3:30 am
most of the areas of concern we've talked about japan town and the investments in the neighborhood. allow them like most plans it is up to the community. we can't start a community land trust. f this is kind of the nature of the clafb effort. i want to bring up our executive director. >> thank you steve. president and commissioners. tim. i'm bob member of the japan town organizing committee. this would not be possible without the patients and a diligence of director ram tim
3:31 am
and shelly. on behalf of japan town thank you all. i'm here to give you a brief run down on the community participation and the outreach efforts of the organization committee. this is the third version of trying to save the culture of neighborhood. still we don't have a document endorsed by the city. it starred in 2007 and in 2009 that plan was sent back to the community to work with the planning department for further refinement additional since then we've completed it. we have conducted focus groups and meetings and outreach to stakeholders and it's been a
3:32 am
long road. since february alone we have conducted one community meeting and outreach to over thirty community organizations property owners and mentor and resident groups. during march and april and may we have incorporated changes. this has been an inclusive and continues process. we'll be{in september. over a long pet there's going to be a change of people and different recommendations are expected. however, it is good to see overall those meetings overall those years that the vision and the goals have been largely
3:33 am
unchallenged and to support this it is needed to perpetuate japan town. it includes the recommendation of the cultural aspects of this neighborhood as well as further the idea of a citywide cultural tougher than that program. j h is a consensus of what we've received over the years. a couple of quotes that continue to stick in my mind includes at the early meeting one resident said japan town is a desirable market and identification is
3:34 am
imminent arrest another resident said we don't want a disneyland this isn't about blue tile roofs that's about a neighborhood. at the community meeting another said it's not about saving buildings but what happened in buildings. a property owner has said and he's been continual saying what we recall losing our japan town. we need some written and approved document to point out to what we want from this community examiner i'm confident that j h is that document and b will be our stack in the ground that will guide our future. we look forward to to the prelims plan felt strategy and working with the mayor's invest in the neighborhood program. in closings it's good to see
3:35 am
that the market books issue is a future topic. the japan community is legion. i look forward to see us study the land mark of not just physical landmarks but also buildings of significant importance. thank you and i'll be around for questions >> thank you very much. if i might real quick we have a hard stop at the 4:30 but we have 10 hard cards. if my commissioners don't mind we'll go to public comment
3:36 am
>> i was going to get to a presentation by why don't we come back. i would like the phone calls in the building who traffic to come up. we have 3 minutes can we shorten that i would like to hear from everybody is one minute okay? >> okay one minute. i'm to call out names (calling names) >> i'm make this real fast. i'm the job representative to the japan town committee. it's the japanese organization. i want to thank the planning commission and a director ram
3:37 am
and that a all others. i was pleasantly surprised to refer that back >> it's 30 seconds. >> okay. let's do 90 seconds i know it's odd let's just do that. i'm very surprised this plan is preceding as others have said. i thought it threatened to a - i just want to say thank you very much for allowing us to proceed and i be this plan is virtually
3:38 am
important >> thank you, mr. warner. >> good afternoon. i want to say that what's really impressed me t is the cultural heritage sector that it moves beyond the traditionally historic preservation concerns i have landmarks of stoud architecture periods of landmarks of rich and a famous. it expanded the history of the community. and that's very important basis that's telling us where we came from and where we're going. and i think the community
3:39 am
heritage strategem they've been developing is an astounding start and that's pa a big deal >> thank you. (calling names) and a commissioners good afternoon and very much. i want to thank both bob and steve for their presentations. i think they did a job that the steps our community as taken to bring it about. when we started with the planning process it's how do you make investment happen. and then you, you know, a funny thing happened on the way to the forum hey wait a minute we might lose our fabric here.
3:40 am
at the same time that commission was coming into being and i think this is one of the things that happen. i say okay. the right people are coming together at the right time where the ideas can be considered and given full thought. i want to thank our planners and one was paul lord who helped to forward our community as a social community as a business community and making our planning document work for that. and finally i want to say that sometimes, we get so focused on planning we wanted to do this as japan is a historic community and i really want to invite all
3:41 am
you commissioners to come to japan town and get to know us and our risk first-hand >> thank you. the benefit of the public the time is loud now is a half minute. >> so the first ding will indicate our time is up. >> good morning. i'm robert and my families lived hero since 1906. i'm a property owner still and been on the board of supervisors for the japan town cultural center for northern california. and in those capacities i do them because i want to try to preserve japan town the one i grew up in and i think this document side that so i want to add my support and hope you will
3:42 am
also support it interest thank you very much >> thank you. >> i'm ken i was born in japan town in 1934. traditionally when we the identification of the historic preservation and the historic identity of important sites and a buildings was seen as an important addition of this commission but in this last presentation made to you i made the observation that certainly culture has plated a role and needs to be sustained through
3:43 am
the policies. we appreciate that recommendation and that wisdom and also we're excited about the concept of j h and thank you. >> thank you. >> thank you for having me address you guys. i'm greg i'm a community aid for the japan task forces i've been there since january 1st but doing most of the outreach, you know, actively involved in the thirty outreach meetings, two community meetings and we set up a public display to make sure that the access to the information that steven and bob
3:44 am
presented has an effect. the cultural heritage is the sustainable ability is really difficult i think in today's world to try to put your arms around those things but in general the people in the neighborhood have been concerned. and i hope i help support in strategy. thank you very much >> any other members of the public wish to speak on this item remember the first bell is the 90 second indicator. >> i would like you to please endorse this plan even though the population of the japanese and a japanese-americans maybe small we still have ties through
3:45 am
the peace and get issues related to japan and japan town i look forward to our fulfill support of this. thank you >> thank you. >> good afternoon, commissioners i'm alicia. i'm representing the san francisco churchs in japan town. and i have raised my name family in japan town for over 25 years. right now i want to thank you four listening to us and one of the things coming up is the documents. i've been active in the community and right now, i'm also working for a company that's a tourist organization that brings people from all over
3:46 am
the world to japan town and we take them around to the restaurants in japan town. i'd like to invite you to come and taste the food and understand how for this community is to me >> thank you. yes >> i might as well say something. i think what's important you guys are support j h s that isn't itself question. i think the question is how you do that and donates in the form of the recessing resolution to adopt or endorse or whatever this is a unique document within the city in go commissioners. it isn't a zoning plan and i
3:47 am
think the nature of did you have to think about how that resolution is crafted. because one of the important things is a lot of falls back to the community the things like the recognition program so we recognize the cultural resources whether businesses or whatever but then what. what does that mean and how do we take it identification and do something with that. commissioner had some ideas and hope we can bring those forward in the documents. there is one of the things we recognize the policies in this plan but then as part of our resolution we want to say we want to move forward in los angeles police department
3:48 am
marking the peace formula and direct that to the planning staff within our work program. those are the things we should think president about between now and december >> any other member? >> yes. >> i copied this on friday as well and have enjoyedrd that. one of the things i want to bring up is i see a map of the historic resources but it's very small compared to the area that the planning department wanted study for japan town between 2005 and 2008. and i happen to be really familiar with this area going way back in time. so instead of just a map i need to see a list of the historic
3:49 am
resources but if that's 3 hundred and something it doesn't look to be and those are only cultural resources they need to be dlantd as much as opposed to other agricultural buildings so there's never imply confusion about what's a cultural resources and maybe it's architecture two and only you will - the funding is not important so we can't have that so can we try to get the information ahead of time. i really want to support the document thank you
3:50 am
>> any other public member wish to speak seeing none, public comment is closed. do we have comments in the last couple of minutes >> sure i'm you tremendously aspired and i guess i said encourage the community to work on the resolution of the resolution. i think what need to commit 80 some of the strategies going forward so thank you for your hard work >> and it's an amazing impressive amount of work and a impressive path. i want to commit about the notion of what do we do with
3:51 am
those things. i think it's a hard road when the use of the community isn't coming along with the mid age and a elders of the city. l are there members of the community where a child may not be supporting that business how do those things fly beyond the recognize this is a social construct we're supporting. it's a amazing >> it's really an impressive study and report. i think it's in some ways some of the most honest reports i've seen. you focused on the central points and one this is japan vs.
3:52 am
japanese-americans because the two in our history have been extremely different so that will be worked out. the other problem is the 5 percent residents the shifting democrat graphics. that's something that the city can't help you with. it's got to sort of happen or it won't work and i would - my thing or impression is there has to be a are you in custody focus maybe after this sits for 45 days or a month a are you nutd focus so focus on what lived work on your recommendations because so many of them you honestly said we don't have the
3:53 am
money or the neighborhood involvement for this. i don't think that street furniture and a signage will make any difference at all to this because people don't go to japan town to see the nice street furniture they go there because there's something cultural they want to see and if not participate in at least observe so maybe some of it will brush off on them. so there's a lot of programs you can analysis very, very carefully but you want to look through those and say what b will work for us and what is like more on the issues.
3:54 am
you have issues but you really say oh, we need an economically vibrant community. so good luck it's a wonderful, wonderful effort and it's something that not just the japan community are struggling with there's all kinds of community that are worried about will my children and grandchildren care >> i want to say it's a wonderful document and is indicative of mattion and that's really why i'm in the business. it's a well put together document it's comprehensive and it's honest and overoptimistic
3:55 am
but it's very well done >> thank you very much and thank you everybody for coming out today. and with this we'll adjourn this meeting of the p historic preservation
3:56 am
3:57 am
3:58 am
i'm nicole and lindsey, i like the fresh air. when we
3:59 am
sign up, it's always so gratifying. we want to be here. so i'm very excite ied to be here today. >> your volunteerism is appreciated most definitely. >> last year we were able to do 6,000 hours volunteering. without that we can't survive. volunteering is really important because we can't do this. it's important to understand and a concept of learning how to take care of this park. we have almost a 160
4:00 am
acres in the district 10 area. >> it's fun to come out here. >> we have a park. it's better to take some of the stuff off the fences so people can look at the park. >> the street, every time, our friends. >> i think everybody should give back. we are very fortunate. we are successful with the company and it's time to give back. it's a great place for us. the weather is nice. no rain. beautiful san
