the year with 22.63 million compared to budget, there are still some entries that get made after the books are closed to the department. and they are, some last minute things that occur. and but we don't expect this to change very much. this consists of 28.5 million in additional revenues over the budget and 6.11 million in savings. and we do plan to transfer 6.34 in deferred credits for permits that have been submitted but not all of the revenues have been earned. and we talked about this in the past. and in terms of the way that the actual budget occurred. this is the graph that i have up here on the screen, and the

budget in the charges for service, and the permits issued in 2013, with 36 percent greater than 11/12 and as we know there has been a lot of large, very large projects that came in, in 12, 13, and there were 9.37 more permits issued. and this is going to possibly start slowing down.

help at the committee when at the board during the month of september. i'm told the land use committee and full board will probably approve those amendments relative to the board of examiners and some of those technical issues that mr. roslyni just described to you. that will get approved in the next month. on our side i will say that we have now published through the reproduction office in english, cantonese and spanish an information borrow brochure on the retrofit program. we'll begin handing those out in chinatown when director was showing off his ping pong skills this past saturday. a number of people are beginning to pick those up at public counters. the idea of course at a they are on our website already in all three

languages. the idea is to make it as easy as possible for people to understand if they are in this pool of mandatory retro fits, here is what they need to do other legislation that there is some legislation pending right now that has been introduced by david chew on the district sharing non-potable water. we talked about this in june. the chief plumbing inspector steve pinly maybe concerned that this is a violation of a building code because you can't cross property lines apparently without violating the building code. so we provided some amended language to the puc. i had a message yesterday from someone at the puc saying that our city attorney has been talking to their city attorney

about exactly how this legislation may need to be modified, meanwhile i have forwarded to supervisor chew our recommended changes so that we could manage this issue that right now has yet to be resolved. i'm hoping that we will have a conversation with the supervisor staff and/or puc in the next few days about that, but that is something that is coming and i will bring in more details when i have more on that. there is also an informal working group that supervisor chew and supervisor avalos have put to go together to try to work on units. i'm sure you are familiar with the fact that many people have taken this on many times over the last decade or so, but dbi has been invited to be part of this working

group and dan lourary and i have been attending these along with rosemary boss ske and these will come in september. i believe the supervisors hope will try to put together some legislation to make it easier to protect some lower income housing and do so without violating building code or fire safety issues that have been challenges in earlier attempts. the only other thing i guess i would mention you mahar ordinance actually takes effect on the 24th of august. the mayor took a little longer to sign the legislation than was originally anticipated. we thought that was going into effect on the 15th of august

which is why the health department senior environmental inspector has been coming on tuesday and thursdays, but in fact the ordinance doesn't take effect until the 24th. at this point, combined with vacations, i don't think there is any mahar questions raised of the health inspector but we do expect that to change very quickly. i think that's about it. >> thank you, bill. >> item 12 c, update on tracking system. >> let the record show that commissioner melgar is excused. >> afternoon commissioners. i'm here to report status on the project tracking system. at the end of the report, senior

inspector will provide a demo of the devices, the mobile devices that was requested of us last time. the project tracking system were going strong. we have several of our business staff reviewing and testing the functionality everyday. there is a lot of functionality to be tested not to mention the complexity of fees and back and forth and then we have additional changes and requirements that are coming in with the new legislation, not just for dbi but for other we are doing for. i know in july we intended to do the planning in july. round 2 has been moved to october and which is again pushing out the goal life date from november to

the first quarter of 2014 which is march 2014. i know this is a shift in our original plan, but i think the department implementing this kind in dbi as well as the vendor feels the need to invest this extra time to go through testing and make sure everything we need in the system to accommodate our functionalities and implement we decided to go through changes and pushed that to march. >> have you contacted the people who said on these testing committees and outreach groups said in the meeting that was a long time ago? >> yes, we are going to be planning those. the citizen advisory group meetings, the public outreach, we do want to have a system, i did receive a contract date. as we test we

building inspector. here is a device. it fits in a pocket. i know it's small. it works well for us. we need to to have our hands free. something that wouldn't fit in our pocket i don't think would work that well for us out in the field. i have already logged in. this is my inspections for the day. i can touch on of course the screen gets bigger and smaller. here is when i at that period

on one particular inspection for the day, it gives me what it's for reinforcing steel. i can search by permit the history for this permit, this specific permit application. there it is. i can see the previous inspection is done there. so, i will go back. >> tom, can you move it down slightly. it can be framed so they can see. thank you. >> so that kind of gives you the past history of it. the nice thing about it also is we can, you can see in the past i have written out specific areas where the inspection occurred.

many times when there is a new foundation, they don't do it all in 1 shot. so you can see there is the notes specifically where it was taking place. say, if i did the inspection today, somebody else is. and then here is all the inspections i can put in. if it didn't pass, i would put reinspection required. so say if there was some type of issue, i can go like that and then i can go to save. the last thing i want to do is cancel that. i'm not sure what happened. i was out there today too, here is the

comments. say a pass and i wanted to put grid line a-d, i can put that comment in. once i do hit the save, it goes directly into computer. so, this is like realtime. it's on the web. it's going directly. it works out really well especially for final inspections potentially for people who say you have a contractor and they are waiting to get paid and the homeowner wants to see it's clear in the system, it can happen right away. instead of bringing it in, having it turned in and takes them a week or two for the courts to enter it, it gets entered right away. many times with banks, they

want to see that. it happens right away. so, that's kind of what that does. it's a smartphone. so, you can take pictures, you can go on the internet with it. so, we used it in code enforcement and taking pictures of different issues in the field. i have taken pictures of plans to bring it back to put back to the plan reviewers about things that i feel isn't sufficient. so it's a really good tool for us. >> so the photos will be part of a file? is that how it works? as soon as you take the photo, it will be part of the file? >> you would have to e-mail the photo. it's not part of the system. it would be like, i'm not a big tech person, this is

just showing you the -- >> wouldn't it be simpler to take the photo and have it go straight into that file? >> actually the folders can be attached to the application. there is a way. it has to be attached after the folder is being taken in the current system, however in the new system as you open up the inspections and you take a picture it can automatically attach it. >> it would be part of the file, okay. >> one of the previous discussion was especially in housing division when they go out to issue a post nov to take a picture so it would be documented when it was posted.

>> the new system can be taken and attached to any complaint or inspection. it is part of it. >> mistakes can happen when you try to e-mail the photo and you forget what this photo was. that's what i was thinking. >> just, what if incorrect information from the field is put in? >> it can be corrected. however there is an audit that is behind it that says you have this information and it's corrected this. >> so if an inspector keys in, that the inspection how far something was not right and then he goes back to the office and checks, that was right, that was -- how do you, that's part of a record. >> it can be corrected. let's say we have a comment information that was posted and

the information was incorrect, it depends on the information they are trying to over ride. however any changes will be part of the audit. you can retrieve that in the future. up to date information will be maintained on the record. >> even though it might be incorrect. >> the computer is not smart enough to tell whether it's incorrect or not. the data will be stored. it's up to us to determine whether it's correct or not. however old information would be part of the audit. >> so the subsequent update has to say we are correcting this? >> yeah. that will address that change. >> so that will show how many times that's happened. >> it's happened today, actually. >> thank you for the demonstration. >> thank you. >> item 12 b update on major

projects. >> good afternoon. i attached the major projects update. see any questions you have? >> commissioner mar? >> no. it's always good to get that list. it keeps us engaged. i have no comments more than what's is in your report. >> maybe i have a quick question and not so much for our department, but for those projects that are under permit, under review by planning. sometimes developers will come to us and say what's hanging things up? first, the tracking and does the developer know where that permit under review

is with planning? have they looked at it? >> okay. once they submit, we are already include it in the major project. if they are already under city review, it's included in that package. but other smaller projects we don't include it. only 5 or $10 million being included in this major project list. >> i understand, but maybe this is a little bit more technical and i needed an explanation. can somebody find out where it's at permit under review by planning, that can be a long time. is there a process in terms of where that plan is under review? >> they can see from our tracking system. when they submit to planning. when they get out of planning, that's in the permanent tracking system. the only thing we don't have is

bid housing and cde. this is just information for you of the complaints that we receive for the month. the complaint is in response within 72 hours. the complaints received and an abated without notice of violation. an abated notice of violations and code enforcement. this will give you a look at what we do as far as the complaints that we receive for the month and the outcome of complaints for the month. this is information for you. if there is any additional information you would like, we'll provide this in the report. would you like me to read the numbers on here? >> we are good. we have the numbers here. we are fine. this is the first round. so obviously -- >> this is the first round and we try to keep this basic so

you can go inside and get a synopsis for what's going on for the month. you can bring it out to me detail. we can put it in percentages, how many complaints are received in 24-48 hours. we as supervisors look at that. we want to have a quick response to our complaints. we want to know how many complaints we respond to in 24, 48 and 72 hours. we also want to know that we are investigating all the complaints. we actually even -- the next spreadsheet has all the complaints of all the supervisors to make sure that all of them are received and responded to in a timely manner. >> could you clarify some of the numbers for me? i would assume that the category that

says complaints received were about nov and beta complaints with nov means that they were resolved. the complaints were resolved, right? >> right. some of the complaints are -- complaints received and an abated without nov. that's a complaint that was taken and investigated and abated. >> okay. my question is why do those numbers, they are bigger than the numbers of complaints received? >> because there is existing complaints in the system. >> okay. you are not talking about the july and june months. >> this is just the month, we are trying to do it on a monthly basis for you. what we are trying to do by a monthly basis is give you a graph eventually so you can see where it goes on a monthly basis. there also maybe a certain amount in the system. the

amount per bid for the last 10 years is 3, 375 in 10 years. what we did is there is almost double that that we actively went back into system and reinvestigated all the complaints and we've been very pro active in that for the last 10 years. >> we are fixing the ones that were backlogged. >> correct. the numbers we have here on a basis of the complaints received. so complaints that are still in code enforcement with a ticket action on it will reflect on these numbers when they are abated. you don't get complaints on a monthly basis for abatement. >> commissioner, you will see the improvement because we will add more stuff in the code

enforcement and housing. you will see it will gradually improve the number. >> okay. one thing that isn't shown or maybe i'm missing it is the nov's that are longstanding -- >> i also got a number on that. the minor order of abate ments and violation are 7 thousand of them. code enforcements have been increased. they are scheduling 20 hearings a week on this. the order of abatements we can tell you the process. that's as far as they can take it unless it's a referral to a city attorney. the other cases, the notice of violations, they double to 20 a

week to schedule a code enforcement hearing. >> i was thinking of something a little bit before that, abatement appeal board. for example this morning's case when the first nov was issued one 1 year and it took 3 years before it went to director's hearing. before it comes to us, it has to go to director's hearing. part of that, kind of like this view of how long does it take, how many nov's are held for a year, 2 years, before it even gets to direct hearing? >> we'll try to get those statistics for you. a lot of these cases as you well know, once it goes to planning, it can be years in the process. a lot of nov will be complied
