consistent graffiti that happens and what is the process. based on what i'm hearing and what i know about this program if it happens, dpw they go and paint over it and they charge the owner if the owner agrees or doesn't agree or doesn't do it in a timely manner. is there anything that owners have in terms of any options if there is -- if they are just a target with regard to graffiti? >> yes, we have the hardship program. if the property owner feels that they are the target of graffiti vandalism or experiencing undue disproportionate amount of

graffiti on their property they can request and hearing and we will set it up and they can send their information to the administrative law judge. if the judge finds in their favor, the department will assist with the abatement for up to six months. >> so it's not based on whether or not they are wealthy, it's based on whether or not they are a target because there clearly are some areas that are more attractive for graffiti artist than others and i know that it's a consistent issue and in some of these numbers, clearly there are some that are seemed to be isolated incidents and others that are more consistent. i would be concerned about how we deal with that situation and what the long-term solution because six months is a temporary solution and graffiti artist

work year-round and i would like to find out if there are any plans to try and address long-term impacts to property owners? >> what the department would recommend generally is to an abate graffiti as soon as they see it. often time graffiti remains up without being an abated and that creates more graffiti. i think that's the case with some of these properties. when somebody is granted hardship, the department will help them get control back of their property, help them -- an abate regularly and they should look into other options for keeping their property clean. we recommend looking into different lightings and motion sensors, possibly putting up cameras

time. >> thank you. let's hear from our first public speaker. >> good afternoon. don't accept money from our library. last week, this board had an extensive reduction of gift funds by the san francisco district attorney. the california fair political practices commission has announced that it will investigate the failure of the san francisco city librarian to report gift funds of a great deal more money. the city librarian's economic disclosure disclosed no gifts and the forms 801 don't exist at all. they provide a discretionary

fund and the city librarian spent a 69,000 and spent on show rooms and trips and furnishings. the board of supervisors would never investigate this because it's a part of a much greater conversion of public resources into the hands of private corporate philanthropy. what is meant that private assets is a mother's milk of politics. this is what happens when public -- there is no accountability for the private money, how it is raised or where it goes and there is no accountability for the sunshine and ethics violation that allows them to

operate with impunity. david chiu for having me arrested are the lies cost more than the money. >> next speaker? director of san francisco. i would i would like this to remain on. public records request indicate from 2008-2013. city librarian received $181,000 from the friends of the san francisco public library. mr. chafee's previous speaker had an additional $30,000. this is particularly the items that are spent on travel, hotel accommodation etc. herrera has a total discretion to spend these funds including some for his personal benefit. he has

failed to report any of these gifts as required by state and local ordinances, i have to wonder whether any of these sums were reported to the internal revenue services and franchise tax board. these gifts were spent on the staff, i wonder if city employees were given information about the potential tax liability incurred by accepting these gifts. using his position as city librarian , to make false statements and has placed a dozens of employees to having violated both federal and state tax codes. on a different topic, icon congratulated one member on this board who has paid attention to the

commendation. while they are particularly honoree they pay attention but they don't pay attention to other people. i think it's really disconcerting being honored and the member of the board is looking the other way when it comes to money. >> next speaker. >> good afternoon supervisors. peter war field executive director of the library association. while louis herrera is being investigated and taking care of the san francisco public library and being taking care of by them, he's not taking care of the public interest. the library

administration is proposed massive cuts to evening hours even as they add overall some few days of service to branches and over all a total of 56 hours. but every single evening when the library branches are open until 9:00 is going to be cut back or eliminated and the latest that any branch or the main library will stay open under the newly proposed regime is 8:00 p.m.. it will be shortened and replaced and removed by closing at 8:00 instead of 9:00 p.m.. in fact all of the monday evenings where you may have gone

sometime for library service will be shut down and closed at 6. the library has also been spending this and misrepresenting this as only an increase or as far as they go as standardizing evening hours. but what standardized and evening hours means cutting them back. that's exactly the opposite of what the public has been telling them for years and that is we want more evenings and weekends. please question them about this and stop it when budget comes up, thank you. next speaker. >> president chiu, members of the board. my name is edgar ross. i'm a san francisco resident and homeowner at 2131

eleven worth street. the utility poles cables and boxes outside my window are an appalling mess. the transformer outside my window exploded last year. mylar balloons have short circuited lines in my neighborhood twice this month. half the blocks in the city are the in the same situation. it's unfair and unreasonable for us to the excluded from utility under grounding. san francisco unofficially abandoned it's citywide policy of utility undergrounding seven years ago when it turns pg e loose and

officials, the right to issue citations which would be administrative citations which i believe would fall under the legal idea of rebuttable presumption meaning you are innocent until proved guilty. not only the fine people but would also allow for them to be charged attorney fees and other fees meaning that i really -- incompetent organization would be allowed to led the serious fines for people for sound that they designated was inappropriate. i hope that gets changed.
