i want to bring that to your attention because i'm really hopeful that with the community like the -- hunters' point, that we will be more connected to opportunities that it seems that this particular opportunity will provide. i have talked to the director so that you all are aware that i am having a conversation prior. but i wanted to make sure that you all are aware that with the community that has unemployment for kids from 17 to 24, almost 60 percent, this is imperative that the port and the bay view hunters'

point community are part of the process. this is a process that is a win-win; i know that the bids have gone out. we are not talking about trying to impede on the process that has already started or maybe having done the final road. but we are bringing this to your attention because we think that it is the port's mission responsibility to make sure that any city funds are going to be allocated to the most affected citizens and obviously the port serves big, big part of the southeast part of the city which is one of the parts of the city that is quite affected, not to in any way

commissioners however you are appointed should represent the city in a fair and equitable manner. i'm going to start with the 150th celebration of the port's history. people have come here many a times and in good faith to bring to your attention about how they contributed in whatever way to the building of the port. including the longshoremen. mark is here i think with some of his friends. and they do and have done a great service to the embarcadero and to the shipping industry. when we had the 150th anniversary, i was here at one of the

commission meetings just like this, and i do not hear too much about the contribution of the blacks here on the embarcadero which is a fact. we need jobs. they are not begging for jobs. we need jobs given to all san franciscans because they contributed to the making of this area, 7.5 miles of the public trust land. the public trust land belongs to all of the format. someone from san diego could come here and ask you whatever they want to ask you and you have every right to give them the right type of information that is what the public trust land is. i am here to state clearly that there is much to be done in the representation.

there is much to be done in the history, not only of the blacks, not only of the chinese, not only of the irish, not only of the longshoremen who lay their lives but everybody who contributed to the seven-point five-mile area so when the developers come of course you have to make a lot of money but the developers need an orientation in what is called community benefits. if someone cannot given that type of orientation i can give them with history for free. thank you very much. >> president woo ho: is there any other public comment? >> i would like to request from the chair if we could get an update on our youth employment program and what the graphics we are serving and how it's working. i do know that when we were discussing awarding the contract we had some concerns with the administrative cost versus how much was going

towards the youth. it would be great if we could get an update. >> absolutely. it's on your calendar. work in progress. >> thank you. >> would have to pick that up under new business. >> any of the public comment, a commission's comment? >> i appreciate all parties coming forward. we represent every citizen here in san francisco. this is a forum where you can say what you like and what you don't like. if it is something that we can work on we will do it; this is a hands-on commission. we work with the staff and do everything possible. a lot of times things are happening but i do know that we are committed helping every citizen here in san francisco.

you can hit that mic, you won't hurt my feelings. i am a working class guy. this commission will listen and take it back and if there are ways that we can improve things we will and i appreciate your coming out and speaking your minds. thanks. >> i appreciate your bringing it to my attention. do we have any summer youth programs in place? >> no. as you may recall from the last presentation this is a solicitation that we have underway to try to get our youth workforce employment system for the fiscal year done. it's stalled partly because of the issues you referenced. i don't want to say too much because it's not a calendar item. we are hopeful that we will bring the item back to you with the answers to those questions from previous. i think we are close. but it's more a matter of getting everybody in the room and getting it done.

( laughter) >> okay, thank you. >> item 9a, executive director report. >> first and foremost welcome everybody. hopefully you enjoy the waterfront on the way today. it's amazing. it's the first official day of summer vacation and i just want to say it was so gratifying to see all of the people from here south as far as i could see and north as far as i could see out enjoying our waterfront, having all the groups of school age, i saw grandparents taking toddlers presumably up to the waterfront. my own family was feasting on hamburgers downstairs so i bring that up to say thank you to everyone in this room because all of you had a part on this for

helping the vision that we long strive for really come to life and for giving up the beautiful summer day to be inside with the curtains closed. second i want to point out to the public, it's been well received so far, but this is the first attempt we have had of moving the public comment to the front of the agenda so you won't have to wait for the next couple of items could take several hours to comment. the city doesn't usually do it that way but other agencies do. i am pleased that you both speakers availed yourselves of the opportunities that we could have a good conversation to the extent provided by the noticing. thirdly, hot off the press, the board of supervisors has unanimously approved the vote of -- and then we will get to their previous stuff to the executive directors report.

continuing onto the celebration we are working jointly with several partners led by the city department of planning and the city department of public works in redoing jefferson street into what is called the jefferson -- free public realm, we are coming to the end of the project, i don't know how many were able to get up to jefferson street .despite the construction it is looking really great. there will be a ribbon cutting on june the twelfth- they will have to much more grand area to be pedestrians, or bicyclists. there will be a narrow attribute for cars; the trolleys will still be able to get up into jefferson street so we are really excited about that. we want to thank all of our

partners in fisherman's wharf particularly. my kudos to dan -- and others for seeing this through especially the leadership of the department of city planning and the department of public works. ribbon-cutting, june twentieth, 12 p.m. of the corner of jefferson street and -- you will be able to miss it as well as people who are dressed as trees. there is something you happening on third street called third on third. a communitywide art celebration. third on third, represents the third wednesday of every month. also happening on june twentieth, it's a day of celebration from 5:30 to 8 p.m., third street

featuring a myriad of activities for everyone, things like six new art murals, kids' zones, third thursday, june 20th. j highlights the area's cultural offerings. my thanks to commissioner brandon for getting us involved. and finding some money to make it happen. we are pleased to be a partner. we are honored to be hosting the governing council of something called the the central and northern california ocean observatory, observing system. this is not a public meeting but we wanted to bring it to your attention causes a great honor to be hosting the governing board.

the central and northern california ocean observatory is part of the federal program to be observing the ocean in the bay and rivers and see what we can learn from them so we can be better stewards of those resources and the do really a lot of great things to make sure that maintain our oceans and waterways are a national priority and that the changing conditions are enhancing our ability as decision-makers so the northern and central portion runs from just shy of san luis obispo at point concepcion all the way up to the california oregon border. they will meet on july 16th. i wish it were open to the public. jay -- send me a note saying that the website is a science geek's delight. i have to check it out and it's

our partners of iow and gives an opportunity to celebrate and to share with them as well as with francisco and others. it was a great day. >> i want to acknowledge mike and -- local 10 because they participated in that. >> mike looks great in this picture, right mike? it was hot, and great fun. next, the last in my executive directors report is talking about the opening of the 34th america's cup event schedule to kick off on the afternoon of july 4th. they will -- and on july 7th, the first actual racing,

ron robin between -- australia, and -- an announcement by artemis racing that they will stay in the competition despite the tragedy. as a result they will need more time to come up to speed. fortunately there were a lot of extra days for racing in both july and august so the event authority has said that they will move some of these round robin races around to allow artemis to get back in whenever they deem to be ready. artemis does not know how soon they will be ready so the event authorities not as precise as they would like to be. we are very pleased to be able to move forward. we are looking forward to the opening event and we are looking forward to being able to host our international visitors and domestic visitors for the event and to that end

here to give you an update on the transportation element of the city's reparation for america's cup events this summer. you no doubt have heard a lot from our agency over the last year and a half. this year we are updating the people plan for the 2013 events. the basics, so you know, are staying basically the same. there are some key changes this year. we are working off the same goals, building on last year's successes, revising and redesigning as appropriate based on input that we heard from our partner agencies and community stakeholders. the key goals continue to be the same, or the guiding principles. number one is always public safety. making sure that all users of our transportation system are

safe and accounted for. the second is we want to make sure the environmental sustainability, strategic adaptability is a really critical one as you just heard. the schedule is changing even now. our plans are designed to be able to shrink and grow as needed, both in terms of the different demands that are projected throughout the scheduled events as well as moment to moment making sure that we have plans and the structure to respond to changing needs even on a day but we have a specific plan. finally, we want to make sure that all of this work is successful for the events but laying the groundwork for positive legacy for the city to explore challenges that we may not have taken on previously and to lay paths

forward for longer-term improvements for all of us. so the key differences in this year's events are sight and venue changes. last year the primary viewing location was marina green and this year also marina green and piers 27 and 29. this is a strategy put in place in advance, last year to turn out to be critical. one of the positive legacies that we already incorporated and institutionalized at sfmta to handle large events and be involved in planning and on the ground to respond to needs and demands as they arise throughout events. while in 2012, there were two real peak weekends, one was

very big, this year we are having three months of sustained activity and some of those events are what we consider peak but no days as big as october 6 and 7. you may recall that that we can have not only the america's cup event but also fleet week, giants' playoffs, we just anticipate that kind of intensity this year. the people plan lays out a series of strategies that can as i said grow or shrink. we are working with the america's cup event to identify light, medium and peak days, and scenarios for services that would correspond with each of

those so that we can at least prospectively trying to get a handle on the level of service that we need. additional key differences from last year is that there are a number of improvements that are in place that were not necessarily designed for the america's cup but will help us ensure that people are able to walk and bike and take transit successfully to america's cup. as you know the jefferson public round first phase is about to be completed and that will enable great walking to aquatic park. fort mason, marina green path is underway multimodal.

pier 43 promenade will enable visitors to see the bay. improvements to embarcadero will make safe crossing to -- we have done some infrastructure improvements along the e line, switches and other kinds of minor fixes which will make the e line work more successfully and bike sharing will be launching in august. so in updating the people plan we also looked at at enhanced transit, learning from last year. will be running the e line on specific days and we will have the shuttle type service between the marina and pier 27, 29, this is very much like the 30 x service with a little couple of tweaks, also a marina market shuttle similar to the

47 express service and extra f line service which we are calling the market pier 27, 29 shuttle. additional service, goldengate transit is adding the option of local service so picking up and dropping off within san francisco which they traditionally don't do -- shuttle service at the presidio also adding local service and we have been working with our partners, ferry partners,

we know that at this 3point it is likely to be something in september only, that is the peak of the peaks; the question now is will it be out just on weekends? or upon weekends and the week in between? one way or two way? all of that is being evaluated. there are major complications with all of
