understand that there's - there will be restraining order problems but we have to dedicate resources adequate resources to keep those rooms open. i mean, if you're going to really truly enjoy this venue re enjoy all the improvements we'll made we have to provide that guarantee. i can't be - i hope i'm being very forceful about this and it's understood that those facilities have to be opened. i've been operating senior programs or community center for seniors and disabled and that's one thing we won't theretofore that when participants come to
6:01 pm
our center they'll have rooms that we can use they have to be able to have accessibility. so i just want to make myself heard loud and clear we need those facilities open >> i would second that commissioner mcdonald. >> i think the general manager said to speak to that. >> can i jump in here commissioner and respectfully you've gotten letters i want to let you know it includes a large room behind the boat house and the hours are posted and they include disabled rooms. and there was no r50678 restroom
6:02 pm
in there before so that's been added is an ad add size room but we have had in like all our parks issues with that behavior. i'm going to be blunt we'll had people put feces and damaged the toilet i think a little bit of our frustration might be miss directed we've had an obligation to fix a room before it can be opened up for the public. it's not intended for people who purchase things in the boat house. we're working with the tenant to insure that room is safe for all. >> thank you. >> commissioner mcdonald.
6:03 pm
>> thank you, mr. mick kins. is there any analysis about the entrances not just the fact there's increased upgrade age but who's using it. not that there's more usage age but we're pricing our community members out of access. on paper it looks good but folks and community can't afford to participate >> i think we have two pieces of evidence. the first is fraepg the previous concession charges those for two years without commission authorizations and that gives us the sense there's community support for this. when we went to that rate
6:04 pm
there's not a large groping drop off. and second is that we have this available pricing structure it's not a new peak rate attempt it's a dynamic pricing. we've seen a lot of our amenity you locals don't necessarily go there anyway because they can expect a line if they go to the boat house before whereas in the winter in january they could have a beautiful 75 degree saturday and we'll have those lower rates so the visitors and the locals can attend >> thank you. do you have i guess a data whether we're talking about a rate mister but who is using the
6:05 pm
resident vs. visitors >> we have a comprehensive survey of visitors now. >> thank you. and a seeing no other questions can i entertain a motion >> second. move forward and second all in favor?. opposed? hearing none it's unanimous. we're on golden gate yacht club extension of lease. >> good morning nick. the item you have before you is a 24 year extension for the golden gate yacht club for the marina yacht harbor. a little bit of background the golden gate yacht club the city entered a lease in in 92 for the
6:06 pm
nonprofit yacht club we did a first amendment inform the lease. as i'm sure you're all aware the city implemented a renovation of the yacht west harbor. as part of that renovation all the slips within the harbor were reconfigured including the slips that had been leased to the golden gate yacht club. eventually our lease with the golden gate yacht club allows 3 hundred and 59 linear space within the yacht harbor. with this reconfiguration that happened during the renovation project their slips and this did
6:07 pm
he missed place sz no longer showed what the slips looked at in the yacht harbor. the yacht club had negotiated a lease that kept intact their biggest spaces that the city was goothd to provide and we made a number of other amendments. the first amendment that we made was extending the term of the lease. currently the lease conspires in 2017 and there's a 5 years estimation option the the proposed amendment would eliminate the 5 year lease and it would carry the lease through 20041. that is similar in term to
6:08 pm
extensions we've got with the st. francis yacht club and two of our other nonprofit clubs. the rent would be increased - the minimum rent would be from 54 thoughts a year to 85 thousand dollars a year the 10 percent would remain in effect. the before mentioned space they previously receive 4 hundred and 59 space and there are no slips that show this linear feet so to fulfill this we'd be increasing that birth space.
6:09 pm
furthermore, the yacht club would make improvements to increase accessibility to the club. they include putting a new bathrooms and elevators to access the upper floors to the clubhouse and also the installation of a new public access ramp to access the adjacent piers next to the clubhouse. the total value is approximately, $600,000. although it should be noted the club will receive a rent credit for half of the costs for snaufl the access ramp. we have established a maintenance fund so we don't get
6:10 pm
into a situations where at the end of the a lease term we have a property that has been somewhat negligent and under the proposed lease the club will be good thing to present the grow revenues each year into a maintenance fund. the club will be able to expand those are fund for the yacht club optional with the approval of the general manager so we keep invest in property so we're not at the end having a building that needs work. we're most excited about the inclusion that the yacht club provide educational activities on site.
6:11 pm
as i'm sure you're all aware it's a challenge recreationally for the city. the yacht club is in a unique position to provide youth programming that likewise kids to access the waterfront and electron about the sport of sailing and the yacht club actually is the provider they're the only provider that works directly with san francisco schools to provide the after school sailing programs. there are a number of city schools and for the first time they're going to do. we obviously will work with them and make sure outlining all our youth have an opportunity to participate in those programs. their relatively low-cost
6:12 pm
programs and no one is turned away we have scholarships. >> we do have public comment. valerie. >> morning commissioners i'm a member of the yacht club and also i run the golden gate youth sailing program for the high school team racing program that we offer. not all our kid are raceers abusing but we encourage kids to come in with their parents physical support to form teams and represent their high schools through intersclifk sailing throughout california. we currently have leo, mission
6:13 pm
and balboa we had gateway and city arts last year. we're expecting another high school to come and the kids bond with kids from different kinds of schools whether public or private. we reach out to the public's but occasional we get a few privacy it's nice to see the kids form lifelong bond. i personally volunteer at the treasure island and a try to identify some students who basically h have maxed out at their program. and we take if kids that have no ability whatsoever of whatsoever whether they have money or not to get them on the water and
6:14 pm
learning to trust each other and he teams among teams to share the assets. we have only so many resources. i'm splitting up the conciliations so we can get 25 kids per session. it's a hundred dollars per session and the sessions are 10 weeks. we do have scholarship money available and i help get the kids in wet suits and footing derives if they're not able to get their own. it's funded through members and guests donations. as you know i'm in favor of this
6:15 pm
>> anyone else who would like to make public comment? >> good morning, everyone i'm jim rubin. i'm a lawyer at the club but i'm also on the board of the golden gate yacht club. i'm here because the rest of the board is here >> don't you have anything else today. >> they're out there keeping their fingers crossed that we can have another day of racing. specifically thank you to nick we've spent a lot of time but it's a pretty detailed lease and we had to go through a lot of items. it's important to us with the
6:16 pm
end date we want to be able to say we're going to be around awhile and i want to thank the gentleman who helped get this done. valerie is unbelievable. i've heard about the sailing program. i don't think anyone else on the waterfront is doing it but it's a real cause within that club. so, please do vote for our lease extension and thank you and any additional public comment? seeing none, public comment is closed >> nikon the maintenance fund would that include some of the dredging because along the areas further toward the moulth where the wave is that's right where
6:17 pm
the sand drops will the maintenance fund cover the dprenl of that. the maintenance is designed for the yacht club and not for the city itself. we'll have to deter to our capital committee but in the more for the - >> we do have planned for the dredging. >> commissioner i've spent some time on this we're going to have to do regular dredging it's the reality of the bay. and we're aware of that and we're going to have to figure out how to fund that one >> thanks. >> seeing no other questions entertain a motion. >> move forward and second and a all in favor? and we're now on
