there was another comment there was from the architecture review committee liking our facade and trying to carry that character onto the other street. we regular listed the facade within the regular body of it next to it to get a good relationship to the buildings next to it. we changed the plan of the building to create a recess at the end entrance so the piece that responds to the context pushes forward and the facade is part of the more contemporary part of the building pushes back. so another comment had to do with gifk more expression to the

context so you can see we've worked on increasing the visible height and it will play with the light. we've matched that material at the top of the base condition to their book ends the main facade. you can see the details at the bottom of the screen. this relates to the altercational buildings next door. in the same way our base condition are banned at the top. we looked at a notion that the commissioners raised that the elements open the facade the

terra cotta elements seemed vertical so if there's a way to bring up the horizontal elements between the buildings that would help. so we introduced our terra cotta i guess they're called in front of the windows as a way to carry the material around the windows and that results in a perception of the overall facades of having a design comparable with the adjacent buildings. another issue that was brought up was that the terra cotta the way it was detailed looked flat because it met metals at the correspondence so we use is the terra cotta where it turns the corner so that's the detail we used here and it gives the terra

cotta facade a sense of depth that relates to the depth of the masonry building in the district. and so this give us a sense of looking down the street and o how the facade relates in massing with relation to his neighbors and the terra cotta comes down into the base of the building to over a sunscreen there. the masonry steps back from the main facade as i mentioned before. you can see that in plan here where we actually instituted a structural change and that allows us to do a better job of manic the pg e bulb on that

location. i forget to mention that's how you get back to the court yard that's a sense of light. you can see the rendering of that the green space that officer a lot of spaces. it's quite beautiful to look at above it harvests the water. and so then on the third level there's an entry from dui boom and that inlightens the whole area. so with that i'm open to any questions. we have other materials if need be >> thank you. commissioners do we have any questions?

we're here to get the strategy and the adoption of the japan statement passed. first, we'll hear from shelly to introduce the item around the historic based statement >> good morning commissioners shelly from the preservation staff. i'm presenting ignore o for the recommendation the japan historic statement. this is the author with the contributions from our historic preservation page and department staff. numerous members of the japan town community also duo donated their time.

this was in plan for four years ago. and specifically it's now created a framework with our japan heritage and stability strategy. the boundaries of the study area are designed for the h f project area and this the the california north and the golf street to the east and stooern to the west. this area was and is considered to be japan town in san francisco. the time periods described that troilt the cultural historic development in the neighborhood include the japan history in san francisco from 1880s p and the western edition to the 1920s and

san francisco the golden years of japan town from the 1980s to 1942 and the world war ii period to 1945 and return to japan town from 19457 to the 60s and from 1960s to present. the historic statement was slightly revised and this was to clarify some information about the japan neighborhood. and although no substantial amount of writing was added at that time. the dramatic periods described in the historic statement relatively to the western

edition include the early edition from the early 18980 and the recovery period from 1906 and san francisco little united nations period from 19 tennessee and preservation election to present. the context statement also sets up criteria at the end of the context statement after it goes through the history and those evaluation criteria is the significant properties in the neighborhood would be the cultural institution as well as the commercial buildings with lessee be residential buildings within the neighborhood. outreach activities to promote the historic context is the japan website with links to the

project site that's been available over the last 4 years where we've held numerous community meetings and department staff met on a monthly basis with the subcommittee of this group so develop a survey a preservation survey of the historic context statement. alley over the last 6 months the staff has presented the meetings to discuss how the strategy developed from the historic statement. i also want to give you a brief update on the survey effort. a traditionally survey was gone over 4 years ago in conjunction with the development statement and more recently over the last

2 years we've been working with the community to develop a cultural heritage tour which we'll integrate with the 2007 survey findings and we hope to present those to you. with that the department recommends adoption of the japan town statement and this concludes my presentation. at this time i'd like to invite the author of the statement to come up >> thank you shelly. good afternoon, commissioners >> it's been four years since we created the final draft of that historic content statement and actually, you've created a for tuesday statement you're doing it in the year that the national park service is

recognizing that the asian patrick island heritage is important to the national preservation history. the national park service undertook a history study i've been appointed an advisory. the theme studies are to identify the historic landmarks as well as to address the gaps in the national park system itself. until recently our national parks only identified asian history during world war ii. just this year the park service has added an facilitated unit our first step to recognize the board heritage place in history that.

now back to japan town as part of the history of marcus books the history of san francisco is multiple ladder and historic. it's rich in interpretation but in focusing back on japan town as the oldest continuously occupied japan town in the united states. this holds a rich array of cultural practice is of historic significance. i hope you'll join we to recognize japan in the historic study and will benefit from the efforts that grow out of that. thank you very much >> thank you.

thank you, don in a. i'm with the planning staff and leading into the cultureal strategy. this is the first document in san francisco to focus specifically on how to promote a heritage. the vision is it japan it up will thrive as a economically rich neighborhood for japanese-american communities to come. some highlights the process as you know many years in the making building up previous areas for the japan town community plan. and this effort is a collaboration between the community, the planning department and others. we gave an introduction in july and received a lot of positive feedback and have received 23 letters of support from

residents and property owns and business owners and nonprofit churches a wide variety of people involved in the process. the comments the highlights are to focus on the areas of concern identified in chapter four regarding the people and the land and the businesses and the cultureal will fonts those face. i went into this last time. there's also the highlight is in chapter 5 we have 19 recommendations some of them represent existing programs that the community wants to see continued and there are new programs that will be implemented by the city and some by the community itself. some will be a joint effort. we're asking for in the

resolution in front of you first and foremost is the objectives as city policy therefore giving guidance for any projects or proposals or other plans. we want to see the endorsement it will start the process of conversations. each one has it's on fast forward tomorrow we'll talk about some of the projects. we're also interested in the endorsement of the method doing of the tangible and intangible periods for the heritage. this evolve to recognize the cultural heritage not just the buildings. we are interested in the

adoption quote those elements botanical and intangible that helps describe the cultures and are important in maintaining the important heritage of the community. we're interested as shelly mentioned between the community and the planning we found over 3 hundred resources in that flabd and by the hear about businesses opening and closings and we need someone in the community for more direct knowledge. we want the intercept forms completed. we've done 25 of those to make sure our method doing is working

both the community and staff were instead of this is a helpful approach to documenting human source. we like direction and staff to keep working with the community and on a historic preservation stool there's a lot of education tools. we want direct to add this as a cultural landscape we're starting the conversation with the parks and rec department. we are interested in having the

staff to direct the other communities including japan town. we're interested in having our support to implement the dhs and interested in a recommendation that the community recommended the dhs and that's the resolution. with that i'd like to introduce a lady who works with the office to reemphasize this partnership. good morning commissioners i'm diane and i'm here with the office of workforce development. overwhelm here to express our support for the stability tragedy sea over our support in implementing some of those

identifying japan town as one of our corridors. it's investing in our neighborhoods in which we have dictated staff support as well as funding for the neighborhoods that the neighborhoods choose to prior liz intents so we're here to offer our support in implementing those strategies and work together with the neighborhood open this strategy and the implementation of that. i believe bob is going to come up and speak >> president and commissioners, director ram. good afternoon. i'm bob member of the japan town organizing committee. let me begin by saying this strategy document couldn't have long been possible without the

generous support of the city and the patience of the director ram and its staff. i thank you all. i'm here to give you a brief run down on the outreach efforts of the orientation committee. we've been planning over thirty years this is the plan to save the cultural heritage. the b m public works started in 2007 and in 2009 was sent back to the community to work with the planning department for further refinement. over the years we have conducted way too many community meetings, focus groups and outreach to stakeholders. since february alone we'll have

two property meetings and outreach to thirty community organizations, merchants and resident groups. during march, april and may we gathered recommendations for changes that are in the document today. there were over 1 hundred comments that were respond to by steve and staff. since july we outreached back to the community organizations and i'm pleased to present the many letters in our paths. we have the resolutions that recommend our endorsement of this document as city policy. those letters represent is a great cross sections including businesses and community based organizations and religious organizations and community

groups. over such a long period of time there's going to be changed in opinions about the recommendations are expected and will likely continue. however, it's good to hear that the visions and goals have long been largely unchanged and the community desire to have a document to sustain an economically japan town is clearly every time. recommendations include the recognition of the cure all heritage assets and the citywide cultural program. we look forward to the strategy and working with the various city agencies under the mayors program. i recommend our endorsement and the approval of the resolution
