have the chief of police, sir >> well thank you very much. ladies and gentlemen, this is great we've got a full house. ladies and gentlemen, welcome to our wednesday august 28th san francisco police commission meeting. ? the best part of being on the commission. the last wednesday we got out into the community. there are 10 community meetings and this is - it's been a year since we've been here and this covers chinatown and the north beach area and the financial district. we do things a little bit differently. what we'll do is we'll start off by introducing the commissioners and the next thing that's not on the agenda there are some people in the audience here that we're going to accommodate for their

appreciation. >> thank you president. what we would like to do is honor a citizen today. last week two weeks ago on august 15th there was a female sitting on the muni bus at the stock exchange at stockton and gary and two suspects came up to a her and one grabbed her purse and pulled it off her shoulder that her shoes fell off but today, we're here to honor a citizen who followed those two suspects and then he got the purse back for the victim. the victim was 5 feet tall and 90 pounds. she was screaming for help and characterizing after the two suspects one was 5 feet 83

presentation from the university of central inform florida that recounted an event in a dorm that stopped an active short that had i u ds before he could harm anybody. this is an active partnership and we had special agencies there to make sure that we're prepared to deal with any sort of situation in any of our schools and work places to keep everybody safe. we're taking the two chiefs out for dinner. on thursday we did the mayors backpack give away at john o congressional and is b give away and to youngblood kohlman the at

risk kids have what they need to start school so nobody starts behind. education is a high priority. people having problems with crime all come from not congratulating graduating from high school. so if we can make sure our kids get out of high school we'll have a satisfactory place to live. we had a busy week. we promoted 55 sergeants on monday and we had a promotional performance and in the all because we're seeing so many retirements from our ranks so when we get those officers in we

don't run into any problems. we're making sure we transition and there are some of my appointments over there. we'll have an academy class. i know a lot of people want to know about staffing we're short 3 hundred officers or 15 percent. help is on the way we graduate another class at the end of december and then we'll be back to full staffing beginning in 2014. we are at a record low for fatality violence we've surfed 28 homicides. we've never had a total that low it's a 40 percent reduction but

we suffered a set back and the homicide daily is working a new case. we had a significant robbery in the mission district on saturday. both suspects fled and one suspect was identified. hopefully, we'll have the whole team in custody and with all the notoriety we made a significant break up on fifth and a market where stolen good days are trafficked in. the undercover officers had a string operation and recovered litigiously a treasure chest of stolen property we're trying to get to the owners and lastly we suffered a tragic event another

vehicle collision on folsom with a bicyclist involved and the report was made. the driver was at fault in that collision and we'll be presenting that case to the district attorney for criminal determination if any. but at least it was the driver was at fault. that concludes my report >> thank you for addressing the staffing. that's one of the questions i had but i want to add. maybe i can talk about this. i understand the contract discussions are going on. i also understand when the new contract is negotiated i have a regular exist.

francisco office of citizen complaints. we have also sherry you will hall. it is good to be here. we're also known as the occ. we're the side of the police department only surfaced by chicago. the occ was created by the board of supervisors in 1982 and became operational in 1983. p that was originally an officer in the police department but was put under an individual agency. the function of the organization cc is to assist the police by being the bridge between the public and the police psychiatrist and policies. to that end the office of

complaints the mission is to conduct fair and timely and unbiased investigations. making policy recommendations and conducting mediations between the public and police. the occ investigate complaints of police misconduct and make policy recommendation. in california law enforcement agencies must have a procedure to investigate complaints by the public against police officers. the office of complaints serves as that in san francisco. a diverse public staffs our office. we have 35 folk in the staff that have lawyers and support staff interest we conduct investigations to find out what happened. we investigate who brought the

complaint forward and survey the witnesses. we obtain evidence. we obtain additional evidence from the police department and foreign demonstrates generated by police department. we aim to complete our investigation within 9 months and we must complete our investigation within a year were one we do that we make sure that the subject officer who might have violated the rule we have the preponderance of the evidence where it may have been more likely to have happened then not. if after a investigation the officer if they've violated the rule we will further the report

and the chief can suspended the officer for suspension. the occ provides mediation alternative a mediation. we had 32 medications last year. we had seven hundred and 89 cases last year. we try to resolve issues with the caused member and achieve mature understanding. through our partnership with community boards and san francisco leadership we try to mitigate the situation. we conduct mitigation in other languages. for the participation in the mediates program is volunteer

and we must have the officers consent to ignored. i'm proud to say that our police officers participation was at 90 percent and we were the award winner. additional our mediation court reporter person was the recipient for the award of northern california. and just quickly i want to share a few statistics regarding the complaints we received last year and how they were resolved. in 2012 the occ had 4 hundred 36 complaints. this represents a 36 percent reduction in 2012. last year, we sustained 6 percent of the cases we closed and find proper conduct a
