we're concerned about plans to freeze the book budget and that certainly goes to the question of equity everybody who has a brain and can read by the way, those who have resources have to play. i want to talk about and i appreciated the issue of - brought up about equity. the exercise systems are not up there. and such want $9,000 for a squalid key off that would automatically received in the library. the staff in the meantime you can't even write a document in

is a raise included in this but i wanted to put out the desire need for this home care community right now. reminding you the disability in this city and statewide was the top issue. we're facing next week or later this week our legislative folks are going to be cutting home care to a at the time of 8 percent and the raise is it going to be wiped out by that numerous times over. so we're asking the credit that has come to the city from the federal government passed through the state and a provided to the city is a consider be applied to home care it was part of the affordable home act with the rosey revenue picture this

decide how a one hundred pot of funding would be used in the district i decided to launch a pilot program around district 3 and i'd like to share the program and after my presentation we'll hear from other folks from around the country. i could ask my aid to go to the next slide. so colleagues those of you who are devoted our time to our budget. the first job i had out the school was a biscuit job. i sponsored a ballot ballot proposition a and this is our 5

year fooefrt plans. i wa i want to thank you. and in 2011 when mayor lee was elected mayor i believe the supervisor made the same requests we asked mayor lee to better engage our local community. this led direct voting of the

selection of winning projects. this is a model we used in district 3 and it's the model that's currently used in new york and other places. where did participatey budget come from. this format was adopt and since that time it's been adopted in 15 hundred cities around the world including in asia and african. and decided to spend the money through a budgetary process and four of the districts adopted the same process and 20128 districts adopted it on

$10 million worth of discretionary fund. va la adopted it but 4 thousand residents voted on what were originally 8 hundred idea and they received $2.2 million of city fund. if you think about their budget they have a $2.2 million budget. if we did the same here that would represent one-hundred and $26 million. i have a colleague to talk about that. next slide. i wanted to give you agent of sense. this is the slide of capital expenditures within the 49 ward in the city of chicago and joe

moore who started that. in 2009 it gives us a rough breakdown of how he choose to break down spending. the next year he did a budget pilot. those are the expenditures that were made by voters directly voting only projects in emphasis district one year later. now joe moore is an outstanding legislature and the sense of what his community needed the fact it was who different is why i decided to adopt this in myself district. next slide. this is medium household income. and much of our district an actual non-white and 86 percent

of the district are tenants and in part because of the diversity of the district and the size of the community that are traditionally unrepresented i thought it would make sense to use a pilot to engage folks. next slide. so what were the objectives the pilot. we convened some negotiations our district and with our city controller and some of our experts we move forward with the piloted in part because we had the availability of this pot an.

they needed to be implemented by a city department. we didn't have any cross projects we didn't want to make sure that the dollars were invested.

the brainstorm process we had residents that came up with an initially list of jobs and parks and recreation and streets and next slide. we went through a seven months process to what is the most important to folks and getting feedback from city departments and where a would we accomplish with the money provided. next slide. from that we actually created a ballot. i have circulated a ballot of what we had fourteen ideas. they ranged in fourteen areas. we had a vote we had almost 5 hundred folks vote. and after the fact we discovered about 70 percent of the folks

that voted were non-white. i mentioned this because we don't have constituents that don't get involved. in addition to that we discovered that the voters reflected the tenant owner breakdown. one of the things we loud was all receipts so long as you could prove residencecy you could vote and young people over the age of 16 who otherwise wouldn't be able to vote for two years. this engages the lower class. let's talk about what got fund.

the observation those are all projects i wouldn't have come up on myself. you know, we receive hundreds of e-mails everyday. and we get lots of idea but you oftentimes we get what isn't working. so let's talk about a couple of them. the ideas that wouldn't have been implement the sinking of the translate. the seniors scams were brought up. my district includes cheek-to-cheek town and frankly, i hadn't thought about providing more chinese books. there were some great ideas on the parks.

we also heard about more jobs for younger folks. we decided to merge those ideas to put youth training for gravity remove programs. we're providing some back rent assistance and we heard from small business owners who are interested in the compliance. so we've learned lessons. i think first and foremost it was a very successful pilot. we had engaged in all sorts of of the pilots. first, by engaging folks to better integrate policies and how we deciding discuss those ideas. we ran this through the

community and i wanted to thank amy chin she spent the best four months of our life really engaging constituents. from my prospective we could have built a better base of volunteers. the next steps over the last couple of months i had discussions with the mayor and the directors to expand the pilot to the rest of the city. i want to thank the mayor for initially incriminating a 5 thousand dollars gift. so the mayor is willing to engage with us. fits important to think about how and when and where we want to engage specifically around

the city. i think this is a project i heard from anyone who heard about it outside the project was interested in engaging in it. it raises questions about how we improve dialog to really strengthen the budget decisions we make. there have been a number of folks who want to know how to strengthen you communication. with the last slide i want to take a moment and thank my staff but others our residents our leaders in district 3 and i want to thank the controller and it's deputy who participated in our meetings. and the mayors and i want to thank 3 cb o and c pa and

advocates who worked with us engaging again, it's hard to reach constituents. i want to thank the innovation project. and with that i want to invite up jenny brown from the participa participatey project. >> i wanted to ask you utilized the money you had for district 3 how much did it cost. i know you said you plan to request that point mayor and board of supervisors share a cost for all 11 district but how much for your district. the $100,000 was spent on the 11 project and those promotions

represented up to $20,000 per potpourri we didn't have zero expenses for this non-profit organizations and the staff time that was engaged in this and to do that right you have to spend 10 to 20 period of time e pictures on a non-profit organization and city staff helping. what the mayor and i had discussions we can think about but more interesting the mayor has commented to putting in a half million dollars pot and a would like us to consider potentially putting in another half million dollars if we have a million dollars or so. let's say we have that we can engage in a district by district project but part of why i said

to educate you i not through the next couple of week to see get feedback whether this is something we would like to see done citywide. the mayor's office have a good idea but to narrowing to certain types of project. maybe projects that has to do with youth and names. we can really engage our constituency in a way. i think this is great and knowing from grassroots group calling it the city budget or understanding those wards in city chicago. i'm looking forward to hearing from the budget project will how much it costs in other cities
