francisco police department ball at the make up event and i hope that those that attended had a good time. it was really nice. about 260 people were there including some of you community leaders, police department members and supporters of safe. that event raised about $60,000. safe is splitting that with the police foundation. we are hoping that we have about 80 young people in jobs this summer so we have to do a bit more fundraising because we have to give them either the money or give cards to buy what they need. this is the first event of its kind since the 1980's -- i'm sorry, 1990's. we did have one event for the [inaudible] but a police men's ball -- they used to be called that so that

is upcoming every year. tomorrow morning any of the command staff and any police member that would like to attend it's the national law enforcement day at st. joseph's school on jenn veef. this is something the school does every here with kathy choi. she's a wife of a sworn member. the chief and i and other members will be out tomorrow afternoon handing out sf safe distracted walker campaign literature. on one side it's a message to people that walk, whether j walk or in the crosswalk when they're on mobile devices and not aware

of the surroundings, and also people that are just walking anywhere and again not aware of their surroundings and subject to being the vsm a robbery. there are going to be members from lincoln high school so the youth is very actively involved in this program as well as c pab members and members from mirabel station and it's an awareness program and effective. it's something the youth came up with and asked for assistance with raising the money so i think it will be a very positive event for all involved. data breakers left sunday. it was a very long day for some of us, but it was a very positive event in many ways. 16 individuals were taken to sobering centers. 21 were arrested and booked into county

jail for public intoxication. they stayed there until they sobered up and then they were released. there was one arrest for possession of a firearm, one felony arrest for robbery. there were 17 law enforcement agencies involved in that event, and i think it clearly went off well. we had an estimate given to us for about 10 to 12,000 visitors to the city. officers responded to 20 house parties that appeared to get out of hand. there were three bar checks done by our alu which is our alcohol liaison unit. and two were given and one officer sustained a minor injury during an arrest and

unfortunately one person fell from a roof of a building and died from his injuries. the america's cup artimus incident, the boat that went over and one person died as a result of that. we are very close to completing that investigation. all of the crew members of interviewed. we're still waiting to hear back from the medical examiner of what the cause of death was. it was a joint response to that incident by the marine unit, the coast guard, police department investigators, and a number of items were collected at that incident for further investigation. america's cup has been involved in this and

have been assisting with that investigation. we did suffer another homicide on the 15th on 800 block of orilies walker street in the bay view. that is an on going investigation. again beta breakers. there was a pretty well publicized missing person at ocean beach which is in that district and part federal police. it is a very active ongoing investigation. obviously we still and always will reach out to the public anybody that has any information whether they think it's minor or not to come forward to assist us in anyway. we will follow up on any lead that may assist us in finding this person and assisting the family with additional information, and

that is it for the chief's report. >> thank you. commissioner king king. >> thank you for your report. deputy chief. just a question or perhaps a clarification. do you know anything about the matter at san francisco state or the other incident regarding the homeless? because it's my understanding san francisco state has their own police and perhaps there is some confusion on that. do you want to address that? >> i don't have details on that incident. san francisco state does have their own agency. i don't know if we assisted them but i certainly can follow up on that. >> and then the other incident or what we heard about this evening in terms of the homeless and their shelter? >> the gentleman said it was a church. i have no idea about

an incident at a church. >> okay. >> but again i will follow up on that. >> okay thank you. >> thank you. commissioner loftus. >> yes chief do you by chance, and i know that putting you on the spot a little bit but we have the homicide numbers. do you have them compared to last year by this point in the year. >> we're at 13 now and i'm sorry i don't know what it was last year. >> okay. >> 27. it was at 27. thank you mr. henderson. >> okay thank you and i will just say i happen to be one of the fortunate san franciscans had that had one of the 20 house parties on my block and my kids were out riding their bikes when we watched up the breaking up of a house party which was more complicated than i imagined it could be. i would say there was a significant police presence on my block which created excitement in the neighborhood. i haven't talked to my neighbors

in a long time and there is a lot of police on the block and everyone wants to talk about it and i would say there was a significant amount of patience and slowing down and no one was arrested that i saw, and having seen some of the revelers who had enjoy the more cocktails than they were aware of at 2:00 o'clock in the afternoon i can see that the officers were exercising patience and happily transferring someone back to somewhere they could be safe and the officers i think deserve as i told them credit for being very patient on that day. >> thank you for that. we will pass it on. >> anything further for the chief? all right. inspector please call item 3b, occ director report. >> director's report, discussion recent activities. >> president mazzucco, commissioners i don't have anything to report today as the

director is on vacation and she will give her report when she returns. >> okay. thank you. please call 3c -- by the way with the presentation and the report under 3a that is taken off calendar. >> [inaudible] >> ms. marian. >> [inaudible] >> okay great. thank you. >> line item 3c. >> commission reports, decision, and commissioner reports. >> i just not as president i would like to report about an incredible incident i saw about two weeks ago. it would be two weeks from friday for members of the police department and also talked to the public about it, and it actually 19 years as a prosecutor it was an incident that really moved me. i was walking across third and market street at 1230 on a friday afternoon. thousands of people walking down the block and just

before that i was walking toward the parking garage and waved to an officer and shock hands and he went on his way and i walked across the block i saw him and looked like he was doing with someone on the ground and i would head that way and saw the fire truck heading in the wrong way and was on the top of a homeless man trying to save his life. he was doing chest compressions and the firefighters took over and it was a gruesome scene and i have the report in front of me and a homeless resident and body gave out and bloody seen and unusual and blood out of his nose and mouth and yet the officer worked on him and do did the firefighters and the paramedics and these were veteran's officers and they called it off

and died on the street on friday afternoon with hundreds if not thousands of people walking around videoing it and one of the officers said "did anyone dial 911?" and no one called. we're the liaison between the officers and the people and no one was called and i'm going to invite the person in two weeks and she flagged down the officers and said this man is throwing up blood. he needs help. it was just her and i have to tell you -- you know commissioner we never get used to this. it was a gruesome scene and had to have a hazmat team clean up everyday and our officers do things for people that nobody appreciate. they risk themselves to exposure of many different things and tried to save this homeless man's life while thousands of people

walked about and afterwards talking pictures and it was interesting to them and i want to thank the officer and the public employee who flagged them down and thank the firefighters and the paramedics and i called the chief right afterwards because i was bothered by what i saw and the officers involved were sergeant rodriquez who was on the motorcycle, the dirt bikes, officer mc gold district and equaled -- and i want to thank the firefighters and vanessa from public works and had the courage to call the officers to the scene and they did a great job and i am very proud of them. next item.

>> commissioner loftus. >> thank you for sharing that story. it's disappointing that no one reported it and it's terrible that the person died but it's good for us to recognize the hard work that our officers put in everyday and the risk they put themselves in, so commissioner kingsley and myself visited the safety hub and the official name and sixth between market and mission and we got treated to a tour from sergeant frank harold and i can see exactly why he was picked to do that and be a sergeant at that hub and we learned a lot from doing the visit. that hub is something that's very new with signage. i remember before the small business came and complained there wasn't signage and now there is clear sfpd signage which is great and the

sergeant keeps the door open and people can go in and out and i saw that people going in and out freely and he explained why it's a hub and not a station and not a sfpd substation but a joint collaboration between the mayor's office and the district attorney's attorney office and the services in the city for the homeless and people that need services basically, and since they have been there they have a lot of meetings there, joint collaborations. i think the weekly meetings they have there which is great and i know that block well, sixth between market and deeper into soma because my office was a block away from there and that block had a lot of things going on, drugs, harassment of pedestrians and lots of drugs and crime and stolen phones and lap tops what happens on that block and since the hub opened a couple weeks

ago, and it was much different and less people doing the illegal activities and we asked where they went and the sergeant said in the next few blocks from six to eighth have quieted down because of the presence there and because of the ambassadors that we saw out and about and protecting the young people for the art show and a concert and he said there is more work to be done and van ness and market onward is where some of the drug activity has moved and we need to raise resources to add another hub, supportive collaborative service, so we can address that end of market street but i was impresdzd and instead of strip clubs and i know well and you have a new bike shop and restaurants and condos and there is a lot going

on in that area and i welcome the other commissioners to take a look at that hub when you get a chance. anything to add? >> commissioner king king. >> commissioner chan you did a great summary. i would like too to thank sergeant harold and gave a good tour and a walking tour. we spent a couple of hours with him and really walked the street scpis can say from the many years ago that i would walk in that area going to law school and since then there is a tremendous transformation just in the last several months. it's very different. all the debris that used to be flying in the air is gone. there is a different scent to the street literally and the sergeant explained how dpw comes through with sanitizers and scents and the vibrance of the area, that

beginning vibrance of new commercial endeavors is very apparent. it feels safer. there were tourists on the street as we walked down this corridor and all of the departments in the city that have contributed to this really observe a big pat on the back. so far it seems to be working well, their efforts. >> sergeant herald explains the people in the sro units in the area are appreciative and feel safe to go outside and before they couldn't leave the unit and they thanked the department for being there. >> great. commissioner loftus. >> yes. i wanted to update my colleagues. we had a presentation from the crime lab on the issue of untested and sexual assault kits and the

success of the other program that started in 2010 to expedite stranger rape kits from being tested. we heard about the significant investment the department heard in increasing the number of criminalists and trained and the work is right. i wanted to get back to folks there are a couple of follow ups happening within the department. there is a audit that is being done of the property room to ensure there aren't any untested kits which we know is common in labs and medical examiner's offices and they're making sure of that. in addition to that they're doing a review of the untested kits which they have identified and determining whether the reason it was untested whether a criminal case wasn't filed, whether consent was the issue in the case and the da wouldn't be dispositive in the case so i think we will hear more from the department as they continue to improve. i think there is consensus and we

certainly heard from the department that the policy is to test all kits and i think that is certainly the right approach from a law enforcement perspective from prosecutors and victims and the community that if we collect that evidence we need to test it. i think resources are always an issue and i look forward hearing from the department on the plans to test any kits that aren't yet tested and make sure we're supporting the efforts to continue to support the crime lab as new technologies come afoot, but certainly and i don't know if technologies come afoot, but sounded good at the time, but as new technologies come online -- that's how you're supposed to say it. that we're availing of these tools and help us prosecute cases and exonerate the innocent and i wanted to update you on that and the second issue was we're going to set up a trip for us, a chance

thomas maswriewko's experience in watching somebody drop dead. i have taken first responders courses, also emergency technician courses. although i didn't take the exam they teach you that first responders should carry basic isolation gloves. most police officers that have taken the courses they should also have mouth gauzes and three basic isolation for cpr which is a funnel and tube. they should have kitos them all all times. they're this big. every police officer that went through the training should have that kit for that type of emergency because blood can communicate -- or contaminate anybody around it and a police officer hopefully didn't get contaminated by some disease. two, is they're also taught as you start cpr you're

supposed to pick somebody out in the audience that is watching. tell them to call 911 and get back to me immediately. that also has to take place. i think maybe some of the police officers should be retrained or brought to their attention when these incidents happen there is certain protocol that should take place. i don't know about the man that died and we don't know what happened and maybe bleeding internally but i think every police officer in san francisco has that basic training. they should have the kit on them at all times and view -- or annual basis the protocol should be given to them in terms of the procedure are when something like that happens in front of them. that's all i really have to say on the matter. i thank you for your time on the issue. >> thank you. any further

staying on its agenda and so on i am wondering if bringing somebody in and having an election the first night they're here or even the second night might be asking a lot of a new commissioner that is not really familiar with the folks that they're serving with yet, and so then the question would be -- because i think something similar happened when i came on board, and you were there at least a couple more months, so i don't know if it's going to serve the commission well by deferring it. i understand the fairness issue, but the point may then be well do we postpone it a couple months. >> yeah, my suggestion is we set it for another date so it's on the calendar and once that date rolls around and we need extra time we can take a few extra weeks. i think it happened to all of us and when we were new
