6:14 pm
gentleman to come forward. we've got 3 operators who are going to be commended today from the transit division. >> good afternoon mr. hill. >> good afternoon chairman and also to the board of supervisors. on separate occasions or separate concurrences those 3 individuals encountered life or death decisions. they experienced intruders coming into the trackway. an individual jumped into the platform and another one fell out of the cheer and there was
6:15 pm
an toshgd person who fell on the tracks. in each stance they stopped the trains they were operating avoiding contact with each individual and saving their lives while keeping pegs save. and mr. gibson it happened to him twice. so on two occasions he had to stop the train to present an accident in the subway. so because of their actions we want to reward those 3 operators and present them with the 3 rewards. it's the safety of the system that's of most importance. our goals are to make a safer experience for everyone in
6:16 pm
addition to creating a work place that has outstanding services. and she was a granddaughter who made her way up to being a supervisor. so denise, larry and billy had chauchd those goals and their outstanding operators. please well them with a job well done. i want to personally say they're an exemplar role for all our operators. thank you each and every one of you (clapping) and i'm sorry, i if the record could reflect to recognize their

transport but i always rode the bus in the 60s. i walk until the bus catches up to you. anyway i don't want to go on but it's an honor to receive this ward and i'll say i'll continue to operate as safe as i can. i have no family my wife couldn't be here today but she'll see it on the internet later this evening >> you have a fan club here. >> yeah, i'm a nervous wreck. i want to thank muni for giving me my job. i recommend to everyone. my wife made it and she is with
6:20 pm
my grandson. and i want to thank my supervisor to push me the rest of the way to get here and david hill and billy gibson they've been supporters as well as denise green. i want to say i hope we don't have to repeat this again >> you thank you very much outstanding service (clapping). >> mr. reiskin. >> okay moving on a few things to update you on. first of all, the bike share launch it's thursday august 29th. a couple of weeks away we'll be taking part with the water
6:21 pm
addict on that day the location will soon be revealed. i'll make sure the public knows. when it does launch there will be 24 access for the and that'd be at 35 different stations prominently around the edges of the city we're hoping to expand to 35 bike stations. and we've already mapped out the full build out but i encourage anyone who might be interested to invite bike share.com and sign up and start peddling on on
6:22 pm
that ground 29. so some updates on the center subway. we launch the first of the tunnel machines on july she's made it two hundred feet to the north and gotten up to 35 feet and she'll probably end up beating a schedule she'll continue to make her way up. the second machine is right behind here and as soon as she clears the launch box we'll clear the assembly of the launch box and we'll follow hearing her north. with regard to the that demolition it's underway and it is started yesterday and we're
6:23 pm
working closely with the contractor and the neighborhoods to minimize any impacts and that work will be completed after which we'll start construction of the retrieval place. and then the next chunk of activity will be the efficiency of the stations as well as the track work. likely the first activities for that contract will be the demo of chinatown and the moscone station sites and we're remedying the process of public outreach around those. so good process all around on central subway. moving on to the t e p. i think this happened before our
6:24 pm
last meeting but the draft was released and it was scheduled to be finished by august 26th but it's been extend and we got some requests from the public we wanted to make sure that everybody has as much opportunity to fully evaluate it, it's about seven hundred pages which is what the environmental law requires. most of the comments we've received are project merit based so on the merits of the project as opposed to what the environmental review is analyzing which is the impacts and where the mitigations are. we're gathering those and we'll gashth those in the environmental process to make sure we have not missed imply
6:25 pm
impacts and we'll be responding to each one of those comments. the planning department is managing the eir for the environmental comments will respond to any project related comments. the planning commission is still holdings the hearing date of august 15th which will be another vehicle but for those who can't be there on the 15 the written comments what did i say - on that ground 15 >> yeah. i believe that was a few days ago. >> did it happen on august 15th? that was the original date - that's right we're on the 20th already but the beer still on track for the final eir in area 2014 so that's
6:26 pm
on schedule. one other point to mention. the substantive work of the t e p there's policy and capita improvements and service changes. the service changes proposed will result in a net increase of muni service by 10 percent. so assuming that all gets cleared through the environmental process the funding for that is something we'll be bringing forward in the proposed budget for the next two fiscal years so we'll focus on the capital improvements but the t e p will also focus on that. we looked forward to that. the other the course of this trial t e p item of note is our
6:27 pm
next pilot which is the filling ton limited. we hope to be rolling out in october. what this would do is provided limited stop service from sixth avenue into the downtown. so what we will be doing is running the trolley bus local from the beach to sixth avenue and that's limited downtown from 6th avenue we will have a motor vehicle and we'll be augmenting the service to get people downtown more quickly. we're trying to improve traffic time and safety and this will give us an opportunity to a analysis somewhat of a low cost way to a achieving the goals.
6:28 pm
there's more detail now i don't think i'll go into right now. but we've been doing community meetings on august 8th and there's one coming up in district 5. so we're trying to make sure that we get as much public understanding and analysis for feedback before we launch the pilot but it's slated for october possibly early november so it will be a good traffic time benefit but a great way to test the assumptions in the t e p. next the c puc. so you'll recall and i think we've heard through public comment the cpc initiated a
6:29 pm
process in december think january to evaluate what they were calling the new online transportation services. so those are the lessons and sidecars and those services that doesn't fall squarely within their jurisdictions as taxi regulateor. where that process is after a number of dismissing of comments and we're a party to this proceedings so we formally submitted comments. there was a draft decision issued i guess it was middle or late july and so the way the process works now that the proposed decide is out they had an open comment period which closed yesterday and the next step is for the commission to
6:30 pm
hear - to have a hearing on the proposed decision on the comments at which point they could adopt the issue. they could adopt it september 5th at the cpc meeting. so in terms of the substance of the decision there was i think generally i'd say first, we're happy it they initiated this process in the first place. they came out and said their framework was build to deal with the services we anticipated at the time. there was some frustrations over the course o
