shipyard and to have voices from the community, that were active in that committee and come from different parts of that neighborhood, with difference of opinions, but also the ability for them to come together and put together a plan for the community was really important, as well as their push to make sure that the residents of the bayview hunters point community were hired in many of these job opportunities. now that redevelopment is no longer in existence, it is important that we take on the leadership and make sure that there are community groups that are able to provide us with insight on how we move forward? whether it's decision as round planning or whether it's decisions around what we do with workforce development and what have you? so again, i want to commend you on your leadership moving the community forward in this regard and i look forward to the final version of this change. thank you. >> thank you, supervisors breed and yes, thank you,

is the same as board no. 2, provided for stragering terms of initial board no. 3 members and remove provisions regarding board member not meeting current state requirements and adding a public comment timing option and making non-substantive clarifying revisions. >> okay. i guess don darren. with the assessment appeals board and deborah landis from the board of supervisors' clerk office are here to speak on item no. 7. >> good afternoon, supervisors. deborah landis, deputy director and don duran is also here today to modify at the assessment board 3, which is currently inactive and we proposed to change the board as part of a collaborative effort to improve the city's property tax refund process.

to streamline the process for taxpayers and in conjunction with the treasurer/tax collector and controller, our department will implement very changes to help alleviate the current property tax refund challenges. as part of, this the assessment appeals board plans to hear evening appeals for properties 1-4 units in size, beginning in october. to eliminate the current backlog of approximately 8,000 pending cases. and the board 3 modification is necessary to be able to hold those hearings, so that we can shift the board's hearing responsibilities from commercial to residential. after we modify the make-up of board 3, we will be able to start the recruitment process for commissioners to have them in place for this fall, for the hearings that we would like to begin in october.

assessor recorders office, here to express our support of this legislation. i would like is to start off by thanking the board of supervisors for hearing this item and tackling this important issue. it's very important to our office. as you might be appear the assessment appeals board works directly with the assessor's office and by way of background, your clerk, the controller, the treasurer/tax collector and assessor recorder have been working on a project to stream line the process for taxpayers in san francisco. there is currently a backlog of 8,000 appeals pending with a statutory deadline to be heard within two years of filing. as you know, when the market took a downturn in 2008, we saw an uptick in appeals before the aab and you know, that number has been staggering for our office, requiring much staff time, which has impacted the operations of our department. so we are here in support of the legislation and hope that

airport for loopholes working hard to make sure this engine of opportunity is for everybody. i'm joined by representative from congresswoman thank you for being here and, of course, richard our commissioners is here as well and than mr. mac who is part of the labor council. i think we'll have quilts from the board of supervisors from both couldn't. you know something we despair a little bit over jobs. they get to continue bragging they have is an unemployment rate lower than ourselves but that's because the airport is booming. and everybody's is investing in

this year. looking behind me it's always been about peculiar i know this airport is a huge generate of work a huge amount of folks come there here and it's a big asset. not too many months ago we opened up terminal two and i & i've often said it feels like a first class lobby. johnny ask when i do the red eyes a lot of your goat to have those jogging art stations open after 10 but that will mean more jobs. and i will say that this $4.1.10

year capital plan is yet again another strong strong demonstration of our airports thinking ahead. it's an airport that's on water so it continually has to update itself and deal with seawall rise sea level rise. it has to build new facilities. the airport runways have to be invested in and the buildings themselves whether we get a new control tower oreo do the old terminal it looks like all terminals feel the same way. john did a fabulous job in

making sure our labor forces throughout the area feel directly involved. it's a humanely economical engine you'll say that billion dollars and the new buildings but the $14. billion will have a large number of the construction jobs and the engineering designing jobs as well as the concession vendors that reflect the diversity of our airport. i like coming to the airport when i'm traveling more and more those days and others for the america's cup and the data breakers and all the different summer events many, many

thousands of people will come through the airport. it's modern and save and has the highest level of technology and safety for everyone. we keep that for most in our minds as we approach the modernization. i'm detailed to mountains this i had a 10 year infrastructure plan for the city and once we get those plans out then the conversation starts to get to the place where the airport is one of the biggest investments. our airport dpements with every

visitor who comes here they feel welcome and you see that reflected in the signage. a 10 year capital plan means we have articulated for our immediate year we have the investments and the other cities around the bay area we're invest in this very great asset. same thing we do with our water system and our great art institutions. we plan ahead and involve everybody and get them to buy into our assets and the whole region. i want to thank the commission and the staff, of course, and their corpse partners as well. i want to thank you all the

terminal had opened. when this opened in 2011 it became a stated for airports worldwide that has conveniences unique amenity like the yogurt room. it has $14.50 per passenger. we want to continue to make those improvements for the convenience of travelers. boarding area e we're here right now and this will opulence a year from now. and it will handle united

airlines. we're going to improve the center checkpoint in terminal 3 and expand the front gate as well. shortly after the competition of this building we're going to do terminal b. terminal one will be valve improved and fanned and the t two experience will be carried throughout the whole airport. we look for the lobby area to be improved. we're very pleased as well to be

moving forward on a four-star hotel 4 hundred rooms the air train system has been designed to stop right in front of the a bordering area the same area where the hilton used to be. and this project will be completed in three to four years. i want to thank the staff for putting this together so quickly. and it insures a high-level of performance and thank you to the staff who helps to us make this

thank you, mayor lee we have to recognize this is the congress woman's great pleasure to represent those areas. and thank you to the airport director john martin she considers him brilliant. she wanted phone calls to know this new decade will see the airport for having seen for travelers. there will be a nice hotel and it will make san francisco airport itself is great designation. it will create jobs and this has a massive ripple effect on the area. we know we think the airport is always under construction that's because the economy is changing.

as the airport expands tens of thousands of our citizens work here and we're thrilled to see the airport modernize. also i need to speak on behalf of the regional. i think we're all aware with the global competition the bay area has to compete with other airports. i don't see many airports like san francisco international. we're one of the few airports in the nation that are keeping pace with our competitors. i thank the city for your
