either we disagree or we agree. and it is sort of like black or white and it is really not that, it is more like this is what our department wants to do and what they want to do to move towards a certain goal. and so i left it up to him and i say, why don't you put my words into either i agree or disagree, because i can't do it myself. so from what i read here, it is consistent with what the department and what the bic wants to do but if we are hung up on whether we disagree or agree with the grand jury report, i would suggest that we not take it as black and white and just say yes, the content of this reply is consistent and let's vote on it that is what i am thinking. i have if we can revise it one more time if it needs to

by the process to agree or disagree. i think that it is not something that where we can just sort of rely on the nuances and so, because if we agree with the findings, you know, essentially an audit of the process and if we agree with the finding and then we are committing to adjusting them in a certain way, if we disagree, then we don't have that responsibility and we can still say, yes, all of these things are true, but, we don't commit, you know, to the auditers, you know, findings, of where a processes are, in the two things where i think that we are vulnerable is and i am sorry that you did not get to the meeting and didn't hear commissioner mar's comments and the two areas are about the notices of violations and about the system, you know, where our public, and comes in and gets routed and so, you know, to not acknowledge that there is a public perception, whether or not it is based on fact, and we

need to close the door to a lot of folks who are out there looking at us and as commissioners to represent the public, and so since i am the person in the public seat i have a responsibility to acknowledge that people are thinking this and so was it based on fact. but where it is not, where there is, you know, a factual basis in which we acknowledge in our comments ethose two areas i think are problematic in the wording that we do not agree with the findings because i think that we should say that we partially agree or we agree and these are the areas where we commit to doing some work. >> commissioner walker >> thank you very much for pulling it together like that. and i totally agree with your

input and i mean to the point of, you know, when we talk about code enforcement, and you know, what we do in this is take a slice, that proves our disagreement, or something, and i think that it is counter productive to this, or to what this is intended. >> and when i compared this grand jury report to the one that was done, a while back, we have made huge strides and everybody in our department should be proud of that. because we have. and there are things remaining that we need to do and that is what the focus is on and i think that i have been in these meetings a long time with all of you and we have all talked about all of this and it is not a surprise, and that is why i totally agree is how we lead this off and how we enter into this response is really important to bring together how to do things even better. i mean, i think that it is important enough the spirit of

that what the commissioners are asking for, is something that we can't deliver by next week on the 10th, and what i am trying to convey is, when we know that we have consensus on every issue and we agree to disagree and we do understand the concerns but i believe that the report as is, right now is as close as we are going to guess out of the commission, so, rather than try to transform and i don't think that we are going to change it by next week, i want to be real about this and say that i think that it is important at this stage that we move this forward, in its condition and dually noted with the comments of the commissioners who disagree on the issues, and at that, i think that answers, everybody's concerns, and nobody is going to say that they are voting on this blankly and say that we approve this and you do disagree with the aspects of it as a commissioner and that is just the best that he can do at this point. >> commissioner mar. >> one of the time constraints but i feel that we could

resolve it easily with two amendments. which i am going to make now, one is that we change 0.4 to disagree to partially agree and the same thing with the novs which allows us to do exactly what commissioner melgar and mccray were talking about and we still have work to do. and we don't agree with everything that the grand jury said we we want to address the systems and the favoritisms and address the novs and not just from housing and from the other departments as well. and so, if we could do those two things, i would vote for it. >> me too. >> me too. >> and mr., strong, please? >> is there commissioners we are under a time constraint.

>> i understand the mayor is on a tight schedule. i would like mr. mayor to come up, please and say a few words. thank you. >> thank you. officer monroe. good evening, everyone. this is a really happy occasion, and i did when chief suhr notified me that this would be happ happening. i wanted to be sure i put in time to come before you for a brief moment and share my appreciation for the police force. to the commissioners and president mazzucco and the commission, and to the staff and awardees tonight. i know there is 41 of you out there with family and friends. but i want to say to the 2,000

sworn men and women in the san francisco police force. i am very proud of you, and as hard as i work, i know there are people that work harder than i, and i don't put my life on the line every day when i go out there. but for a world-class city to have this status as one of the best cities to live in, and work in and visit. you have to have a police force that rises to world-class standards. and the san francisco police department is world-class standard. tonight with the recognition of the medals of valor, we continue, i think, a very important culture. a culture that is measured by the performance of its officers and those who tonight exceed that standard in every way. and you know, it's kind of hard

for me to get to know everyone up to 2,000 officers that work in our police department. i do see the results though. and i don't think we could have landed the bid for the super bowl hosting 50 without a world class department. we could not have landed the americus cup in san francisco, without the signaling of the best police department in the country. we could not have landed so many of these world-class events and continue the pride of being one of the fastest recovering cities in all of our country without a good police force. and so i made it a point tonight to come here and to let you know, i may not know each of the officers allegiance to your favorite baseball team or favorite football team or favorite basketball team.

but i will before i am done. because i do know that we share in common the success of this city. i know that on a daily basis, whether you are walking the neighborhoods of south of market or tenderloin and bay-view or any number of neighborhoods, you are doing the best you can. you are looking out for people. and i know that as the mayor of this city, we also got your back covered as well. because we don't have each other back's covered, we don't have the trust that we need to have to move forward in this city. i want to say thank you to each of the 2,000 men and women that serve in this police department. the commission. the commanding staff. the police officer's association that works closely with all of us as well. and not only thank you to all of you, but tonight for those who have earned the medal of valor. you know it's important to have

these events because the particular event that caused the bravery to occur, are no longer on the front pages of our newspapers. but they are in our memories. in the men and women, the people you work alongside. the family and friends and commissioners, they know who you are. and the rest of the city, 26,000 people that work for this city, we also know who has put themselves on the line to save others, to bring more efficiencies to the city, to bring pride and who you tutor, the kids, the extra time it takes to get at-risk youth to turn their heads. and to make a pause and suggest a better life. the extra hours that the officers put in, all of you, i see that every day. and i know there is results. in fact if you look at the numbers today, knock on wood --

we are still at the historic time of low homicides in the city, we want to keep it that way, we want to keep the success going. thank you for your mayor, i want you to know that i am a grateful mayor to this police force and to all the people that serve it. and tonight i celebrate with you the recipients of the medals of valor to know that i appreciate the extra effort that its taken for you to get this award and recognition. i am proud of you, not only as officers and employees of the city. but proud of you being our city's heroes tonight. congratulations and thank you very much. children. it's been my dream to start is a valley school since i was a little girl. i'm having a lot of fun with it (clapping) the biggest thing we really want the kids to have fun. a lot of times parents say that valley schools have a lot of problems but we want them to follow directions but we want them to have a wonderful time and be an affordable time so the kids will go to school here.

we hold the classes to no longer 12 and there's 23 teachers. i go around and i watch each class and there's certain children i watched from babies and it's exciting to see them after today. the children learn how to follow directions and it ends up helping them in their regular schooling. they get self-confidents and today, we had a residual and a lot of time go on stage and i hope they get the bug and want to dance for the rest of their

♪ ? an incredible program because we take regular kids teach them the love of the game. we have no emphasis on winning we only have an emphasis on learning and trying as hard as they can that's it and the chips fall where they may. when students leave our program whether or not adults or kids they'll have a mechanical understanding of what they have. you don't have to be 7 feet tall or be super faster but you do need skwil. once you teach kids how to have control over the tennis courts

they'll master. please invest us on the website >> we are approving as many parks as we can, you have a value garden and not too many can claim that and you have an historic building that has been redone in a beautiful fashion and you have that beautiful outdoor ping-pong table and you have got the art commission involved and if you look at them, and we can particularly the gate as you came in, and that is extraordinary.
