designated landscape off - i'm interested in that. that's an area of recommended study of mine. i'd be interested in seeing something like that go forward for japan town which would recognize the practices of the community and the environmental and educational aspects of their institutions and of the area and relationships to the cult - social rather >> i'm with the planning staff. you said this ante because you talked i talked about the peace plaza but i'm not sure i'm prepared to talk about that (laughter) >> but peace plaza.
2:01 am
there is it >> thank you commissioner. >> i also wanted to discuss the various e-mails we got within the past twenty-four hours we got on the properties. also within one of the e-mails it further elaborated on the historical background and that's important to include and i recommend that be added to some resolution. i think what is here is good but adding what was recommended is better. i'm not sure if all the members of the public have received that but we as commissioner have received that and we're definitely happy to share this with you and this is all this stuff. it talks about s b-307 and the resolution i spoke of earlier
2:02 am
this commission passed. that provides better clarity and also to serve as a model for future community. i think without it, it's not as strong as it is today >> thank you. commissioner >> i have a question for the gentleman too. and i may have missed this because we had a lot ofrd and some of therd i did before. it relates to in the j hr there is recommendations for the improvements of the canyon mall and also implement improvements to the peace plaza. is there a recommendation to do accrualal landscape for canyon street mall.
2:03 am
for example, in the bye canyon mall repaving the sidewalks and walkways but that's been identified as being a potentially historic of historically place so how much of this has been added as a recommendation prior to any work and we talked about canyon mall and let's keep the questions in the remedies limited let's step back for a second the first charters live on perpetuity but if we initiate this tomorrow and it becomes law in 3 months does the document become mute. ? no. i'll let other community members
2:04 am
speak about that. we haven't talked about this and it doesn't have consensus. not to preclude it but being clear about what we're moving forward with. and so there was for some reason more comfort with peace plaza so that's the reason to move forward with peace plaza as accrualal landscape and it fits into the cultural landscape doesn't mean it precludes chang it. >> i have to be more specific those studies have not been done yet the cultural landscape. >> no, sir. >> all the recommendations are thing to move forward with each action has technical term
2:05 am
independent utilities so sequa and other departments. the recommendation is saying go right forgot and explore those. talking to those dms by certainly no official studies have long been done this is the implementation phase we hope this is a serious prelims but not done preliminary to the - not subject to sequa not definitely but for those recommendations go forward and study them independently >> thank you, commissioners anything else. >> so we'll move off into public comment. i'm saying we're hearing those
2:06 am
together so speakers have 3 minutes please speak whether you're talking about item within or two (calling names) >> hello gunning again. first off we want to commend the planning vice president and especially the japan town community who volunteered their time and dedicated a lot of energy and thought into the development of the trust. the heritage began pits time with the project in 2010. staff started to attend meetings we we gave a presentation so the
2:07 am
community could access and we also more recently visited the members to present at our june 15th that was entitled san francisco living history. the community business and civic leaders talked about what date of birth o could be done to prevent the loss of institutions that help define san francisco cultural identity. from the submit we learned we're all experiencing challenges and threats in the process of maintaining their cultural heritage. so it's our hope h s will serve as an important symbol for the cure all heritage but also provided a model for other
2:08 am
communities to looking for ways to conserve their heritage. the heritage forms developed by the planning did not have highly innovative and will help other communities to preserve their social heritage. we're pleased to fully support the adoption of the h s and look forward to his it's implementation >> thank you, mr. warner and a once again i'm paul. i briefly want to put on my association hat we're been following the japan town organizing committee for the past several years and strongly supports the proposals. taking off the resident hat and speaking for myself in having
2:09 am
been a participant in many of the meetings and with regard to some of the stronger language and so on that's from the evidence the opportunities for that. as also and there's a community activity there are differences. it's a political process. and i certainly felt f it was very important to gather the maximum support possible for that. so for example, lining like the land marking there's some concern imposing land marking would drop the support so what's the balance for the community. and as such we came out with a strong document this does indeed protections it's important.
2:10 am
there was strong consensus in the community. it's unfortunate for example one of the major property owners never showed up for the discussion. i'm not sure why they didn't. it was very broad agreement that we're moving in the right way and those are the right things to do and i strongly encourage support of the process >> thank you, mr. townsend and (calling names). >> thank you, mr. president, and commissioners. once again it's interesting i'm here on those two items on the same day. because what h s it is trying to do is prevent themselves from having to be here asking you for
2:11 am
what we were ask youor on the marcus books issue that you, you stride tried to save the last remindeder that they were every here. it's important this becomes policy and law because the same discussions were held regarding the fillmore during the redevelopment process the same decisions were created the same ideas were there and they were all go forward as development went forward. you have before you what you had before you this morning. this is an outstanding process and bob and others have kept me informed. i couldn't attend that much because it was on the nights of my commission meeting by i was extremely involved by e-mail and went to my first meeting on the day of the first all-star game
2:12 am
so i left early but it was absolutely an important process. i trust that in our good wisdom you'll support this. thank you >> thank you, ms. hill son you voluntary two speaker cards. >> good afternoon director. i i'd like to speak first of all, in relation to the context statement. the san francisco japan statement was in accordance with the secretary of the state office of the manual as outlined in resolution number 29 dauptsd by the previous advisory board whereas the method doing in the historic publication instruction
2:13 am
and further editions of that is based on the register site thereon where's the japan statement was reviewed by the commission for accuracy and adequacy and a public meeting was agenda decided for this purpose whereas the statement will be maintained at the preservation lib whereas the japan statement may be used to evaluate is certain themes and clusters of buildings whereas in the future the historic significance maybe dementsd by the japan town statement whereas the landmark reports and nominations of merit nomination may should the statements
2:14 am
whereas the san francisco planning department will make technical edits to recognize the preservation planning work including the evaluation of districts for local or state agencies and the public resulting of any staff therefore be that moved that the historic commission hereby adopt this and be it further that they hereby directs the clerk to adopt the japan town statement and this motion whatever it will be to the state office to the historic preservation at so on missouri ma and i'd like to make sure to
2:15 am
disseminate to make available for future this staefrment. so far as going back to other folks who spoke i think it's important that the social and cultural histories be includes in the planning >> thank you. >> good afternoon mr. vice president and commissioners i'm steve. you the a good job on my name i appreciate that greatly. i wanted to let you know that i'm the vice president of the fire commission and i'm here to represent the center. it's a nonprofit and was focused on just a minute citizens that b by in programs we support all
2:16 am
the citizens. i stand before you to both entities that are up for adoption this afternoon. i work with a lot of sense in the 43 years the immigrants if came from japan to san francisco san francisco being the first historical landing officially in terms of the recognition of japan into san francisco. and the pioneers were the ones who provided the blood, sweat, and tears. part of it was how to hold up ownership called marriage of your son's and daughters are born in this soil and guaranteed
2:17 am
through the constitution those hopes were invested in 1942 issued by franklin delano roosevelt that forced evaluation of 1 hundred and 44 million japanese-americans. we're trying to say that our historical communities japan town was at the gateway of grand avenue and was forcedly removed and our people had no control. in 1944, 45 the citizens a second generation that build the foundation of not only their families but had to rebuild the communities and the items and the churches.
2:18 am
so this documentation followed by the redevelopment that's the first time we've worked as a community in a 1 hundred year history of japanese-american contribution that we have a designation within the context of those motions to be able to futurely invest our community into in the cult and heritage as well >> thank you, commissioners i appreciate it. >> thank you (calling names). >> good afternoon president harassing. i'm greg gloria i was born in san francisco and a community aid for the task force. i've been involved through outreach meetings with community groups and institutions and even
2:19 am
the academic group from japan. i appreciate you know, i think we reflect among ourselves and the road has been tough over the last 13 years but we feel the implementation with will be tough. i appreciate the city's involvement to date. i think we can't do this without it so i urge you to pass resolutions as set before you and support japan town in the future >> thank you. good afternoon chair harassing and i'm richard. i'm the president of the japan town merchants associations. we sent you a tt. i'm also the corporate manager
2:20 am
the centers garage corporation and the board of directors sent the letter approving the plan too. i was one of the residents that was wrongfully evicted during the reneutral plan. i think it's about time we come up with this plan and urge you to fully support this plan that it took us 13 years to get to this point let's see if we carton get this approved in 2013 (calling names) >> good afternoon, commissioners i'm here i'm the representative to the g h s program and it's an
2:21 am
acronym for the japan religious organization. i want to thank director ram for this process to point. it's been a long process to the overwhelming japan neighborhood plan started in 2007 and well, we had some problems under with the goals of that program. and director ram allowed us to revisit this process. i want to thank the gentleman who retired he put us on the right track. it was a very unique program. i've been involved in those types of issues i've never been a stakeholder it's really good
2:22 am
to be a stakeholder. i want to thank the planning department and shelly and; is that right? my personal history is japan town i was born in my house by a mid wife and my whole life i've lived in san francisco. except for 6 years i was taken away and incarcerated first of all, on top of as then my family was moved to department of the justice camp in the city and we were honored to be one of the last ones to be released in 1947 my father was an activist and he
2:23 am
observed the geneva congestion and the department wanted to deport him. japan town is very important i have spent my whole life there. and next the city government took a miss step but i hope this b will correct everything for the future that we want preserved in japan town and this certainly is the right step. so thank you. i hope you endorse this. >> thank you thank you good afternoon. i'm robert and my families as would and worked in
2:24 am
japan town since 1906. we also-ran a grocery store but i've continued in the capacity of working with the neighborhood plan before and i'm here today to ask you for your support to adopt the resolutions before you. i think those tools are crucial to law school e allowing the community to protect japan town and encourage it's he growth and revitalization. thank you >> thank you. good afternoon, commissioners i'm ryan i'm the director of programs and community foyers at the japanese community affairs arrest today, i ask you to
2:25 am
endorse the h s. number one solutions. solutions concerns surrounding the cultural community many of those solutions will come with the help of the city so you'll see us again. this h s helps to provide essentially stools to moving forward. is it represents power. i mean this document here brought together our community. for something positive for future generations and number 3 beauty. i put it down because it's the beauty that can come down for something we can use to insure our community is around.
2:26 am
and number 4 i put down awesome. we're strategizeing how to have the events in the buildings and we all know those events and activities such as a is cherry bloom festivity to the cultural classes that happen in our community that brings people there. when you don't have people in the community you have nothing. and lastly number 5 it's the beginning. really i think all of us on the organizing committee we're so thankful to be here and saying thank god it's over and done it's really is beginning. and we realize that it's all of our jobs to transform this into
2:27 am
making sure the japan community doesn't only thrive but survive >> i was one of the people to e-mail you at 6:30 at the night. i brought 6 children there and we did hours and hours of research. i had them stand in line so their ancestors where they stood to get their papers to where whatever interim camp there were to go to
2:28 am
>> thank you and followed by (calling names). >> good afternoon, commissioners. >> thank you for hearing us i'm mary. i'm a property owner in japan town. i also am a businesswoman required but still doing business and i also am on the board of several nonprofits in japan town area and have long been a long term volunteer. by you represent myself today is a property owner and a citizen of this city i was born here. san francisco is a very special place. it's already been a place of neighborhoods and ethnic histories what we we really need to look at what we're doing.
2:29 am
i think j h s is a good document to go forward to be able to protect and help the growth of and to be able to sustain japan town. so everyone else has elegantly given their reasons those are mine >> thank you very much. >> thank you. >> hello commissioners and wanting harassing. i'm here today, i'm representing supervisor breed i'm here aid. and supervisor breed couldn't make it here so she sent me to read some of her thoughts. san francisco japan town is the oldest japan town in the united states and only 3 left in the
