right. good evening, everyone. welcome back to the san francisco board of supervisor, and the budget and finance meeting for june 27, 2013. i want to thank everyone for their patience and hard work over the past 24 hours. and colleagues, not only the budget and finance, but my other colleagues joined us today. proud to present and i have our amended fiscal year 2013-2014 budget in front of us. i want to thank a number of people before we get started. certainly thank my colleague s the board of supervisors and budget and finance committee

members, supervisor wiener and supervisor mar. i want to thank my staff been worngwith me. and margo kelly and k mayor and his team and thank you for your hard work. the controller, ben rosenfeld, thank you all for all of your ha work. to our budget analyst, thank you for your hard work during this period of time. as well as to our city attorney mr. givener and sticking around with us and our clerk of committee. thank you victor for your work. i wanted to talk about a few things i was excited about with our budget. in total we're saving over $40 million with $20 million in the first year and . d with those savings seco

we're able to do so many things that are going to benefit the residents here in san francisco. we funded all of our hiv, aids federal budget cuts. [ applause ] >> we've been able toll add all of our -- we've been add the gardeners for our city parks and open up a park in every district. and homeless prevention service for the most vulnerable. and hands ongoing for infrastructure city wide with record levels of capital spenting at $2 million in direct children services and $2 million in work force training and 1.5 cost increase for our city service providers. all the while maintaining the mayor's priorities as well as

ours in public safety and providing fire academy and police academy classes and contribute to go the budget reserves. i want to thank all the committee members and the staff that worked on this hard and please today have this in front of you. supervisor, now. >> thank you mr. chairman. and first of all, mr. chairman i want to thank you for your incredible leadership throughout this process. this is my third budget as a member of the budget committee and i know that it is -- it is not easy and we went from one fantastic budget chair in camin chair to another fantastic budget chair and another former budget chair sitting between us, so it's a hard job and i want to thank you for your hard work. also we are, i think, six hours ahead of our or

seven hours ahead of where we were last year which is also a good thing. i just want to say just how absolutely moved i have been through this process, particularly around the restoration, 100 restoration of federal hiv cuts for the upcoming fiscal year. i'll tell you coming into this process earlier on, i was scared because even though we came together last year in blackfield, the $7 million in hiv cuts, we were looking at almost 11 million in hiv cuts because of the dysfunction in washington dc and it gets harder every time. what has made me so proud yet again for the millionth time about this city and the government is the

unwaivering commitment with the people living with this decease and we saw that commitment yet again in the mayor's proposed budget and the board completing the task with this remaining $3 million so mr. chairman, colleagues, on behalf of this community, i want to thank you for keeping this city 30 year plus commitment to fighting and defeating this epidemic. i'm also very excited in this budget about our city's increased commitment to lgbt at risk and homeless youth. we are going to be increasing housing for lgbt on rescues and other at risk youth and the general safety net to make sure that we address the epidemic of kids living on our streets.

and then finally i fought hard and colleagues i want to thank you for agreeing to the enhancement and the dpw street and public cleaners. we have years of bad budgets hollowed and we to do a good job as would like to keep our public spaces clean and this is going to help them do that. congratulations everyone. >> supervisor avalos. >> thank you chair farrell. i want to thank you for your leadership, on this budget process. he actually feel that the way you've worked with the entire board was really to see and was exempt mriry. i haven't seen that looking at the budget and i don't think we violated the brown act in any

of it. but i appreciate that. it was an effort we needed to apply to make sure we have a budget that is consensus and reflects the city. i wanted to make sure we build on the yor's budget and we have a budget that reflects the consensus between the board and the mayor and i think we were able to achieve that through this process. this budget is the first budget where we're inacting prop c or housing trust fund, and so we're putting significant dollars into affordable housing construction and we're doing a lot of work through our housing stabilization fund that is supporting a lot of struggling cities in san francisco, tenants who were facing many many threats of evictions and we're putting a lot of funds in the pipeline to protect tenants in san francisco. it's a

critical time because we're seeing the cost of living is rising and we need to we ve as tenants. we have the specialization support helps those maintain their properties in san francisco. so there's part of that to the housing trust fund. this budget is something that is really something for everyone in san francisco. those who are seeking greater support for childrens and family. we have a family first budget that extended funds for childcare, for after school program, for youth services, something that's very significant. we also have a lot of funds that are really geared toward looking at preventing violence in our community. that's something that's not just the police department, but we're funding through prevention services that's enabling youth and adults to have greater opportunities and prevent them from being on the street. we

have a lot of work force. we have as supervisor wiener discussed funds for the aids service, and every year we have done our major part to minimize and give back that that comes from the federal government and we're continuing that effort and hopefully -- i'm certain we'll do it again next year. we're facing those federal cuts so i want to thank the mayor for doing that part and your office. i could go on for other services, but most of all, i want to thank chair farrell and your staff and thank the controllers, ben rosenfeld and your staff for your work helping us to come to balance. i want to thank the mayor's office for, you know, work are with us and helping us to come to, you know, this

consensus where we built on your budget and rverose and sarah campbell who is here. thank you for your work. there's people in my office that i think i cannot fail to mention who have been tremendous on my staff. rael and jeremy and francis shay. we have an intern that provided support for us and a crafting list and sharing that and that is davis sector. there was another shadow aid we had in our office who is actually we would borrow from one of the other supervisors and that was supervisor norman yee who gave us help. he helps -- thank you for that for your great work. and most of all i want to thank the community for feeding me over the past couple of days and being in my office and keeping us honest about our budget and pushing on us,

community labor advocates who were there. i know that there was a lot that -- for us to fulfill and i know there's still a lot that people expect more of us, but i truly believe we have something that moves the city forward and look forward to your further leadership and partnership with you in the future. thank you. >> supervisor mar. >> thank you. i want to say on the process that i think the department presented to us did a great job also with distinction information and really doing great job answering the questions we had. i think chair farrell had great questions and we had the questions about equity and serving the needs for the most vulnerable through each of the departments. i won't repeat the thanks to the hard working staff but i did want to thank nick from my staff for -- i

couldn't do what i do without his dedication and long, long hours, but the insight into the need and how to run non profit and how they partner with our city departments but thank you so much to nick for his hard work on this process and the other staff as well. i did want to say that i agree with a lot of what my colleague said. this is a budget of many compromise. i'm satisfied with this budget but i wish our hard working community base organizations and staff from non profits had a much higher increase for their cost of living, that they absolutely need. and i hope this body will look at every single penny that we bring in to increase it, 1.5cent in this budget isn't enough. it's something, but it's nowhere near enough, so i'm going to say right off the top that is one of the issues that i hope we stay

committed to. i wanted to say that i think the budget also acknowledges the growing population of seniors and how many vulnerable seniors and people with disabilities in our communities and the safety net as protecting, the mayor proposed a lot of great parts of protecting the safety net and i think this budget helps to fill a lot of holes that were there and some not filled by the mayor's office. so i'm proud that we protect children and families and seniors in the most vulnerable. many of our districts had individual needs and it satisfied all 11 of the districts but it puts money where it's the most need in our neighborhood from planting grants to completing streets and serving the most vulnerable family and children as well. i wanted to say for the well organized coalitions and many are here tonight that are here whether it's the homeless and

antieviction group, or the hiv organizations and the api community council that you were affective and i hope that you continue to build strong alliances even with other groups that were included in that and may have been left out as well. the last thing i'll say is i think the mayor's office worked well with us. i wish information had been shared earlier about different revenue sources and i hope we continue to look at even money. 25 million of savings and 15 million next year is the $40 million that we're advocate, but i hope we continue to look for efficiencies so we can serve the most vulnerable in our committee. thank you for soup vier avalos and -- supervisor avalos and all of my colleagues for this compromise budget. thank you. >> supervisor breed. >> thank you. i just wanted to start by saying thank you to

all the members of the committee as well as a lot of the staff that's here. this was a really challenging process. of course my first year on the board and serving on budget and not only learning about the city as a whole with what i've already knew, i thought i knew more than what i actually know after going through this process which is a very tedious process and also one that can be quite complex. and chairman farrell, thank you for working with everyone for forcing us to compromise and making sure that we were fair in our request and that there was some equity in terms of distribution around all of our districts. i know that -- i know i asked for a lot and was asked to give up a lot and each and every member, not just on this committee but also the entire board of supervisors,

everyone compromised here, so in some instances, we're not all necessarily walking away with everything we want, but at least there's something for everyone and i can live with that. i'm just really happy to be able to implement a lot of important work force priorities in district 5. there's not a day that goes by that someone's not asking me for a job opportunity and also with working with you, the transitional aid which are adults by kids who do need support around housing, who needs support around job training and placement, the fact that we were able to come up with the additional support in that particular category where it's truly needed, i'm proud of that and i'm proud to be able to restore the hiv aids cuts, especially because of what this will mean in ward 86. this is an incredible process.

there's so much in this budget and things around public safety and increase to the arts capital. we're going to invest in the african american complex. the baby whopper house. this is just really a great budget and i'm really excited and happy about the opportunity to have participated and i'll tell you, i remember when we had budget cuts before i was on the board and how really challenging it was running a non profit organization and dealing with those cuts and remembering the furloughs and remembering where everyone sacrifice so during these times, the ability to really provide some polar to the non profits, no it wasn't the 1.5 percent that we had last year which made a difference from my non profit which i used to work, but i'm

glad we were able to do something and we need to continue to look at this long term because it's something that we should really consider trying to figure out a long term plan around how we approach this situation in the future. so i'm glad to be able to support this budget tonight and i'm looking forward to going home and getting some rest. so thanks again. >> thank you supervisor breed. >> i'm sorry. because you thanked your staff, i got to thank my staff and intern, thank you phil and whoever else's name i can't remember for staying with me and doing the work to get to this point. >> supervisor yee. >> i'll go after you, please. >> thank you chair farrell. i

really want to thank everyone of the budget committee members who put this compromise budget together. i know how much work it was for all of you and your staff. i do want to thank my staff who put a lot of time into roaming the corridors here and trying to help out with the process and that's ormino. thank you, matias. >> i want to say that -- i'm repeating too much of what has been said, there's so many needs and so many issues of safety nets for our city that we could never have enough revenue, but considering what we did was add back. i'm

proud of this board and i'm shocked that we're sitting here at 10:30 because i was really expecting to be here at 4:00 or 5:00 in the morning to say the same things, so thank you forgetting this done chair farm. for us city wide to deal with the different issues and the federal government has really dropped a ball on us and for us to pick it up and say no, we can't forget those people who are the most vulnerable in our society. i'm more than happy to support those efforts. i'm glad on a selfish district note, this budget will help support some of the issues i've been fighting for which is pedestrian safety and for actually to get some more open space in my district. there's

certain areas in my district for instance that don't have any open space and this will be one step toward that direction. i also want to -- i know there's been some adds on a list on childcare and preschool, it's not a great amount, but it's there. and i'm really thankful for the committee to do that. i also want to mention that originally there were $2.2 million worth of ask for early education, a need that has not been fulfilled in this city even though we talk about it for decades and that although this is not reflected in any changes in this budget, i'm very, very proud that there's been commitment on this committee to look at the proposition h, so

call one time only at to the first 5 commission and looking at the budget that -- and how we need to change it to reflect better services. when you have $6.4 million of add, i mean of increase budget and for the purpose -- and the purpose of that is to provide services and it didn't have anything in there in that budget presented by first 5 to represent them and for me to say let's change it. and this seems to be support from that as we move on. so i want to mention that, mainly because it wasn't -- you can't see it in this particular budget, but i'm hoping that people, the supervisors will continue to be committed to working on those changes as we move forward. thank you very much. >> president chew. >> thank you colleagues.

colleagues this is a long supervisor -- this is our 5th budget that i've been apart of it and i want to say in my five experiences, this is the earliest we've finished and this involved the least amount of yelling so i want to thank you for making our lives easier and start with the budget committee. thank you for the hours you put into this and of course thank you to our budget chair for doing a great job in your first year and really addressing the diverse needs that all of our districts and neighborhoods and our cities have. and i want to give kudos to chair avalos and moving this forward. i want to thank mary lee. and i want to thank kay howard and the control staff and your team. i want to thank

my aids, amy chain for making sure our city needs why taken care. a couple of things i want to highlight as the person who authorize the proposition a that created the budgeting two year process, i appreciate and i'm glad that this is a process that i think now a couple years in has been working in helping us to manage our finances. i want to take a moment as someone who is in his district with the north beach clubhouse that has been closed for two years and we looked around the city and we had clubhouses that we closed, but we decided we need to open a clubhouse in each of our districts and move that forward. i want to thaveng the support to move forward with pilots on budgeting and plan nothing that area. i want to thank the mayor also for working with us to increase a little bit of funding to ethics enforcement and then i think one thing that

i'm always proud of the board of supervisors is doing is looking out and making sure the city of saint francis has a really robust social services and whether it's for aids services and i can't agree more with how important it is to come together and make sure we reverse terrible cuts coming from other places and making sure our homeless residents are taken care of and looking out for our future work force and those who have not been as advantaged. i appreciate the colleagues and as a board we stand for that. and again i want to thank you for what we've done tonight and look forward to going home soon.
