cognizant were working around the plant. >> certainly. >> you mentioned lb participation. this contract is designed to have maximization? >> yes, we worked with the contract in the city. slightly lower than many of our design contracts get because of the specialty of the biosolids technology that exist worldwide. we set a goal of 10 percent. brown and caldwell exceeded that by 35 percent. they are bringing men and

women. $11 million of this contract was committed to lb firms. in addition to these firms brown and caldwell has men and women who have participated and graduated out of the lb programs. their residents doesn't allow them to provide this anymore. but they will continue to participate. >> in the vicinity of the plant itself? >> we did take a look at the lb's that are from that specific neighborhood. there are i believe two including bay cat which is a locally grown organization there to help deal with the outreach components, but again the lbe program is citywide so brown and caldwell picked from the citywide program. >> given the history that we've

had over the years looking at the third street light rail, looking at even more recently developments happening now in bay view hunters point, i think it makes a lot of sense to do everything we can to ensure that we are going to have the most robust local higher program that will bring the neighborhood in itself. i want to make sure that you heard from me and i'm sure you will be hearing from the community as well that that maximizing of local hiring is going to happen and there is a real strong plan for that. the history has not been strong. we have a local ordinance now that can help guide that process but we also need oversight to ensure that will happen and to make sure there is a lot of good faith in the requirement of making the

local hire happen. >> absolutely. we are going to work with brown and caldwell to make sure they use their benefits to help with regard to outreach and support of that local community to be job ready when the construction comes along. the one benefit we do have while there is a frustration that this planning and environmental process takes so long given the size of this technology and the environmental regulations, that gives us time to plan and we can go through training and apprenticeship and internship programs so when the project starts, many will be ready and available and connected and plugged into program. >> given that people for decades that have had to experience the conditions around the plant, the smell which was described, we need to make sure this community has

the backbone benefit of participation and local hiring and other benefits as well. >> we agree. >> mr. mar? >> yes. they presented to the land use about 3 years ago. i'm wondering about the 2010 report an on going community is going to be built into successful project? >> we have taken recommendations from the cac and have funded our best land acquisition. in addition we'll spend the first 2 years at planning we'll take a look at the technology and we'll be

going back to the community with those technology analysis so they can be part of the input to decide what technology we use given the fact that their proximity makes them basically the neighbor. so we absolutely plan on keeping the community involved throughout the process. we have the additional benefit of the southeast community commission and we make regular presentations to the commission there as well. certainly this is hand in hand as we move forward with this program. >> i wanted to ask a little bit about the process and the selection of brown and caldwell. i know it sounds like a dream team and local and top worldwide expertise that's been put together and the team developed. it seems like a non-adversarial process and everybody supports this team

approach? >> i can tell you as they looked into plant, with priorities and the balance needed for funds and the water program, but brown and caldwell has been involved and actually bid on a previous contract for the southeast plant and won that contract, but bass because of the diversion of funds have waited on that contract. they have been involved. and with a small amount of firms that have this professional capability. they pull together themselves, black and beach which are also nationally recognized and performed the one team which is extremely impressive and hard to compete with. which is probably why the market only

gave us one team. i was surprised when we came in when we sat down for negotiations, they came in. their overhead rate proposed is very competitive and we together worked through negotiations to bring the schedule down to 4 months. all of that within the 4 days. i'm confident that this team has come to deliver for us and work with us. even though we only had one proposer, i believe it is the right one and i'm looking forward to working with this team. >> i had the pleasure of visiting the plant on the west side and realized that two-thirds of the city's waste is processed in the southeast facility. i plan to visit as well with your staff but i see

training services around the city. we have hired over 40 youth. 10 are working at the puc. these are the families, the lives that we work with that we affect when we do some of the policy work that we are doing today. the reason why we are in support of seeing, we would like to see the increase in funding but also the agreement with brown and caldwell move forward to improve the technology and efficiency to minimize the overall impact on the community but also the entire city. we would like to see you honor the commitment that will provide a safe and efficient facility and just stress again the emergency in addressing the need to build healthy community. if you are smelling it, you are exposed to it and lastly, the job

local business enterprise as part of the team is really impressed to join this team by the manner on which my firm was approached to become part of the team. typically what happens is local business enterprise gets letters asking in having interest in being a part of the team and you respond to those letters. most of it is a process that what you go through. this situation was quite different. i was actually invited to sit down and have coffee with principals of the team to talk about their approach of the project, talk about my interest in being a part of the project and felt that i became a full partner of the team. i think this local business enterprises were focused avalos's question about local business participation. the puc engaged

it's been a long time where the main prime has stuck with trying to improve this water treatment plant. as the director of environmental justice advocacy, i have gone ahead on my own and had 150 focus groups with young people so they can understand what is really going on in our community. one1 pound of methane gas equals 22 pounds of carbon dioxide. if you notice that, we can estimate the amount of damage it has done to this community. i'm glad that some of you supervisors understand this, and those that don't understand that, it behoves those to bring it on
