[gavel] >> madam clerk, could you call items 12 and 13 related to the interim budget? >> items 12 and 13 are the interim proposed budgets for the annual appropriation ordinance and the annual salary ordinance for the fiscal years ending june 30th in 2014 and 2015. >> colleagues, same house same call? without objection, these ordinances are finally passed. [gavel] >> item 14. >> item 14 is a resolution authorizing the department of technology to enter into the seventh amendment of the city-wide 800 megahertz radio system project agreement with mort to increase the contract amount to $24 million for the period of september 22nd, 1997 through september 21st, 2017. >> same house same call? ~ this resolution is adopted. [gavel] >> why don't we call 18 and 19 related to advertising. >> items 18 is a resolution designating the examiner and the san francisco chronicle to be the official newspapers of the city and county of san francisco for aloe official advertising for fiscal year 2013 through '14. item 19 is a resolution designating the following newspapers to be the outreach newspapers for the following respective communities for san francisco, the small business exchange for the african-american chinese and hispanic communities, the bay area reporter for the lesbian gay bisexual and transgender communities, central city extra for the central city neighborhood north side publications, marina times for the northern san francisco neighborhood and the west portal monthly for the west portal neighborhood to provide outreach advertising for fiscal year 13-14. >> supervisor avalos. >> thank you, president chiu. colleagues, i wanted to single out item number 19.

it seems like every year in budget committee we always have a little bit of a pile up about what we're going to do around outreach advertising in more of our neighborhood and ethnic media. i actually asked the clerk of the board to tell us what seems most efficient for them. i also wanted to hear from them how we've been able to measure the response to putting in outreach advertising in various papers. so, i want to give it to the clerk of the board to be able to tell us some of the bindings on that and the types of effective outreach we'll be able to do, if any, and like to hear your response to my questions. >> madam clerk? >> thank you, supervisor avalos. thank you, mr. president. item 19, of course, designates the examiner and the chronicle as the official newspapers which would carry our official or legal advertising. item 19 is the item wherein which the city publishes its

advertisements to advertise the city services that are occurring in all of our different departments. based upon the discussion at the budget and finance committee last week, i understand there may be a desire for supervisors to add additional newspapers to the already five neighborhood newspapers that are included in item 19. and there was a concern at the committee that the fund called the outreach advertising revenue fund may not be able to build the cost if we were to add those new newspapers. essentially, oca estimates that about 220,000 is in or will be in the advertising revenue fund which would mean 10% of that or 22,000 would be what we would have to pay for that advertising. and just for a brief background, the administrative code states that 10% of all the revenue paid in each official newspaper shall be deposited into this fund which solely

supports the costs associated with the outreach advertisement. it's a provision that was set in 1994. over the past two decades online media has expanded, ~ as ~ the general expenditures city-wide have decreased and specifically the board as the largest user of official noticing has decreased its own budget from 1 million to today's $40,000, which resulted in a significant reduction to the outreach advertising fund. we estimate that in 13-14 that 10% will not be able to fund the planned outreach. this constrained budget combined with the varied publication cycles of the neighborhood newspapers, some are biweekly, some are monthly, some are even quarterly, has not even allowed for the required weekly publication. the average advertising is generally, if this fiscal public year monthly or every other month. clearly the administrative code

should be revised as the reliance on the revenue deposited the 10% is now become insufficient. i suggest an interim solution which would allow for me to -- my office to work with the city purchaser to conduct research and present revisions to the outreach advertising program for the board's consideration. as part of the interim solution, i suggest enhancing the outreach fund by 40,000 and the next fiscal year with salary savings from the current fiscal year which have accumulated due to staff turn over. with the board's permission, i will submit an ordinance this afternoon which would allow for the consideration of a $40,000 transfer to provide a budget of approximately 62,000, which is more than sufficient funding for the five community newspapers that are before you, but would be necessary if this board added additional newspapers, such as those referenced at the committee. if it is the intention of the board to add additional

newspapers, then item 19 could be amended today to include the selected additional newspapers and include the resolution as amended. of course, later today i'll submit the ordinance which would then go to the budget and finance committee where we could discuss the $40,000 enhancement as directed by the board today. and finally, in six months i'm happy to report back to the budget committee where we can talk about the market research that we're willing to conduct over the next six months to determine the efficacy of the value that the public receives through these advertisements. >> supervisor avalos? >> thank you. i think the million dollar question or perhaps the $22,000 question is what we learned about the effectiveness about this outreach that we're doing through our newspapers. and your office has done some work towards that end, looking at a survey to people who would look at these sections of the newspapers and what has the

response been? >> approximately two years ago, supervisor avalos, when we were amending the official advertising for the city, we conducted market research in both the chronicle, the examiner and all of the outreach neighborhoods at that time. six months, we had sentences in these newspapers such as is this helpful to you? are you reading this? what would you like to see? what services are important to you for us to advertise? and we did not receive but one phone call from an individual asking if we could enlarge the font size in the chronicle. >> okay. so, you know, i wanted to ask this question because i wanted to determine whether we wanted to actually include other newspapers, whether we need to actually increase our overall budget to do advertising. and i'm not convince that had it's the right thing to do. if people are not actually using these outlets to get information about the goings on at city hall, maybe it's not necessary to actually augment what we're doing and we can

just go -- if we're by law required to do with outreach, we discontinue with the current format that we have. so, i was literally considering adding journals [speaker not understood], perhaps spanish language. given what we've seen so far, there hasn't been a response and there are lots of other ways that people can engage with what's happening at city hall, i don't think it's necessary to make that amendment now. now, if it's compelling to be able to have a more robust budget, i could consider that separately from any other newspaper and just what your needs would be to do that outreach if [speaker not understood] to do that is necessary. >> currently, supervisor, for those responsive newspapers that are participating and are before you today, the budget to fund those five responsive newspapers would be

approximately $21,000 if we were to publish once a month for 12 months. >> thank you. >> which the fund [speaker not understood]. >> okay, thank you. >> thank you. president chiu. >> thank you. and i want to echo supervisor avalos's comments. i think that the research that our clerk's office will be doing in short order should hopefully inform us as to whether this is advertising that needs to continue. i do, though, think that until that happens, i assume they'll continue to proceed as we have been. and if we do, i would like to ensure that both [speaker not understood] are included. i understand that they did submit responsive bids and the only reason that those bids were deemed unresponsive was because those two publications are not published in san francisco. but given their significant readership within san francisco, the fact that they cover san francisco city hall regularly, and that a lot of

folks read them, i want to make sure if we're going to do anything that we include them. but i'm wondering if there is a way to potentially amend this resolution to give us the flexibility later on down the line if it turns out that your information shows that we should go about things a different way. we can make that decision for all the newspapers as we move forward. >> certainly, mr. president. you've made a motion. it could be seconded and we could amend the newspapers that are before the board right now. >> so, is there a second for that motion? >> just -- clarify the motion? >> i think my motion would be two things. first of all, to add the two chinese newspapers, world journal and [speaker not understood], but also to state that this is in place not necessarily for the entire fiscal year, but until -- sorry, i need to pull up the resolution language in froth of me -- to provide outreach advertising for fy-2013 to 2014 until the clerk of the board recommends another path that the board of supervisors

adopts, perhaps some language to that effect. ~ >> so, that motion has been seconded by supervisor yee. i know it's not the most artful language, but that's the the intent of what i'm trying to achieve. >> supervisor farrell? >> thank you. on the motion if we are going to amend the two papers, i think there were a number of other papers before us that were not asian outreach, to include them all. there is hispanic outreach, african-american outreach that target different groups in san francisco. if we're going to do two, let's do those in front of committee. we had a nice debate about that in in committee the other day. i suggest if we do it to be inclusive at this point in time and based pop the evaluation going forward. ~ >> i am more than happy to do that. i apologize, i didn't watch the tape of the meeting but i certainly agree with that intent. >> it seems there is consensus on that, colleagues, i see no -- supervisor kim. >> since i wasn't able to watch the budget committee meeting either, what is the full list of the other newspapers? i definitely support world journal and [speaker not understood]. i know they have wide

submitted before us for approval. okay, thank you. >> thank you. supervisor avalos? >> so, thank you, colleague. i did ~ didn't want to open up pandora's box. didn't know what would happen, wasn't so bad. i do think we're going to be adding these newspapers to the list, we should be looking at augmenting the budget. that $21,000 we spent during the current year will be sufficient to cover all of these. that's a trade-off. and then also to realize that more than anything, we can be providing a subsidy for these newspapers because i'm not sure this has been an adequate method of doing outreach or it's actually a method of outreach is actually engaging the public. we can actually continue with the survey the next six months to determine what the outcomes of our outreach are through that process. but i would support then if we're adding newspapers, augmenting the budget and we'll work with your office to make that happen. >> thank you, supervisor
