elements are that the first is we red our bids from the super structure and we had one bidder it came in an excess of 73.9 million and to alleviate that we had it rebid. the one passage it was approved and it came in a cost and we put out the remanding passages we got 4 bidders and there was a tight bidders process so the price is fair and a reasonable. in addition the bidder that came in the lowest and we'll be presenting more information and we've been bringing this up in the july meeting.

second item is that what we did is we in response to questions some of the board members we had on third party reviews we have conducted assessment reports and we brought into another outside analyst to evaluate our resources. we conducted on assessment that was one tale methodology and the second methodology. we presented this rut and the results of the risk assessment to the san francisco community transportation authority and i want to thank for their continued support. the projects final cause provided by the assessment was

1.9 million which was in the information today. and thirdly, the schedule was brought what was the impact from the bids and the schedule we decorated web quarter they submitted a quarter that kept the date open october 1, '70 we're still on schedule. we'll be presenting more information. and in addition fred look ated the skin and to see if we could bring down the costs further. so we have the result of the steel bids and a scheduled that keeps us on track on october 17th. with that i'll have bob present.

please. >> thank you directors. i'll provided a little bit more details on the highlights we've gone throw in february and march. starting with a recap of the issues we're highlighting in this timeframe as well as the risk assessment process. the current revised budget assessment that we plan to make recommendations on and the fubtd opportunities to address that revised budget and the steps forward and fred will follow me with the design >> so in february coming in the budget discussion in february i have here the original 158 budget and a what the budget was. and i think the main thing to

note here we had seen a fairly significant draw down of the program resource in part toward the sub structure package. and in terms of the binged environment this fall we're starting to see a great deal of additional activity, you know, go back about 18 months there were no cranes downtown now you can not choose a prospective await seeing the cranes from other project as well as a great deal of activity in the region with google and apple and the 49ers stadium that has made great progress. we're seeing a lot more competition in the market and that was having an impact on the bidders but also the margins the

biz were pursuing in the, you know, several years ago three or four years you see projects being prude at cost with no profit there's a return to normal market continues that are effectively pricing. and in addition to that we had completed in 2012 an update that had resulted in design criteria that were estimated to have an associated cost of $57 million on the transit center. we have any program resources that were not going to be effective to the program. on the other side the design side of the effort through the

cows of the design and development we working with web core and the designers through conducive ability had identified opportunities to reduce the cost of construction through alternate materials by roughly a hundred million dollars including the alternates that were included in the passage. the scope beyond the steel we're engaged in provided limited opportunities for additional engineering so that for practical purposes to deal with the issues of the magnitude that we were looking at we essentially exhausted the cost reduction opportunities. so the recommendations

were brought in february were to provide for the he recreations and design recognized the recovery impacting correctly the construction you budget to increase the program resources and contingencys and to make some other program wide and a soft cost budgets to recognize current trends as well as to provide for additional services in the earth and engineering he realm. the recommendation that was tentative proposed in february was for $1.8 million. and see that their - so since that time we've gone through the process of rebidding the extremely.

as a reminder we had 5 prequality bidders won a general contractor and 4 that were still fab carts that do erection. the bidders were engaged in the preproposal process but we saw some signs of consolidation and ultimately got one bid from the general prequalified contractor among the 5. it was worth noting that all 4 firms provided prices but didn't pursue the project themselves. despite that so the market consolidation had some impact the single bid had some impact

on the value of this bid but the pricing was a different thing when it came to the productivity that they could achieve and the risks. so we did briefly negotiate with the sole bidder but we're unable to bring down the costs of the project. and ultimately concluded that revising some of the specifications was going to be the best approach to bringing down the cost of the bids. to the may board meeting we brought the most critical components of the passage to you which was to award the cash notes. that has been processing and the contractor has been in communication with our

consultants. we also engaged a consultant to the t gpa cast connects to provide additional coordination drawings between the cast notes supplier so although we're breaking it up we're providing enhanced coordination between those contractors to avoid any gaps or disputes between the packaging. our clear is providing other details for the shop process. in rebidding the structural steel itself the erection and fabrication we allowed the pricing to be put into the bid.

the transit center itself has two seismic joints so it's 3 structures. one of the feedback we had from the steel erectors that doesn't bid the scope with other obligations i'm bringing on line the scope woos was too much more them to bring into prime ultimately although we provided for this opportunity we didn't have any of the fab carts submit the bids. the thing we weren't sure was how many additional firms we could draw into prequalify and give bids. we were successful in the outreach to attract 3 additional

primes to prequalify and bid on the passage so when we did receive the bids we did receive 4 bids as maria mentioned the lowest two were in 1 percent of each other. a little bit over a 1 hundred and 93 million so we thought we had a clear understanding assessment of the work from the bidders. the low bid we received of 1 hundred and 89 million 1 hundred and 8 thousand represented a reduction from the bid that they submitted to us in march of over $50 million. and that's after taking into consideration the original

package. the strategy did result in significantly bringing down costs the scope still represents a cost of roughly $44 million which was considered in preparing the february recommendation. so in terms of the schedule and the steel schedule again is rebinged or bringing the cast notes forward for the regard was the first steps in the impact of the bid. web core is working with the contractors to keep that on schedule so it can start as anticipated. and the web core again working with our scheduleers on the program management and the turner staff have identified

ways in the schedule to break the dependent sister like allowing the shop system to start before the steel erection is complete and get out earlier. so that we can create more overlap between trade packages and not as more finish to start independencie independencies. we're going to continue to work with web copper to build more structure into the package so we can address those and keep the work on schedule of 2017. those are the current milestones as we p
