use it for the project. >> so that can come out of the open accusation you fund. it back to compensate us. and a then their crediting back the amount for the remitigation like the seller of a home. >> and i just it opens another can of worms in the accusation funds. it's one thing to use it to acquire property but we may want to look at a bigger i guess adding additional optioned to be
9:31 pm
open space accusation fund in order to not only acquire property but also long-term maintenance because there are areas from our city that doesn't have the same capacity to raise money in other words, to make a park possibility a reality through this fund and i want to make sure it works and is sustainable and we're creating open spaces throughout our city and we're not limiting ourself to just relying on residents to raise money or looking for grant opportunities or what have you we're more profound in our approach which is a large issue and we'll have to make changes
9:32 pm
to the charter in some instances. i'd like us to look at this. i'm looking forward to public comment and figuring out how to move forward. i'm in support of moving this item forward and i want to make sure the resolution reflects what is best long-term >> supervisor i think it's a great topic that supervisor wiener and i we need to fund the parks. in my district we raised a lot of money important the arts a few years ago it was very much
9:33 pm
short sighted. so i think that's a great policy we're going to have to stop and talk about without going forward. i'm definitely supporting this. i think when you have a community coming together it's a - when you get everybody on board i think we need to take advantage of that. when we have individual opportunities these are opportunities i'd love to see the more systematic projects across our city. but it's good policy we need to talk about before going forward >> i think at this point if

9:35 pm
>> thank you my name is frank. based on the counter guidance in the city chart the proposed time square is an opposed opposition number one it is eliminating a proficiency gap and it has widespread community support >> accusation depended on at least two important terms what is a high needs area? it's where a lot of folks within a half-mi half-mile radius.
9:36 pm
those are locations around a half-mile radical us and a quarter mile radius for playgrounds. as we look at a mapful from the rose we noticed there's a number of red lines those areas are highest priority but they're not block by block boundary. and in fact, accident town square comes within 2 or that 3 blocks of an existing one but this area is the high needs area. if we look at the playground quarter mile we find a gap right in the middle this area is not served at all.
9:37 pm
15 if we look at the you'll use - >> thank you. >> thank you. next speaker, please >> i'm here with my friend carolyn and my dad is todd david so, i mean the town square it's a great idea. there's not a lot of parks around the farmer market so, yeah >> hi i'm carolina i'm in the same class as noah and on saturday, i go to the farmer's market on saturday. the thought of of having is a town square there is a good one

9:39 pm
the community beyond the farmer's market is brings a quick and good access to healthy foods for obesity a it's a real tangible way to engage the market. there's an active and celebrated event and humanely neighborhood and group of people behind it. and i think that part of this model have been proved in the mission district. there we have successful health programs and in the mission we're transforming a space into a celebrated and permanent shared streets more of a public space than exists now. there are we're engaging youth
9:40 pm
about 15 community programs and active art and programs. so i think those kinds of activity is are the perfect programs for indicate listings >> thank you very much mr. david. >> good afternoon supervisors. i'm todd david. and i guess i wanted to address a couple questions that have come up. supervisor we're 1 hundred percent committed to raising the money for the development of the town square. if the prop 84 grants don't come through we'll roll up our sleeves. we wouldn't be coming back to that board of supervisors for
9:41 pm
more funds. the 2 hundred and thirty feet seems a lot of my activity is keeping families in san francisco and building bridges for foejz folks in san francisco for i think this project really creates a permanent open space. there's going to be a place for pa families and young teenagers to go and hang out without having to buy anything on 24th street. and it's been phenomenal how folks have reached out across the city to gain grassroots support and our answers is wherever we've been a asked to
9:42 pm
help we say let us do we'll be willing to help those communities. i'm willing to answer any additional questions that you might have one-on-one regarding this project. thank you >> thank you. next speaker, please >> i live on elizabeth street in noah valley. there are two important aspects. first of all, the town square will take up the asphalt surface and which will mean that the plant material will flourish in a way it couldn't in an inpermanent world. the other thing is the importance of the recreational importance of the farmer's market.
9:43 pm
9:45 pm
>> we're in that space in the picture where there is no space within a half a mile and this park will support any active children not only running around in the living room but have an open space they can play and i request our vote on this measure. >> thank you. next speaker, please >> hi. i'm a 38 resident and am raising my two children and grandchildren. i want to say that having lived there so long i think one of the
9:46 pm
best things that's happened is the farmer's market. i watched this space go to a gas station to a paved parking lot that was marginly successful to a farmer's market. when i'm down there passing out material i talk to folks all over the world to people to all over the states and all over our neighborhood telling us what a wonderful space it is and it's a wonderful space for the people to getting together there. i envision it being 7 days a week not only for my grandchildren but a place to go sit out and talk not in front of
9:47 pm
the store front. so thank you very much for your support of this project >> hello richard 4168, 24th street. many of the folks recognize me as a music guy. it's important to note that without the farmer's market this wouldn't be on anyone board it's a gas station it's black top. since the farmer's market it's a is a meeting place people don't have to buy anything. they can hang out and be what
9:48 pm
their neighborhoods. people thought it was going to be temporary when it opened. people's said we don't want to lose our parking and now folks all over love this place. the feathers impact if the neighborhood is big and it reaches far beyond noah valley. farms owned by the families one of the families is in this room today rely on this market. also the music program. we have people from fresno and nashville, tennessee as well as the mission we have young musicians who started at our

market. so i hope you'll see your way clear to buy this otherwise it's great condos the last thing i want to see on main street. thank you >> good afternoon meredith. we urge tour strong support for a number of reasons. one we believe that all the parks and public plazas so serve our folks in the city. we believe that we should have this project because the neighborhood has come together around a non-controversial. we also want the park it's a source of ref review through the
9:50 pm
maintenance department. it's appropriate at this site we think the neighborhood thinks this makes a lot of sense. we have not been acquiring a whole bunch the parcels because of the space. we hope this becomes a model project. and supervisor we'd love to work with you on the maintenance issue and the budget. the general funds have been cut about 25 percent. the open space fund is the biggest fund.
9:51 pm
we want to say we look forward to working with you >> the executive director we're the partner for the entire city. for centuries a part of urban life to have a town square or a park. san francisco is a city of neighborhood and each neighborhood deserves its own park. the residents of noah valley town square which is a partner that has been working. the proposed noah valley tonsil center is a viable and approach believe project. where it meets the priorities for accusations it fills the
9:52 pm
open space there's no open space around that open site. the square will provide a place for children to play. and through that farmer's market is it will serve a big population around san francisco. and for the private fundraising the resident have championed. finally supervisor to your point about maintenance if you happened this is a chef certain it's been the chief roadblock to performing spaces around this city. it's our opinion that the revenue generated through the farmer's market at this site about pay for the maintenance on
9:54 pm
>> we can assume this was related to our 9 month updates on the fund. >> i'm a board member of the noah valley farmer's market. just to say a word of how the farmer's market came into being when the supervisor wiener started to speak to us when real food owned by the an out of state closed its doors and fired all it's workings for trying to start a union.
9:55 pm
we meet in the noah valley ministry in groups of 1 hundred and 50 folks each week. we supported the workers and we had 20 valley residents who won. we decided we could provided our own heath food to the community. certain and care for each other and support for local farmers. so the whole principle of how the farmer's market was orgsdz was to connect the vision for to 80 a better world. this connection has given rise to this proposal. i want to say we're a reliable community in supporting a space
9:56 pm
