calendar. >> [inaudible] >> ms. marian. >> [inaudible] >> okay great. thank you. >> line item 3c. >> commission reports, decision, and commissioner reports. >> i just not as president i would like to report about an incredible incident i saw about two weeks ago. it would be two weeks from friday for members of the police department and also talked to the public about it, and it actually 19 years as a prosecutor it was an incident that really moved me. i was walking across third and market street at 1230 on a friday afternoon. thousands of people walking down the block and just before that i was walking toward the parking garage and waved to an officer and shock hands and he went on his way and i walked across the block i saw him and

looked like he was doing with someone on the ground and i would head that way and saw the fire truck heading in the wrong way and was on the top of a homeless man trying to save his life. he was doing chest compressions and the firefighters took over and it was a gruesome scene and i have the report in front of me and a homeless resident and body gave out and bloody seen and unusual and blood out of his nose and mouth and yet the officer worked on him and do did the firefighters and the paramedics and these were veteran's officers and they called it off and died on the street on friday afternoon with hundreds if not thousands of people walking around videoing it and one of the officers said "did anyone

dial 911?" and no one called. we're the liaison between the officers and the people and no one was called and i'm going to invite the person in two weeks and she flagged down the officers and said this man is throwing up blood. he needs help. it was just her and i have to tell you -- you know commissioner we never get used to this. it was a gruesome scene and had to have a hazmat team clean up everyday and our officers do things for people that nobody appreciate. they risk themselves to exposure of many different things and tried to save this homeless man's life while thousands of people walked about and afterwards talking pictures and it was interesting to them and i want to thank the officer and the public employee who flagged them down and thank

the firefighters and the paramedics and i called the chief right afterwards because i was bothered by what i saw and the officers involved were sergeant rodriquez who was on the motorcycle, the dirt bikes, officer mc gold district and equaled -- and i want to thank the firefighters and vanessa from public works and had the courage to call the officers to the scene and they did a great job and i am very proud of them. next item. >> commissioner loftus. >> thank you for sharing that story. it's disappointing that no one reported it and it's terrible that the person died

but it's good for us to recognize the hard work that our officers put in everyday and the risk they put themselves in, so commissioner kingsley and myself visited the safety hub and the official name and sixth between market and mission and we got treated to a tour from sergeant frank harold and i can see exactly why he was picked to do that and be a sergeant at that hub and we learned a lot from doing the visit. that hub is something that's very new with signage. i remember before the small business came and complained there wasn't signage and now there is clear sfpd signage which is great and the sergeant keeps the door open and people can go in and out and i saw that people going in and out freely and he explained why it's a hub and not a station and not a sfpd substation but a joint

collaboration between the mayor's office and the district attorney's attorney office and the services in the city for the homeless and people that need services basically, and since they have been there they have a lot of meetings there, joint collaborations. i think the weekly meetings they have there which is great and i know that block well, sixth between market and deeper into soma because my office was a block away from there and that block had a lot of things going on, drugs, harassment of pedestrians and lots of drugs and crime and stolen phones and lap tops what happens on that block and since the hub opened a couple weeks ago, and it was much different and less people doing the illegal

activities and we asked where they went and the sergeant said in the next few blocks from six to eighth have quieted down because of the presence there and because of the ambassadors that we saw out and about and protecting the young people for the art show and a concert and he said there is more work to be done and van ness and market onward is where some of the drug activity has moved and we need to raise resources to add another hub, supportive collaborative service, so we can address that end of market street but i was impresdzd and instead of strip clubs and i know well and you have a new bike shop and restaurants and condos and there is a lot going on in that area and i welcome the other commissioners to take a look at that hub when you get a chance. anything to add? >> commissioner king king.

>> commissioner chan you did a great summary. i would like too to thank sergeant harold and gave a good tour and a walking tour. we spent a couple of hours with him and really walked the street scpis can say from the many years ago that i would walk in that area going to law school and since then there is a tremendous transformation just in the last several months. it's very different. all the debris that used to be flying in the air is gone. there is a different scent to the street literally and the sergeant explained how dpw comes through with sanitizers and scents and the vibrance of the area, that beginning vibrance of new commercial endeavors is very apparent. it feels safer. there were tourists on the street as we walked down this

corridor and all of the departments in the city that have contributed to this really observe a big pat on the back. so far it seems to be working well, their efforts. >> sergeant herald explains the people in the sro units in the area are appreciative and feel safe to go outside and before they couldn't leave the unit and they thanked the department for being there. >> great. commissioner loftus. >> yes. i wanted to update my colleagues. we had a presentation from the crime lab on the issue of untested and sexual assault kits and the success of the other program that started in 2010 to expedite stranger rape kits from being tested. we heard about the significant investment the department heard in increasing

the number of criminalists and trained and the work is right. i wanted to get back to folks there are a couple of follow ups happening within the department. there is a audit that is being done of the property room to ensure there aren't any untested kits which we know is common in labs and medical examiner's offices and they're making sure of that. in addition to that they're doing a review of the untested kits which they have identified and determining whether the reason it was untested whether a criminal case wasn't filed, whether consent was the issue in the case and the da wouldn't be dispositive in the case so i think we will hear more from the department as they continue to improve. i think there is consensus and we certainly heard from the department that the policy is to test all kits and i think that is certainly the right approach from a law enforcement perspective from prosecutors and

victims and the community that if we collect that evidence we need to test it. i think resources are always an issue and i look forward hearing from the department on the plans to test any kits that aren't yet tested and make sure we're supporting the efforts to continue to support the crime lab as new technologies come afoot, but certainly and i don't know if technologies come afoot, but sounded good at the time, but as new technologies come online -- that's how you're supposed to say it. that we're availing of these tools and help us prosecute cases and exonerate the innocent and i wanted to update you on that and the second issue was we're going to set up a trip for us, a chance to visit the crime lab and learn more about some of the technology so i will true inspector monroe invite the commissioners to go out there and understand more about this,

so appreciate the support of captain perae out at the crime lab and good to learn about the issues when we are dealing with them. >> thank you for taking the lead on that. >> and the chief has made the commitment to test all of the kits. >> thank you for the work and follow up they know you're doing and i am interested in going on that trip. >> please call item 3d, commission announcements. >> commission announcements and will asking of items identified for consideration at future commission meetings. >> any commission announcements inspector monroe? >> one. we have a community meeting on the 29 and that will be held at balboa high school in the green room and it's may 29 at 6:00 p.m. and that is to hear comments from the public and ingleside captain concerning issues of protection in the area.

technician courses. although i didn't take the exam they teach you that first responders should carry basic isolation gloves. most police officers that have taken the courses they should also have mouth gauzes and three basic isolation for cpr which is a funnel and tube. they should have kitos them all all times. they're this big. every police officer that went through the training should have that kit for that type of emergency because blood can communicate -- or contaminate anybody around it and a police officer hopefully didn't get contaminated by some disease. two, is they're also taught as you start cpr you're supposed to pick somebody out in the audience that is watching. tell them to call 911 and get back to me immediately. that also has to take place. i

think maybe some of the police officers should be retrained or brought to their attention when these incidents happen there is certain protocol that should take place. i don't know about the man that died and we don't know what happened and maybe bleeding internally but i think every police officer in san francisco has that basic training. they should have the kit on them at all times and view -- or annual basis the protocol should be given to them in terms of the procedure are when something like that happens in front of them. that's all i really have to say on the matter. i thank you for your time on the issue. >> thank you. any further public comment? seeing none public comment is closed. please call item four. >> item four election of

commission officers. action. >> commission this item is election for officers this evening and we're supposed to have it completed by may 30 by charter so i will turn -- we're here for nominations. dr. marshall do you have anything to say? >> i want wanted -- before we -- i read this whole packet but for some reant didn't see item four. i think we should have a full complement of commissioners. we are missing one right now so we could have that vote and i know our faithful president has worked hard the last couple of years already started a little later last time so it's not too off to delay this by a few weeks. is that possible? >> ms. porter. >> the deadline is set in the rules of order so if you want to pick an alternate deadline that is within the jurisdiction of the commission to decide to do. >> okay.

>> [inaudible] >> do we have a sense of when we will receive our seventh commissioner back? >> commission if i can i called the board of supervisors -- excuse me, and they told me that the next maybe available -- maybe hearing would be some time in june but they didn't give me a date. can i call them tomorrow and see if there is an update on that. >> >> okay. and just a suggestion that we delay until that time so we is have our seven commissioners decide this. our president already is doing a great job. i am in rush to switch presidents right now. >> the only comment i agree. i think president mazzucco is doing a fabulous job. in terms of the commission's work and staying on its agenda and so on i am wondering if bringing somebody in and having an election the first night they're here or even the second night might be asking a lot of a new

commissioner that is not really familiar with the folks that they're serving with yet, and so then the question would be -- because i think something similar happened when i came on board, and you were there at least a couple more months, so i don't know if it's going to serve the commission well by deferring it. i understand the fairness issue, but the point may then be well do we postpone it a couple months. >> yeah, my suggestion is we set it for another date so it's on the calendar and once that date rolls around and we need extra time we can take a few extra weeks. i think it happened to all of us and when we were new commissioners and i don't think it's a big deal and i think it's fair to have everyone here. >> well, we're assuming it's the old commissioner who will be --

i think that's the thrust of the reasoning is that once again commissioner dejesus -- i'm not telling people what to do so the issue of a new commissioner -- the only thing i suggest is we've done these -- the only issue if nobody shows up that day and we don't have a full complement of commissioners and that could happen also. it's fine with me. we can do it tonight or when patrick gets back. i am assuming that is the scenario we will work out.
