chair will entertain a motion to refer this item to the full board as a committee report for consideration on september 17, 2013. item no. 2. sf 631234 >> thank you very much. good morning martin. you may present. >> good afternoon, martin brand department of human resources. we present to you two contract extensions for the san francisco police officers association. these contracts present agreements that we'll start staffing the police department recruitment efforts. we will be, we've negotiated lower start rates for the incoming recruits for the classification which has allowed us to start a class of 50 recruits in october, early october. and we'll be staffing aggressively and reflected in your budget that the board passed earlier this year. we expect to have three classes in the next 12 months. we are very

happy that we can do that and we can do that in part because the agreement that we bring to you has lower start rates for these individuals who will be coming in which represents a 10 percent lower start and as the employees go through the process of going through steps, it does offer a lot of savings. you will see from the comptrollers record that you will see a savings and now extended to 3 years to 2018, but in short-term we'll see a saving in 2013, 14 and 15, 16 and we have a very modest cost-of-living increase. 1 percent in 16 and 2 percent in 17 and 18 as measured by the

department of labor. we believe it's a sustainable model for not only this department but others in the city and allows us to meet the rates. >> when you say lower start rate, you are talking about salary. what about the lateral transfers? >> that would, the lateral transfers, it depends on what step they come in at the department. i do believe they go to the academy. if they come in as a police officer, i believe they do go to the academy and start at that step, if they start as an officer in the command staffcious they would not be affected by the lower start rate. >> let me clarify my question, if you are a lateral transfer are you getting a pay raise, are you getting an increase or coming in at the level that you left. >> that's a good question. i'm

agreement, the association receives a board process and we filed as with the board we were scheduled with the committee and before the committee hearing, at least before the full board hearing, the matter was voted down by the membership of the police officers association. we went back and we revisited their concerns, actually the final agreement has less money in it, their concern was the sick leave cash out program that had a set date in the first version of 2017 version. they asked that sunset date be pushed out to 2018 and took 1 percent less in the cola to make-up for that. it was a little bit of tweaking. it did not get better. which is also nice to

finance. now if i remember my schedule correctly, budget and finance only meets one. i think under the current state of san francisco, it should meet more than once. so i find this kind of interesting that this committee meets twice, but yet, budget and finance meets only once. it's kind of obvious when it mentions what's up for consideration on september 17th. i think anybody in this room would know that's being done for expediency sake. just as a matter for the record, i would like to say that i feel that items 1 and 2 should not be heard in this committee and that it is being heard in this committee for the wrong reason and that i think budget and finance should meet twice, not only once. thank you. >> thank you. i would like to

>> hi. i'm the fourth person from the former grand jury. good morning madam chair, supervisor tang and other members. the jury thanks you for holding this hearing for "are the wheels moving forward?" frup for the 2010 sharing the roadway from conversation to conversation. before i pass the podium to my colleague, i would like to acknowledge the presence of the other grand jury members from 2012-2013 and members of the current sitting grand jury. now i would like to call up my colleagues maria martinez who is the chair of this report and hilary. >> welcome to all the members, past and present. after this civil grand jury report, i believe we have four city departments that will be presenting their responses.

>> good morning, supervisors. san francisco's landscape is changing in an exciting and dangerous way. in 2010 the board of supervisors passed the bicycle mode share to 20 percent by 2020. since that time the city has added miles of bike lan and bike lane infrastructure which has helped increase the rider ship we see on our streets. in this report, "are the wheels moving forward?" the civil grand jury did a follow up to the 2009-2010 civil grand jury report sharing the roadway from confrontation to conversation. while our jury acknowledges that the city is making in roads to promote cooperation and understanding between bicyclist and motorist and pedestrians more needs to be

done with education and enforcement. hardly a week goes by that we don't see a bicycle related story make head lines and often involving and accident. this is a topic on many people's minds. our leaders must do more to enhance the safety of our streets. first and foremost the jury believes it's important to set a goal. in this case the bicycle fatality and incidents. we ask that the city adopt a bicycle safety agreement. based upon the mayor, sftd and advisory committee, this idea requires further analysis. to clarify the civil grand jury agreement is to bring the city department's together to collaborate on how to city

should address enforcement issues and give sf p.d. more support. as the sf mta response and locations for targeted enforcement for engineering counter measures. the recommended safety enforcement campaign would be a high profile campaign that will put all users on high alert on conduct and suffer consequences if not honored. both the mayor and sf mta that the steering committee could reconsider state of the issues with the possibility of setting goals. this injury does not believe this is a strong enough commitment. this injury urges

the board of supervisors to pass a resolution requesting the creeks -- creation of a bicycle safety agreement task force to advance this recommendation further. the jury recommended that the sf p.d. establish a comprehensive bicycle training program for it's new recruit officers as well as on going bicycle training in its continuing education program for police officers. while the sfpd has bicycle training that includes traffic enforcement instruction, only 1 hour is dedicated to bicycle enforcement. given the increase in bicycle rider ship and increasing numbers, the jury believes more robust and single topic class needs to be implemented. a stand-alone class to review california vehicle code and traffic codes as related to bicycling is

essential to training and also stresses to officers the importance of this issue. the jury would like to acknowledge the sfpd and their commitment to update it's safety video modeled on chicago's traffic enforcement for bicycle safety. it is crucial that this version include all california vehicle codes and traffic codes related to bicycles. the sfpd expects to complete and include this video in existing officer training program with a completion date of january 2014. since this injury -- jury has completed it's termed, we expect this to be
