2:00 pm
>> it doesn't go up. >> so you are renting and people can have the different sound levels? >> the building is concrete 2 1/2 feet concrete walls. they set their sound and there are two security guards all the time. i don't like loud music but and i respect my neighbors as well >> will there be a manager in charge? >> security are prewarned about that. >> so it's the security that's going to determine the sound like levels for you? >> all right.
2:01 pm
i have a question about you're out reach we have here you did it out reap for the lodges and what's the other one muni? >> did i just hear that you sit on the board of the hill boosters and your you associated with the other association additional obviously with the lodges; right? >> yes. >> did you do anything out of groups you're actually a member of? >> the entire group knows about it. >> but you're getting a new permit; correct for entertainment? and is reason you came in here was for sound
2:02 pm
issues? did you do anything directly around this permit? >> we went ahead and put next door.com which is a complete neighborhood association. we asked everyone to come to our board of directors meeting >> so your ask them to come to you? >> i want to ask one question do the windows have window covering? >> we can put them up. >> so the security guard does all our events so the person you basically hire them and charge
2:03 pm
the rent you ask them to pay for that. >> yes. >> the thing is commissioner perez is saying if you don't have a way to control the way people bring in the sound and the previous gentleman we had with the 90 p v d what happens in the sound like lasers is going to be at a hundred and 20 sound don't you think it's good to have a sound person on staff? >> yes let me know who to hire. >> i know the situation a has a lot of traffic is your security going to be doing anything on the outdoors like making sure
2:04 pm
that no guests are run over? >> i've got copies of the in relation door.com complainants i haven't received that complainant. >> i think it's in lieu of protecting your guests to have american people extra guard to help and he i'm sure the neighbors appreciate it, too if the guests happen to be two drunk and the security guard can get them back into the building. >> there's a fence they're not allowed to go outside and when the party is done they have to leave the premises and the entire neighborhood. they're not allowed to loiter outside >> do the security guards know
2:05 pm
that? >> yes. >> so the manager anyway's the security guards get them on their way? >> yes, they do. >> anyone else? okay. we're opening the evident if to public comment. >> are there officers that are going to speak. >> state your name. >> i live next to the - >> it's the time to make public comment. >> is there music permits - >> i've would there for 17 years next to the hall additional a little bit of what i'm listening to sounds it has not been that way.
2:06 pm
in general the impression i have what's hapd in the past people rent the hall and given the keys and 80 to 85 of the events are not monitored. so there's been at least 6 events that went completely out of hand doughnuts in the street for my only recourse is to try the numbers on the hall itself don't go anywhere. and i go into the event and i meet with folks who say get out. or you call the cops and for the most part i've called the cops.
2:07 pm
i'm hoping you guys set some conditions on how late the music can go. after attending the third meeting robin has called me and she's move forward accident music to two rooms in the hall and one has glass windows and if there's music in the street with the bar windows it gets loud when it gets in the backroom it's not easy to hear. so the issue is accounted ability we need someone to call if it gets out of hand. it's better in the backroom and you guys are concerned about sound.
2:08 pm
my third issue is the loitering that goes on after the events every thursday i think it's the aa meeting. and go to bed earlier but it's mostly a residential area so i know there's kids that live across the street and stuff. the aa park their motor circles outside - >> your times is up. once you get a permit there are 13 issues it deals with loitering and noise. so those conditions will be automatically attached. i think so this is a concrete
2:09 pm
building so if the music is in a room with no windows this requires a yes or no answer do you still hear the music? if you're not listening for it do you hear it yes or no? okay. thank you. any other public comment? >> come on up. >> my name is henry i moved in directly crossed the street from the hall. i'm an unfortunate person for them i'm the business for surveying for temperature or.
2:10 pm
- because of crime that was attracted the dallas passenger door was very supportive of my effort. the hall i ago with my neighbor most of the time no issue and we would like to have them in the neighborhood we thought they were a selling point in the neighborhood the reality is the bill of sale we were soiled. i didn't think it was an aa meeting but there's a lot of broken bottles and a ton of tra trash. i've not stipend because i understand that san francisco
2:11 pm
has a different approach than dallas does. i'm overseas and i travel a lot. my request is you approve their permit it is blatantly untrue there is not loitering and it's loud. i believe some of those are 18 and older. and the fence she mentioned is not on the residential side of the street. and so say it's monthly a residential area is not true. so we want them to do what they said what they would do. we'd like some controls the rest
2:12 pm
of time >> thank you and i hope you call the police and don't decide to intervein on your own. >> i live below diagnosing and you can hear them definitely when they have the loud music. in 1989 no problem just recently every weekend they rent that place out. so we have not be able to get any response. entrant them the permit and hopefully everything about be fine. you can hear them >> thank you very much. any more public comment?
2:13 pm
>> can you speak into the microphone. >> i've been living across from city hall. >> can you state your name please. paul. i wouldn't every complain about the noise >> okay great thank you. is there any other public comment? seeing none, no one. bay station come on up. i don't see them. can we get a list of the recommendations please.
2:14 pm
>> okay. i'll get them from last time. >> i'm captain. >> hello captain welcome. >> overall we don't have any issues with a permit. we do recommended conditions important over the course of the last 3 months we have put a notice outs every monday and wednesday and the fact that the hall will be putting in for a permit. we've not received any irons positive or negative. we did speak with folks in the area the xhevent will be they
2:15 pm
post the noticed on the neighbor - for the record we the do a record check and it echoes along the lines we have no record of any calls being made about noise complaints are anything of that nature. we don't have any of those calls >> okay. thank you very much. commissioners any questions for this captain? okay. we did the have conditions in front of us commissioner. discussion?
2:16 pm
>> he can't the conditions are a little long. can we discuss it a little bit? >> sure. >> is definitely want to add a condition that says there's a manage on duty for the promoted activity. anytime their urging their permit there is a manager on duty that the neighbors can call and that person can only be a security guard. and i'd like to also comply with the captains request to have events posted on the premises
2:17 pm
just post a notice saying with the fire department's will be in the next coming weeks and two security guards minimum >> i don't know your screening process because when you do a hall for rent - i mean when we used to represent they have to have 3 references from san francisco. you've got to be careful when you have the security be the management you kind of set yourself up. the thing is if they're not doing their job fire them and do someone else. but also doing pro-active on the
2:18 pm
outside may be one neighbor is not effected but two neighbors are effected just a security guard to move people along. when they leave they leave no loiters. my thing is - i'm sorry you're going to have to sit down >> the comment i'm making is definitely there handbag has to be a methane actual manager that the police can go to if there's a problem. second there has to be a sound tech there. that person better cap that sound at the present time, or they're going to get a ticket.
2:19 pm
anybody you bring in there it all goes to the top and the permit you holder has to be the one to take it. just in the public situation thing to be cautious i'd like to have a guard outside to maintain their one hundred feet >> i just said they have to have two guards. >> and a manager a true manager that can control he, actually shut that party downturn the power of whatever. >> but i also really want to make it clear to everyone that aa meetings are not entertainment and not in your
2:20 pm
productive and motor circle that's not what we do. >> to be nice have a manager go outside and say please respect the neighbors. >> however, we're not dealing with that because this is not under our rules. >> so just to move this along i'd like to move to approve with our good neighbor policy the police conditions as stated. the additional conditions of no less than two security guards on
2:21 pm
when they have an event. wherever they put their security guard. a separate manager that is not a security guard with the phone number outside to reach them on and the event posted outside. that's my motion. a second? >> yes utilized after thirty days period. >> and a period after the word thirty days. >> may i ask a point of clarifications. are there security cameras?
2:22 pm
>> my motion - now you can discuss. >> number 8 okay. so this is again back district attorney the cameras, however, there are not all right. electronic safrnz or surveillance cameras i'm not sure we can tell them how to run their business and we've had the discussion of being able about available to the police department that on demand. so number the 8 is problematic because theirs not a variance already there >> you don't recall from the applicant. >> i said no. >> that's not the question can you put your crystals ball away
2:23 pm
would it be different for you to put up a camera? >> it says outside the premises second. my motion stands any further discussion? >> i move inform paragraph this as the conditions and addressing the surveillance cameras. >> not addressing the security cameras. >> two security guards minimum and events posted outthink the building.
2:24 pm
that is it >> friendly amendment. >> and the friendly amendment is? >> they need to sound like tech to manage the noise. >> and to add this sound technician to monitor sound. okay (calling names) >> motion carries item f doing the 21 bureaucracy last speaker pilot. this is through june and september >> typically outside permits
2:25 pm
are processed by staff and without the input, however, the 21st commission is here and there was a misunderstood they thought it would be okay to put it outside but in the finest the gentleman has revised his entertainment plan. when we were working with the police on that one and they decided to come up with the idea instead of approving all those permits to do the first one and then go from there >> okay. thank you. >> i'm robert i'm the general manager 21th amendment. we have a beer garden we open outside the restaurants.
2:26 pm
we kind of came up with this beer garden as an outdoor venue where the local residents come and listen to some live bluegrass. yes. we've made some mastectomies with the past experiments out there. >> sound tech. >> you can't get too close to it your computer touched the mike go ahead. >> i definitely need to make awe mends to some of the neighborhoods but we learned. some of the experience we had some bluegrass out the beer garden. then there was a day when i was out of town recently and we had
2:27 pm
a heavy metal school of rock kids abandon. i wasn't there i'm assuming the noise level was so much louder and these kids have limited resources and they brought in their own monitor. so right now or in the past there's a situation we were pointed down a dead end additional. normally i'm there but we never, ever had a single complaint before that day when the school of rock kids. so know i need to reach out to the community and apologize and
2:28 pm
make awe mends >> specifically part of my community outreach included jeff with the park house association and r and b and jan kim's office. jan is the manager of the building across from our alleyway one south park and she helped me contact all the tenants in the building. henry and linda is the owner the building across the boom alleyway from us and i've actually gone in and spoke with each tenant in m that building too. linda is not a big fan because of clean issues we've been working with her to improve in
2:29 pm
that alleyway and it mad here very happy and we're been to address those however, the tenants in the building have all signed letters of support for my plan as well as the owner of the american cheese group. so and i understand jeremy complained when the school of rock kids was a problem. i've got letters of support from the local association and, of course, henry helped me >> do we have all those letters of support? >> and these are are the letters letters of support from
2:30 pm
american grilled cheese and the spy -- >> so can i ask you. >> couple of questions. this is music once a month and if it is rain urging to do this anyway? i'm joking. does anyone live on the alleyway? >> no. >> you do school of rock? >> not any more. >> that's too bad they're really good. >> if we bring them back it's going
