food system policy manager for the san francisco planning department. i wanted to just say that the planning department is very supportive of urban agriculture in the city and as you know, beginning in 2011, we passed planning code amendments at the fine urban agriculture land uses and also allow for the sale of produce from production sites directly. and the planning department also worked very collaboratively with all the other departments who have already been mentioned today and really enjoyed that experience. and we also enjoyed participating in the development of the urban agriculture strategic plan and fully endorse its findings. i wanted to just mention that the planning department's goal for sustainable food system include increased access to healthy food and the urban agriculture program is certainly a strategy that helps us achieve that goal and will help us achieve that goal. so, i am here to profess my support for the resolution and for the city's continued support for urban agriculture. thank you.

[speaker not understood] from the san francisco urban agriculture alliance. and then andrea i think it's jag win from the white spring community garden. and anyone else who would like to speak in public comment, if you can please line up on the right-hand side of this room. eli. thank you, supervisors. my name is eli zegas, i'm the [speaker not understood] program man erupt at spur. and i'm here in support of the resolution. as the recreation and parks department pointed out in their presentation, we feel that the department has a number of strengths that makes sense for the program to be housed there and we're also encouraged by what you've heard, that the

department sees the program as supplementing and coordinating among agencies and also serving all types of urban agriculture, not just community gardens. alongside our support, i want to highlight that there is only one year of funding for this program and i think a lot of us had hoped that the program will be successful and we'll be working with the departments to do that. but come next spring as we prepare for budget talks, i'd really like to put it on the board's radar to have a hearing similar to this where we can see the goals of the work plan that will be submitted in october are being met. if we are having success, and if so we can find more permanent funding to keep the program going. and if we're having issues, addressing the issues. so, that's the one suggestion we have, is calling an informational hearing six to nine months after the coordinator is hired. other than that, we very much look forward to working with rec/park and seeing this move forward. it's been a long process coming forward.

thanks to supervisor chiu for your leadership and i hope you'll support the resolution. thank you. >> thank you. why don't we hear i think antonio and then [speaker not understood] also from sfuaa. hi. so, i only have some quick comments because in general we are obviously very supportive of this moving forward. i think the first comment is that we have seen this be delayed a little bit and we'd like to see some sense of urgency on the part of rec and park department on the clear job path for the person being hired before actually hiring so they can hit the ground running. we have all the [speaker not understood] issues about the particular aspects of implementing the ordinance. so, we thank melinda for presenting some of those and we hope those will be clearly delineated. the only other pieces that we're interested in promoting is just additional funding hopefully in further years and we do believe there is plenty of funding sources available

private and public to ensure this program continues. and then the last piece is just that as melinda mentioned also, we're interested in participating in the hiring process to ensure we have the best kind of job description and the best candidates being sue leerthctiontioned for this position and so we look forward to participating in that. so, thank you guys for supporting this ordinance and get thing program going. thanks. >> next speaker. hello, i'm andrea jag win and i am a long-time, decade long community gardner in san francisco [speaker not understood] community garden on puc land. and i do support this resolution and the legislation and thank you for bringing it forward. it's long overdue in san francisco. but i'd like to just make a comment as kind of an average person who isn't involved in the stakeholders meetings and the city agency world. i hope that the emphasis of

this legislation is placed on providing things to the people who are involved in urban agriculture, that the money doesn't get sucked up into the city agency world and a lot of positions and monitoring and process and bureaucracy and all that stuff. rec and park is a great institution. community gardeners don't need them to build $5,000 race bets. we can do that ourselves for a 16th of that cost. so, i really do hope that the focus is on pushing things down to the people who are receiving food or growing food or doing whatever and not getting sucked up into government spending. and also that the focus is on finding new land for urban agriculture, a la supervisor kim's comments and hopefully that will happen through the inter agency process, but the work plan and the monitoring of this project needs to be around

for one -- well, for many reasons. one, as far as quality of candidates, if it's just looked at as a temporary position, i think that's going to impact the quality of candidates that apply for the position. and then also obviously the needs that this is addressing will be ongoing. so, in order not to lose the progress we've made so far, they just continue the funding. and then just reiterate the spirit of collaboration between city agencies, nonprofits and the stakeholders, community stakeholders in general. and i would also advocate for having one or two representatives from the urban ag alliance be involved in the hiring process. thank you. >> thank you very much. are there any other members of the public that wish to speak in public comment? mr. chair, i think we're at the end of public comment. >> public comment is closed. this campus divided by winston boulevard. one of the issues is they want to interconnect these two portions of the campus on both sides. the distance from the intersection at lake merced boulevard to the approximate location is approximately 350 feet or so. so, what's been happening is obviously students and other people that use san francisco state would jay walk across winston drive with san francisco state being determined that is not the safest for its users. what san francisco state wanted to do in this case is to construct a proposed -- is they are proposing to construct approximately 120-foot pedestrian tunnel that crosses under winston drive to interconnect the two campuses. a plan view -- >> actually, i think should we be calling 4, 5 and 6 together?

>> encroachment facilities with different [speaker not understood] and they all require different resolutions to the board. >> why don't we call items 5 and 6, and then, mr. fong, you can present seriatim. >> item number 5 is resolution granting revocable permission to atlantic richfield company to occupy a portion of the public right-of-way to install and maintain four soil vapor extraction conduits connecting to two new vapor extraction wells crossing under broderick street fronting 2 richardson avenue, conditioned upon the payment of an annual assessment fee, and making environmental findings and findings of consistency with the general plan and the priority policies of planning code, section 101.1. ~ extractions item number 6 is a resolution granting revocable permission to jeremy ricks to occupy a portion of the public right-of-way to extend an unimproved portion of greenwich street with a privately maintained driveway to provide access to a new garage at 1281 - 1283 greenwich street; to install additional landscaping and public access improvements within the unimproved portion of the greenwich street public right-of-way between hyde and larkin streets, conditioned upon the payment of an annual assessment fee of $4,433.00; and making environmental findings of consistency with the general plan and the priority policies of planning code, section 101.1. ~ greenwich street >> thank you. you can continue, please. >> as i was stating, in this case, san francisco state being a good steward, determined they want to provide local pedestrian safety to access different areas of the campus across winston drive. they applied for a permit to

install a pedestrian tunnel that interconnects the two portions of san francisco state. they have applied for the major street encroachment permit has been reviewed and been deemed to be in conformance with general plans. the city agency food task has reviewed it and determined it is appropriate. we had a director's hearing after notifying the general public. there has been -- the director has determined this is an appropriate use of the public right-of-way and is recommending that the board -- the committee here move this forward to the full board for approval. >> okay, thank you. why don't you continue with the next item. you can do all three and then we'll take public comment. >> to richardson avenue is requesting a major street encroachment permit for the

installation of vapor extraction facilities. ~ 2 richardson it is believed to be either a gas station or industrial area that the health department and the property owner have identified contaminants entering the soil and this is one of the methodologies to remediate the contaminants. the applicant has applied for, again in this case, an encroachment permit to place these facilities in the public right-of-way. this was reviewed by planning, determined again that it was in conformed with the general plan. this was short term while the mitigation is being taken care of. [speaker not understood] reviewed it and determined it is also in conformity. the department held a public hearing on this. there were some comments from the public inquiring as to what this really was about when it was explained to them, they were comfortable with it. ~ the department requested again in this case, the committee move this forward to the full board with recommendations. >> okay.

and then the final item. >> the final item is for 1281 - 83 greenwich street. the project sponsor, the owner of that property as part of this permit is requesting to reconstruct the -- an improved portion of greenwich street to create a garage on his property and get vehicular access to it. as part of this, they work with the community to install a variety of landscaping improvements in the area where the property owner will maintain. this was reviewed again by both planning and task and both have given approval. again, we had a public hearing on this and -- with strong community support and we recommend, the director in this case is recommending that the committee move this forward to the full board with recommendations. >> great, thank you, mr. kwong.

your ideas, your engagement with us, you're aligning where we want to go to make the city a greater city is really the essence of managing a city. and i've learned that in many, many years of being a public serve ant, being an advocate to make sure the city represented its own diversity, of using that diversity as our strength, and going forward each of you are being asked to serve on extremely important commissions and bodies that i fully, fully respect. from fire, to transportation, to people handling billions of dollars in retirement, to our arts, to our health, to just getting permits out so that we can help people be success in this city. all of you are part of that. i just happened to address several hundred people this morning at a breakfast to talk about the health of our city. and part of that discussion was not just the health care

programs that the country is heading into. it's also health means are we doing everything right for people? are we building strong communities? are we building neighborhoods? are we giving people the foundation in which they can invest to create a family, that they can have hope for their kids? all of you are part of that agenda, and every decision that you make and the people that come before you want to feel the hope and the foundation that this city has. and, so, i want to thank you, each and every one of you, in your various capacities that you will take on, that you help us be a better city, be a more compassionate city, a city that will help me build more affordable housing, create more jobs, sustain the job situation that we have, to make it ultimately a city of hope for everyone. that is why we emanate our name

trucks are here there are here every friday. we're welcoming them and we are just welcoming all the other business the brick and mortar for one area were there are here to join supervisor wiener and ion some good piece of legislation. there's been a movement that we welcomed in the city and, of course, the incredible investments that people have made when we started their restaurants from the brick and mortar and over the couple of past couple of years we want this to work for everybody. one of the supervisors who always has his hand up for the

hardest assignment is supervisor wiener. it's about two years; right? scott that you worked and have had hundreds of conversations as well as with the off the gate members as well to kind of getting a simple way of how do we get to live together with each and how do we get dw to permit those establishments in a fashion that's sensitive to everybody. and now we have to the great work of the supervisor wiener and a collaboration with all even public works we have a decent ordinance to allow the great room to happen and the

collaboration to bring everybody together. it's a wonderful example of something that would have gone haywire if not for a good piece of leadership. it's a good weekend to celebrate but on this piece of legislation i want to thank supervisor wiener for all pious persistence to get all the parties together to constant say let's keep working until we have an agreement. it's taken two years but it's worth it when i have an industry that's growing but you pay respect for the great folks in brikt in motor. i want to thank even for the hard work they're doing.

with that supervisor wiener (clapping) >> thank you, mr. mayor. it was about two years ago that with he saw that was a lot of potential chaos going on with argue brick and mortar restaurants and our food trucks. and, you know, we're a city that values food innovation and having great food for consumers. we take a look at it and found our regulations and our laws regulating food trucks were out-of-date. so we sat down and it took two years work with the food trucks and the brick and mortar drifks and how the system should be set up. we came up with a set of rules

that will have a better balance in terms of how we do this permitting process. so the food trucks won't be in front of the restaurants. we made it easier for food trucks to go into areas that they're currently not loud by reducing the buffer around schools that was 3 blocks in all directions and allowing the food trucks on campuses. i want to thank the golden date restaurants association and the managers of the association and the parents for lunch advocates who flarptd a great way. i want to have a special shout out to my aid who's taking a
