ininspect it he had applied for one table. this is a well-established place for the club on sunset. i've been on patrol important the also 22 years. i also want to check >> thank you, officer chin. >> coma up. this is your first comment to us on your own >> he's coming oh, my god. i'm with the unit and i went by the club around 11 clock.
1:31 pm
i think it's perfect for a bill yard table. i think somebody should be checking ids at the door there's a lot of people that look 21. >> good idea. >> my name is steven and i live in the neighborhood. looks like i got drafted for this one. it's uncommon for all bars to have a pool table so i'm in full support of it and wish them very well. any other public comment. seeing none, public comment is closed.
1:32 pm
so i guess 2319 is in my neighborhood. all right. commissions do we have a motion >> before we motion i went to 80 and checked with the office of district 4. i'm like 11 is where i am. so i went to the office in district 4 and they said the people he had contacted were more than sufficient and definitely he had done it out reach so i would like to move to approve the permit >> is there a second and a second. >> i'd like to oversee the amendment to the maker and that we ask mr. mullan to check ids. >> at the door. >> at the door or at the bar or check ids.
1:33 pm
well, i mean he has a type of 40 a licensee seemed to have a younger crowd and the officer made the recommendation i'd like to stand with it >> thank you very much same house, same call. >> yeah. >> all righty. >> thank you so much. good luck to you. now that your in my neighborhood i'm stopping by >> all right. item 6 this is just a lieutenant night review and possible action to change the place of business and not limited to sound located at the 55 indiana street.
1:34 pm
>> thank you. this is for actually, the commission >> ron okay give him something to do. >> so on the may 7 here at the entertainment commission meeting we were discussing the permits for sunday afternoons and at the time the commission requested that the cocoa come back to discuss the permits but also some sound issues so, now they're here. come on guys. so the last time you were here we granted you, your outdoors permit and we said when we brought you back we would discuss your noise inside. and so that is one of the things we discussed we understand you
1:35 pm
1:37 pm
>> go ahead and so since we met on may 7th the key issues that were outlined were basically noise related and not necessarily on the events we were requesting permits for but on a regular basis. and directly connected to say that the inadequacy of it out reach to the neighborhood. to summarize up to today even the event on sunday we have had basically one initial side complaint on may thithd which was not fill one the events that we had the sound permits for.
1:38 pm
this was encouraging because the outline on this report are steps we took for outreach and colpthe neighborhood. the first one we did we actually mailed out a letter. the last time, we came to the meeting it was agreed that posted online was not enough we needed to go to the neighbors. we couldn't find the addresses to the current residents but we mailed out the attached letter to all the building numbers on 601 and 701 the resident buildings in our neighborhoods. we didn't get any response
1:39 pm
directly to the letter but judgeing a couple of neighbors contacted us so they got the letter. the two sound predicaments prior to the events on may 26th and june 9th we posted i have copies of the notices on the entrance of each of the entryways we posted the noticess informing others we're having the event and we marked down our fongz. jou just to let you know, we received one contact a neighbor wanted to get on the guest list.
1:40 pm
1:41 pm
1:42 pm
general message they said things were quite good and we said if anything comes up in the future call us. the first board meeting was okay. and the second was a membership meeting. those were the only two meetings. we attended the merchant association meeting and at that meeting they were top of merchants. we did donate a voucher.
1:43 pm
i got a chance to a meet captain sullivan. on may 16th i and jason went down and talked to the captain he was open and receptive. he told us a brief history of the club and the problems and he gave us some great advise and also some tips on outreach work and gave us a lot of inside it was educational and very encouraging as well. besides that we as far as the outreach as far as the operations are concerned and sound it was an ovrng process but based on historical reading
1:44 pm
we were operating on maximum level at the club we've cut that down to or 85. after a few weeks they don't complaint. and besides the noise control we've also - this has been an ongoing process but we diligently sending out instead of members every morning before 7:00 a.m. to cleanup the neighborhood. one of the feedback we got was a resident in 701 had a problem with flyers and littering. we go down 3 blocks from where
1:45 pm
we are to mariposa and on idaho and minnesota so the to pick up bottles and cans regardless of theirs any prior night life or not. especially the two sunday parties and a busier night we send someone out we don't wait until the morning. as far as isolating last sunday and the february from the neighbors and the lack of it we feel like there's been alp progress made. >> can i ask you a question is there a hardship for you to cleanup the neighborhood when
1:46 pm
you're not open. is it a financial hardship for you to cleanup the neighborhood >> it's not. >> okay. >> it's one hour and we have our semi contract that does it for a - >> there's a nexus to you creating the litter. >> flyers. >> okay. great. >> so as far as sunday i think lieutenant night introduced the situation unnecessary we'll address the concerns and a thank you for your patience lieutenant night. >> and he's always last. we'll have to talk to staff
1:47 pm
>> we've moving pretty quickly and thank you for that. >> i'm representing bay and chaplain and sullivan. >> i made a recommendation that we very revisit that. the noise hasn't been a issue we've got one noise complaint the officers do pass by and they're done they're due diligence in actually trying to promote a better business. having said that there was an event on sunday and we have plain clothes officers stand outside. they were some folks that were
1:48 pm
recognized as criminal elements they quizzed about the type of he wants i was told it was a sweet 167 party it was a private event and they had security and guard cards. so and it was going to go from 8 to 12. fast forward a 1145 the officers passed by. and officer drives by and says there's multiple fights on the street and inside the club. those patrons are all between the ages of 12 and 17. so they call for back up. unit come from the mission from
1:49 pm
the southern and from bay view they all get there. it's a crowd of three to four hundred people was what i was told to how many people they were going to have at the event. there's about 3 hundred kids out and 1 hundred inside and 2 hundred outside. they did have security on scene the security were managing inside they clearly didn't have enough to clear the issue. as i drove up the officers were there. there was a line of people waiting to pick up their children from this kids event. there was also an ambulance called from someone who fainted.
1:50 pm
when i spoke with jason he informed me this was a sweet 16 party for a friend of a friend and i asked him who the honored guest was because i don't have 4 hundred friends >> i was just going to say the same thing. >> he couldn't provided me with the guests of honors name. i was told it was not advertised. i asked if he were charging anything and he said no and the promoter was charging a dollar for coat check and it was done
1:51 pm
as a safety precaution and they would take hats and backpacks as a safety measure. and that seems to create a problem in the end. it was just chaos. they were charging $2 for soda and they were having a cake. i later flaernd a victim of a robbery that came from there it was actually a promoter by the name of terrence smith and that terrence smith has parties regularly and calls them frequent and charges $15 a head and i'm putting this out there
1:52 pm
so you are all aware but $15 a head and he promoted it in a sense he has a network of kids and they sell their tickets to friends. so it's as if i say hey, i'm selling tickets if you sell 50 you get in for free. i inquired to the patrons of the party hey do you know whose birthday it is they didn't want to talk about it. let's see still at the party we're getting the information from jason we asked - and i don't know if i jason didn't have the conditions of their
1:53 pm
permit and a generally it's nice to see the conditions of the permit for the officers so they can see did ratio i heard it's one to 80. so i would request they have that handy i suggested they have a binder thatlize the conditions of the permit and emergency evacuation plan and emergency contact numbers as well as - what else did i president in there. there was something else. oh, the guard cards. they said they regularly contract with one company that different guards fluctuate in and out and i said maybe they
1:54 pm
can take the pictures of the guard cards so at least they have those available to check. there was still a lot going on. it started to calm down bet it calmed down and we said hey security get them together and all the security was gone expect one guy who said he has a guard card and he didn't renew it and his wallet was stolen. he said he was head of security. from that incident the officers stayed in the area because you know when a party let's out that goes into the area and you have problems in the surrounding areas so i kept the units in the
1:55 pm
area. one unit made contract with a bunch of jewels and he detained them and they left. well, when they left they left a backpack and the officer checked the pack back there was id and a gone. it was loaded and with the group. i feel very fortunate that nothing else happened. the next day two victims come into the station and said they were on the prafrp and were at the event and their timeframe i'm not sure if the timeframe was before or after the incident
1:56 pm
but i'm thinking this was 10 minutes before. so those kids have bruise and they get punched and robbed. >> i want to ask for clarification about the platform and where that is in relation to the club. >> it's a block and a half away and it's 12 at night and there's a group of 13 or fourteen or 15-year-old kids having said all of that i did speak with both of them and they
1:57 pm
informed me this was a friend of a friend it was a sweet 16 party they came in and met with me and the permit officer and they explained it was a charitable event for sf process peculiarities which is a basketball association i didn't find that. and i made contact i called the victims of the robbery to try to get more information on how this event was promote did they pay and who they paid. it turns out it is what it is. my calculations so far as how much this person made dollarwise if we're on the low number of 3
1:58 pm
hundred it's a minimum of 5 thousand dollars and that's with ticket sales and with the coat check. but that 5 thousand dollars wouldn't have covered anything if anyone had been shot we have four victims. it's an unfortunate event and they took 3 steps forward and 3 steps back. having said that. i did give recommendations to them about their business and my suggestions were able to present that with the adequate information. also military you have a promoter doing your due intelligence and making sure you know what that person is and how you're going to check on them.
1:59 pm
i asked to photocopy the ids. they gave a community center not a hard address. there's a - two people with those name that is wanted. i don't know if either one of them is that person. so i'm a little - and i explained to them if you've been in business for 18 years i'm surprised this due intelligence wasn't done prior to this event. and it came out this was a friend of a friend. i explained i had a birthday party for my 70-year-old fat and i paid insurance >> it was a friend of a friend
2:00 pm
of your friends so did you call your friend and ask him about his friend? your friend or your friends friend oh, i see. i don't mean to a interrupt you. i didn't have 3 hundred people at any sweet 167 but you had been in business for a look at not checking out your promoter i don't care if he's a friend of your mother. not looking at him up is a check or cole what he don't see tracking his advertising but this is a really bad incident that
