the person on that and for the drug purchasing proponent argument no one will be listed on that because we're not moving forward on the family friendly ordinance. let me see if there are are any thoughts on that increase seeing none, can i see a motion >> without objection it passes. and then on the undertook lying motion as amended can we do that same house, same call. without objection the motion is approved as amended >> madam clerk please read the memorials. >> on behalf of the supervisor campos for the late ms. alicia kerry. >> i want to thank you. this is the last board meeting before our august recess and i hope

5:33 am
are very committed to combining for people in san francisco. and also ensuring that they have public safety. >> there are a lot of different personalities that come through here and it makes it very exciting all the time. they, their family or teach their kids have a swim. >> of the gem is fantastic, there is an incredible program going on there, both of my girls have learned to swim there. it is a fantastic place, check it out. it is an incredible indication of what bonn dollars can do with our hearts and facilities.
5:34 am
it is as good as anything you will find out why mca. parents come from all over. >> there are not too many pools that are still around, and this is one-stop shopping for kids. you can bring your kid here and have a cool summer. >> if you want to see some of the youth and young men throughout san francisco play some great pickup games, come wednesday night for midnight basketball. on saturdays, we have a senior lyons dance that has a great time getting exercise and a movement. we have all the music going, the generally have a good time. whether it is awkward camp or junior guard.

>> from more information, visit >> good morning. today is june -- july 30th, 2013. welcome to the san francisco county transportation authority. my name is john avalos, the chair of the authority. madam clerk, could you please -- actually, the clerk is chang. today we are being broadcast by sfgtv staff, joshua alexander and greg burk. madam clerk, could you please call the roll? >> roll call, commissioner avalos? >> present. >> avalos present. commissioner breed? >> here. >> breed present. >> commissioner campos? >> present. >> campos present.
5:36 am
commissioner chiu? >> here. >> chiu present. commissioner co-en? >> cohen present. >> farrell present. commissioner kim? >> here. >> kim present. commissioner mar? >> here a. >> commissioner mar present. commissioner tang? tang present. commissioner arena? commissioner arena present. commissioner yee? yee present. we have a quorum. >> okay, very good. thank you, colleagues, for being here. i want to make sure we had all of us here today for this special meeting to talk about our selection of an executive director. madam clerk, could you plix call the next item? >> item number 2, closed session, appoint/public employee executive director, information action item. >> great, thank you, colleagues. so, today we will be interviewing three of our top candidates that had been forwarded from the personnel committee. the personnel committee met in june, interviewed nine candidates and today three candidates are moving forward for us to interview in closed session.
5:37 am
these candidates, you have information packets about them in your packets forwarded by the hawkins company. we also have a presentation from the hawkins company prior to the interviews to discuss any questions people may have about any of the candidates and to go over a brief summary of each of the candidates who are going to be presenting themselves before us today. i have a sheet that i passed out that has questions for the candidates. the questions will be four minutes per person per question, and each question is assigned to a member of the personnel committee who will be asking those questions and you'll see that on your sheets in front of you. today we hope to be able to move forward with a selection of a preferred candidate that later will be finalized in a vote in september. we're hoping to have a consensus on a candidate that all of us can agree on supporting. that is something that will be really important that we actually have have really
5:38 am
strong working relationships moving forward with the selected preferred candidate when that person becomes the executive director. and then if we do -- are able to come to consensus, we will be able to spend the next couple weeks to negotiate terms of employment for the candidates and then we'll finalize that in september with a final decision that will come before the board. we may very well decide that we might have two candidates that will move forward just in case as one ranked above the other in case the first ranked candidate decides not to come to agreement before terms, that is an option we'll have before us. that is something we'll have during our closed session and a discussion about which candidates to move forward. so, before going into closed session and before -- we'll have public comment before we have closed session, wonder if colleagues have any comments or
5:39 am
questions about the process. okay. why don't we go on to public comment. my name is francisco di costa and for over 35 years i have been involved with transportation issues. i find this process totally unnecessary. for you supervisors that understand transportation issues, and if you are fully aware of the administrative code, you know that there are one or two of y'all who are drawing out this process, adversely impacting the constituents of san francisco.
5:40 am
so, having said that, i know you're going to go into closed session, and i hope that those of you who really love san francisco really care about transportation issues, really comprehend what is a transit first city, do not go into closed session with a convoluted way of deceiving us. i can clearly see, even though some of you all are supervisors, you find it very, very difficult to think straight. and this is one of the results. we need now to make a decision. we need to adjudicate and make a decision, and i hope that
5:41 am
those of you all who have the strength to do the right thing will choose a right candidate. so, i suppose i'm the only one from the public here. after public comment i'll leave. you'll go somewhere, make a decision and report it to us. at least do you all have some, some -- will y'all explain how that process will happen? because that should have been explained before public comment, i think so. >> thank you. any other member of the public who would like to comment? and seeing none, we will close public comment. [gavel] >> okay, we will now enter into closed session. >>please stand by - meeting in closed session
5:42 am
>> okay, are we live? so, we're coming out of closed session. we went into closed session in the morning session this morning and around 12:45 or maybe 1:30 went into recess so we could actually have the board meeting. i have to make this announcement. and we came out of the board meeting and went back into closed session as the ta. and now we're actually coming into open session. so, colleagues, can we have a motion not to disclose any confidential discussions we had? motion from supervisor farrell and seconded by supervisor cohen. we can take that without objection. and we also made a motion i need report on that we are
5:43 am
going to continue the discussion decision on the final candidate to september 10th of this coming fall, month and a half from now, and we will in the meantime, colleagues, will be conducting their own research and work on getting other candidates and we'll make a decision hopefully september 10th. we will make a decision september 10th. and, so, we can go on to our next item, item number 3 is introduction of new items. >> [inaudible]. >> we actually made that decision in closed session so we're just reporting on that motion that was made. so, we can -- it was a unanimous decision to continue the discussion until september 10th and have that item come before us september 10th. our next item, please. >> item number 3, introduction of new items.
5:44 am
this is an information item. >> okay, colleagues, i believe there is an introduction that will be handed to our clerk. we can fill out public comment. seeing no one come for public comment we'll close public comment on item number 3. [gavel] >> item number 4. >> item number 4, public comment. >> item number 4 is general public comment. and we are going to close general public comment for no member of the public to be here. [gavel] >> item number 5. >> item number 5 adjournment. >> we are adjourned. have a great break. [adjourned] ... (music) >> herb theatre, open rehearsal.
5:45 am
listen to the rehearsal. i think it is fun for them, they see our work process, our discussions, the decisions we make. it is good for us. we kind of behavior little bit when we have people in the audience. msk (music) >> we are rehearsing for our most expensive tour; plus two concerts here. we are proud that the growth of the orchestra, and how it is expanded and it is being accepted. my ambition when i came on as music director here -- it was evident we needed absolutely excellent work.
5:46 am
also evident to me that i thought everyone should know that. this was my purpose. and after we opened, which was a spectacular opening concert about five weeks after that the economy completely crashed. my plan -- and i'm absolutely dogmatic about my plans --were delayed slightly. i would say that in this very difficult timefor the arts and everyone, especially the arts, it's phenomenal how new century has grown where many unfortunate organizations have stopped. during this period we got ourselves on national radio presence; we started touring, releasing cds, a dvd.
5:47 am
we continue to tour. reputation grows and grows and grows and it has never stopped going forward. msk(music) >> the bay area knows the orchestra. you maybe take things for granted a little bit. that is simply not the case will go on the road. the audiences go crazy. they don't see vitality like this on stage. we are capable of conveying joy when we play. msk(music) >> any performance that we do, that a program, that will be something on the program that you haven't heard before. string orchestra repertoire is pretty small. i used to be boxed into small repertoire.
5:48 am
i kept constantly looking for new repertoire and commissioning new arrangements. if you look at the first of the program you have very early, young vibrant mendelson; fabulous opener and then you have this fabulous concerto written for us in the orchestra. is our gift. msk(music) >> and then you have strauss, extraordinary piece. the most challenging of all. string orchestra work. 23 solo instrument, no violin section, now viola section; everybody is responsible for their part in this piece.
5:49 am
the challenge is something that i felt not only that we could do , absolutely could do, but i wanted to show off. i can't tell you how aware i am of the audience. not only what i hear but their vibes, so strong. i have been doing this for a long time. i kind of make them feel what i want them to feel. there is nobody in that audience or anywhere that is not going to know that particular song by the fourth note. and that is our encore on tour. by the way.
5:50 am
i am proud to play it, we are from san francisco. we are going to play that piece no matter where we are. >> there are kids and families ever were. it is really an extraordinary playground. it has got a little something for everyone. it is aesthetically billion. it is completely accessible. you can see how excited people are for this playground. it is very special. >> on opening day in the brand- new helen diller playground at north park, children can be seen swinging, gliding, swinging, exploring, digging, hanging, jumping, and even
5:51 am
making drumming sounds. this major renovation was possible with the generous donation of more than $1.5 million from the mercer fund in honor of san francisco bay area philanthropist helen diller. together with the clean and safe neighborhood parks fund and the city's general fund. >> 4. 3. 2. 1. [applause] >> the playground is broken into three general areas. one for the preschool set, another for older children, and a sand area designed for kids of all ages. unlike the old playground, the new one is accessible to people with disabilities. this brand-new playground has several unique and exciting features. two slides, including one 45- foot super slide with an elevation change of nearly 30 feet. climbing ropes and walls, including one made of granite.
5:52 am
88 suspension bridge. recycling, traditional swing, plus a therapeutics win for children with disabilities, and even a sand garden with chines and drums. >> it is a visionary $3.5 million world class playground in the heart of san francisco. this is just really a big, community win and a celebration for us all. >> to learn more about the helen diller playground in dolores park, go to sfrecpark.org. >> hi. welcome to san francisco. stay safe and exploring how you can stay in your home safely after an earthquake. let's look at common earthquake myths. >> we are here at the urban
5:53 am
center on mission street in san francisco. we have 3 guest today. we have david constructional engineer and bill harvey. i want to talk about urban myths. what do you think about earthquakes, can you tell if they are coming in advance? >> he's sleeping during those earthquakes? >> have you noticed him take any special? >> no. he sleeps right through them. there is no truth that i'm aware of with harvey that dogs are aware of an impending earthquake. >> you hear the myth all the time. suppose the dog helps you get up, is it going to help you do something >> i hear they are aware of small vibrations. but yes, i
5:54 am
read extensively that dogs cannot realize earthquakes. >> today is a spectacular day in san francisco and sometimes people would say this is earthquake weather. is this earthquake weather? >> no. not that i have heard of. no such thing. >> there is no such thing. >> we are talking about the weather in a daily or weekly cycle. there is no relationship. i have heard it's hot or cold weather or rain. i'm not sure which is the myth. >> how about time of day? >> yes. it happens when it's least convenient. when it happens people say we were lucky and when they don't. it's terrible timing. it's never a good time for an earthquake.
5:55 am
>> but we are going to have one. >> how about the ground swallowing people into the ground? >> like the earth that collapsed? it's not like the tv shows. >> the earth does move and it bumps up and you get a ground fracture but it's not something that opens up and sucks you up into haddes. >> it's not going anywhere. we are going to have a lot of damage, but this myth that california is going to the
5:56 am
ocean is not real. >> southern california is moving north. it's coming up from the south to the north. >> you would have to invest the million year cycle, not weeks or years. maybe millions of years from now, part of los angeles will be in the bay area. >> for better or worse. >> yes. >> this is a tough question. >> those other ones weren't tough. >> this is a really easy challenge. are the smaller ones less stress? >> yes. the amount released in small earthquakes is that they are so small in you need many of those. >> i think would you probably have to have maybe hundreds of
5:57 am
magnitude earthquakes of 4.7. >> so small earthquakes are not making our lives better in the future? >> not anyway that you can count on. >> i have heard that buildings in san francisco are on rollers and isolated? >> it's not true. it's a conventional foundation like almost all the circumstances buildings in san francisco. >> the trans-america was built way before. it's a pretty conventional foundation design. >> i have heard about this thing called the triangle of life and up you are supposed to go to the edge of your bed to save yourself. is there anything of value to that ? >> yes, if you are in your
5:58 am
room. you should drop, cover and hold onto something. if you are in school, same thing, kitchen same thing. if you happen to be in your bed, and you rollover your bed, it's not a bad place to be. >> the reality is when we have a major earthquake the ground shaking so pronounced that you are not going to be able to get up and go anywhere. you are pretty much staying where you are when that earthquake hits. you are not going to be able to stand up and run with gravity. >> you want to get under the door frame but you are not moving to great distances. >> where can i buy a richter scale? >> mr. richter is selling it. we are going to put a plug in for cold hardware. they are not available. it's a rather complex. >> in fact we don't even use
5:59 am
the richter scale anymore. we use a moment magnitude. the richter scale was early technology. >> probably a myth that i hear most often is my building is just fine in the loma prieta earthquake so everything is fine. is that true ? >> loma prieta was different. the ground acceleration here was quite moderate and the duration was moderate. so anyone that believes they survived a big earthquake and their building has been tested is sadly mistaken. >> we are planning for the bigger earthquake closer to san francisco and a fault totally independent. >> much stronger than the loma prieta earthquake. >> so people who were here in
6:00 am
'89 they should say 3 times as strong and twice as long and that will give them more of an occasion of the earthquake we would have. 10 percent isn't really the threshold of damage. when you triple it you cross that line. it's much more damage in earthquake. >> i want to thank you, harvey, thanks pat for >> now the se
