westportal we do come to this districts i take it like coming home. i'm going to a defer most of my time to the captain who's trying to hide. it's been my experience they will find you. so we've been busy. we obviously had the one week where we had the plein crash but pretty much out for our last commission meeting there was an incident at 888 brendan street where a young man went into a jeweler mart and killed two women and injured another. officers were on their way back to the hall of justice and shots were fired at the officers

thankful nobody was hit. they did a great work and stood their ground and got him and the weapon into custody. the mail victim is still alive by unfortunately not able to save the two women arrest on saturday night the officers being in the right place pretty much drove into an active gunfights between two factions with a dispute over the territory. luckily nobody else was hurt and the intersection was crowded and accident streets were crowded. one person engaged in the conflict was killed another was injured and the gun and the suspects were taken into custody and he's been referred to

prosecution. the good news is those evidence are happening less often but their happening too often for anyone else's tastes but regardless the officers were where they needed to be and they're standing up for the folks who can't take care of themselves in their situations up against some of the weapons. on a lighter side we continue to engage the children in san francisco first year our jobs program is about halfway through a lot of the kids with partnership with the sf giving kids optioned to make good choices. it seems to me to be working. we're but a small piece of the mayors overall program and i think the successes in having a

quieter summer is due to a large part our kids are engaged. we had our first ever and we're partnered with the pacific islanders youth group in invitation valley and we're running a rug by camp. we have a famous rugby smaller fellow about two or three meters which is 6, 6 about 3 hundred pounds and he's fast so i'm glad he only that plays rugby. anyway it's a wonderful thing to have girls role models and boys role models pr i have to give

the credit to the rugby folks and for the money from the san francisco police department fountains and so i'm going to stop there and defer the rest of envy comments to curtis but when the evening it over it's been our tradition we stay around it would be nice to meet everybody >> i have a comment he want to do this during to the public. i want them to understand something. we in san francisco has been blessed with a string of very good police chiefs by you feel that and i'm not given to gratuitous comments but we are we have a particular blessing with the chief we have today.

if you have not heard or listened to this chief over the last year or so then you've miss the opportunity to hear from someone connected to all sectors of our community. hardworking and dedicated and smart but how he does his job. i want to thank the chief for also having an open door and fostering a sense of cooperation throughout the department and seeing a much improved police force in doing their duties. during the month of june people came up to me during the pride celebrations and it's made a

citizen clanlts in addition here this evening it senior investigator ed. it's a pleasure to be here this evening to speak with you about the office of citizen complaints. i've been to this empathies community meeting in the past to talk about the occ so bear with me if you've heard this before. the occ is the third largest civilian oversight of law enforcement allocation in the united states only sewer passed in size by new york city and chicagos civilian oversight agency. the office was created by a board of supervisors sponsored chart amendment in 1982 so it was adopted by voters to have an

office of citizen complaints. we're thirty years old we're became fully operational in 1983. we were originally with the san francisco police department but placed under the commission straight from the police department. the police commission is also a civilian body. the function is to assist the trust for the public by being the bridge in matters of police misconduct and police policies. to that end the mission is to insure police accountability by kicking fair and timely and unbiased investigations making recommendations on police policies and practices and kicking mitigation on the

matters. they investigate civilian complaints against san francisco police officers and make policy recommendation on san francisco police department policy. in california law enforcement agencies must have a procedure to investigate complaints by the public. the office of citizen complaints serves the purpose for the san francisco police department. we're staffed by a diverse staff of individuals who have never been police officers. our 35 members are majority investigators and the balance of our consists of attorneys and support staff. we conduct investigations of complaint to find out what happens and follow the evidence by interview the person or

persons who brought the complaint and the involved officers. we have superpower to obtain evidence. we obtain additional evidence from do police department by way of police reports generated by the department first year we also visit the site of laejd incident and while we are investigating that site we may take photographs of places or persons or videos. we aim to complete our investigation in 9 months and we must complete those within one year were when we complete an investigation we make a findings of whether or not the police officer violated imply police department rules or state or local law. the standard approved for our investigation is the prepens of

evidence maybe greater than 50 percent. if after the investigation the occ finding is followed up to the chief. he can accept our finding or not and he has the ability to compose discipline up to a 10 day suspension. if the occ recommendations that the suspense would exceed 10 days then the police commission has jurisdiction over those cases and the ability to impose discipline greater than 10 days first year in addition dots discipline side we provided

mediation services. last year in 2012 we facilitated 62 mitigations that represents 8 percent of seven hundred and 99 cases we closed last year. our mediation program allows the complainants to resolve the issues to input that form. the goal of the mediation is to bring the parties together to achieve a mature understanding. we have a partnership with the american bar association who provides us with the meters. we conduct our mediation in other languages other than english. it's volunteer so the officer and the victims must agree. i'm proud to report that last

year 90 percent of the officers eligible for mediation agreed to participate in the program. also the officer of citizen complaints last year was the winner of the brfrd ward. additionally our mission court reporter was this year's recipient of the president's award of dispute resolution of northern california. finally i'd like to share a few statistics we got in 2012 and how we resolved those complaints we received 4 hundred plus complaint and this is a 67 percent reduction. last year, we sustained leakages of 6 percent of our cases that we closed. we found that proper kick in 31 percent of the engages that we

investigated we found that 4 percent of the allegations were not true. the largest percentage were for unwarranted action followed by conduct reflecting misconduct. and 9 percent of the allegations that were received we didn't receive any allegations of unnecessary force. the demographics of our climate ants were african-americans comprised 26 person and caucasian were counted and latinos had 12 percent and pacific islanders 3 percent. our staff speaks several

languages including cantonese and spanish. two of our investigators are bilingual spanish speakers which is important because the largest number of interviews we conduct are in spanish. for languages other than the one previously mentioned we'll get those services. we have intakes in spanish and 5 in cantonese. we're located on the corner of van ness and marketed. we're assessable by public transportation for walk in complainants but we receive complaints regarding police conduct from 12 calls by e-mail and faxes. we're open monday through friday between 8 and 5 and on the off

hours we have on a answering service. you can file a complaint with the district station and they'll forward it to us. if any of you would like additional information i'm previously introduced a senior member ed and he's hear to hear your concerns. thank you >> thank you for your presentation. you know, we're very lucky director hicks has really turned the organization around it went from having low credibility to annoy one that has respect that are, in fact, it was very notable there was not a sustained allegation of excessive force by another police officers.

considering the number of officers it is the credit goes to the staff and police officers. we're not - we're community police officers we get out off our cars and talk to the folks. i think there's a great deal of credit that goes to the captain and hicks. it's important to build the bridge of trust. part of reason we have assurance about his leadership is abused director hicks and your team keets the facts and data you've got tape flight vofrdz who investigate those cases and it's the same thing in the criminal justice system officers can keep

moving on about their careers. i'm appreciative. president obama said one of the ideas in the wake of the zimmerman verdict when is a topic of another decision his work in illinois to begin to track any racial profiling to stop the folks and that's a useful tool in chicago. and certainly absolutely we're on a collaboration to the leadership we've been able to get good data about what's working and not working and take movements to be proud of in 2012 no officers had a complaint of
