3:30 pm
to committee. could you please call the roll on the motion to send it back to committee >> (calling rolling). >> there are 4izes and 7 notices. >> it fails and unless their any discussion let's take a role call vote to approve mr. andrews to the commission.
3:31 pm
>> (calling names) >> motion is approved. >> call item 34. >> the term ending to the pedestrian safety advisory committee. >> supervisor mar. >> i want to say i'm strongly supportive of both candidates especially with the work with seniors and disabilities. i want to speak in favor of beck i didn't i've known her for over 15 years.
3:32 pm
i'm confident she would be a strong advocates for seniors and folks with disabilities. in try san francisco style she's never owned a car. she currently resides in the aisle and she's lived in every districts. beck i didn't has had a perfect mix to be a strong advocate for the interests of the seniors and folks with disabilities to navigate the streets. she's got thirty years of experience working with seniors. she's with the fdr club. she's also a past president of the t w a retirees club.
3:33 pm
and thank you to the rules committee for unanimously supporting her >> supervisor kim. >> i want to express any strong support for both those advocates for the safe neighborhood and know a tremendous amount of safety for pedestrians. she's an advocate for the improvements in citywide and has shown he's a commented person for the safety issues. i know this lady who lives on treasure island i know she doesn't have a car and i commend you for being a one way rider. i'm happy to support both of
3:34 pm
those folks they will help with the pedestrian safety in our city >> with that can we can take a role call vote on this issue. >> (taking roll). >> the motion is approved. and with that colleagues it the 330 i mentioned i have one special accomodation for a long-standing worker. he is formerly from the planning department and this was a deserve on the planning staff to be a part of that.
3:35 pm
if i can invite him up to the mike. >> bill, i want to thank you for all your work you already look younger already leaving the government. i'm going to say a few quick words. you have had a tremendous career in city government. he started as a muni bus driver and that alone should get you a recommendation. but all this time he changed the path and got a job in the transit system. and then in 1985 he served the
3:36 pm
city as a transit planner two and 3 and 4 and because he didn't have enough to do he passed the california state bar exam. he worked for the planning department and was appointed to the role which is working as our cities environmental working officer. and the policies and - colleagues i know with the expectation of sprifrz kim and a wiener you have not had the pleasure of sitting through the countless meetings on the tactic of sequa. i've said it's my farther four letter word these days.
3:37 pm
i can't imagine the amount of patience you've done to make sure the complete analysis under your time so on behalf of the supervisors i have a proclamation. bill has been an inspirational leader truly commented to the planning department. let it be resolved that in his extraordinary work we declare his day in the city and county of san francisco. thank you very much (clapping) >> and if you want to commit on any projects feel free or any
3:38 pm
other statements. >> thank you, president chiu and supervisors. i think i've gotten to know most of you under less favorable situations so i do appreciate being recognized. it's something that most people don't get on any jobs my wife certainly hadn't gotten any on her jobs and i guess the common thread between the muni driver and the e r o we get more grief than support. so at least at the end of my career it's good to be recognized and appreciated. i would say that many of the qualities that are appreciated
3:39 pm
in me the staff still has that. the best way to say that about me is to appreciate the quality in the people who are not he leaving the city. and the other thing i would say is those people in the planning department people who work for the city really get talked about from a policy standpoint like having diversity in the city. so i would hope that you can kind of put away the partisan stuff at least at a personal level and doing the day to day work i've dealt with people who
3:40 pm
fit the stereotype would people that have city jobs and the people that i deal with day-by-day are not my staff they're the hardworking and committed and it's a challenge for the city to keep those people wanting to work and stay in the city. i hope that that's recognized for the people who come here not as they retire but doing their daily work. thank you >> thank you very much
3:41 pm
(clapping) >> mr. clerk why don't we go to roll call. >> last week, i talked about the liability and the health care costs effecting the city of san francisco. today, i'm calling for the hearing 0 on the medicaid release that president obama put forth last week.
3:42 pm
he said the variations of the hospital in and outpatient services. this was the first in opening statements executive order. it was not available to the afternoon consumer it was usually relate to research. hospitals charge medicare from 10 to 20 times that they are reimbursed. this raises questions about the health care cost. and there are a wide variations among the hospitals in the same areas or city including here in san francisco. for those reasons today clarifications i'm asking for more oversight. we as a board owe to our
3:43 pm
citizens to gain more pricing in our prirs structures to benefit our citizens. we're seeing the bins of this already thanks to the leadership of our staff and based on the laws that were established and we're seeing blue shield coming in with flat re234u8 ratted. their inherently more expletive this which is a major certain for you look forward to the coming most as well as the private employer folks to begin this important conversation >> thank you i didn't speak when the item was up before the
3:44 pm
board today but i wanted to congratulate our advocates from the neighborhood association. we finally passed now the leases and to build new park in districts 6. and as supervisor wiener it's always a victory to be able to have more open space. and the socio economical space. we fight for open space in our neighborhoods i'm happy to pass those changes to our park code and approving the contracts and lazy. the second i would like to say and no one wants to be wrong but, you know, recently, i think
3:45 pm
we did get the grossed percentage of attorneys come out from the airport at the $10.8 million i do think i voted the wrong way in supporting the mag for the airport. i think it's really important when we look at pole i think i was struggling with at the time when we looking
3:46 pm
3:47 pm
>> the achievement and opportunity gap remains and the lack of education opportunities hurts us when we become less attractive. however, the ask the next question in the last election with propose thirty and how we utilizes those are critical.
3:48 pm
those who are from low income families are english language learners. under brown's formula the state averages the spending and it could go higher. this is a bold plan that goes farther in helping our schools. governor brown is taking our archive history and a grand jury it towards success. i'm asking dozens of folks in supporting this measure. also i wanted to speak briefly on recent comments made by a gentleman who was planning to come to san francisco and san francisco to meet about
3:49 pm
bloomberg. he made comments about soldiers and the gentleman asked for similar acts in the prostitution acts in japan to deter sexual assaults. those comments are insensitive to many folks. before he cancelled his appointment with the united states i had perpetrated to introduce a resolution not to meet with that gentleman. i want to thank the dhar on the
3:50 pm
status of women that redresses our coalition for their support. i wanted to add that this city is one of ourcy cities at any time important that the antirape groups made a stand. from the richmond area he said it's okay to be outraged to condemn this act. the associate professor said this issue should not be seen as a ailing issue but it effects the rights off all women. and lastly our congressman as
3:51 pm
stated the jazz view is most of all against women who were forced into sexual violation. so i'm pleased that the visit will not be occurring i think it's essential we reflect the crimes by the japanese military and reaffirm our commitment to end it. and on a positive note i want to ask my colleagues to a come out to the saturday and sunday to the music festival from noon to 10:00 a.m. it's a free festival. it will include dance workshops
3:52 pm
and formal and informal music making par for more information go to w w sf folk fest.org >> thank you supervisor yee. thank you, mr. clerk >> today i'll be submitting an ordinance amendment the transfer to the department of children and youth families responsibility for childcare for the office of early care and education and the childcare facilities interagency committee and making the environmental vlthdz. this is pretty much a cleaned up language to the ordinance but note that this is actually an
3:53 pm
exciting time for education in san francisco now that we will be finally hiring the new executive director of the early child education that's been newly formed so have a common goal and our focus in san francisco. the rest i submit >> thank you supervisor yee. supervisor al loss. supervisor reed. >> thank you. i have an end -- she was actually 97-year-old and active in the church.
3:54 pm
her husband when we passed away she started a scholarship in he or she memory at san francisco state that hires education to needy students. this woman was an amazing icon in our community an active councilwoman for the negro women. she was a pretty amazing. i can't say enough about her legacy in the city and her activity in the city and how much she loved and care to make a difference for the young people. her funeral services are on june 11th at 10:00 a.m. i wanted to make sure she passed
3:55 pm
away sadly on saturday and i want to make sure we acknowledge her commitment to young people. i know that fortunately because of the work she's done the scholarship fund in san francisco state will live on for generations to come. the rest i submit >> thank you, very much. mr. clerk >> i have a couple of items. i'd like to begin with a hearing request that i'm submitting as a number of us have heard the human resources agency has recently announced their plains that homeless families in shelters provided proof of residency beginning july 1st. as was reported in the press there are a number of us who
3:56 pm
have raised concerns about this change. it's a grave certain that as we change the rules we'll be placing additional burdens on families many of whom are sleeping on the streets and have been waiting for homeless shelters for many months. i have a great deal of certain about the disproportionate impact that the change in policy might have on the most vulnerable families in san francisco. those who have infants or told her who are unable to prove that the children's endorsement in school. as well as undocumented families that may have a difficult time showing their retaincy. i want to thank the department for engaging in a conversation
3:57 pm
with the advocates about this issue. i think it's important which something as critical as the way in which families sees homeowners e homeless shelters that when the rules change we provided a forum for them. when you have no residential address it's not an easy thing to do. we want to hear from the department and their reasons and also from the people who will be directly impacted. it therefore i'm calling for a hearing that will happen before the prelims of this policy which is go into into effect july 1st. the second item i'd like to talk about is an item that was in the
3:58 pm
papers today. i i know that my colleagues are aware of that and many members of public have heard about this. i want to thank harvey rose our budget analyst for the work they've done in concluding that work in the release of anna management audit of the housing authority. they have been working on this for many months are i want to thank envy colleagues who voted no my proposal to conduct an audit in this agency. i will leave the details of the audit and some i thought findings to the hearing that will be taking place at the government audits and oversight committee.
3:59 pm
i want to thank chair cowen. i think we're going to have the hearing on june 13th. but the long and short of it is while we recognize that the federal government hadn't been funding the housing authority has created a problematic situation. the sad thing that this report shows is that the mismanagement that has been take place over the last few years has made a bad situation worse. i was hoping to be honest that some of the findingss would not be as bad as they are. but in many respects some of the things that were found in this management audit are not that surprising. the facts that the folks have
4:00 pm
been living in bad conditions. we have after a homicide the residents requested that there be some security provided around the gate around the property and, you know, more than a year and a half later that issue remains unsolved. we have more than 28 hundred repair requests for the inhabit ability that an agency would operate with a bugged of $10 million without a cf o without a consistent procurement of individuals is not how you want to see an agency run in the country regardless of san
