test, test, test, test, test test >> good morning, everyone. welcome back to the san francisco board of supervisors budget and finance committee. and today's meeting e meeting is for wednesday, september 11th. i would like to thank the clerk of the committee and as well as the staff covering this meeting.

mr. clerk any announcements >> yes. all 2k0789s should be submitted to the clerk and all documents today will be on the next agenda unless otherwise. >> this is to execute a 5 year lease with the golden gate park foundation for the operation of the club course and golf course for the annual base rent of 85 thousand dollars. >> and we have the director for rec and park. we have this to operate the

golden gate park and golf course. a little bit of background the golf course is under a lease for seven years and it's a month to month lease for the past two years while we've impound or gone through the rfp process. when the departments issued the rfp that 2011 we were searching for an entity that could help us revitalize the play. we have long been having thirty percent per year we we want to revital lists the golf course. we have a par 389 golf course

placed by beginners and golfers after work. we in our rfp we therefore asked people to talk about how to activate those golf course. we had people's to manage the course and they did first organization that provides the youth advancement programming at a number of our other golf course like glen eagles they teach you the core position and they teach the children how to

learn important life skills like integrity and patience and that's fold into the curriculum. we work with over 50 public san francisco schools for in and necessity of school programming pr and at the mcclarn golf course they have the sunnyville projects to give the kids an opportunity to get on the golf course and the kids were never invited into this but now over the last few years have had the opportunity. the first t will be hiring emily to the level of hip who was previously worked at the golden gate golf course and she'll be working with tom who's been is

professional and overseeing day to day golf course around the nation. their key terms are an initial term of 5 years. there's a potential 2 year exception term that can be triggered if the gotten gate invests $150,000. at the course the department is investing this lease will benefit all the users and so that 1 hundred and 50 thousand will include bathroom renovations and improvements spot driving range will be an average rate of over 1 how thousand dollars and a there will be a shared register

between hundred and 50 and $5,000 and they'll be a split with the city receiving revenue above 5 thousand dollars. one of the key issues we want to address is making sure that the existing course users continue to have access to the course throughout the year as we add additional programming to the course. the rounds of course have long been down and we feel interesting there's an opportunity to get it up but we want to insure the existing users will have access to the course. and the times we found there would be the highest opportunity for conflict and conversations

with the community are saturday afternoons and week days after work. we have limited to 3 t times will be the maximum of the last t will be available on saturday morning and not have that be availability in the summer and we'll have limitations to one group of children who are utilizing the hole from in the early to later afternoon. this is a structure we've done at fleming and glen eagles golf course and have found it they have similar fears to users of

golden gate golf course but those fears are unfounded they will be forced off the course. the first t will be installing an potentialable classroom to provide their programming. we wanted them to do this not to impact the existing clubhouse used by all golf users so this portable classroom will be on site and we've received the fund for the placement of that classroom and this will be important for providing their classroom. this is much more than giving the kids a golf club there's a lot of material and classroom learn that will help the

children complete their homework during the school years and there's additional inclassroom work before hitting the course. the financial benefit of the lease significant the department pays the current operator $300,000 regardless of their operating expenses and regardless of course revenues. in moving to a lesee we wanted to tie the operation to the course revenues and in doing so we have not only given the operator maximizes the course but we are frankly saving some additional revenues for ours over the existing lease.

so in lease one we expect a payment to the city of 2 hundred and a $60,000 not a net revenue but your revenue before our course maintenance, expenses that is up $148,000 where the department received approximately $212,000 from revenue from the course. that will go up over the life of the lease to approximately $412,000 in the year 5 and that's in city revenue that's important as the budget navel will note will butt put us on a revenue improvement that is important as the department is always looking to reduce our

5 year gain of $104,000 in table 7 i stated on page 7 of our report. the other point is the proposed 5 year lease didn't require any of the golden gate park to be paid for by the department. and we have a lease over seven years no rent adjustments so throughout the base pay it would remain at a flat $200,000 we believe there should be an just a minute to the 2 hundred and 25 thousand. we ask you amend the recommendation to include the increases if the one year additional 2 year option is recognized and we ask you

it's a pleasure to be here. my name is tony anderson and i'm here to speak in favor of the recommendation to have the 5 year lease with an extension of two years. my prior experience in san francisco was working in the san francisco you've had school district for 35 years. as a principle administrator, educator throughout the district. i can attest to the fact over those years i saw a number of

programs that were designed for our young people and have those programs over the last seven years i've been associated with the first ones i can truly attest this is an outstanding program. when you support youth in san francisco everyone is a winner. young people, seniors, golfers and non-golfers because years from now, when we look back at this moment we'll be able to say that this resolution was made for the bitter good of san francisco. does that mean i have one minute >> though seconds and a wow. time flies. i have a number of letters here

from teachers across the district who have supported our program. they have awe tested to the fact that this program has helped their kids in terms of their confidence and in terms of them prepping to be citizens of san francisco. good morning supervisor mar. when you hear from them their testimonies will talk about that >> thank you. next speaker, please. >> good morning respective members of the board of supervisors. i'm lauren republican chu i'm leveling years old in the sixth grade. i've been attending the golf program since i was 6 years old.

i'm honored to speak with you. the first t has taught me numerous things about the game of golf but more importantly the skills i've gotten. i'm using the core effects likes district and judgment and patience not only did he learn golf skills but a better person. i've witnessed the amazing coaches donate many reinforces of their lives by providing opportunity for them to experience activity and places they would not normally have the

chance to attend. the coaches have spider me to help others at the first t as well as other organizations. thanks to the first t i'm involved in a student government and have a 4.0. as a member of the golden gate golf course i believe the first t will prove the facility and promote the course so we can share it together. some of my best memories were from playing seniors on the weekend. in the beginning i was nervous but the coaches gave me the encourage to play.

at the end of the game we would shake hands. i had such a great time because the first coaches taught me the game but my colleagues taught me the finer game. the older generation teaches the young generation to help us learn more. i'm consist that this will bring the generations together. members of the board i strongly urge you to let the first stshgs promote the game and improve the facility and creating a community where golfers of all generations can play in a safe and welcoming that environment. thank you for your time >> thank you very much.

i'm much more confidant because of the skills. recently, i won a contest where i was agriculture to go and it was a one time life experience and i wouldn't have had this opportunity if i didn't work hard at school and golf. i use all that i can, however, the most important lesson i've learned it to live my life with inequity and everyone has that opportunity. it means doing the right thing even when nobody is watching. in dpofl our the o
