in this regard. i don't think that they can do it better than we can do it. and i think that we here have the talent to figure out how to help ourselves. and how to help mlk. and i'm actually pretty frustrated with bringing in outsiders to help this particular school which i believe we can find our own talent to do that work. and if we need to put people focused on it, i would like to see us provide that dedicated talent to that particular site and that leadership team. and if we need more time, on working on that, i think that i would like to see us do that and work towards that. i don't want to give teach for america our money to do what i think that they already need to

be working on on their own and when they get it together, then i will be more than happy to entertain a package of how they can help us do some recruitment and retention, teacher refencing for a school like mlk. which i believe is highly specialized needs. and i don't believe that teach for america is that organization, i think that it is sfusd, and i believe that we are that organization. and one year, it does... i think that is the slippery slope for me. because, i just think that it will be easy a year from now, to have a different perspective. and they will be in our schools and it will be a lot easier just to keep it rolling. and i am hopeful that if they happen to get this contract, that we will be utterly super vigilant, regarding how they partner with us and how they work with our staff.

and i was hoping that we could set a record and end this meeting at 7:30, but that is not going to happen, so i want to remind everybody that we could be done by 8:00. and so that said, dr. murase report from the ad hoc committee from august 14th? >> thank you very much. we had five informational items. and we looked at first, the areas of the city with the lowest coverage test scores, and actually, there are a lot of rumors about who takes advantage of ctip one and moment priority and what we found is that actually of those who used this, and for which to the one preference was use and 44 percent was key and 44 percent were african american and so we are reaching the minority families through that

preference and so secondly we looked at the trends and the enrollment trends are very positive and we have many more kindergarten families applying to our schools and a very surprising statistic was that we have managed to keep 500 more high school students from either dropping out or rebeating a grade and so it is really very positive news in terms of student retention and secondly, we looked at the enrollment forecast, and third, we looked at middle feeders for bryant elementary and again, webster and because of the closure of the isa middle school, they did not have a feeder school. and the proposal, from staff, is to allow for just the transition year, and the ability for bryant and webster fifth graders to elect their own middle schools. and so that is the proposal.

and we heard an enrollment update and talked about the future meetings. and i just for the interest of those who are in the enrollment cycle currently, i just wanted to point out that students who did not attend the first three days of school were withdrawn, openings were filled, from the wait pool and the wait pool process will end on friday, september 6th. wait pools will be dissolved and no transfer period will be implemented, however, requests for spring transfers will be accepted. beginning november 9th. >> and also another big day in fall, is our public school enrollment fair, on saturday, november second. and our next meeting of the student assignment ad hov committee is september the 11th. >> thank you, commissioner

murase. >> commissioner haney. do you have an announcement? >> i would like to invite everyone to the personnel labor meeting that will be happening wednesday, september 11, at 6:00 and we will be looking at the diversity of our staff here at sfusd. >> thank you. >> go ahead, commissioner wynns. >> i would like to announce the particular date of the budget committee will be the next wednesday, and the first wednesday, which will be the fourth and we do not have a quorum for that evening and so we are postponing that meeting until september 19th. >> and that meeting will be at 6:00 here in this room. thank you. >> all right. >> superintendent has a brief reminder to the staff on commissioner haney, returning. >> superintendent, i just didn't, there was a bit of chatter, could you say the date for the committee?

>> september 19th. not next week, it is postponed from next week to september 19th. >> thank you. >> thank you, president, this is a reminder to all faculty and staff because we know that all students, already live in san francisco, and but, just a reminder that the bay bridge will be shut down tomorrow. and so, we are going to remind folks that tomorrow evening the bay bridge will be shut down and so start making your plans to get here school will be in session on wednesday, thursday, and friday. and again, we know that all students already live in san francisco and that is not a certain but for the staff members a commute, but we want to just remind you. >> thank you, superintendent. >> commissioner haney do you have a report from the rules committee? >> i will give it a shot. after checking with the members about what exactly occurred. >> and so it is pulled from the rules policy and legislation committee on august 21st.

we heard a legislative overview, and heard a bit about the latest with the lcsf and the budget and the next steps and some of the conversations that are happening at the state level and an update on the bills and a number of them were signed and we were happy about that clearly because of the power in sacramento. and i number of others are considered and we are putting out alerts and letters and stufp and continuing to follow up on those. and we then had a number of board policies that were heard and that is where the conversation was figured out where the next steps are on those. and we pulled the board policy 4040 so that was not heard. and there is additional questions that are being addressed. and it is going to come back to rules. board policy 5166, 1342, and 6173, and 1220, all of those will come back for the first reading, i think that it was our understanding of the next step and there was a lot of conversation in particular

about board policy 1220 that relates to the citizen advisory committees and the resolution of that in the next step is that we want to have that policy more in line with the policy that we already adopted around advisory committees and so, making sure that it reflects, the way that we want our members to be appointed to the committees and so, right now, we are having our folks, and our staff put together a policy that reflects that and so that is the neblgt step and we will have that come forward in the first reading and i think that it will change the way that the folks are appointed in particular to the qtea and oversight committee. that is my best to answer the questions if people have them. >> could i just clarify what you said with your permission? >> sure. >> only because we actually, and the only thing that you mentioned that i just wanted to highlight is that the board actually what we discovered when we started talking about this and beginning to is that the board policy 1220 is

comprehensive and gives the staff a lot of direction about what we want in terms of the composition of our advisory committee and how it should be appointed and there are a few that either because they are mandated under the law or because we created them in the board policies, diverge from that, some what? that my understanding of our discussion at the meeting was that we directed the staff to sort of figure out how do we in the cases where it is not contradicted by a mandate of some sort, is to try to get more in line with our own policy because once we reviewed it in more depth it actually gave the guideness that all of us said that we wanted at the previous meeting about the qtea and so the path is one of those that sort of diverges right now and so i want to talk to williams about that and i have motioned to her and we will be talking about that. and thank you for letting me clarify that. >> and if i may add to your

commentary. >> and also many of our committees that actually did not follow that policy that we already have created, were done, really right after the election cycle. and so, that in understanding it just to give an appointment policy for the supportive committee to something that was passed right at that time and we could really get the work up and rolling and running. and we found that they didn't, meet the standard of our own board policy and so again, as the staff has now been directed to look at the board policy and hopefully going forward we will follow it on the hills of an election cycle in creating the committees. >> to add one thing that i should have included as well. it is not just about the appointments and another thing that we discussed was the term units and making sure that we have term limit and that we are notifying the people on the committees who will need to step off and have the new

appointments. >> remember that we just because we actually know that we have at least one advisory committee appointed by board members with a lot of vacantcy and it will by the time that all of people who are chosen today are notified there will not be a quorum and there will be fewer members than constitutes the quorum and so we asked the staff to help us to provide us with the names of people, and that might be interested or places that we might go to look for appointee and actually, it will be good if the staff were told, in those departments that we are looking for appointtees so they can help us with their knowledge and experience. >> and as, and in specifically the bilingual council and so anybody who is listening and wants to be appointed we are looking for people. always for all of our committees. but in particular we would like appointment for that. >> okay, yes, dr. murase. >> i wanted to announce that on september 9th, the curriculum

and program committee will be meeting, we are going to go through the standing item moving forward on the waiver and just an update at the committee. and we will be talking about human trafficking as an issue, and jrotc, it was a review done in 2008 of curriculum issues and so we will have a discussion of that and so i just wanted a clarification and we will be talking about the apg resolution on that committee meeting? >> yeah. >> okay. >> and then, one of the clarifications, because, your resolution, i believe was founded into the discussion that we are going to have of the committee of the whole on the third and it was referred to appointing to the whole and not the curriculum committee? >> yeah. >> and that is... that was not my understanding, but, we can

figure it out. we have been planning, with bill san did her son to have it on september ninth of the curriculum committee and is teams to me that it was the committee of the whole. >> so, mr. steel, can you sort this out for us? and advice the board in writing? yes, it is going to be discussed with the committee of a whole.. and then one other point of clarification, and the ad hoc committee had been planning to meet on september the 11th, which conflicts with this personnel committee meeting. so we will need to work that out. >> okay. >> we will... >> yes. >> we had original appointment for the 12th and the 11th but we will check the calendar. >> thank you so much. >> thank you. >> do you want to talk about this of the committee of the whole. and there will be a committee of the whole on september third at 6:00 in this room and we will be discussing the superintendent proposal to lower the graduation requirements for the (inaudible) county schools and 50 elective credits to ten. and so that will, that we

about the ed match tech saavy hunt. they encourage them to match the frunds raised at schools and distributes the funds to all of the cities schools on a per student basis and on september the 29th, they will be doing a fund-raising, hunt in civic center beginning at 12:30 to six. >> thank you. >> i just wanted to say that i have the opportunity to talk to some people who are professionals in the education professions world, and they have on two occasions independently and complimented me on the district's website. and on the particularly in it and we know because we have had this, acknowledged by national organizations but particularly the openness, and transparency through that perspective and so i just wanted to pass on those compliments and the

congratulations to the district. >> commissioner maufas? >> i just wanted to announce that yesterday evening i had a wonderful, time with several district staff in the bay view zone with dr. leslie wong and really talking about how sf usd partnered so well with san francisco state university. and really yesterday's conversation was focusing on our african american, community members, and really our african student population and how we can work together. and it was so candid and so informative, and i know that he is in the deep conversation with our superintendent, and what our place to success and usfd program steps up to, and i just wanted to publicly acknowledge the time that he spent with the community members, really talking intimately about his own history, from being raised in oakland, and having come back

to the bay area, and from 20 years later to find san francisco and east oakland in a radically changed from when he grew up and how he can really have his feet on the ground, with community, serving students, and i just want to thank him so much and being montero to the college of studies there and i want to thank the kol listing on aid. sorry. >> that coalition on aid in providing the space for us. and definitely several of our staff were there in actually all over the city and in particularly in the bay view zone and i wanted to thank them for attending, thank you. >> thank you. >> and all right. item t. report on the closed session actions, there are none. >> and item u, william uniform

[applause] >> thank you. good morning everyone. well you should know i only live less than 3 min. away from here. just up the hill. so i get to watch all of you. but, i am very happy to join our local supervisor of this district by john avalos this here this morning. it's a pleasure i was very much care about our education. i want to thank teresa ship for welcoming me here to your first day of school. i'm of course here with your superintendent. mr. carranza, thank you. we caught a couple of school board members and school officials and teachers representative here as well. mr. mendoza on our school board emily goshawk

as well. and we have of course a number of school districts rep. as well as parents. all the parents are here today. [applause] >> well, first of all welcome. welcome some of you back to school. welcome some of you who have just started here at james jim and school. we love our students. you are happy, yes? well, i hope you are because we got a lot of great things this year. i think we believe we have a new classroom in fact. i have been working hard over the summer with hydra and a company called salesforce and they are here today, salesforce does a lot of great engineering in san francisco and they do something called the cloud. how many

people know what the cloud is? anybody know what the club is? you will learn. you'll learn a little bit. some of the teachers know that for sure they can explain to you. but, this company is headquartered in san francisco and they are helping me help all the middle schools in san francisco get modernized. that is, to get technology, get wi-fi service, get computer tablets to the teachers, to of course, our principal. to help with the modernization of this school so that you, as students, and also as parents, can actually get a lot more science done, a lot more math done. a lot more engineering done. and become even more skilled because some of you, in fact, i see somebody here that's going to be the mayor of san francisco get somebody in this crowd is going to be the next mayor. how do

you like that? do you want my job? [applause] >> well you can have a lot of fun. i think when science and the math and all the other skill sets that the school district wants this school and so many of the other middle schools to have more of, you're going to be the beneficiaries of it. i know you're going to be motivated. i want to thank you for not only getting up early, brushing your teeth, getting a good healthy breakfast, and running down here to make sure you meet your new teacher this year. this is going to be great. again, i am just 3 min. away. but we're also going to be working very closely. this won't be the first and only time you see me. there'll be other times you see walking around the campus because i do care about all of you as our middle school students. you're going to be the best minds. your point of great jobs when just a few years from now you're all going to be and up in college or some

good jobs. and, if you need some help with a resume, ask me or ask supervisor apples. we'll be glad to write you support for resume for the best job. you could be the head of a company. you can even be the start of a great sports team. or, you could be a scientist or a doctor or a lawyer but anything you want to be. you definitely have it begins right here. so congratulations good morning welcome back to school and have a great grade year. thank you, teachers. and administrators. >> [applause] >> good morning. wait a minute. you've been resting all summer. rights were to do this i want you to blow the roof off of this auditorium. when i say good morning i want you in your loudest most excited voice to say good morning back. are you ready? take a deep breath. sit up straight. here we go. good morning >> good morning >> that's what i'm talking about. it's great to be back in school. it's great to welcome all of you here. i want to especially welcome the parents and our teachers and our paraprofessionals in our demonstrators would've been here for, believe it or not, over a week preparing for this very day. to get ready for the first day of school something of great experience. now if i understand correctly your sixth-graders, correct? >> yes >> no? this is what i want you

to do. by the way, i was very impressed that you actually knew my name. so thank you very very much. this what i want you to do. i want you to think about when he went to kindergarten. do you remember that? then after kindergarten you went to first grade. do you remember that? did you have fun in first grade? did you have fun in kindergarten? yes. did you have fun in second grade? yes. this is just another transition. so since grade may be scary but it's not that scary because you can have fun and since grade. you know how i know why you have fun in six great because of excellent teachers at denman. they are going to help make learning fun for you. they are going to encourage you and support you and you know why i know that you're going to have fun weekly here because the secret is that denman is a fantastic middle

school. you know high note the secret is out because denman has a waiting list now of kids that want to come to denman middle school. did you know that? did you know that? >> [applause] >> so there are other children i want to come to denman they just could becomes there's not enough room. you got into denman. you should be very proud of the fact that you got into denman and that other people want to come to denman. you know it's going to happen? next year when people want start applying for middle school they're going to see the great year that you've had and didn't want to come to middle school as well and they say i saw merely walking the halls because he's my neighbor. he lives down the street. it is a wow, the bear comes in the busy supervisor below supporting you to say the supervisor is here. you know why we're all here? more than anything we are here because we want to thank you for the great job that you've done and the great job you're going to do and we are so proud of denman middle school. you're doing a great job. so as six graders, i want you to have fun this year. can you do that? that's not very convincing. can
