if you put the slide back up it has the ability to raise funds that's significant but i'm going to support this, you know, support this, you know, this item. but there's certainty neighborhoods that have the ability to raise fund more than other neighborhoods and if that's the criteria it bans other neighborhoods. we're trying to make sure that we have equity. i'd like to proposes that park and rebecca propose if the neighborhoods can put in fund to raise for the park that those funds will enable others places
9:01 pm
around the city for open space. maybe you use a bigger place for the accusation fund but the money raised can be used elsewhere to make sure that other neighborhoods can get served as well. i heard that noah valley is interested in going about fund raising and some schools have the ability to raise more money than others but if they're able to share those funds around the city then we can make sure we have a greater sense of equity moving forward. how can this be expanded to expand the areas around san francisco. my kids go to the school to
9:02 pm
study music so i understand that's a great site. how can we make sure we're being wise about the money from the public >> supervisors i think it's a good point and it's actual something we've talked about in the department. we can correct the communities and create both opportunities and better the from the fundraising experience. that's an idea we can bring back to the park and rec for discussion. and there's about 3 other property we're looking to explore. but i want
9:05 pm
for example, like a grant opportunity to help some aspect of the park. and you all know it's a expletive releasing market so we have to act quickly as in the town square. so these are the town departments four top prioritys. we're in communication with the property owner and in district 6 has the open space and we've been running a task force to
9:06 pm
identify certainty sites in the tenderlo tenderloin. and finally the san francisco park reservoir in mission hills. we hope to complete all our cities accusations between 2 to 5 years >> and in later consideration there's a lot of people working on admission avenue - mission street would be a great potential site and people have been in communication to raise money for that, too. >> a little bit more about the property. it's located in the heart of the 24th street corridor.
9:07 pm
and it is about a quarter acre in size currently currently is a parking lot. it hosts the valley farmer's market and the community group residents for noah valley it up square have been doing community engagements. they've been doing workshops to raise money for the project. . and the property does neat the all three of the policy goals i've mentioned. it's located in a space area specifically it fills a deficient gap for the children's
9:09 pm
by the city to perform remediation work. >> the community has been working with a local landscape architect and that needs to be reduced further. and in other words, to cover future maintenance fees we're seeking a commitment from the board to provide funding for this. and then lastly, the timeline of april 5th we submitted a proposal for the urban green
9:10 pm
grant. the parks and recreation recommended that be approved. we're here with you and it's scheduled for the full board to just that 4 and if it is approved we'll be in escrow >> colleagues any questions for the colleague? >> i was hoping to hear harvey's report first, because they go hand in hand. >> sure let's go to mr. rose. >> on page 15 of our report we
9:11 pm
point out that pursuant to the purpose agreement the noah ministry is going to sell the property to the city. that's $490 million in squatter and that's a 2 percent less than the appraised on this property. on this page we talked about the accusation fund it would be used for the accusation if the proposed property is acquired for 2.24 million it would be - however, i would note there's a
9:12 pm
footnote that that open space fund is scheduled to get an additional $2 million approximately in fourteen, fourteen so that would bum up that amount to $9 million. also on page 17 we have a table 3 which shows the stemmed development costs for the 3824 street property. those costs are up to $2.3 million and there's additional amenity. so they can range from the estimates provided to our office from about 2.6 million to
9:14 pm
not from the recreation. i'm withdrawing recommendation 3 and on recommendation 4 we consider the policy decision for on the board. i have two policies as a matter for the board >> thank you, mr. rose and i also want to say that the real estate gentleman is here do you wish 80 to add anything? >> thank you supervisor wiener. i would add that the appraised value is done by a third part
9:15 pm
consultant review. they've been very cropper active >> i appreciate the presentation i know i've talked to supervisor wiener acquiring this property and it's a perfect use of the fund. i, however, have a few concerns and i want to make sure i'm doing everything or everything to understand what the city's responsibility b will be especially with the limited resources and how this fits in and increases the popularity of the cities resources are with the park and staff. especially, when i mentioned
9:16 pm
before when we discussed last week and the budget and sub finance committee, of course, great park the dog park and state park i'd like to have a state park in district 5. one of the conversations we had when with we had an update one of the concerns was park patrol. and how limited those patrols are. the response from the park and rec department we said absorb it in the larger i knguess they wod basically take on the parks we were adding to the popularity from district 6 and now we have
9:17 pm
another great opportunity and again, no clear direction about how this will be maintained and how the park patrols to make sure it's a save area for people. and so part of my concerns include just really what does this mean long term in terms of the accusation fund will only pay for the land it my understanding. there's no clear direction other than the further be a resolve clauses that the board of supervisors urges that the funding be provided through the budget process to adequate low staff the park.
9:18 pm
so it says not only yes, it's great and that's an appropriate use of this funds and, yes there's fund to support this park but how will it be maintained long-term. we have those great new parks and we neglect our old parks are the complaints i get are the lack of maintenance in our parks. i know that rec and park is doing what they can but yet we're adding on a new responsibility and they get priorities at the expense of our old parks. so i just want the rec and park to really provided us with many
9:19 pm
assurances that this is actually a responsible step in the right direction for the city and that they some how their plans long-term to maintain this park. without the existence of leaving the other parks behind. >> supervisor recreation and parks department. those are excellent points we've struggled with as we evaluated wore one of the things we're seeing this year is a real policy issue. we have not just one accusation but 3 and 4 accusations.
9:20 pm
the valley town square i want to make sure that as we look at the timing of the grant and the space is developed into something that looks like a park is a year away. so we basically have a parking lot and a farmer's market to maintain. it is fairly minimal and we should be able to work with the community maintain that space. as we develop and begin to get fund to develop that space and hope potentially have other parks for the board of supervisors to consider our only sources is the general fund and i'm hoping the board of supervisors as a policy decision
9:21 pm
about allocate more funds. as you said we have an extensive popularity we don't want to make trade 0 office but we're in an important time in the city we're projecting extraordinary growth. the city has adopted a number of plans. so if we wait 15, 20 years to acquire those properties we will have lost the moment. right now is the light to buy before everyone comes and moves into the neighborhood. i think it's a responsible choose when you look at the 15 horizons to the city.
9:22 pm
we have to look at how to maintain those spaces >> can you explain to me the contradiction in harris report the budget analysts report this is not a high needs area but in your presentation you expressed that you provided us with information about the location of other open space areas. so could you please explain? >> there's two dimensions we look at the availability. is there a deficiency. and then for example, >> it there a deficiency? >> yes, it's not the same as a
9:23 pm
deficiency? >> okay. still not necessarily i guess a satisfactory answer because it doesn't solve of long-term dilemma. i know there is a grant opportunity as outlined in the resolution. i guess if the grant doesn't come through i'm assuming that funds will be raised to develop the property? >> yes. i think if this particular grant doesn't come through we'll be seeking the same kind of grants from the community prpdz. the community has obtained about
9:24 pm
$500,000 in mreblgz. and whether it's a community opportunity fund a number of other sources we regularly direct our partners to >> there a way to oil that in the resolution so there's not a obliteration to pay for the resident property? >> i'll respond to that or i think supervisor brings up some important points. we had a great discussion when rec and park was here with their budget update. the fact as our park system as a whole the rec park doesn't raise funds they try their best but ultimately it's a decision for
9:25 pm
the board and the mayor how we fund our parks department. over the last decade we have moved in the direction of less support where the hospital receives more sports. that speaks vacuumed about the lack of support in this building for operating our parks. we've had a significant number of influxes our personnel for the parks. i asked to add back several park patrol positions. i hope to be able to do that again, this year. i will say with respect to this particular property i don't see the lack of park patrol being an
9:26 pm
issue because this is a small area integrated into the valley commercial coordinated so i think in terms of maintenance the one real benefit we have two extremely strong and engaged folk and the community benefit district there's a ton of work that have a huge incentive to make sure this is maintained properly. i think we will be able to maintain it but we need to focus that in the budget definitely. if the grant does not come through keep in mind the
9:27 pm
$5,700,000 in commitments were received without any assurance the property would be carotid so once the property is acquired i believe the fund will be more robust. i know the people who have been working hard on p in he i think we'll be able to pit together the motorbike to pit it together. i believe we'll get the property through grants. i also want to stress two things. first that you only lose open space you never really create it so ones we strict while the responders hot. i've worked very hard to try 80
9:28 pm
to support the open spaces. i'm thrilled about what's happening in various parts of city. i think with the right focus we can shore up the parks system everywhere >> so the one assurance i'm trying to get to you realize that the possibly of the city absorbing the potentially long impact of the cost around maintenance is something that we're probably going to take responsibility for and so i'm looking for assurances that we could some how -- and i guess it's outlined in the resolution that the property will come from
9:29 pm
grants not necessarily the city sources. >> i first do think that in the long run p - what i'm going to wait for public comment because those are the people who race the money and i think it will be helpful. >> i noticed there's another section that dp w it's not clear how it is going to be paid for or - >> through the chair there's a credit of 3 hundred and 3 something odd thousand dollars where we're still allocating and
9:30 pm
use it for the project. >> so that can come out of the open accusation you fund. it back to compensate us. and a then their crediting back the amount for the remitigation like the seller of a home. >> and i just it opens another can of worms in the accusation funds. it's one thing to use it to acquire property but we may want to look at a bigger
