the deferred maintenance, the digesters can no longer operate and if there is a big one, hundreds of homes will be inundated with raw sewage. so simply put, whether we like it or not because the supervisors do not follow the trend or that proposition, you need to give your blessings because you represent the constituents and because the residents are suffering and this maintenance job has to be done. one of the reasons we have to do this right now is to capture sand and the aggregate that is going to further impact this

next thing. 80 percent of the sewage processed there, not only that but other people's sewage is processed there. it's amazing what you can get used to. if you have never been there and you roll up on third and evans about 3:00, this makes you gag. i have gotten accustomed to it. that is ridiculous. everybody is talking about fixing the infrastructure of the city. no where do you have as much infrastructure that you have in the south district. you owe it to the residents from an environmental standpoint to take care of this now. this city's local hire laws apply there. which is also important because of the unemployment rates that are in that community. here is an

sewer system improvement program. southeast plant not to $80 million and not to exceed 10 years. >> in order to treat waste water and improve the quality of life next to the facility. we need to rebuild the plant. this is part of the first phase over all sewer system that will modernize equipment at the plant and make sure it's sound and relocate the digesters further away from the neighboring homes. this is the first contract of what is almost a billion dollar project. from my perspective it's one of the most important.

for any of you who have been in the south east like some of the public speakers today you have had a memorable experience. several members of the families in this community have lived by this treatment plant. we've noticed the smell that lingers for blocks. the contract is for a plan in engineering to replace this. there is a team that that has been selected with the highest expertise on this project. in addition there is over $11 million on this project that is

going to provide local participation. the project also provides community benefits which is on-the-job training and will support local organizations. today we have mr. cruise frlt from the puc. >> thank you. as previously stated in the last item the current plant was commissioned in 1962. it processes 80 percent of the solid waste today. replacing it would be the best thing for the puc. to ensure the best available technology for the facility and a facility so proximate to

residential neighbors, we need 2 years of planning and technology analysis which will be followed by 2 years of environmental, 5 years of construction. while this is still a long way off, it's a 10-year program. it will be $800 million worth of construction. the facility itself is going to be towards the end of it's useful life and it's imperative that we move forward in order to replace this facility both for the immediate neighborhood that has been living with this for decades as well as the county and city of san francisco given the amount of the waste this facility processes. the puc design and planning services in april of 2013. we did receive one proposal from the brown and

caldwell team for your consideration today. this type of work is extremely specialized and the size of this particular is also important. there are not many built worldwide. we know there is a small group of professional services that can do this work. that coupled with the fact that we already have some of those firms under contract through our program manage and they were precluded from participating in this job. we anticipated there would be a small pool of qualified bidders. we received multiple bids and all of them were qualified. the contract is for $80 million. given the size of the actual construction. $800

million of construction. it's consistent with professional guidelines as the cost associated with the design versus construction. additionally brown and caldwell has made a commitment in providing us with the highest quality of staff but they have also made a commitment for the community program of spending $1 million of their own money in the community to help benefit that community. that will be done by ways of mentoring, and scholarship education for the community throughout the active part of the contract. we believe that we have posed before you a highly qualified team, a team that has showed commitment to the puc and it's imperative

publically owned and available to us. we don't know the full size of our general electric capacity. we are going to use reclaimed water in order to preserve our portable water used by the residents. we are going to look the end tire plant and try to balance. >> and i just think it would be really great if the puc were cognizant were working around the plant. >> certainly. >> you mentioned lb participation. this contract is designed to have maximization?

>> yes, we worked with the contract in the city. slightly lower than many of our design contracts get because of the specialty of the biosolids technology that exist worldwide. we set a goal of 10 percent. brown and caldwell exceeded that by 35 percent. they are bringing men and women. $11 million of this contract was committed to lb firms. in addition to these firms brown and caldwell has men and women who have participated and graduated out of the lb programs. their residents doesn't allow them to

provide this anymore. but they will continue to participate. >> in the vicinity of the plant itself? >> we did take a look at the lb's that are from that specific neighborhood. there are i believe two including bay cat which is a locally grown organization there to help deal with the outreach components, but again the lbe program is citywide so brown and caldwell picked from the citywide program. >> given the history that we've had over the years looking at the third street light rail, looking at even more recently developments happening now in bay view hunters point, i think it makes a lot of sense to do everything we can to ensure that we are going to have the most robust local higher program that will bring the

neighborhood in itself. i want to make sure that you heard from me and i'm sure you will be hearing from the community as well that that maximizing of local hiring is going to happen and there is a real strong plan for that. the history has not been strong. we have a local ordinance now that can help guide that process but we also need oversight to ensure that will happen and to make sure there is a lot of good faith in the requirement of making the local hire happen. >> absolutely. we are going to work with brown and caldwell to make sure they use their benefits to help with regard to outreach and support of that local community to be job ready when the construction comes along. the one benefit we do have while there is a frustration that this planning

wondering about the 2010 report an on going community is going to be built into successful project? >> we have taken recommendations from the cac and have funded our best land acquisition. in addition we'll spend the first 2 years at planning we'll take a look at the technology and we'll be going back to the community with those technology analysis so they can be part of the input to decide what technology we use given the fact that their proximity makes them basically the neighbor. so we absolutely plan on keeping the community involved throughout the process. we have the additional benefit of the southeast community commission

and we make regular presentations to the commission there as well. certainly this is hand in hand as we move forward with this program. >> i wanted to ask a little bit about the process and the selection of brown and caldwell. i know it sounds like a dream team and local and top worldwide expertise that's been put together and the team developed. it seems like a non-adversarial process and everybody supports this team approach? >> i can tell you as they looked into plant, with priorities and the balance needed for funds and the water program, but brown and caldwell has been involved and actually bid on a previous contract for

the southeast plant and won that contract, but bass because of the diversion of funds have waited on that contract. they have been involved. and with a small amount of firms that have this professional capability. they pull together themselves, black and beach which are also nationally recognized and performed the one team which is extremely impressive and hard to compete with. which is probably why the market only gave us one team. i was surprised when we came in when we sat down for negotiations, they came in. their overhead rate proposed is very competitive and we together

worked through negotiations to bring the schedule down to 4 months. all of that within the 4 days. i'm confident that this team has come to deliver for us and work with us. even though we only had one proposer, i believe it is the right one and i'm looking forward to working with this team. >> i had the pleasure of visiting the plant on the west side and realized that two-thirds of the city's waste is processed in the southeast facility. i plan to visit as well with your staff but i see an equity and urgency for the neighborhood plant. i'm very pleased that the process is moving forward as quickly as possible. thank you. >> any other questions at this point? okay. thank you very much. >> mr. cohen, do you want to open this up for public comment? >> yes. we have jacqueline.

please start a line. thank you again to be permission to speak this morning. my name is jacqueline flin. i'm in support of seeing both items 1 and 2 move forward today. i want to tell you about what we do. we do employment and training services around the city. we have hired over 40 youth. 10 are working at the puc. these are the families, the lives that we work with that we affect when we do some of the policy work that we are doing today. the reason why we are in support of seeing, we

would like to see the increase in funding but also the agreement with brown and caldwell move forward to improve the technology and efficiency to minimize the overall impact on the community but also the entire city. we would like to see you honor the commitment that will provide a safe and efficient facility and just stress again the emergency in addressing the need to build healthy community. if you are smelling it, you are exposed to it and lastly, the job creation. we host tours there. many of the youth have seen this. i would like to bring this into the fold so they understand how this impacts them. thank you very much.

>>al williams. i'm a part of the brown and caldwell team, a local business enterprise based on the bay view hunters point area for a number of years. i would like to briefly speak to a couple of the questions that were raised about supervisor mar's question on how to team was selected and the world class nature of the leadership of the team and partners. it's local business enterprise as part of the team is really impressed to join this team by the manner on which my firm was approached to become part of the team. typically what happens is local business enterprise gets letters asking in having interest in being a part of the team and you

respond to those letters. most of it is a process that what you go through. this situation was quite different. i was actually invited to sit down and have coffee with principals of the team to talk about their approach of the project, talk about my interest in being a part of the project and felt that i became a full partner of the team. i think this local business enterprises were focused the same way. secondly, i would like to also mention in terms of supervisor avalos's question about local business participation. the puc engaged me several months ago to do research in bay view hunters point to provide goods and services to the professional
