our motorcycle cops. but i want we're going to see more citations coming up because of the allocation resources and bringing staffing up. if i could point out if you look at the red light cameras education has to be a big piece of this. it's in another a staffing issue. you can see they're going through the roof so people are running more red lights. so i think the education pie and if you go back to the statistics the failure to veiled it up 10 percent as the cause for the accidents. so it appears to be education has to be a big you piece of
6:31 pm
this. as the commissioner said the wave and the eye contact is big hence the campaign about texting. it's literally impossible to go through the city during the day and not having people cross the street not on their cell phones. i look at the numbers and see the facilitys are at 8 we're right on track with having the same high number of facilitys. so i know that staff is going to increase the numbers going up but at the same time would the department feel they're making great progress >> no as we get the newer officers out as part avenue
6:32 pm
their training with promotions officers come up u come in and it all has to happen at the same time. but we're focusing on the primary collisions because of the economy that we're trying to correct the collisions impact >> commander and captain thank you very much for your presentations. i was impressed with the most recent developments in the department in creating a traffic investigation unit and the new collection of posting data and statistics. i think this will be helpful for all the players on this and thank you for those.
6:33 pm
i'm going to round out the southerners of my - my son is a bicyclist and he went to school and on two occasions he had accidents as a result of cars. and, you know, one just not seeing him someone would a hang over but they were coming at him and he had to jump off his bike into the bushes. and another instance he was kit off and had to drive up over the curb and - so and there is
6:34 pm
tension are everybody knows there's tension between drivers and cyclists in the city. i want to look at the injuries that - it kind of highlights an issue. i think there's a lot of confusion both in terms of drivers and cyclists in terms of the rules. the bicycle coalition has done things on this like the police commission board on pedestrian safety. i don't know what the relationship is with their partnership but if some more
6:35 pm
concentrated and focused education on some of the specifics on the responsibility of bicyclists on this i see that your education points, you know, are very pointed in coupleing bicyclists and pedestrians together. i wonder if we want to send the messages to the bicyclists they want to use the sidewalks. if you're enclosing through the park and theirs the shared paths and then the sidewalks and roads on the residential streets. there's a lot of clarity that could be to promote safety and reduce collisions involving
6:36 pm
pedestrians and cyclists. those are some things. a question regarding the number of officers that have gone through the post certified investigation course. is that the 25 percent you were referring to that are on motorcycles? >> no, that's - there's 3 tiaras of training that officers can receive for traffic collision investigation basic intermediate and advanced. you have to go through a process. we now have that available in the academy to our officers. every officer cites of the academy with basic education. but that isn't of the 40 hours oh, it is the 40 hours so all
6:37 pm
the officers on the street has the - >> are getting it. >> are getting it. that's terrific. well, that's all i have thank you very much. thank you, commissioners any further questions? >> thank you for the presentation. mine was more of a question for the lady at which our presentation was really good. it definitely looks like a partnership effort and it's great to know that everything you do you translate it i know you speak other languages. i like the way you spelled out the campaigns. is there - what impact i know
6:38 pm
that some of those are operational. do we have a sense of what difference it makes and how do they have the funding to do that. i know - >> very creative in finding funds but it's a challenge. those campaigns are recent developments. i'll give you an example. they came up with really great brochure that was a pedestrian safety tips for cyclists drivers and pedestrians. and what they did a couple years ago they are partnered with the richmond station and choose a couple of of intersections. so the officers would stop
6:39 pm
pedestrian drivers or cyclists in violation of road. and the sea bob members would talk to them that and say today's you're lucky day we'll talk and show you how your voigt the pedestrian safety rules effect our neighborhood. and the next week the officers were giving citation and they noticed decrease in violations. all the other campaigns in terms of southern sea bob, i know there were some numbers i personally. >> i want to cross-check the
6:40 pm
time they start a campaign with the numbers to see a decrease in whatever. i wanted to have an idea >> i'm pretty sure we'll work on that. >> with those different campaigns my sense is from the tip of the iceberg but i know there are volunteers but thank you, very much. is there an idea once you have those campaigns you're going to figure out the best practices. what's the next big step >> absolutely for example, the distracted walking campaign will
6:41 pm
be definitely supported by other sea bob's. we have our citywide meetings every last monday of the month. so to share the ideas and to bring them citywide. not all the sea bob's will participate in all those campaigns but it - the information will be treated e spread. for example, be city smart a lot of groups will be using their materials for most of the group will be using distracted walking warning cards as well >> yes. >> okay. great that might be the next step and to see what works best and come up with a citywide plan. >> but i personally like about this project is every
6:42 pm
neighborhood is different. and for example, what works in this area their focus is on high school kids but the southern sea bob reaches out to the tourists. but they definitely take a lot from each other. >> and the work that save don't to get groups talking to each other. thank you. thanks and a dr. marshall >> you know it seems. i'm actively surprised more people don't get hurt. i don't know, there seems to be an entitlement on the road
6:43 pm
you've got the skate boarders and pedestrians and bicyclists. when i saw this thing i'm surprised more people don't get hurt. when i i was looking at your recommendations it seems to me and i do all the paperwork - the thing i learned is - >> did you say you ride a skateboard. >> no, i'm not not that material. >> okay. the thing i learned is to do it defensively. the reason we don't say that to people anymore even in here i don't see that recommendation to do that. and to me it's like everyone is entitled to their share of the road and when you have that
6:44 pm
mindset why don't we tell folks to drive defensively. >> we do. you know, our officers routinely >> our officers routinely say something to the effect obey the rules and slow down. so this constant reminded of the consequences even if people voigt the law. >> everyone has an entitlement and if people feel that way
6:45 pm
eventually you're not watching out for everyone else but it could be the bicyclists or the skateboards or the pedestrian or the drivers you kind of feel like, you know, this is my road and i'm doing it my way and folks are going to get hurt. that's the suggestion i would give to people >> actively this is the messages that the richmond sea bob had in their brochure. we're planning the next sea bob forum in march and most likely we'll have a break out discretion on pedestrian safety and i want to invite everyone.
6:46 pm
>> go think i thanked you. there seems to be a consensus could you bring this back in 6 months. we're going to have a net of 6 plus 6 as of november 2013 so in december or january we could look at where we're at and see if the reduction in facilitys. i think january would be great. >> i think my colleague has a feeling in the one of those things that is preventable and you guys deal with this everyday and i want to make sure we're doing everything in education to prevent the facility fatalitys.
6:47 pm
and a obviously everybody is in full swing celebrated the prop that was over turned. we don't anticipate them being - we anticipate them getting larger as we work towards pink saturday and the parade. we are working with other city agencies and outside agrees very similar to the plans we had in place for the world series celebration with the prayed similar and we hope everybody has a really, really good time but on the off chance people

realistic timetable and the attritions cut was reduced to 16 thousand. the second proposed cut is $27,000 which would replace one of our vehicles. we only needed one car because each car has only 55 thousand miles on that. i aurlgd that one vehicle is a take-home car because that individual has to respond to officer involved shootings in the middle of the night. the other car is used by the other 18 investigators for fieldwork. the mediation outreach attorney as well as our staff that has to make daily trips to the police
