they should know where is the movement? so if it comes to us, if we issue an nov, then i feel like we need to move on it whether it's movement towards resolution or movement up further to, you know, to director's hearing or whatever. because that's been kind of the frustration from whether it's a building owner with violations or whether it's a tenant who complained and then our housing division issued a violation. is that they didn't get the sense that there is movement. so sometimes there is not just the time, but as long as they feel it's moving, then, it's less of a mystery or stress about it. >> two things that have happened in that front over the last few months. dan has

instructed that we assign one inspector in full time and code enforcements cleaning up the abatement language for a while and maybe in a position to close the case. but it brought us the sign -- we want to spend full time doing that and over the last few months where the abatement was issued and the case could have been closed but we weren't aware because it wasn't brought to our attention. the other thing that has happened is our staff has been increased in code enforcement. the number of guidance dealing with complaints in the third floor have gone from 1-2. what's happening now is cases that are getting a second order have come to us quicker. we get a staff received for healing. over the next few months when this report continues, you are

going to see cases going from first to second quicker, going to hearings quicker and issued quicker and having the $52 fear where property owners when they realize they are going to pay an on going fee every month, they are going to resolve their cases quicker. cases go from start to finish at a quicker cycle. i think tenant direction has initiated a lot of these and you are going to see a shorter cycle from beginning to end. >> it kind of talks back to where the commissioner lead the data because i'm with you, now that we have this data, we might be able to see that movement that we are talking about. >> of course we have old cases. they are just like the cases you heard this morning. they are very difficult. you have one owner and you have a

tenant, they don't have access, there is eviction and they might have to do this work, there is death in the family, there is sickness and a lot of problems we have to deal with all the time. we use our direction is. a -- discretion. we get compliant but it takes time. when they have hardship involved we want to work with them. we don't just want to crucify them. >> we are going to have to be smarter in how we approach these nov's and start categorizing them as we understand them as those types of situations where you can't move them period. i think this is where this is going. the conversation is going to continue. thank you deputy director for bringing that and acting director for putting that together. we look forward to seeing that on a regular basis. >> we look forward to putting

>> and norton? >> yes. >> item b presentations to the board of education, superintendent's report. mr. carranza. thank you, president norton and good evening everyone and i i have a few thoughts that i would like to share with everyone and listening in the public. last week we were honored to welcome our students back to the classrooms for learning, for the 2013, 14 school year. and i'm very happy to report that the students came back and you can hear the excitement in the air on the students that i visited that day. >> i did have the pleasure of visiting the sites on open day and i could not have been more pleased with the teaching and learning that was happening on the first day. i joined with the parents and children at gratan elementary and i saw so many signs that

encourages the students to mroer including a garden to see how the water system works and an interactive computer, and ecology theme and tents inside of a classroom. and i also had the opportunity to be at the middle school where i saw the students in math classes using ipads. to supplement their learning and the ipads in their hands, they were taking a presurvey, so that we can do a pre, post assessment of how it is impacting learning this year. over 20 students, also i had the opportunity to meet with over 20 students at walenberg high school in various leadership roles at that school and i had the opportunity to meet with them and they shared with me their summer internships among the students that interned at kiaser and they also had the opportunity to tell me about how the teachers and the principal

listened to their experiences and ideas and how they blocked together their peers for fun-filled student-led events. all in all it was a great day of learning on the very first day of school and we look forward to 179 more days just like those. >> t >> and so, i also would like to make a few comments and i know that commissioner wynns ajournd the last board meeting. but today we had the honor of honoring the memory of educator ruth ikolaner who we mourned her passing on august 7th of this year. but today we had the opportunity to celebrate her life, at the golden gate park with a celebration of her life. it was a truly remarkable event. students performed, students sang a number of community members and family members spoke of ruth'slife. and the universal feeling at

the end of event is that we all walked away knowing her better than we had ever known her. for those of you who are not familiar with ruth, she was one of california's top sculptures in the first japanese-american sculpture in the nation to achieve recognition in a very male-dominated discipline. we will remember her of being the name sack of the arts of public high school here in san francisco, but she will also be remembered for extraordinary sculptures and several in the bay area including the japanese and american memorial and the an draoe afountain in san francisco. she was born in los angeles in 1926 and she and her family were sent to an internment camp alocalsing about ever long

with others. they were moved to a camp in arkansas and showed a talent for art and continued to learn from other artists and she fostered and developed and nurtured a love for art but more importantly a love for sharing art with the next generations. 1982, she helped to build the school of the arts which was renamed in her honor a public school here in san francisco and from everyone's comments today, ruth was not only an artist she was not only a fine america in the greatest traditions of americans, she was a wonderfully dedicated family woman, her grandchildren and great grandchildren were there and her children, of course and we learned that she made an absolutely wonderful salad that there was a recipe there and we had many tales of her in her personal life and we

all walked away knowing more about the name sack. >> i like to thank everyone for honoring a great american and a truly great san franciscan. >> thank you, superintendent. item c, we have recognition and resolutions of commendations, there are two. >> i would like to ask principal bennett lee to come forward to present the rave distinguished service award. >> good evening, superintendent carranza and members of the board and i came here tonight with high colleagues, and to present and to honor our music teacher and it is our pleasure and honor to announce the rave distinguished award recipient.

and she was nominated for her dedication to students and the positive support efforts and the students, and she has worked for close to 30 years. vy personally worked with her for just about as long. and i, should not have wrote that part. one word that comes to mind when i think of her is passion. she sets high goals and expectations and there is ano nonsense approach. and they have them rise to the occasion and performing at the top of their abilities and takes music and performances seriously as she rehearses until she feels that it is presentable. she provides opportunities for students to shine. she coordinates events outside of school on her own time to give the news for the students, and to be able to proudly show case their talents. and i had the good future to have her ininstruct my own daughter at my school. she learned a few instruments and developed a love for music, and like me she can sing and

she does it poorly with a lot of enthusiasm. [ laughter ] >> thanks to the just do it, that she instilled in her. here are a few more accomplishments that she is proud of. she is the confident that joined her in the beginning violin class years back has graduated this past may with a full scholarship to the juliard school of music. and the course was performed at the young youth and young youth arts festival every year since its inception and there are new records for the students and wrote in all of her classes and the school sites and that includes, sunset, and my own school. she has been a member of the (inaudible) for 30 years and she is currently the pta secretary and she is currently also the san francisco unified school district, treasurer that the instructors of music and

all students at every school site where she teaches regularly, and she participated in the music festival, and the talent competition and so this is a thank you. on behalf of all of the lives that you have touched and thank you for the future lives that you will enrich and the music that you help us all find. and i offer my congratulations and thank you again for all that you do for the district and our students and families, thank you. >> congratulations. >> got it. >> got it. >> oh, yeah, sure.

>> thank you for that wonderful tribute. it brought tears to my eyes. sxim humbled and honored to be here tonight to accept an award that i actually really have a passion for. and the work that i do. and the enjoyment that i get from doing it, for 30 years, in this school district. and i know that many colleagues of mine, at the middle school, elementary and high school level could easily be standing up here and accepting such a nice tribute. now, when i was in the ninth grade i decided that i was going to be a music teacher and i had a ball doing it. some people say that i want to support the art, and other people do it. and i would like to thank the deputy superintendent and the superintendent, for the first time in 30 years, you picked up

an instrument both of you and played in the pit orchestra and high daughter was in that. i like to thank all of you, i have seen you at everything, and to support the arts, making people like me happy that they are in that field. i would also like to thank, the team and john who has given me everything that i needed to be in this particular situation. and i would like to thank my principals two of which are here tonight and they are giving me the support and that give the staff the support and some of my students are actually here that were in my class and so thank you all and believe me, it has been my pleasure. award, they are so special they don't just get one principal they get two. >> i would like to invite them to come forward to present the award to jamie osorno. i have to say that we call him hami. >> sorry. it is a male. >> okay. well, thank you. >> and thank you very much. good evening, and it is my distinct pleasure to one, share the introduction, so thank you miss wong for allowing me to do so. he is an example of what we strive in san francisco to do and in terms of raising our students, to become strong members of our community, and go through our schools, and then, contribute back into our system and in working with the schools and in working with the community to some degree.

and we started in san francisco. and pardon me. starting in san francisco in the real alternative program, and frankly worked his way up. he worked with the city, and was part of the crn. and when the students from the schools were having difficulties, well he knew him in the streets and he knew the families in the streets and he knows the community agencies and it was a constant advocate for years, went to school, at usf, to get his pps. and i worked with him with dr. scoles and he is probably one of the best atent ans that i have worked on set, diligent and working with the families and advocate and making sure that the students were on time but truly cared for so my perspective of working with him is just having the honor then to have him come and join me when i moved to downtown high

school as principal. and he came on as counselor, and he has done an amazing job there and i will pass the baton to miss wong but truly is has been a pleasure of working with him over the years and the years of dedication that he has given to san francisco and our students. >> so, i am the happy beneficiary of mark recruiting him to downtown high school. when he first came to us, he came to conduct with our student assistance program. and to work with us on tru ency and the following year he came on boardwise a counseling intern and was working with us part time. and he worked at another school that i will not mention, the other half of the day. and so the following year we were very happy that he chose to come to downtown high school to be a full time counselor and he is in his 6th year now, at downtown high school and we had to argue about that, he told me it was five and i had to show

him the numbers to prove that it was six years, by having a good time, time flies, and is he a wonderful economic counselor to our students and as mark mentioned, he knows the community, and he does home visits, he has connections in the community, where they come and give our students rides, when he takes them to the city college on an orientation and he has really built up the college growing culture at downtown high school. and revamping our whole college and career pathway, and organizing city college testing at our site and we have not had that for a long time and the last couple of times it was a full house, you know, we had 25 seats, in 25 students came to test. and he followed that up with making connections with counseling staff at city college so that our students have a home there and they come back to tell us that you know through him, they have

connections at city college and they have a place to study and they have someone who can help them with books and so he is has just done a wonderful job at downtown high school and he has been a real pleasure to work with. and very quiet guy but when you get to know him he has a dry sense of humor and the staff have all learned that and looking forward to him, you know, developing his creative writing talents one day so some day you may be reading or hearing from him, and maybe he will write in his days of downtown high school and so let me present jaime orsono. and it is funny to be here because when we went through high school, i thought that i had nothing, or anything to do with school but somehow it finds you and you find your pathway. and you know everything that i have tried to do, you know, i always look at it as i am there to help, and i think that everybody that has come before me that has taught me. to be who i'm have had great teachers and mentors that have kind of taught me to be rooted in the community i have always wanted to walk with my head high, and i have been helping family and people here in the community of san francisco, born and raised in the commission district and getting the good honor for the families telling me that i helped their child, sometimes, but sometimes it is just here and sometimes it is you know, good advice and sometimes it is you know connecting them with something that helped them out. so, like i said, thank you for this and i hope to do this is just the beginning of what i can do and i said, that the
