monthly reports by the district and the violations. that will continue to educate the public and what the department is doing to address this. in partnership with our boys of the likes of the highway patrol and san francisco state and a city college of san francisco. we've done some 25 dui check points we want to do more. and that couped as a result of increased funding through the offices of traffic safety to fuel that effort. and obviously our goal is to change behavior.

in 2011 we had arrests and also in 2013. you can look at the red light cameras and see we're representing a quarter of the status of 2 thousand 3 hundred citations 0 those are the red light cameras. that he we're going to exceed the number of citations in 2012 and 19 thousand 1 hundred and 22. obviously in our efforts to combat the issue of pedestrian safety we have partners we work with throughout the city and we will have a representative and i'll have them come up to insert themselves into this presentation as well.

>> good evening. i'm a program director at save and i'd like to start with saying that pedestrian safety indication has been saves focus for many years. we have a long-standing history of working with the police department and raising awareness for pedestrian safety. every year we conduct presentations on pedestrian and traffic safety. we include pedestrian and traffic safety in our presentations and we conduct about 2 hundred of those every year. while nevertheless to say we conduct it in 5 languages. we have a whole library on the topic and i brought some of

those with me today. everyone can see most of those materials 00 on our website and most of them is translated into 5 languages. but tonight i want to focus on with the community groups are working on. the projects that they've been working on in the last year. some of them started as a result of the family pedestrian safety that took place a year ago in the sea bad forum. we had the department of traffic division and supervisor avalos helped us. our idea was to educate the

folks. only in 2012 and 2013 four groups came up with very creativity and unique ways to address the problem. i'll start with the process. they developed a distracted warning card. one see of the card warns you about safety traffic accident and the other is street robberies. so you've been hit by a car or mugged. on may 23rd as well as a group of students from lincoln high indoctrinatethose and

all major channels covered this event. this is the first event. it's not just a one-time thing it's the beginning of a bigger and bigger campaign. we've translated this card into chinese and spanish. something similar is in the messages walk save - walk smart and talk smart and be city smart. this is the first draft of the hand out and the posters we're going to distribute. i really like this program they partner with the traffic sf to

make sure that the visitors enjoy they're safe day in san francisco. so this will be distributed in hotels and conference centers. a compel different approach i'd like to talk about is the first baptist. it's similar to the street program that's been adopted. the city did a lot of homework on this one. i'll be working with supervisor mar and farrell and m t and aaa. what's different is it strrtd around schools. of course, one very important component is there trying to find funding inform this program. so they're planning on

precipitating banners for every school. they're planning on printing education materials for every school and planning on given serious presentations on pedestrian safety and they came up with something really cafeteria like save driving pledge. everyone interested would go to the district website and to get a decal. and in our speed limit is slower and this decal will be dated at the rear window of the cars. so this is a really creative way of spreading information.

and the safe passage. this is a 11 block drive that provides visual guides for the kids who can safely go to school and back home. and this is a project that's started by the north of marketing supported by the sea bob and other organizations. and if you look at all the four projects all of them are unique but at the same time, they have a lot in common. which is all of four projects

investigations. we're at a point in the department where every officer who graduates receives a significant amount of training. their certified at the basic level. we have significantly more training opportunities into in house and off-site for officers to receive secondary citation so the basic investigations they start out in a patrol and end up in our established unit which is the former hit and run which is the major accident team for those investigators work in partnership. we have individuals there who

have a variety of expertise and some that are sifted or - certified and obviously individuals working with the district attorney's office. there's a prosecution of that case that's a result of this clauven effort in terms of the detailed accounting and and the steps taken in those investigations. oftentimes we're asked why don't we give citations at the scene of the accident the district

attorney's office has asked us not to do that. they may want to charge significantly higher violations. in order to make sure we don't have any confusion we adhere to the da's a request. on the next slide our totals over the years have actually with the amount of attention that the department has placed on education and empowerment the decision of hard data to the district stations so they can be more effective we've seen an overall drop of facility in our

city starting last year to 16. obviously we want to see that number drop further. so our focus on the 5 the collision factors as well as the areas with the most problematic the dissemination of the tools. we're sharing data through a company called crossroads that the engineering department currently used for the ann lyrics of their data. so you'll have an immediate set of data to crossroads which is shared with mta so we can look at environmental issues and we're quicker to respond overall

our citywide issues 80 particularly engineering where we can look at retiming of lights to slow down the traffic. the data reports in tracking. we've made some leaps forward in terms of the collection of data. we now have it in place so the district stations report on line. and that is reported back to them so they see what's taken

place. we're to input the data for enforcement so the lieutenants know exactly what is take place or not taking place. and as opposed to a data entry clerk just for that task. the leaders need to know what's going on and they see the types of citations and the locations where the sieksz are being issued. one of the things i want to point out one year to date we're hoping to see a continued decrease in pedestrian injuries. unfortunately, we are at 8 pedestrian facility year to date. we're going to increase our efforts to make sure we don't

surpass last year. i mentioned the crossroads and how the department is issuing citations to handheld devises. we are having the devises programmed so there is a pedestrian a bike motorist box when you printout the citation so it shows exactly what is it and the court are excited because the prints are bigger. and they're more excited as we move towards the electronic

printing of data we're excited inform not to read the scribbling of citations. i think it's important to thank the commission and the board of supervisors for coming up with the 6 year hiring plan. as you know we're hitting an all-time low of 16 hundred and 44 officers in the department. that translates to reductions across the board. the hope is with increase in department-wide staffing we'll see increases in enforcement as well. that staffing shortfall has impacted traffic companies and as you can see from the next

slide for example, june 2012 we have members assigned to our did that and that 14 to the outlying areas and 3 to the airport. we are currently with 24 at the stations and 3 at the airport. we're projecting by october 2014 we'll have a come any time of 8 at the airport. the process of training our personnel to ride those motorcycles is time consuming and just because you want to ride them doesn't mean you can. with that said i want to walk up and i want to answer any questions. obviously pedestrian safety is

everyone's responsibility. that's been our focus the last year and the tips for drivers we admonishing our drivers we pull over you'll see the officers talking about the issues that are involved. the greater importance is on the driver. and the person responsible for that 4 thousand pound vehicle and they have to bear the burden that were one of my colleagues tells me to when their kids cross the streets to wave at the driver but there are some sound tips for pedestrians and bicyclists simply making the eye

but on thirty enforcement is it possible to have officers come out in overtime and have the citations pay for the time they're on the street. i'm going to go through the general fund. the reason i that question driving in the city is difficult no one stops at the stop signs. i think the enforcement part of it is that a possibly chief >> you already answered your own question the mechanism is that all funds gained go into the general funds and that money doesn't could you be to us unless we ask for it. >> i see that folks role through

the stop signs and pedestrians walk in front of your cars. a little bit of enforcement will correct that behavior >> yeah, don't think i've shared but when i was 9-year-old i was hit by a car. this is a personal issue for me so i had a strong reaction to the presentation. what happened in my case i i was a 9-year-old going to the store by myself and the light turned green and someone made a right on the red and he did the california stop. and he didn't say me and there was kind of a car there, you know, whatever. thank god i was okay. and he

was an employee from the corn store he bracket me snacks. but you have a very strong feeling that enforcement is lacking and that's part of why drivers don't count on getting caught. people don't use cell phones because they know how expensive the ticket is. thank you for your presentation. i would strongly say that i wasn't compelled by the data that was stronger but since in the last few years we're not making any transaction but if there's anything we can do to give more resources >> i think you meant facility.

of this. it's in another a staffing issue. you can see they're going through the roof so people are running more red lights. so i think the education pie and if you go back to the statistics the failure to veiled it up 10 percent as the cause for the accidents. so it appears to be education has to be a big you piece of this. as the commissioner said the wave and the eye contact is big hence the campaign about texting. it's literally impossible to go through the city during the day and not having people cross the street not on their cell phones. i look at the numbers and see

the facilitys are at 8 we're right on track with having the same high number of facilitys. so i know that staff is going to increase the numbers going up but at the same time would the department feel they're making great progress >> no as we get the newer officers out as part avenue their training with promotions officers come up u come in and it all has to happen at the same time. but we're focusing on the primary collisions because of the economy that we're trying to correct the collisions impact

and, you know, one just not seeing him someone would a hang over but they were coming at him and he had to jump off his bike into the bushes. and another instance he was kit off and had to drive up over the curb and - so and there is tension are everybody knows there's tension between drivers and cyclists in the city. i want to look at the injuries that - it kind of highlights an

issue. i think there's a lot of confusion both in terms of drivers and cyclists in terms of the rules. the bicycle coalition has done things on this like the police commission board on pedestrian safety. i don't know what the relationship is with their partnership but if some more concentrated and focused education on some of the specifics on the responsibility of bicyclists on this i see that your education points, you know, are very pointed in coupleing bicyclists and pedestrians together. i wonder if we want to send the

messages to the bicyclists they want to use the sidewalks. if you're enclosing through the park and theirs the shared paths and then the sidewalks and roads on the residential streets. there's a lot of clarity that could be to promote safety and reduce collisions involving pedestrians and cyclists. those are some things. a question regarding the number of officers that have gone through the post certified investigation course. is that the 25 percent you were referring to that are on motorcycles? >> no, that's - there's 3
