6:30 am
thank you. at this time i'd like to welcome supervisor kim to the committee today. so develop a citizens committee to advise the city of on policies on mid market tenderloin to land
6:31 am
use but to work with our companies and small businesses that move into the area to take advantage of the tax solution. this committee has been in place for the last two years so this is the first time we're sharing on this item. we're got supervisors who are renewing their seat and so we have a number of applicants here today. >> so why don't i go ahead and call the names in the order listed on the agenda (calling names) you can make a brief statement about yourself and why you want to be on there human resources i'm a san francisco resident
6:32 am
living in the lower hate. from 2007 to 2009 i was the led person in that capacity. i worked around a host of issues with the hotels. i managed the workforce program and helped folks to get job training programs and i left there to go to the university of berkley where i received a master degree in public policy and after that, i currently work as a lead organizer and i organizes the notary republic profit workers and they're related to in the tenderloin market area. i recently complete a campaign
6:33 am
in the tenderloin neighborhoods and also, they have a many job programs and housing programs and health programs as well >> thank you any questions? >> supervisor kim and a thank you. also i want to note that his last name is misspelled on the agenda. this is a question i'll have important the applicants what are some of our priorities or goals you want to push for >> well, in seat two it's about job creation. when i was there i experience a d disconnect between the job programs and the folks.
6:34 am
it was not oven aligned with what the employers are looking for so to the folks hiring a lot of applicants a lot of the opportunities that and i rise i believe there's a financial issue between the hotel population that hadn't worked in a long time. but to give them the tools they'll need to stay in the job a long time. they're okay in this position but i believe that helping to improve the issues in the hotels is very difficult to get
6:35 am
employment. and there are a lot of things separate between the lijs between the population and jobs.
6:36 am
- the idea existed of different projects but they're only surveying people that are coming out of one sector of the city and i think when we do comment to communities outreach is working with the community i think it's important for the city to step in and the citizens advisory committee to step in
6:37 am
and help frame the discussion of what is the community we're going to reach anti to get their opinion. i think to hold up a project like that once you identify the people who are being affected they'll be happy to get involved and a next speaker >> next speaker. >> thank you committee members you i'm executive director of neighborhood design. we have a thirty year plus track record throughout san francisco. we annually train folks in the green construction trade and we provided the life skills. and we essentially deal with the
6:38 am
barriers that are in employment for phone calls coming out of incarceration. i'm replying for this position. we have union experience and as a preapprenticeship program. i'm here to reply for that position >> steven thank you for your service already. maybe you, provided some experience you've had your thoughts in terms of your approach >> it's been 2 and a half years. the big you opportunity with
6:39 am
this initiative i'll say we need more resources from city staff as well as the community. the opportunity i see are that the tech and the businesses that are coming forward and applying for the expectation they want to give back. it's prudent on our end to provide those answers for them. the frustration i had is we were not able to come up with the community benefits with ways they can engage for that's the most important thing we need to work together as a community and city and with these corporations. they want to do that. as community organizations we have to have is a strong
6:40 am
linkage. i also want to congratulate andy. >> the mitigating factors should be brought to the table on projects. >> we actually work with a stabilization fund and that's on harrison street. the developer was locked into a requirement early on. i think this has to be under place for any of the initiatives. from the very beginning they must know those are the ground rules and there's enough support in the city to manifest is is part of the litigation. we need to strengthen this and
6:41 am
get more resources behind this. >> one more in question. thanks for serving for one term. last year you - i believe you missed 6 of the 12 meeting or something like that. i mean is this something - did you have the time to commented to this? >> i do. maybe it wasn't has clear. there were some early conflicts we had with other meetings specifically more stabilization fund. we were trying to mitigate that and get the calendars challenged
6:42 am
but it's very clear the operational rules for the c ac i'm definitely commented and make sure i attend or make sure it's clear that the committee ahead of time if i can make it >> okay. next applicant is brad paul >> brad is actually he's got a friend in surgery and he wanted to be with him at the hospital. he's repolitically and he's the chair of the c a b. he's worked with many of our affordable housing agencies ranging from chinatown
6:43 am
>> i actually i didn't get a chance to talk with him he also missed 6 of the telephone meetings. >> i'm not sure i know that tim is here he's the lead liaison. brad had the same conflict that the other gentleman had he also sits on another committee. that's why the meetings that were scheduled at the same time, they had to pick and a choose. we did ask him to make sure he could comment. we'll develop a schedule that will not conflict with the other meetings. thank you >> thank you next applicant is
6:44 am
aaron. >> supervisors he withdraw his application for consideration. >> next applicant is - not here? next applicant is donald - not here. next applicant julian dash. - not here >> he's here. >> hey, hey. hello, i'm julian. i'll registered my first business and i currently have two businesses.
6:45 am
started off making clothes on my own just as a hobby and i'm self-fought u taught. friends wanted the jeans and stores wanted them but i had a deeper voice that i wanted to provide resources i wish i had growing up. i have a business you call holy stitch. and more so the psychiatrist of how to brand them and create things. i have my experience is mid market i worked with the luggage store gallery and they sponsor me and put me into the warfare building.
6:46 am
i had a pop up shop where i taught local youth who were doing elicit services outside. i did then after that i had a pop up shop at market and jones 7th street area and i ran a coffee shop and a plant shop. i secured a bunch of youth where i mentor and work on giving them is that your understanding in the job. we got - i have a goal to have is a small factory.
6:47 am
i know that mid market has only one factory. i know for a fact that the factory is turning down business and a some of the people on the lines are literally dying off. it's a position i have to kind of funnel that. people kind of make their pilgrim age here to make jeans. solar powered suing machines and the youth can be employed who may be on the other side of the fence and maybe think want to be doing something worthwhile.
6:48 am
>> any questions. >> supervisor kim. thank you, mr. dash. you talked about moving your small businesses to the tenderloin. one of the tasks is working with the small businesses that are moving if. what are some of your focal points >> i see myself as a bridge those with greater resources. i know i'm on the pulse of a certainty current amid market street. i'm on the ground floor level and after i talk to the folks i'm on my way to the twitters and things like that. i'm a bridge between the two
6:49 am
lend a prospective where i vested the use of those who want to work in those places but have no clue how to get to the front desk. i we'd them out and teach them. i see myself as a resources. i want to provide those resources and i'm able to do that. that's one of my main goals >> great. so again, i'd like to hear how you would approach major development in the market area and what mitigating factors should be brought to the table. definitely. >> so with that prospective it's a probably one that's the younger prospective and seeing
6:50 am
that in an open minded sense. i've seen the transition happen. i'm trying to a acquire my own residents. the main mitigating factors i was thinking as you asked that question i would literally ask the people outside of my store front maybe i'll ask the people that have a sense of ownership to get that one idea. and i have a lot of folks inside my studio i could lend that conversation to see what they think about that. i have a hub to see what others
6:51 am
think about a lot of prospective's payroll that would be the for about what the people are actually saying and what they feel and balancing that with my education and knowledge. thank you >> thank you, very much for your time. >> next applicant. jeff. >> good afternoon supervisors thanks for a this opportunity to speak with you today. i'm jeff. i've lived in san francisco since 1989. i've spent the past 25 years working in the social factor. i've been involved with the units in the intend lion helping
6:52 am
homeless get homes. i'm working with an organization called green in oakland and i look forward to the opportunity to working in the tenderloin in a different capacity and serve the neighborhood i've lived in and would like to continue serving through this opportunity >> welcome back it's so great to see you we've miss you. the community that your, honor is an extraordinary organization. just given some of your experience i'm occurs what i think of ideas we can work with our newer businesses that are growing in san francisco to kind of partner them on our long-term
6:53 am
issues >> having been away for a few years. i need to see what's happening
6:54 am
. people have very limited opportunities and people who are trying to get into their offices who are put out by individuals, you know who are currently living on the streets. i want there's all kinds of solutions to solve those conflicts between the competing interests trying to find ways to create more community space and more green space and areas for people to congratulate.
6:55 am
the tenderloin doesn't have a whole lot of open space but i think people would like to have more and especially people who live there >> thank you. i think you pretty much answered my question. where were you in the last few years >> i was in niagara and per are you. >> next applicant steven. >> thank you for having me here today. i'm steven tense i'm a native
6:56 am
san franciscan i've lived in the tenderloin for 12 years. i love san francisco and i really would love the opportunity to help san francisco. i have the necessary talent and time and emergency it would take to help san francisco. i am curly work and voluntary with central city. i'm a tenant organizer for about 3 years i'm now the preparedness organizer. i give one hour workshops in hotels about once a month. i work with the tmc. currently i'm one of 5 divorce that are involved in the
6:57 am
tenderloin prehistoric commission. it's like having the stores implement and buying healthy food prices. we don't have a supermarket in the tenderloin and we lose a lot of money that's jarntdz outside the tenderloin and i think it's very, very important the money stay in the tenderloin. i'm sorry i'm a little bit nervious. i have a passion and dedication and that's one thing if you ask people who i work with i never ever miss a meeting and whether that's good or bad that's a
6:58 am
positive attribute i have i care about the city >> any questions. >> sure. steven thank you so much for applying. you do incredible work to help the tenderloin neighborhood.chi.
6:59 am
i like to get people involved. a lot of times people who move in are scared or just don't know what life it like in the tenderloin so it's important not to give guided tours but to put a human face and have them work with people. and i don't mean getting a broom
7:00 am
and sweep the streets. but to get people to help transport people to and from the hospital. since we don't have a supermarket a lot of people take transportation to get to safe way but a lot of people are forced to go outside our neighborhood because of the prices if we could pardon up with a taxi service. whether or not that would be implemented it would be extremely important >> and for those of you who are not familiar with that
