remitigation like the seller of a home. >> and i just it opens another can of worms in the accusation funds. it's one thing to use it to acquire property but we may want to look at a bigger i guess adding additional optioned to be open space accusation fund in order to not only acquire property but also long-term

maintenance because there are areas from our city that doesn't have the same capacity to raise money in other words, to make a park possibility a reality through this fund and i want to make sure it works and is sustainable and we're creating open spaces throughout our city and we're not limiting ourself to just relying on residents to raise money or looking for grant opportunities or what have you we're more profound in our approach which is a large issue and we'll have to make changes to the charter in some instances. i'd like us to look at this. i'm looking forward to public

comment and figuring out how to move forward. i'm in support of moving this item forward and i want to make sure the resolution reflects what is best long-term >> supervisor i think it's a great topic that supervisor wiener and i we need to fund the parks. in my district we raised a lot of money important the arts a few years ago it was very much short sighted. so i think that's a great policy we're going to have to stop and
12:14 am
talk about without going forward. i'm definitely supporting this. i think when you have a community coming together it's a - when you get everybody on board i think we need to take advantage of that. when we have individual opportunities these are opportunities i'd love to see the more systematic projects across our city. but it's good policy we need to talk about before going forward >> i think at this point if there's no additional complimentary or questions let's
12:15 am
open it up? does the department agree with the items? >> supervisor we agree. >> public comment will be two minutes you'll hear a soft bell when you have 30 seconds left and a harder bell when it's up. >> (calling names) >> thank you my name is frank. based on the counter guidance in the city chart the proposed time

>> can you hear me. i'm the associate director of the market and i'm here to urge the approval of the accusation fund. one i think the project is a great project that mission community market has taken a lot of i think supervision and engaged community to catalysts and regenerate a public space. i think it can serve as a model for projects throughout the city. in a couple of ways it serves the community beyond the farmer's market is brings a quick and good access to healthy

foods for obesity a it's a real tangible way to engage the market. there's an active and celebrated event and humanely neighborhood and group of people behind it. and i think that part of this model have been proved in the mission district. there we have successful health programs and in the mission we're transforming a space into a celebrated and permanent shared streets more of a public space than exists now. there are we're engaging youth about 15 community programs and active art and programs. so i think those kinds of

>> hello richard 4168, 24th street. many of the folks recognize me as a music guy. it's important to note that without the farmer's market this wouldn't be on anyone board it's a gas station it's black top. since the farmer's market it's a is a meeting place people don't have to buy anything. they can hang out and be what their neighborhoods. people thought it was going to be temporary when it opened. people's said we don't want to
