i want to refer to the special agreement between the disabled community. the disabled community agreed to pay for parking. they had this right but if something is free you can't have enough of that. isn't this a tremendous conflict when people coming in come here and talk about their needs. their dulsz in the room and they're going to help the system and do something good. we have changed the planning code to have people provided parking and we found that wasn't enough. so we got into permits so all the people would have parking. and so, now i think that is it a special thing.
