as the center for outcome reach. we might be ground zero for the substance year but year after frigging year i come to fight for our services. those services are support by general opportunity dollars and every year i have to fight to get those funds restored. the increases to health care for my staff i've cut two positions in the last 3 years at the same time the total number of clients that are active right now i have fewer statistical to see fewer people i'm going too fast those same cuts this year and i'll

come so far to take part in the cities and counties government. i'm a life skills facilityor and a proud member of the new african-american congress. i've worked with homes population over 10 years and i've worked with young adults to help them get back into society. i'm an original member of get out of control gang members it was an operation called operation contact. when the program lost it's funding the three to four years it took to get new funding we

group. i'm not saying this program would have stopped did rise of gangs but i started selling drugs because i had nothing else to do and everybody else around me was doing the same thing. i know with a program that tracks kids from 8 to 18 that helps studying and gives them something to do after school it will improve countless lives. san francisco, california prove to are - to be a model program. this will show immediate results

years of my life doing it my way, thinking about things better interesting to me, and then pursuing them. there are a lot of different artists that come here to work, mostly doing aerial work. kindred spirits, so to speak. there is a circus company that i have been fortunate enough to work with the last couple of years. i use elements of dance and choreography and combine that with theater techniques. a lot of the work is content- based, has a strong narrative. the dancers have more of a theatrical feel. i think we are best known for our specific work. in the last 15 years, spending a lot of time focusing on issues that affect us and are related

to the african-american experience, here in the united states. i had heard of marcus shelby and had been in join his work but never had the opportunity to meet him. we were brought together by the equal justice society specifically for this project. we were charged with beginning work. marquez and i spent a lot of time addressing our own position on the death penalty, our experiences with people who had been incarcerated, family members, friends of friends. pulling our information. beyond that, we did our own research. to create a picture that resonated with humanity.

it is the shape of a house. in this context, it is also small and acts like a cell. i thought that was an interesting play on how these people make these adjustments, half to create home. what is home for these people? the home is their cell. people talk a lot about noise -- very noisy in prisons. that is interesting to me. looking at the communication level, the rise of frustration of being caged, wondering, where does redemption fit into the equation here? i think both of us really believe the death penalty is wrong, and is flawed for many reasons. the list is as long as my arm -- about several others. we feel this is important for both of us, personally, to participate in the debate of this issue in a way that we can help people frame it for a conversation.

provide bottle filling stations. >> supervisor chiu is the author of this item. >> thank you mr. chair. i am proud to announce the first of its kind program of clean free drinking water. during my time on the board of supervisors i have been a strong advocate for reducing our addiction to plastic bottled water and i have educated residents about the economic, environmental and health benefits of drinking tap water in san francisco and given our pristine hetch hetchy tap water. people drink enough bottles to go around the world end to end and we have a billion water bottles in the trash takes up valuable space and leaks toxins into the water. all of the bottles take a thousand

years to biodegrade. the ordinance would let drink tap stations be installed where a drinking fountain is required. they can be paired with a combination unit . these drink tap stations would mean more access to the hetch hetchy water and less bottle waste and our tap water is among the economic and healthier drinks available. i want to thank the san francisco puc and the environment of environment and building inspection who have worked with me on the legislation and will support the implementation of this legislation for the contractors and developers. i want to thank staff for their input and i am currently drafting additional legislation to limit the sale of water bottles on businesses

that operate on city facilities and property. this will be coupled with a commitment to access in drinking water throughout the city in public locations. i would like to at this time ask a couple of representatives from city departments to say a few words about the legislation. first i would like to invite up veronica fox from the puc. >> good afternoon supervisors. ms. fox with the sf puc and i wanted to thank supervisor chiu and we have an implementing responsibility specifically to conduct outreach to developers, contractors, building owner bs this legislation and support them in being compliant by making information available about vendors and related information so we're happy to play that role should the board pass this

ordinance. we also are just really excited about this ordinance because we think that it would implement in policy what we have been trying to do programmaticically at the puc for a number of years. it's a real priority for us at the agency to really help all residents and visitors of san francisco to let them know where their water comes from and how it's some of the cleanest water in the nation that we have and also to promote access so in 2010 we launched the global tap initiative which created these bottle filling stations in public spaces and in 2011 we began a partnership with the school district and with the department of public health to put these drink tap stations in schools. it's been a very successful program. supervisor chiu joined us for the launch of one of those in chinatown. we have done that in eight schools

so far. we have another 30 that will be making available so it's tremendously success, excited that the policy will scale that kind of work and i think you received communication about this but our citizen's advisory committee support this is ordinance as well. >> thank you ms. fox and i neglected to mention as was mentioned the fact is we already have drink tap stations right now in a number of our highly trafficked parks. if you go to terminal three at sfo and the international terminal you will find taps there. if you go to the swrool, the academy of the sciences and a number of our cutting edge schools these drink taps exist. we're asking as new buildings are created we will put these into those buildings and i would like to acknowledge mr. rodriquez from the department of the environment to
