and then the sidewalks and roads on the residential streets. there's a lot of clarity that could be to promote safety and reduce collisions involving pedestrians and cyclists. those are some things. a question regarding the number of officers that have gone through the post certified investigation course. is that the 25 percent you were referring to that are on motorcycles? >> no, that's - there's 3 tiaras of training that officers can receive for traffic collision investigation basic
8:01 am
intermediate and advanced. you have to go through a process. we now have that available in the academy to our officers. every officer cites of the academy with basic education. but that isn't of the 40 hours oh, it is the 40 hours so all the officers on the street has the - >> are getting it. >> are getting it. that's terrific. well, that's all i have thank you very much. thank you, commissioners any further questions? >> thank you for the presentation. mine was more of a question for the lady at which our presentation was really good. it definitely looks like a partnership effort and it's
8:02 am
great to know that everything you do you translate it i know you speak other languages. i like the way you spelled out the campaigns. is there - what impact i know that some of those are operational. do we have a sense of what difference it makes and how do they have the funding to do that. i know - >> very creative in finding funds but it's a challenge. those campaigns are recent developments. i'll give you an example. they came up with really great brochure that was a pedestrian
8:03 am
safety tips for cyclists drivers and pedestrians. and what they did a couple years ago they are partnered with the richmond station and choose a couple of of intersections. so the officers would stop pedestrian drivers or cyclists in violation of road. and the sea bob members would talk to them that and say today's you're lucky day we'll talk and show you how your voigt the pedestrian safety rules effect our neighborhood. and the next week the officers were giving citation and they noticed decrease in violations.
8:04 am
all the other campaigns in terms of southern sea bob, i know there were some numbers i personally. >> i want to cross-check the time they start a campaign with the numbers to see a decrease in whatever. i wanted to have an idea >> i'm pretty sure we'll work on that. >> with those different campaigns my sense is from the tip of the iceberg but i know there are volunteers but thank you, very much.
8:05 am
is there an idea once you have those campaigns you're going to figure out the best practices. what's the next big step >> absolutely for example, the distracted walking campaign will be definitely supported by other sea bob's. we have our citywide meetings every last monday of the month. so to share the ideas and to bring them citywide. not all the sea bob's will participate in all those campaigns but it - the information will be treated e spread. for example, be city smart a lot of groups will be using their materials for most of the group
8:06 am
will be using distracted walking warning cards as well >> yes. >> okay. great that might be the next step and to see what works best and come up with a citywide plan. >> but i personally like about this project is every neighborhood is different. and for example, what works in this area their focus is on high school kids but the southern sea bob reaches out to the tourists. but they definitely take a lot from each other. >> and the work that save don't to get groups talking to each other. thank you. thanks and a dr. marshall
8:07 am
>> you know it seems. i'm actively surprised more people don't get hurt. i don't know, there seems to be an entitlement on the road you've got the skate boarders and pedestrians and bicyclists. when i saw this thing i'm surprised more people don't get hurt. when i i was looking at your recommendations it seems to me and i do all the paperwork - the thing i learned is - >> did you say you ride a skateboard. >> no, i'm not not that material. >> okay. the thing i learned
8:08 am
is to do it defensively. the reason we don't say that to people anymore even in here i don't see that recommendation to do that. and to me it's like everyone is entitled to their share of the road and when you have that mindset why don't we tell folks to drive defensively. >> we do. you know, our officers routinely >> our officers routinely say something to the effect obey the
8:09 am
rules and slow down. so this constant reminded of the consequences even if people voigt the law. >> everyone has an entitlement and if people feel that way eventually you're not watching out for everyone else but it could be the bicyclists or the skateboards or the pedestrian or the drivers you kind of feel like, you know, this is my road and i'm doing it my way and folks are going to get hurt. that's the suggestion i would give to people >> actively this is the messages that the richmond sea bob had in their brochure.
8:10 am
we're planning the next sea bob forum in march and most likely we'll have a break out discretion on pedestrian safety and i want to invite everyone. >> go think i thanked you. there seems to be a consensus could you bring this back in 6 months. we're going to have a net of 6 plus 6 as of november 2013 so in december or january we could look at where we're at and see if the reduction in facilitys. i think january would be great.
8:11 am
>> i think my colleague has a feeling in the one of those things that is preventable and you guys deal with this everyday and i want to make sure we're doing everything in education to prevent the facility fatalitys. and a obviously everybody is in full swing celebrated the prop that was over turned. we don't anticipate them being - we anticipate them getting larger as we work towards pink saturday and the parade.
8:12 am
we are working with other city agencies and outside agrees very similar to the plans we had in place for the world series celebration with the prayed similar and we hope everybody has a really, really good time but on the off chance people aren't happy byu mr. and mrs. please if you see something find on officer. >> thank you. >> please call item number 3 b. >> sure. item 3 b the occ budget report review of the organization cc monthly champion report for

8:16 am
the board of supervisors proposed two cuts. first a $37,000 attrition cut to the chief investigator for 2014. i'm still in the process of filling that position. i clarified with the analyst a realistic timetable and the attritions cut was reduced to 16 thousand. the second proposed cut is $27,000 which would replace one of our vehicles. we only needed one car because each car has only 55 thousand miles on that. i aurlgd that one vehicle is a take-home car because that

individual has to respond to officer involved shootings in the middle of the night. the other car is used by the other 18 investigators for fieldwork. the mediation outreach attorney as well as our staff that has to make daily trips to the police department. the board of supervisors was unswayed by my you arguments. on a positive note. at this stage the 35 oc staff positions have been retained as our budget. that's the conclusion of the report. moving on to the statistical report. the occ is to provide the monthly report.

you have the april and may 2013 and 2012 for comparison in your packet. complaints received from january 31st we opened 41 fewer cases then 2012 when we on the 23 cases. from january through may have this year they closed 11 more cases and 2 hundred and 90 cases were closed. and as of may 31st of this year, the occ had two hundred and 96 pending cases compared to two hundred and 31 cases june last year. moving to sustained allegations

filed. that's one answer >> i'm sorry, i mean decrease in officers accepting mediation. >> i don't know why 7 percent less officers are accepting meditations. we will keep an eye on that and we - our mediation and outreach coordinator who works very hard to encourage mediation. so i'll keep you up on the 7 percent increase >> anything further for director. please call line item number 3 c >> president commissions report and - >> i want to let the

commissioners know i attended the academy presentation. i bring that up because there's 23 new officers and the com times our department has had with the professionalism and the higher level of training we've had from oakland, san diego and los angeles they all want to become part of this police department. we had a homicide officer join us. we've got a good police department. welcome to many of them and kind of ironic. the bullet movie the 1968 movie

suffice is to say i made a presentation on behalf of the police that if that detective was in the police department today he'd be fired >> commissioner. >> oh, go ahead. >> i have to get my reading glasses. i wanted to report back that we had a number of conversations about the sexual assault kits. we were able to get a tour of the crime lab and a number of other folks. i wanted to thank the staff of the crime lab. i went out to the crime lab similar in the 90s pr i was a

new attorney and when i have to do they're first dui case and prove to the jury. i really - and a what is that machine called? >> the intoxication machine. >> the reason i say that is because i'd been at the crime lab before and i want to commend the chief. there was a focus and an idea that people are moving forward. certainly the crime lab made great progress since 2010. theirs bringing on the best and the brightest. i look forward to some of the audits around highway - how

sexual assaults kits are handled. we recruit from - commissioner help me. the professional organizations and it reminded me of the opportunities of recruiting across discipline of accountants. there's a lot of ways people get jobs now. i was able to go along on a ride along and part of the reason we do that is overtime we're struggling with policy issues and if we don't have any direct information or are not aware of what's happening on the streets it's hard to weigh in. i want to thank the lieutenant

at the northern station. i won't name the officers who i took the ride along with because they gave me some good information but they were streed at walking the streets and they said the best thing is i have to talk to people. again, i go back to commending the chief. that's not what you thought was going to happen. currently using substance. i work everyday in the bay view and i know the department has made some progress in finding the suspects on a couple of the shootings but i was able to be

involved in an effort to deal with 4 housing projects and bring some additional resources. i have some status. the four housing projects in sunny daily and others we hear a lot of violation there are. 59 residents are underage and 59 percent are chronically absent from school. there's a reality of some challenges in the education. the chief talks a lot about findings jobs. and understanding those

statistics and again, i feel like this is a good night for chief but i'd like to tie together this is a public safety issue and i appreciate your solving the crimes and addressing some of the underlying issues. thank you very much. commissioner >> well commissioners in a few days on july 1st, i will be at the 20th anniversary of the shootings on 101 california street. i bring up this sad matter because it's important as a we mark the anniversary of this tragedy to remember and acknowledge the corruptible services who came to the aide of the people in the 101 california high-rise building. thirty paramedics and many firefighters and approximately 1
