the city's are free >> all of them charge for both residents and non-residents. >> i do want to say there's some such a strong opinion that it's been a strong place for generations beginning are the non residents - but i understand your needs for balancing our budget but i think it should be a free place. i'm looking forward to what supervisor breed is going to say >> thank you. i want to start by thanking you for your presentation. i'm looking forward to a lot of the changes to a lot of our recreational facilities. i want to talk about the fee in

detail. i have, of course, tried to work with wreaking and park on a few amendments that are definitely reasonable. i want to thank the members of the community and folks who's outreach to my officer who give me a boarder perception. and i'd like to say that when this fee was first instituted i might have as a regular citizen of the district supported it. i support it because i did feel there was a need to look at different source of revenue and we were able to generate revenues from not san franciscans i was happy about the opportunity to generate that additional revenue. i know that a lot of folks have

joined us to hear what we're considering and unfortunately, they wouldn't have an opportunity inform public comment at this point. i want to ask a few questions on their on behalf of. i want to say this hadn't gone unnoticed. and starting in may we were working with wreaking and park to understand the overall impacts to make sure that, you know, we had some sort of balance and i'm happy to announce we've reached on agreement. i've spent a lot of time weighing in on the merits.

i've visited the arrest - places. i understand the desire to try to make it available to anyone regardless of costs. even though it seems rushed and it's been scheduled within the departments i've tread it with respect. i know there are issues with the lease and the botanical facilities they have questions. my hope we can get some answers to those questions and talk about the possibility of making the recommendations to the current lease. i'll start with. are you ready? >> yes. >> why is wreak and park

granting money back. >> so the lease actually called us inform reimburse the botanical society. that's funds we're granting back to the botanical society. katie do you want to help me find. the expenses average about approximately $200,000 a year. and there were some capital start up funds as well associated with the - we hope that like the japan's tea garden and other institutions where attendance and revenue has

continued to grow the - after the expenses are reimbursed - well, it starts with the 2 hundred and 50 thousands of revenue that goes to rec and park to have the 3 additional garden. so 4 of the 11 staff there have revenue attached to them. we grurtsz the botanical society for their services >> that is the amount above the $250,000. this year it will gross about $650,000 we'll reimburse them and 2 hundred and 50 for us this year we will get more than 2 hundred and 50 but we'll help

pay for some of the costs. and if there's anything left at the end we'll put in a pot >> how do i see the children under the age of 16. >> it's rare in their experience that a resident youth under 16 actually shows up on their own apart from a school trip. when they do the attendants ask them what school do you go to and if they answer the question they're given the doubt and admit >> so you're saying that children would try to enter the garden do have is a difficult

time getting in for free? >> do i accept school ids. >> yes. >> and are all the works enforcing it properly. >> yes, their supposed to be enforcing it. is it possible an, an occasion has it not gotten properly >> how much is a salary of a garden. >> about 4 hundred and - we have a staff in the botanical that are full-time. >> about right now 10 are paid

by the city and one is still provided by the botanical society and 3 are attached to the non-generated a fee and a do the department or the organization spend money for sign angle. >> yes one of the benefits that they provided is they make capital investments in the garden. they didn't did a gateway expenditure that included new bike racks and signage for the gasped and parks and so benches and some new fencing and it looks great. and why are wednesday from have to 8 being will allocated for only a botanical folks to enter

>> well, if somebody gets in by 6 they can stay until 7 and that's the botanical parks employees that can stay. i think it's important to note that the $2 million a year in kind support for the - they come from their membership program like any culture program in san francisco. it's my understanding that one of the benefits it the members can go to the garden between 6 and 8 and it's because their members but if they're in the garden too 67 on wednesday you can stay until 8

>> and what outreach was down to the community for the contract. >> it was at the wreaking and park we had people come and speak and those folks offered at commission a number of second-degree murder changes. the commission asked us to review the changes with the community and with botanical society staff to make sure they worked with the operation and to; right work with members of this committee. and to get the interest in what you wanted >> all right. those are my line of questions and i just want to thank dennis and some of the other folks who forwarded me a list of the changes to the at

official name will be the san francisco botanical garden at - and 3 will be retained throughout the entirety of the lease. and the lease will note that the facility was built with the intent to serve the community and it offers calm sitting and that's one of the other recommendations. as much as i want to take credit again dennis i have a whole list of community folks who came together and proposed many of those changes and number 4 they agree to remove the last thing and they will grant easements

and antennas commercial signs and commercial advertising and number 5 no vending machines that advertise on the case shall be visible in this garden and for food business there shall be no regularly scheduled food trucks inside the garden. i'm going to make a motion that we add my 6 listed amendments to the lease changes and i have the specific sections and numbers. >> can i have - i have copies of the lease so i can give to you now. >> and also i'm happy to answer any questions to my colleagues that have questions.

okay. so again, i know this is not necessarily the perfect solution here and i know there are many that want to make the garden completely free to all. i just want to weigh in on the fee myself regardless of specifics and i asked myself has the fee caused a

. i was somewhat comfortable with moving forward. it costs money to visit a number of our institutions like the flower place and the tea garden. i know there have been some concerns because one of the biggest concerns is those

institutions implemented a fee initially for non-residents and i don't want to see the same thing happen in this case where we implement a fee for san franciscans i won't support that. so i think with that - with my proposed amendments i'm ready to sport this and move forward >> first, i want to thank supervisor breed for working with the dependent on the amendments. i voted for the fee was it two years ago. i was prepared at the time to make it permanent and i think we should otherwise we're going to

this is going to be the flare-up every year or two. and if the future board wants to repeal the fee they. this fee is very reasonable. and i think as supervisor breed just articulated to say this is somehow prientd i don't see it. where in golden gate park they have to pay a service when you look around the country at other botanical garden they're pretty overwhelming majority you have to pay to enter. so not that we should automatically be doing what

others are doing but we should charge because the botanical garden is a museum of sort of plants it's not just another part of the park. i think it would be great if everything in golden gate park were free but after the conversation i had with ms. howard in terms of the 25 percent general funds even though the general funds is growing we all have our views about that. i think we should be providing adequate support to the department and that hadn't happened. it becomes is a zero-sum game.

and it supports gardener in golden gate park. it is a very reasonable path and i'll be supporting the permanency of the fee >> i just want to withdraw my motion i received clarity in the city attorney that we're going to wait until wreaking and park comes back to us with the proposed amendments because - well, i don't know if i'm explaining this right. >> mr. city attorney. >> just two thing one is the committee should vote after public comment and the second is supervisor breed made a number of amendments but supervisor

in agreement with the botanical gardens i'll read the comment on page 21 of the report regarding item 6. once the department has received and i think mr. beginnings burger has gone over this one the department has received $250,000 which is restricted must be used to support of both tangible garden the garden society out-of-pocket expenses incurred and sectional the botanical garden should be paid up to $250,000 per year for public programs and then the

balance of any remaining balance would be deposited into the botanical garden to be used for maintenance renovation and a improvement to the botanical garden. also on page 22 this does wave the chapter of the administrative code begin the botanical specialized knowledge pertaining to the garden. our recommendations supervisors it's my understanding that the department in further discussions with our staff have agreeed and i'm going to read some our recommendations total 5

hundred and 4 thousand 2067 you have 38 thousand more than the agreed upon amount and that's in 13, fourteen and in that amount we have unknown saves and those reductions will still allow an increase of $28 million or 54 percentage lower. you see a number of 812303 so it's less so the new number is 154098 that recommended
