modification. the dr folks are concerned about the post panels and roof access. the planning department is remedying that the planning department match the dr south light well, to adjust to 5 feet >> thank you. dr requester. >> good evening president fong and commissioners. this is my wife. i live at 2154 larkin street.
5:31 am
i'd like to say thank you for your consideration of this discretionary review and i appreciate the help of the planning department. my wife and i have been renter and we moved into our home. the proposed project has us concerned that the increased height will adversely effect the light which is the primary reason we purified the home. we have vivid our life savings and the thought of living in this for the next 40 years saddened us. the areas that would be implicated are the window in the stairwell and the windows in the
5:32 am
master bedroom and i'll briefly touch on one area. this is the interior view of the stair to and from our master bedroom that window is the only nature light to the stairwell. we suggest adding a light well, in agreement with the planning departments recommendation all other light wells are being matched according by the project sponsor. although we gained a broader aspect we begin to question the impact and recognize it's no, not the jurisdiction of the planning department. we're trying to come to an
5:33 am
agreement. both parties have spent a lot of time on this. the builder understands this and we have no prior experience with the planning department or other folks involved. we've been open and cooperative and we've had 350 face to face discussions. this process has taken a toil on us and more comes to light to see this is an exceptional and extraordinary circumstances. we've noticed a lot of strangers coming and going to our neighbor's house. they've been renting out their
5:34 am
top floors. this has been going on since 2011. those are being rent by 5 days increments for 1 thousand there's a day. as your aware short-term ridges or rentals maybe prohibited without a conditional use permit. given the profit in residential neighborhoods is introducing the zoning designation and infringe on the square parking and they impact the residential community. i love our neighborhood and i serve on the neighborhood board.
5:35 am
it smells this exposes us to unnecessary risk by transient and shouldn't be loud. in summary i'm respectfully asking you to a discretionary review with a few things in mind the nature impact to the light we receive and the issues brought up to the gentleman and the use of the neighbors homes for improper preferences >> thank you. oh, is this a 3 minute part >> i'm about to ask if there's speakers in favor of the drs proposal. >> good evening. several months ago i was asked
5:36 am
to look at the documents for the remodel for 2425. the proposal presented we're going to identify any project adjusts. we look at the guidelines with regards to the light well, it's an understandable revision and you're relating the modifications that in my experienced in san francisco typically smaller lots are for smaller projects and the oppose for larger ones. this structure can lead to over
5:37 am
building the site. we came to the following conclusions first, the impact on the clients light well. and second the impact on the other light wells individually may have seemed small but taken as a whole it has a substantial impact on the quality of light and air. there's some things to be discussed and items that are incorporated into the addendum process and including the roof hatches that will have an impact. in summary this is a large project for the lot and my clients expenses are mounting
5:38 am
everyday for the drywall cracking. it's unfortunate that the sponsor is expanding his property that mitigation couldn't be arrested to. we request that you match the light we will to not allowing any additional construction that may further impact my client and my clients risk is limited to the damage of foundation. i want to close by looking at the building session that the building spokesperson has provided. note although this project can impact walls on my clients residence we're only asking inform the light well, to be matched. it's not a big task.
5:39 am
thank you. now calling the project sponsor >> good evening president fong and commissioners. my parents john and emily and myself own 2445. my wife and i reside there with our two children and my parents are on larkin street and other families stay close by who is our good friends. over the course of the last two
5:40 am
years we've he crafted a project that the neighborhood is comfort with and also the planning department. we've come up with planning designs that incorporated concessions there were presented to us by the building department and so on. started working diligently with the planning department to achieve a project that was sponsored by the planning department we were unable to satisfy your neighbors. as you are aware we submit the information the planning department overlooked the light well, and kate will attest to you pointed out this was a light well.
5:41 am
and in the light of understanding kate and the planning department changed their recommendations for us to match the standard procedure that was on july 2nd. and what we agreed to generally, the light well, some preserve the light and air in our dense environment and in this constant there's a circumstance that doesn't apply to other prospers. the 2001 renovation project as you can see the light well, doesn't run the entire length of the building. the recommendation to match this light well removed our right to builds in the neighborhood.
5:42 am
we have the rights shifted you thought the process is it's been the preservation of property. we've made many concessions pie concern is having to match the light well, our view will be directly into the neighbors master bedroom. this is a quick sketch you can see where the light window will be and that's the outline of the neighbors building. it's also interesting to me this light well has become such an issue we've agreed to all the demands except for one. however, i was very sure with
5:43 am
our structural engineer we designed to out to the neighbors last week and i haven't heard from them. i redesigned the floors several times and lower the levels that further lowered the need of t thees vacation line. so they said we've come to an agreement we've spent a lot of money. and we're willing to pay for the shoring but found it a little bit of unnerving. but in the hopes to make them feel comfortable we offered to put him on the wrap up policy
5:44 am
and taking care of of any litigation financial and we went ahead with our engineer team to restructure the design. and once again the light well, was never their issue it was privacy andes vacation and they brought up the light well during the operation of our previous meeting that was never an issue >> thank you. calling speakers in support of the project sponsor > >>. are there any speakers 90 in support of the project sponsor >> i'm the mom. i mean this is my husband. we have 6 kids and my son
5:45 am
married a gal from usa trail so when we travel my son will rent the place out. i want to see my children but they also come to visit a lot so we're happy to have a place in san francisco for them to stay. i have nothing else to say, john you want to speak? >> okay. thank you. are there any other speakers in support of the project sponsor. requester you have a two minute rebuttal
5:46 am
>> thank you. regarding the one point that latin-american was never a concern of ourselves you'll see a memo in our packet that states the concern and it states that the project sponsor said he'll get back to the architect about the changes. he was not willing to change his design unless required to because he, he simply ignored us. we focused to come to terms on others issues since this was ignored >> can i add. >> one minute. i want to point out a couple of of the photographs in our packet. my client purchased unique home.
5:47 am
a lot of the enclosure about mitigated so as opposed to fighting this whole project. and to address the project sponsors comments about the light with window not put a window there against the back wall. thank you. >> okay project sponsor you have a two minute rebuttal. >> so i'd like to make a couple of follow-up points. as you can tell by the sun study there's very little impact upon the property throughout the course of the year. you know, we're looking at
5:48 am
march 21st there you're seeing a little bit of impact but importing and exporting nothing in the building and here in june something minimal. and it's the worse time of the year the sun is low we did that study and regarding working with the folks i met - tried to meet with them twice before i submitted this project in august. both times when i knocked on the door and spoke with the gentleman he was too busy >> i said i'd like to get our comments first, we set back the roof-deck for privacy purposes
5:49 am
in all honesty, i tried to work with raul but it was also foundation and privacy. and that's pretty much it. i wish he'd express f that from the get go but it's hard when i try to meet with someone and they can't find the time and making me wait and wait 1 hundred and 32 days to the planning part. thank you >> the public hearing is closed and opening up to commissioner comments. >> well, i think i have to pretty much go with what staff recommended although it's not be been discovered it's only good
5:50 am
to match the height and dakota take the dr and approve it with the dr to provide a matching light wall. >> second. >> open that motion commissioners to take the dr and take the modification proposed by staff so move forward commissioners that motion passes unanimously 6 to zero and places you under a public comment i have no speaker cards arrest any public comment? if none the meeting is
5:51 am
>> hi. welcome to san francisco. stay safe and exploring how you can stay in your home safely after an earthquake. let's look at common earthquake myths. >> we are here at the urban center on mission street in san francisco. we have 3 guest today. we have david constructional engineer and
5:52 am
bill harvey. i want to talk about urban myths. what do you think about earthquakes, can you tell if they are coming in advance? >> he's sleeping during those earthquakes? >> have you noticed him take any special? >> no. he sleeps right through them. there is no truth that i'm aware of with harvey that dogs are aware of an impending earthquake. >> you hear the myth all the time. suppose the dog helps you get up, is it going to help you do something >> i hear they are aware of small vibrations. but yes, i read extensively that dogs cannot realize earthquakes. >> today is a spectacular day in san francisco and sometimes people would say this is earthquake weather. is this
5:53 am
earthquake weather? >> no. not that i have heard of. no such thing. >> there is no such thing. >> we are talking about the weather in a daily or weekly cycle. there is no relationship. i have heard it's hot or cold weather or rain. i'm not sure which is the myth. >> how about time of day? >> yes. it happens when it's least convenient. when it happens people say we were lucky and when they don't. it's terrible timing. it's never a good time for an earthquake. >> but we are going to have one. >> how about the ground swallowing people into the ground? >> like the earth that
5:54 am
collapsed? it's not like the tv shows. >> the earth does move and it bumps up and you get a ground fracture but it's not something that opens up and sucks you up into haddes. >> it's not going anywhere. we are going to have a lot of damage, but this myth that california is going to the ocean is not real. >> southern california is moving north. it's coming up from the south to the north. >> you would have to invest the million year cycle, not weeks or years. maybe millions of years from now, part of los
5:55 am
angeles will be in the bay area. >> for better or worse. >> yes. >> this is a tough question. >> those other ones weren't tough. >> this is a really easy challenge. are the smaller ones less stress? >> yes. the amount released in small earthquakes is that they are so small in you need many of those. >> i think would you probably have to have maybe hundreds of magnitude earthquakes of 4.7. >> so small earthquakes are not making our lives better in the future? >> not anyway that you can count on. >> i have heard that buildings in san francisco are on rollers
5:56 am
and isolated? >> it's not true. it's a conventional foundation like almost all the circumstances buildings in san francisco. >> the trans-america was built way before. it's a pretty conventional foundation design. >> i have heard about this thing called the triangle of life and up you are supposed to go to the edge of your bed to save yourself. is there anything of value to that ? >> yes, if you are in your room. you should drop, cover and hold onto something. if you are in school, same thing, kitchen same thing. if you happen to be in your bed, and you rollover your bed, it's not a bad place to be. >> the reality is when we have a major earthquake the ground
5:57 am
shaking so pronounced that you are not going to be able to get up and go anywhere. you are pretty much staying where you are when that earthquake hits. you are not going to be able to stand up and run with gravity. >> you want to get under the door frame but you are not moving to great distances. >> where can i buy a richter scale? >> mr. richter is selling it. we are going to put a plug in for cold hardware. they are not available. it's a rather complex. >> in fact we don't even use the richter scale anymore. we use a moment magnitude. the richter scale was early technology. >> probably a myth that i hear most often is my building is just fine in the loma prieta
5:58 am
earthquake so everything is fine. is that true ? >> loma prieta was different. the ground acceleration here was quite moderate and the duration was moderate. so anyone that believes they survived a big earthquake and their building has been tested is sadly mistaken. >> we are planning for the bigger earthquake closer to san francisco and a fault totally independent. >> much stronger than the loma prieta earthquake. >> so people who were here in '89 they should say 3 times as strong and twice as long and that will give them more of an occasion of the earthquake we
5:59 am
would have. 10 percent isn't really the threshold of damage. when you triple it you cross that line. it's much more damage in earthquake. >> i want to thank you, harvey, thanks pat for test,
6:00 am
test, test, test, test, test, test, test test >> good morning i apologize for starting late this morning. but welcome to the regular meeting of the government oversight committee i'm supervisor cowen and my other supervisors. the clerk. i'd like to thank our sftv for broadcasting this session >> please make sure to silence all electronic devises and any document should be submitted to the clerk. the items will
