7:00 pm
we put in - where are some of the transit stations that are eligible for a secure bike station. so at the end of september we'll share the report with you. and what are some of the locations we should be rolling out. lately i want to show you the literature around bike parking. we used to have a 60 or 70 page information guide but i've flagged in this guide how to lock our bike safely. we've purchased 5 thousand of those and the bicycle coalition
7:01 pm
have 2krib9d almost half of them. and we have the sf guide how to reduce theft. so with that i'll see if you have any other questions >> i was going to say that i know supervisor campos with the m t c and i bag this evening have this long, long meeting going on but with the strategy and the area grants if he were to secure that more money for better bike parking how soon would they be able to implement this. you say 4 to 5 hundred bike a rack but if there were more funding how soon >> that's - we're going to determine the best places by i'm
7:02 pm
not what the answer is to your question but i can get back to you if we had a certainty increase of funding. >> thank you for wearing your hat and a thank you for having this guide in multiple languages. mr. chair can we open this up for public comment >> i have a number of cards and mark is here with the bicycle coalition and we have another gentleman who i want to come forward. i'll read the rest of the cards >> hi mark with the san francisco bicycle coalition. thank you for beginning this dialog. we have heard that regularly this is one of the top concerns
7:03 pm
concerns for our folks. a secure place to lock our bike is an important issue. we have been working on this report for six months to a year. i want to take a second and acknowledge the startling number over 4 hundred thousand bike thefts and it's greater than the number of cell phones. they said that 3 bikes are stolen for every one. that's not the top priority in the media so we have to make it a top priority. bike theft is not only a problem for people who have bikes by
7:04 pm
it's a deinterpret - folks came in and looked at it around in a shop and didn't purchase a bike because they're afraid of the bike thefts. so get people out of a car and reduce the congestion around san francisco is a major concern. how can we railways bike theft. one of the opportunities that we as san francisco coalition >> please continue. >> there's really 3 e's we discuss and that is enforcement engineering and education.
7:05 pm
and those 3 priorities are a great way to tackle the problem. we've heard a lot about this. things are good so long as their targeted in a good locates to utilize the limit resources. we need to see the bike you racks in the locations that are high theft areas. one key i want to bring up it needs to be equitable catching the random bike theft every so often is not going to reduce bike theft. we know that when someone steals bikes it travels to flee
7:06 pm
markets. gps would disrupt the system and catching the offenders p who were exploiting and people buying them for 20 or $30 and take them to flea marketed and they sell them for two or $300 and just to be clear they had a location they were out at golden gate park so the bike didn't get stole but they had gps out this year and it could be implemented within a week there's a local provider in san francisco. but as i mentioned beyond enforcement we talked about engineering you heard the
7:07 pm
gentleman discuss some of the opportunity to try to improve bike parking but the third is education. that as we duces this is a great step for individuals after their bikes are stole. but we like to to educate people ahead of them of time. we've had hundreded of folks showing up. it's not clear if i wobble outside today and my bike is missing it's not clear what to do so i could potentially report it but it's important how we can take up that education process. post theft and educating people how to deal with this in the
7:08 pm
long-term. it's not enough to just report this but educate folks. and working with the sf bike coalition who could reach loose and lots of folks. i'm happy to tackle any questions >> thank you and the next speaker is morgan st. claire and i'll read some of the other cards (calling names). >> hi it up for doing this today
7:09 pm
supervisor mar and campos and breed. i've been with the san francisco station for two years. when i first move forward to san francisco my bike was stolen. i've been working with the part community advisory for the past year now. it started as a discussion with the community advisory board made up of different boards and that's in supervisor breeds district. we learned a lot in this past year that people don't have ownership of their bicycle and people don't know how to report their bikes stolen. so we've brought in the community advisory board because they have a rental database and
7:10 pm
they have 1 hundred and 22 users where people have called from all over the city. so save is proposing to host this database and the education components it is so important to tell folks that they inside their serial number. also, we learned that people don't know how to lock their bikes properly. i've learned a lot in the past year of how to lock envy bicycle. save is an appropriate organization to lead those efforts because we have a close relationship with the sfpd. it's important we establish this database and continue to the workshops that officer friedman
7:11 pm
has been doing. it thank you for all our support >> thank you for our dedicated support and all the oeshthsdz you work with and the 3 seven years of expertise as well as. >> i have a pile of letters from the bike shops and their respond is it's about time this is so needed from bike shop owners and managers i've spoken to. they're ready for it because they get people on a regular basis complaining about bike theft it's quite needs >> i see no questions and thank you, ms. st. claire and other folks. i called a number of speakers you can come forward it doesn't
7:12 pm
have to be in the order >> i'm mark you represent the triangle association. one of the things that was stated the lower turn rate is primarily due to 0 sfpd to reconnect bicycles with their owners because the bicycle owners don't have the serial number or as in a lot cases the owners don't attempt to recover their bicycles. the part of the program i want to talk about is the free and rental. i picture a procedure at the time you buy your bike it can be a clipboard with the person's
7:13 pm
name and serial naming number and description. i could easily see every police station having the registration and each time a bike it recovered they simply go to 0 database it doesn't matter if they have access there would be a greater chance to match the bible with the owner. we can see this happen by the end of the year with our support. it's a simple thing to implement. we at park states c had been collect information and enter it whatever it necessary. i also strongly falsify sf save they're good with dealing with
7:14 pm
the public this is a very good and ease thing for them to do >> thank you. next speaker, please. >> good morning. i'm mark i'm a teacher and resident in south of marketing. i want to say thank you to the supervisors the sftv and everyone n involved in crafting a violation for a san francisco this is a save for continued cycle >> thank you for your great work in education. >> i represent the association at c park station. we're lucky enough to have c station taking care of of registration. it's not horrify you've got to
7:15 pm
get the numbers of the bicycles to the owners. the other thing you talk about bike parking there's no one at city hall. i think if you're going to start to promote safety and save parking start with city hall okay. thank you >> mr. lee. >> thank you. good morning, supervisors. i'm edmond lee. i want to say that i want that is a great idea and a there's a lot of interest out there and it shouldn't be two difficult to implement you know what all the best practices. as has been mengsdz i think with the educational component and the outreach this will give the community a greater sense of safety that someone's watching they're back and people may look at bicycles as the alternative
7:16 pm
mode of transportation. so with all those efforts combined we can make this something that's doable and something the people will welcome. and i think it would be really helpful. i budget a bike about a month ago so and got it registered. thank you >> thank you. >> good morning my name is jean i'm a member of the richmond police advisory board. i'm here to thank you for spearheading this and thank you to all the bicycle coalition. this is a phenomenal program and i really, really like the sound
7:17 pm
of the collaboration. i think as supervisor mar pointed out out he lost emphasis bicycle in grammar school the impact of having a bicycle stole s can last a long time. this will help deal with some of the frustration and anger and the sense of he feelsness. finally i'd like to give a shout out to sf save. i've had the pleasure probation officer to work with those folks. i strongly support those folks. thank you >> thank you. next speaker, please. >> good morning. i'm shawn sullivan i'm a member of notary
7:18 pm
republic no. i live on ashbury where the bike lanes. my personal experience in san francisco i've lost two to theft from my private property. the result of break ins and almost a year ago exactly i was cycling towards golden gate park and i saw a van with its backdoor open and in that van were maybe 20 bikes and on the grass between the panhandle grass were 15 bikes and people were working on them. i rode past and i know what happened.
7:19 pm
i stopped my bike and a waited about 20 minutes and thought i'd call 9-1-1. i found out that that phone call ruled in a felony arrest warrant but the apathy was shong. the bicycle registration program certainly will go a long way of mite the results of having your bikes disappear. about a year ago i come down to my garden and found a little kids bicycle and the bike had
7:20 pm
been discarded along with an into beer bottle. i could picture the kids face his bike. but if this bike had of been registered he could getting get it back >> hi i'm jenny i'm a resident of oakland i work here in the city. i serve on the board of the bicycle coalition. i had my bicycle a high-end mountain bike stolen no oakland last year but was lucky enough to get it from a flea market. i realize by putting out the information that we work as an
7:21 pm
interactive producer but there's not a different coalition of information. but it vardz and people don't know what to do when are a theft occurs. i set up a gooelg account and there's tips of what to do if you have a bicycle stolen. i probably get maybe 5 to 10 e-mails. i think i've made a lot of contact there's folks no portland and a woman in boston that's created a bike mapping to show where bike thefts occur. but i think if we can make a
7:22 pm
concerted effort that will help >> thank you for your tweets and facebook activities is there no one else on the public who wants to speak. >> thank you. i'm dave i'm a resident at 150 lombardy in the central district. i appreciate you bringing this issue up today. it's really become american people epidemic. i've had too high end road bikes stolen they were both valued over $2,200 and one was in my condominium garage locked with a secure electronic gate tv

surveillance. then i lost another bike i keep my bike with me at all times. and i ride a clunker. the bottom line here i agree with the ridge but my concern is getting to the root of the problem the thieves. the bike operations are necessary. after my second bike was stolen this year i talked to the police captain they're concerned but the bottom line is when they bring the thieves in front of the judge the judicial system kicks them out. the judicial system is the area we need to hit open because when the thieves are brought to court we need to instill a deterrent
7:24 pm
if the word gets out they're getting tougher that will help. the system now betsy let's folks back outthink the street >> thank you, mr. sherman i think there's no other speakers on the public. >> thank you very much supervisor mar and colleagues do we have any more questions on this issue. i thank supervisor mar >> i want to thank all the speakers in the public especially sf save and the bicycle coalition for working with us. a lot of the jazz reports and analysts reports we hope to work
7:25 pm
on but also the long-term term he sugsdz from the police department. i think that the great study done has a lot of practical advise. i'm feeling much better about the 40 years of having my bicycle stole in middle school. i think with the police departments suggestions i feel like the law enforcement side is one of the key points of having a much stronger prosecution and ability to go after the theft rings that some people brought up 90 from the public and so my hope is we can look at those long-term issues and with the district attorney's office.
7:26 pm
on the other side i'm grateful for the that your, honor with save and especially from the it depends that have spoken here today. but i feel better about louis my bike and we need to promote bicycle as a key mode of traffic. and i want to add that one of the things that stuck out in my mind there are a lot of people not reported the bicycle theft. so regardless of the proof or minimal they need we want to stress the importance of reporting. so in the presentation it had estimates of the potential number of bicycle thefts and a lot of that folks have tome
7:27 pm
their you bikes have been stolen but never reported. i think i want to make sure we include a way to do reporting so people can know what their sets up are in terms of reporting and highway we he can be just pro-active about getting 23 that information out into the public. thank you for all the participants and i'm happy we've tale a leadership role so we can get the problem under control >> thank you. i forgot to mention the work done in my office i did some work but peter did the outreach and i want to thank peter for his work >> i move to table this item.
7:28 pm
>> okay. great thank you very much. again, i want to thank all the participantss to the bicycle coalition for sf save and to our city staff and the police department and the public and for the mta for their work and officer friedman thank you you are truly on a unsung hero. so with that we have a motion of table. thank you very much. thank you supervisor breed and periphery more and more to you and your staff. mr. clerk call the next item and it's on the storm preparedness >> that was another issue brought forward by supervisor
7:29 pm
mar. >> thank you so i wanted to thank chair campos for hearing this important matter on storm erroneousness and preparedness. it's another issue that's been brewing since a tremendous amount of water leading to a man cover busting forward and raw sewage flowing into the pacific ocean and other problems throughout the city when this happened. i know we're faced with climate change leading to unpredictability of weather patterns whether a number of
7:30 pm
regional bodies participating there will be more thurmdz and high winds. even this past year they lead to flooding and property damage and also the safety of folks. but it's been a priority to make sure we're prepared for those types of sformz. we are within our departments working on the best methods to address issues but it's come to my attention as many baerments of varies buildings and many homes and the basements and in-law units tend to get flooded so it causes a horrible situations with molds
