12:00 pm
that we have community input. one question also on the early implementation projects. part of the reason we identified those to move quickly we said to use those as pilot projects so we can understand the hydraulic progress. how are we measuring hydraulic performance >> we have new come as well as leeland. we have over a one hundred hydraulic systems and between the weather it rained today but normally the weather it specific. we have a 2 d model so we can see how the flows answer an
12:01 pm
intersection how they hit-or-miss an infrastructure. we can maximize the slope. so when we're looking at sunset boulevard we are looking at sunset but the transcribe try flows that come down all those connectionors that hit sunset. so the design is very specifically. as we look at the annual system >> i'd like to at sometime to understand a little bit more about how we do that. it's not easy >> if you can bear it we'll have a session on hydraulic monitors we'll have a separate
12:02 pm
section session. >> we're talking about small projects that may have pretty incremental hard to measure issues. we want to know this because this is a specific design kind of criteria. so getting the material for design purposes is not a simple task and i for one would like to know more. >> i think there are some - again jumping ahead but several other cities have done a lot of hydraulic systems. >> we all portland, chicago, new york we're all talking we
12:03 pm
are talking about what kind of equipment and certainly some things are different about our sewer systems that is tricky. we're sharing resources and rewe happily send and share information with other cities. other cities are in the same situation >> so is there a time when we could meeting with the hydraulic folks and the city's that are most receive vent. >> you have the scientists tell you what we hope it would be but the area is very specific apparently how much really like seeps through the pavement.
12:04 pm
the modeling can tell you one set of stuff but i need to know how it works on the ground. i don't know what the best way to do that whether it's you and me or the commission as a whole >> i think we'll appoint here her as the task force. >> i'd like to be there, too. can we have it? would that be our right? >> once there's 3 that's a quorum. >> that's what i'm saying. >> you would have to reference is meeting and if not all of us show up. >> why don't we have a little workshop that we start before the meeting and the people who can attend.
12:05 pm
>> that will cover ourselves. >> we could get 20 minutes or so time. >> depends upon how interesting it is. just kidding. you mentioned all the groups you have out reached to but yet we heard mr. woods say nothing's o nobody's been talking to anybody >> we've hit many. >> maybe the best way is to talk to mr. woods. >> okay. >> any other questions. okay public comments? on this issue i want to take is separately then we'll move >> yes good afternoon. i've requested over and over again and i did not hear the
12:06 pm
islandsers we have a lot of islanders who do not speak english. and they've been there all the mind. they were here when i got her 70 years ago. if you're not having anything in their languages your migsz the boat and we have russians in the area that don't speak english. we have to look at all the total of the different nations. i'm talking about 92124. people who are out in the country given the information it's not doing us, me the people who live in my zip code any
12:07 pm
good. i'd like to know who the thirty groups are. thank you >> okay. item no. 7. >> you know commissioners when you deal are an item like this. first and foremost you have 3 documents. 3 separate documents and if anyone has any sense of engineering and addressing quality of life issues we need to do better how we approach those subjects we really do. gone are the days where you could address subjects like this in a any questions i didn't mouse manner. i represent the first people of this area when it comes to
12:08 pm
infrastructure. the way i look at it is very simple and thomas jefferson and st. losing and clark when they came over to california it was good. we with all our intelligence purporting to belong to this organization and whatever organization we've made a mess of everything. now i was looking at one map under the sewer system improvement update and it's this map. that's focusing on the out forms. i want to know near the out falls if our water is tested?
12:09 pm
and if it's tested where are the reports posted? raw sewage is flowing in many parts because the pipes are outdated. but the same hold good for the cleaner water pipes. you can put fountains here and there but if the pipes are loaded the end result is the water is going to be mrultd. some rats come and brings the water - shame on us. there are two agent documents and i have 20 seconds you, you
12:10 pm
can't do justice but we need better anti reach. please do not provided those documents and think we're buffoons. thank you very much >> welcome. good afternoon, commissioners. i'm speaking on behalf of the southeast community commission. president kennedy wouldn't be here today. we've having had a discussion and there will be a formal letter coming to the commission to move forward with the planning and design engineering contract for the southeast project. as you know the community that i represent as a commissioner is very, very important to me.
12:11 pm
and being some time somebody when was raised in the community right around the corner from the digesters. and so also to make sure that all the persons in our community benefit from that. it's also important that because we're neighbors at the plant we've been aware of the problems at the southeast treatment plant. we're from the community and work in the community and will there. we're just asking that you, please make sure that the process happens really quickly and make sure this community who has been made several promises that it begins to happen. i'm speaking on behalf of the community because as commissioners we work for the community and we make sure the
12:12 pm
things that have been promised in the past happen. we're really tired and to keep saying the train harassing is coming to the station and has not gotten there yet. we support the digesters project and we believe that xoiftd hurrying this project is vital. we'll send a formal letter to you, we thank you for your support and have a great day and any comments? questions? if no one we move on >> the watershed management
12:13 pm
program update. how you doing sarah? >> i'm brian. good afternoon brian i'm acting atm. i'd like to introduce sarah who will be giving us an updates on the management program. she has a few slides for you. >> thank you. >> all right. good afternoon, commissioners. thanks brian. i'm sarah i'm here to give all on update on the storm water ordinance.
12:14 pm
when we passes the ordinance in 2010 staff commented to come back to let you all know how it's going. is ordinance is implement by wastewater urban watershed program. and just a reminded what the program goals are. our goals are to use green infrastructure to help protect our collection system and increase its capacity. we want to reduce the amount of power in chemicals to manage storm water and to provide those benefits and coordinate with the agencies. we have a multiple approach.
12:15 pm
we also do watershed and policy development at the citywide scale and try to do community scale level work. and the goal there is to start stacking those policies and prajz together to get benefits from our neighborhood and the collection system. you can see this slide here is our capital efforts that help our system. the storm management contribution is in blue. we expect over the next 20 years the implementation of this ordinance we would expect to see 1 hundred and 50 million gallons
12:16 pm
and a 20 percent reduction in pollution in the water storm. those are coming out of the capital projects to the regulatory pie. and for those commissioners who were not here when the water storm ordinance went forward this was enacted in 2010. the threshold is 5 thousand feet. and it requires that we have cities turn in a storm water design. it's the implementation program. it explains what the requirements are what the performance measures are and provides many useful you tools as they try to gain compliance
12:17 pm
with the ordinance. so where have we gotten after the first 3 years. some of the benefits. it was exist to compile this information. okay. what benefits is it bringing forward. we've seen 70 promotions and when those projects are mreltd and some of them are under construction right now. there's about 27 cranes in the san francisco area and those are subject to the ordinance. so that will be about 56 acres managed. it will remove 7.6 million gallons. we expect many benefits where we're permit compliant. particle when the redevelopment
12:18 pm
areas go under construction all those areas are under construction. we want to list some of the quality active benefits. clearly the main benefit is that the private session projects are contributing to our performance without adding costs. we have a maintenance agreement they reported at the recorded office. and then the outreach and education through the product review process has brought the private sector up to speed so we hope those benefits will become
12:19 pm
manifest. i won't go through the green policies that we've built up through the storm water ordinance prelims that we will be able to use for the ssi p projects as well. and then to end the summary i wanted tow let you know the challenges and things clearly the economical procedures we've got staffing challenges. we're also seeing in the largest areas it's a coordination process. it's a big opportunity for all the enterprises. then, of course, we have regulatory changes we need to
12:20 pm
pay attention to. we just had a permit released and we have evolved to address those challenges. but we need to pay attention to those changes. those are the updates if you have any questions i i'd be happy to answer them. i want to end by thanking our folks. so thank you so much and i'm happy to answer any questions >> any questions? >> yeah. i just want to - this seems like a big body of work 70 projects and i understand that they'll be responsible for the maintenance and there's a lot of value we're getting but are we perpetrate as an agency to help
12:21 pm
review those projects and bring them online and there's some issues for job creation and multiple benefits i think it's really important to track. i want to get a sense of that >> there's a lot of packed in there. that's a great question. i think at this point now we're seeing such on upswing we're not currently staffed for the future. but our project review staff is currently at their limit so we will be strategyizing about staffing and professional services to get us through to the next budget kindly and you'll see new proposals in
12:22 pm
there how this unfolds. on the green jobs that you pointed out that's a really interesting area we're just now getting so what and work with the community benefits team. one pie we're working on is the maintenance tool that will help us to understand all the green infrastructure things that are coming our way and to maintain it whether it be private or public sector. but, yeah i think staffing will definitely - >> not only the jobs but the economical opportunity and economical benefit even if there's a beautification peace that comes along with the projects. i don't know when but for this
12:23 pm
much investment financially this is what you're going to bet get out. the other two you're probably further ahead in quantity first degree. >> any other comments. i'd asked a question that probably wasn't altogether fair and that's what kind of monitoring or measurement going on. that being said there maybe some opportunities here to use those very real life projects that's implemented by people who are doing this as part avenue their regular business. so as we have the discussion about monitoring on the pilot
12:24 pm
projects i would ask staff to think about how to expand that by doing some monitoring as well >> i'll definitely make a note of that. currently our focuses or on expanding but a little bit lesson flowing. we could talk about the connecting with the private and public. it's an interesting point we'll have things in the ground we can get monitoring >> i think it begs the question to be able to continue to collect the data to be able to say here's the performance related pieces that are working. because we've got our pilot projects and there's some other
12:25 pm
projects that are going to be coming on line as the s example i p roles out this is a kind of third category this is what we're learning through the private developments. they're doing things out in the field we could apply would be great >> we'll keep that in mind as we plan the workshop conversation. when is the workshop? >> oh, we're talking about. >> i've already forgotten about it. any other comments? >> thank you for the hard work. >> so my last item is the - sure. go ahead >> okay. the way i look at it
12:26 pm
is one of the commissioner one of the wise commissioners said that something called implementation. but what really is important is evaluation. and what we really need it i am peril data. what's happening with our city is that there are a number of gimmicks being played roadway. we have the matter m a t h e r auditors which the city now wants to change. and this effects terminating. we know that the shoreline is prone to flooding but we also know that a lot of the infield is there is of poor quality.
12:27 pm
we have thirty thousand hot spots all over the city and county of san francisco that are navigate watershed. so in good faith we can come up with what we term to be green ideas but what is most important is what goes into the bay. what really encompass into the bay? right now the contamination in the bay are not pretty. it's not just what people flush down including dog and cat poop some of us know about this but a
12:28 pm
lot of us are blind. we have very few people who ask the right questions. we can either address this project in a realistic manner like they do in europe or have a lot of fluff. so this is a golden opportunity because we have the experts and hopefully, you all are going to be hiring some good stuff not some stuff who are shallow and have no expertise but come up with those gimmicks. good staff so they take us to a bitter place. i'm glad we have one or two commissioners that are blessed with experience and intelligence to at least ask the right
12:29 pm
questions thank you very much >> juliette ellis 2013 summer youth program and a good afternoon. juliette for external affairs. the purpose of this presentation is to give all a brief update for the workforce initiative over the summer to be a good neighbor as well as deal with the issues of the agencies. and so today i'll give you both - a quick update of the add back to the san francisco utilities. talk to you how we're to
12:30 pm
maximize the youth issues over the summer by leveraging the programs that the puc is having. and developing core elements across the internship programs and i'll close with the next steps that closing includes an item you'll be looking at in our business section. so for the current budget cycle the board of supervisors added back one-hundred $4 million to be used in the youth programs. this is consistent with the mayor's effort to really lift up and maximize opportunities over the summer. to his goal is to make sure that 6 thousand
